Pledge of Allegiance Pledge of allegiance was led by Commissioner Jones. Roll Call Present: Commissioners Downey, Rasmussen, Lockhart, Donnell & Jones Absent: Commissioner Cahn (arrived at 7:52pm) Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER DOWNEY AND SECONDED BY COMMISSIONER LOCKHART TO APPROVE THE MINUTES OF SEPTEMBER 8, 1992 AS SUBMITTED. (UNANIMOUS) Written Communications - None Unfinished Business Dublin Sports Grounds Facility Use Policy and Fee Schedule Diane stated that if anyone was interested in speaking before the Commission, or wishing to comment on the Dublin Sports Grounds Facility Use Policy and Fee Schedule, they should complete one of the blue speaker forms and return it to the Chairperson. After public input has been received, the Commission will conduct a discussion and make a recommendation to the City Council. The City Council will make the final decision at their November meeting, of which the public will be notified. • Diane stated that in July 1986 the City assumed scheduling use of the Dublin Sports Grounds from the Dublin San Ramon Services District utilizing the fee schedule adopted by the DSRSD Board. In January 1988 the City of Dublin assumed the sole responsibility for scheduling use of the Dublin Sports Grounds and a facility use policy and fee schedule were adopted by the City Council on February 22, 1988 . She briefly summarized the proposed facility use policy modifications and the revisions to the classifications. She indicated that the fee schedule was adjusted based on a market survey of similar facilities and the current operational cost of the Sports Grounds. Commissioner Jones opened the meeting for public input. Public Input Margie Wong-Gillmore, President, Dublin Little League, voiced concern on behalf of the league and its members on the proposed increase in field use fees, especially when the league is receiving the bare minimum of maintenance services now. The league would have no alternative but to pass the additional costs onto its members. She urged the Commission not to pass this item to the City Council for approval. In addition, she pointed out that if the league had been able to sell fireworks this year, perhaps they wouldn't be here tonight. She felt that the City should take a good look at the special service groups that participate in the lottery for fireworks. Commissioner Cahn asked Mrs. Wong-Gillmore how much does the league spend for field use? Mrs. Wong-Gillmore replied that the league spent approximately $3 , 600 last year for field use fees. MINUTES - OCTOBER 13 , 1992 ,PAGE TWO Commissioner Cahn stated that there have been no increases in fees since the City took over the facilities from the Dublin-San Ramon Services District. Unfortunately there is only so much money for programs and facilities. Any decision made tonight would be referred to the City Council in November for final decision. He encouraged the groups to attend the City Council meeting to provide input. Dennis Parrish, Vice-President Dublin Little League, pointed out that last year, he personally called the City to report spikes coming out of one of the mounds, and again on the potholes in the outfield. He felt that if the City is going to increase fees, they should take care of the fields first. Mark King, President, Dublin United Soccer League, stated that if there were no sports groups in Dublin, there would be nothing for the kids to do. We need to make the children of our community our priority. He proposed that the City do away with the field usage fees to the youth groups. In addition, if the fees were increased, what more would the City offer in the way of maintenance, as opposed to what is offered now? Margaret Garlock, 6939 Langmuir Lane, Dublin, felt that our youth groups should not have to pay for maintenance that the City would have to do anyway. She indicated that last year, she requested to have the holes in the fields taken care of, but nothing was ever done. If the City is paying a maintenance service and they are not getting the job done, then the City should have someone else provide the service. Rick Wendling, Dublin Soccer, stated that the broken sprinkler heads are the result of the lawn mower drivers going too fast. They need to slow down to avoid the sprinkler heads, which in turn will also insure a better cutting job. He felt that the gopher situation is very bad and that the City needs to think of some serious gopher abatement. The gophers are killing the grass and the holes they make are ankle breakers. He inquired as to how he could obtain a copy of the City budget. Diane stated that City's budget is public record. A copy is on file at the library and copies may also be purchased for a fee. Mark Pace, Dublin Little League, felt that the fields, bathrooms, and facilities in general are substandard in comparison with other cities. We have no handicap accessibility, only one water fountain, no bleachers, and the bathrooms are in poor condition. The City is asking the sports groups to pay double for nothing. Commissioner Downey asked if this is the first time concern on the condition of the fields has been expressed? Commissioner Jones pointed out that he has heard the same complaints about the condition of. the fields before. However, no one has every pursued to submit their concerns in writing, as he has suggested. Commissioner Downey pointed out the cost of water has also increased, and with the increased use of the fields, it takes more maintenance. Diane pointed out that there are forms available for reporting conditions in the parks and facilities. She stated that the maintenance