Pledge of Allegiance Pledge of allegiance was led by Commissioner Jones. Roll Call Present: Commissioners Downey, Jones, Lockhart, Donnell, Rasmussen and Cahn (arrived at 7:37p.m. ) Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE MINUTES OF OCTOBER 13, 1992 AS SUBMITTED. (UNANIMOUS) Written Communications - None Unfinished Business 1993 Camp Shannon Summer Program Tracy O'Shea, Recreation Supervisor, briefly summarized the proposed 1993 Camp Shannon Program for the Commission. She stated that even though the 1992 program was cancelled due to low enrollment, Staff feels that there is a need and market for a program of this nature. Staff proposes to offer the program again, however with the following modifications: 1) Reduce the break even point and adjust the fee to limit the necessity of cancelling due to low enrollment; 2) Open the program to children entering Kindergarten; and 3 ) Initiate registration at an earlier date. In addition, in an effort to reduce the cost of the program, Staff recommends the option of combining Camp Shannon with the Dolan Park site "Fun-In-The-Sun" program. Commissioner Cahn felt that the Camp Shannon and the Fun-In-the-Sun programs should not be combined, but rather be conducted as separate programs. He indicated that he could not justify combining Camp Shannon which is a fee based program with a drop-in program. Commissioner Jones stated that he did not see any problem with combining the programs and indicated he preferred Option #2. He pointed out that the City would save the cost associated with providing a portable toilet at Dolan Park, and that Shannon Center has the facilities to accommodate both programs. He felt that Staff should be permitted the opportunity to offer the program and make any needed fee adjustments they feel necessary. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DONNELL TO ADOPT OPTION #2 AS PRESENTED BY STAFF, COMBINING ONE (1) FUN-IN-THE-SUN PROGRAM SITE WITH THE CAMP SHANNON PROGRAM. (VOTE: IN FAVOR - DOWNEY, DONNELL, JONES AND LOCKHART / OPPOSED - CAHN AND RASMUSSEN) Annual St. Patrick's Day Celebration Michelle Wierschem, Recreation Coordinator, reported that the Annual St. Patrick's Day Celebration is scheduled for Saturday, March 13 , 1993 . For the last two years, the celebration has been held at the Dublin Place Shopping Center. The Shamrock Village Center has indicated interest in hosting the celebration and is willing to financially support the event. MINUTES - NOVEMBER 10 , 1992 PAGE TWO Staff reviewed the location and has determined that the site is suitable for the celebration, and that its visibility from Amador Valley Boulevard and San Ramon Road may result in increased attendance. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DOWNEY TO APPROVE RELOCATING THE 1993 ST. PATRICK'S DAY CELEBRATION TO THE SHAMROCK VILLAGE CENTER. (UNANIMOUS) Michelle indicated that Staff has developed an alternate parade route to accommodate relocation to the Shamrock Village Center. Amador Plaza Road would continue to be the staging site for the parade and would disband at the Albertson's parking lot. The alternate route would go South on Amador Plaza Road, East on Dublin Boulevard, North on Village Parkway, and West on Amador Valley Boulevard. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER RASMUSSEN TO APPROVE THE ALTERNATE PARADE ROUTE TO ACCOMMODATE THE RELOCATION OF THE 1993 ST. PATRICK'S DAY CELEBRATION, TO THE SHAMROCK VILLAGE CENTER. (UNANIMOUS) Diane stated that a meeting will be scheduled with the Dublin-San Ramon Lions Club to discuss the alternate parade route, before taking the item to the City Council for approval. Michelle reported that last year, fourteen (14) local businesses participated in sidewalk sales and two ( 2) businesses took advantage of the waiver of fees for promotional signs. Staff is recommending that these two components be included in the Celebration again in 1993 . It is Staff's goal to draw the business community into the celebration more next year, to help support the event. Staff is planning to 1) conduct a raffle of business services and/or items, 2) provide a business section at the celebration for local businesses to rent space to promote their services, and 3) offer a sponsorship package to the businesses. Commissioner Jones asked if the Chamber is going to attend the scheduled meeting to discuss the St. Patrick's Day Celebration? Michelle indicated that they will be notified. He suggested that a letter be sent to the Lion's Club President about the meeting. Other Business Commissioner Donnell asked what happened to the shovels at Kolb Park? Diane reported that there was vandalism at Kolb Park last weekend, and this may be the reason they are gone. She will, however, look into the situation. Commissioner Rasmussen stated that the Student Leadership Class is going to the State School Board meeting on Thursday, November 19 to present their new revised schedule. Diane asked if the School Board voted to have a student representative on the school board? Commissioner Rasmussen replied yes, however they have not determined the length of term. Commissioner Lockhart asked if the subcommittee has met with Dublin United Soccer and Dublin Little League? Diane stated that scheduling of a meeting was delayed due to the Public Works Director being on vacation, the Maintenance Supervisor being out sick, and unanticipated budget work. It is anticipated that a meeting will be scheduled by November 12 . Results will be presented to the Commission in December. Commissioner Cahn stated that he noticed on election day that the water fountains were on at Shannon Center. He asked if this is a daily situation? Diane stated that the fountains are on a fixed schedule for four hours each day. MINUTES - NOVEMBER 10 , 1992 PAGE THREE Commissioner Cahn stated that he felt the Commission closed the discussion and voted on the Camp Shannon agenda item too quickly. In addition, he felt that he was not given the same amount of time and consideration, as was given to the audience at the last Commission meeting. He indicated that he would like to meet with Staff in the next couple of weeks to discuss the proposed program and have the item placed on the next Commission agenda before moving ahead with the program. Diane asked the Commission if they wished to defer this item for discussion? Commissioner Jones stated that he felt Commissioner Cahn voiced some good points on the item, however felt that we need to go with the program as proposed. Commissioner Lockhart stated that he believed that Commissioner Cahn's concerns were heard by the Commission. Commissioner Downey felt that Staff should be given the opportunity to try the program and the program as proposed. Staff Reports Diane reported that at the City Council meeting of November 9 , the Council adopted the revised Bylaws and Rules of Procedure for the Parks & Recreation Commission. As proposed, the Mayor will have the authority to appoint members to the Commission and to remove a Commissioner at any time. Everyone who is currently serving on Commissions and Committees will receive correspondence inquiring as to whether they are interested in continuing to serve. Once it is determined how many wish to continue, the number of openings will be determined and the public will be solicited for those interested in serving. Two Commissioners will be appointed for two year terms and three Commissioners to four year terms. The Student representative will still be appointed in the same manner as before, with a one year term. At the regular scheduled meeting of the City Council for November 23, they will be considering the methods with which to address the budget reductions. When the final report has been completed, copies will be remitted to the Commission. Adjournment Being no further business, the meeting was adjourned at 8:40p.m. Respectfully submitted, Char J.