period from December to March does not permit enough time in which to renovate the fields or do any major maintenance. She suggested that each sports group setup a core group to work with the Department to address their concerns. Tony Oravetz, Dublin Little League, stated that on a scale of 1-10, the sports facilities of other cities would rate a "10" , whereas our facility would only rate a "1" . Maintenance service of the fields needs to be improved. MINUTES - OCTOBER 13 , 1992 PAGE THREE Dan Alger, 11622, Fenwick Place, Dublin, agreed with Mr. Oravetz and Mr. Pace, that our facility is in very poor condition in comparison to other cities. He felt that the City should have a separate fee for the local non-profit groups and charge the other users more. Patty Cearley, 6740 Pearl Place, Dublin, felt that Dublin Little League is a community effort. She recommended that the City not raise the use fees as proposed, as some families would not be able to afford the additional costs to have their children continue. Commissioner Jones closed public input. Commission Discussion: Commissioner Cahn suggested increasing the fees gradually or in increments. Commissioner Donnell agreed. Commissioner Downey indicated that he liked Mr. Alger's suggestion of having a separate fee for the youth groups and increasing the fees to the adult sports groups. Commissioner Rasmussen stated that youth are not the only group that the City serves, they are only one portion of the community. The Commission has to treat everyone equally and cannot give one group priority over the others. He felt that the policy and fee schedule should be left as presented. Commissioner Lockhart felt that if groups have complaints about what is going on in Parks & Recreation, they should be coming to the monthly meetings to voice their concerns. He stated that perhaps Staff and the Commission need to review the proposed policy and fee schedule again before making their recommendation to the City Council . Commissioner Jones stated that this is the first time he has seen the Dublin Little League Board come out in full force, he commended them. He suggested that perhaps they should schedule a meeting with the Maintenance Department to discuss their concerns. IT WAS MOVED BY COMMISSIONER CAHN AND SECONDED BY COMMISSIONER DOWNEY TO ACCEPT THE DUBLIN SPORTS GROUNDS PROPOSED POLICY AND FEE SCHEDULE AS PRESENTED, WITH EXCEPTION TO THOSE FEES RELATED TO THE YOUTH USER GROUPS. STAFF IS DIRECTED TO MEET WITH THE USER GROUPS TO DISCUSS FIELD USE FEES, WITH THE UNDERSTANDING THAT THERE WILL BE AN INCREASE. Discussion: Diane suggested that the Commission appoint a subcommittee to work with the user groups. Margie Wong-Gillmore, President, Dublin Little League and Mark King, President, Dublin United Soccer League, concurred. Commissioner Jones and Commissioner Cahn volunteered to be on the subcommittee. Commissioner Cahn withdrew his motion. IT WAS MOVED BY COMMISSIONER DOWNEY AND SECONDED BY COMMISSIONER CAHN TO DEFER THE APPROVAL OF THE DUBLIN SPORTS GROUNDS FACILITY USE POLICY AND FEE SCHEDULE AT THIS TIME THE APPOINTED SUBCOMMITTEE AND STAFF ARE DIRECTED TO SCHEDULE TO MEET WITH THE YOUTH USER GROUPS TO DISCUSS THE PROPOSED FACILITY USE POLICY AND FEE SCHEDULE. (UNANIMOUS) Diane stated that she will be in contact with the presidents of both groups to setup a meeting date within the next couple of weeks. She suggested that each group appoint two representatives. MINUTES - OCTOBER 13 , 1992 .PAGE FOUR Commissioner Cahn suggested that the subcommittee meetings be scheduled early in the day, preferably the morning. Diane suggested that the Commission consider having a liaison committee to would meet with the groups on a quarterly basis. New Business Summer Quarter 1992 Recreation Report Stephanie Mein, Aquatics Coordinator, briefly summarized the 1992 Summer Aquatics Program for the Commission. The Dublin Swim Center opened for the 1992 season on April 20 and closed on September 8 . The average daily attendance for both the Recreational Swimming and Family Night programs was 231, with a season total of 26,791. Total attendance for Adult Lap Swimming was 354, and 440 for Water Aerobics. Total enrollment for Instructional Classes was 1, 903 . The Aquatic Day Camp Program, new this season, had a total registration of 47. Due to demand, staff plans to expand this program next season. The Junior Aquatic Water Safety (JAWS) program drew a total of 18 youths ages 12 through 17 years contributing a total of 1,220 volunteered hours. A total of 64 swimmers participated in the Dublin Green Gators Swim Team, which concluded with the Championship Meet held at the Dublin Swim Center. Approximately 550 swimmers participated in the Championship Meet, and over 2 , 000 spectators were in attendance. The second annual "Water Carnival" was held on July 17, attracting 395 participants. On July 4th, the Swim Center featured a special celebration which was enjoyed by 100 participants. The Birthday Party program was very popular this year, with a total of 30 parties scheduled this season. Stephanie concluded stating that Staff will continue with their efforts to offer a wide variety of high quality and affordable recreational opportunities during the upcoming 1993 season. Commissioner Cahn stated that he was very pleased with the Staff during his group use of the pool. He indicated that he would like to see a phone installed inside the pool area. Commissioner Donnell asked if Staff knew what would be offered in the way of Red Cross training? Stephanie stated that it is difficult to know at this point, as they have recently changed their programming. Commissioner Rasmussen stated that he was involved with the Swim Team this year and wanted to say how great the Staff was. He asked how the renovation would affect the swim team? Stephanie replied, that it would depend on the stage of the renovation, but can safely say that the bathhouse would not be available. Commissioner Jones indicated that he has received a lot of good comments from non-residents about the pool, however the pool would be. Summer 1992 Recreation Report Diane briefly summarized the activities conducted by the Recreation Department during the Summer quarter encompassing the months of June, July and August, for the Commission. Adult Sports - The 1992 Adult Summer Softball program consisted of "7" Men's Leagues and "1" Coed League. Fifty (50) teams participated with approximately "852" registered players. MINUTES - OCTOBER 13 , 1992 ,PAGE FIVE Upon registration for the Summer league, participants were asked to complete a survey in which they ranked the top reasons why they participate in the City of Dublin's Adult Softball Program. The survey results indicated that most of the participants liked the nights of play and felt that the leagues were well organized. The condition of the fields and the weather, were ranked the lowest. Staff will take the survey information into consideration when planning for the upcoming leagues. Leisure Enrichment Classes - Approximately 68% of the Summer classes offered were conducted with a total of 491 participants. Preschool - Six two week sessions of the Tenderfoot Day Camp were offered with all sessions filled to capacity with 15 participants each. Senior Center - Evening dances for seniors were introduced in June and will be held on the first Wednesday night of each month, 7:00-10 :00p.m. , with light refreshments served throughout the evening. Average daily attendance for June was 75. The Center celebrated it's 4th Birthday in July with a traditional party which was well attended. In mid-July, the seniors enjoyed a luncheon cruise on the San Francisco Bay, and at the end of the month, journeyed to Reno for an overnight stay. Average daily attendance for July was 77. The Dog Days of Summer was celebrated with a one mile fun walk ending at Kolb Park with a barbecue picnic. Average daily attendance in August was 62. Special Events The City-Wide Summer Flea Market was the second of two flea markets conducted this year. The City-Wide Summer Flea Market was held on Saturday, August 15 at the Dublin Sports Grounds from 8 :OOa.m.-2 :OOp.m. with a total of 76 vendors participating and approximately 500 shoppers in attendance. Summer Playgrounds The Children's "Fun-In-The-Sun" program was held daily, June 22-August 14 from 1: 00-5: OOp.m. at three park sites; Kolb, Alamo Creek and Dolan. There were 75 children enrolled at Alamo Creek, 91 at Dolan and 78 at Kolb Park. Average daily attendance by site was 32 at Dolan, 33 each at Alamo Creek and Kolb Parks. Teens Pool Bashes were held on May 29, June 19 , July 17 and August 14 . Each bash had a theme with corresponding activities offered. An average of 27 teens attended each bash. Youth Sports The Summer quarter of youth sports consisted of Peanut Sports Camps, Junior All-Star Sports Camps, and an Indoor Hockey Program. The first Peanut Sports Camp was well attended. The Junior All-Star Sports Camps provided instruction in Softball, Basketball, Volleyball and Soccer. The Indoor Hockey Program was a new addition to the Youth Sports Program with 22 participants. Equipment was donated to the City of Dublin by the "Sharks in the Parks Program" sponsored by the San Jose Sharks professional ice hockey franchise. Staff hopes to offer a league for indoor hockey in the future. Other Business Commissioner Rasmussen stated the student body was up in arms about the October 9 football game having to be rescheduled to accommodate a concert. The Boosters and student body lost revenue due to the rescheduling of the game and cancellation of the dance. A letter was sent to Mr. Anaclerio regarding the matter. MINU'S'ES - OCTOBER 13 , 1992 ,PAGE SIX Diane briefly addressed the matter by stating that a permit was accepted from the Lord's Church in August. The facility calendar was checked for availability, approved and forwarded to the school and placed on their master calendar. When the permit was submitted and approved, Staff had not been provided with a football schedule. It was not until September 29, when Staff met with Dublin High School that it was realized that there was a conflict. By the end of the week the concert was off and on, but by Friday a decision had been made to cancel it. Needless to say, the Lord's Church was not happy about the decision and contacted their attorney, who in turn threatened the City and School District with a lawsuit. Since the incident, Staff has met with the School District and believe that a procedure has been setup that would alleviate any future problems. Commissioner Cahn inquired as to the tenure of the Commissioners, given the change in appointment procedures due to the directly elected Mayor. Diane stated that this item will be on the October 26 City Council agenda. Staff Reports Diane reported that the City Council will be having a public meeting to discuss potential budget reductions on October 22 at 7: 30p.m. in the Council Chambers, at which time they will also receive public input. The Preschool Halloween Spooktacular is scheduled for Friday, October 30 at Shannon Center, 3:30-5:OOp.m. and a Frightening Feast on Saturday, October 31 , 1992 at 4: 30-6: 30p.m. The Commission is invited to attend.
