Pledge of allegiance - Led by Commissioner Jones. Roll Call Present: Commissioners Downey, Donnell, Jones, Sbranti & Cahn Absent: Commissioner Lockhart Oral Communications - None Written Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER CAHN AND SECONDED BY COMMISSIONER SBRANTI TO APPROVE THE MINUTES OF FEBRUARY 11, 1992 AS SUBMITTED. (UNANIMOUS) Old Business 9th Annual St. Patrick's Day Celebration Michelle Wierschem, Recreation Coordinator, briefly reviewed the activities planned for the St. Patrick's Day Celebration scheduled for Saturday, March 14, 1992 . The parade sponsored by the Dublin-San Ramon Lions Club is scheduled to begin at 9:30a.m. The community celebration will be held at the Dublin Place Shopping Center parking lot between Target and Montgomery Wards immediately following the parade. In conjunction with the celebration, local businesses will conduct sidewalk sales, the Dublin Sister City Association will host a Corned Beef and Cabbage Dinner and Dance at Shannon Center (6:00-11pm) , and the Dublin Senior Center will host a buffet dinner and dance (5: 30-10p.m. ) , geared for the over 55 crowd. New Business Fall 1991 Ouarter Recreation Report Diane briefly summarized the activities conducted by the Recreation Department during the Fall quarter encompassing the months of September, October, November and December 1991. The Fall Adult Softball season began on September 26 and consisted of 42 teams. Eighty-six (86) leisure enrichment classes were offered, with 10 additional class sessions added due to demand. Of the 96 total classes offered, 66 were actually conducted with a total of 662 participants. The 1991-92 Afterschool Recreation Program had an enrollment of 92 children at Nielsen and 51 at Murray, with an average daily attendance of 25 at Murray and 43 at Nielsen. All three sessions of the 1991-92 Preschool Program filled to capacity with waiting lists established in each session. The Senior Center had a total attendance of 272 for the Fall quarter, with an average monthly attendance of 68 per month. Special events included, a Halloween Spooktacular for preschool and school aged children, the "Eighth Annual Tree Lighting Ceremony, and the 7th Annual Breakfast with Santa. Due to the consistent low participation in the Halloween Spooktacular, Staff will be re-evaluating this event and place on a future agenda for discussion. MINUTES - MARCH 10 , 1992 • PAGE TWO The Teen Program had an average participation of 45 teens per activity, which were offered twice weekly. Staff anticipates that with the new fee structure, participation will increase and be reflected in the Winter Recreation Report. Session I of the Afterschool Drop-In Program began in mid-October with an average of 8 teens attending per day. Approximately 15 teens were registered as members in the Drop-In Program. The first season for Dublin Youth Sports Leagues had a total enrollment of 18 participants. Commissioner Cahn inquired as to why the analysis of class registration is not included with the report. Diane stated that Staff has the information in the computer system, however there are some bugs that need to be worked out. The Commission should have the analysis included with the next quarterly recreation report. Commissioner Sbranti stated that if there are teen classes that Staff would like to have advertised in the school paper, just call him and he will take care of it. 1992 Easter "Egg-stravaganza" and Play Day Diane reported that this special event will be held on Saturday, April 18 from 9:30-11a.m. at Shannon Park, and indoors in case of inclement weather. Activities will include a magic show, outdoor games, crafts, a visit from the Easter Bunny, and the traditional Easter egg hunts. Commissioner Cahn asked if this event is self-supporting? Diane replied only for supplies, but not for staff time. Camp Shannon Program Proposal Diane reported that Staff has developed a proposal for an extended day camp program for the Commissions review. The program would provide full day care for elementary school-age children in a structured and recreational setting. It is proposed that the program would be held daily, Monday- Friday, from 7:30a.m.-5:30p.m. , beginning June 15 through September 4. Staffing would be coordinated by a Senior Recreation Leader and staffed by two (2) Recreation Leaders II's and two (2) Recreation Leader I's. The preliminary budget for the program would include expenditures for Personnel Services - $15,950; Services & Supplies - $1,500; and Contract Services - $1, 000; for a total of $18,450. The total estimated budget does not include any overhead charges such as clerical support, full-time staff supervision or utilities. If 25 children were enrolled per week, the cost per participant to cover direct costs would be $61.50 or $246 for a four week session. The proposed camp format would include three four-week sessions, Session I/June 15-July 10 , Session II/July 13-August 7, and Session III/August 10-September 4. Commissioner Cahn voiced concerns regarding the fees charged for the program, the length of the program, licensing requirements, rotating of staff coverage, and the registration timeline for parents. Commissioner Downey felt that if staff is confident of the program, to go ahead and try it this Summer to see if the interest and need exists. Commissioner Jones agreed. Commissioner Donnell felt that if staff decided to go ahead with the program, that they advertise as soon as possible to give parents enough time to make plans. MINUTES - MARCH 10 , 1992 PAGE THREE Commissioner Sbranti was concerned that the program would take away from the other programs we already have, particularly the school playground program. He suggested that staff wait a year, look at other programs and survey the parents. Diane stated that Commissioner Cahn's concerns are valid ones which need to be addressed. She felt that it may also be too late to begin the program this year. In addition, our residents would certainly trust a program that was offered by the City, and staff would not want to offer a program that is not quality. Staff will pursue addressing Commissioners Cahn's concerns, and give consideration to the concerns and comments presented by the other Commissioners also. Staff will resubmit this proposal in April. Other Business Commissioner Downey inquired if the City will be doing a letter of recognition for Mae Hernandez. Diane replied that she is following up on this matter with the City Manager and Mayor. Commissioner Downey indicated that the Dublin Rotary received a letter from Peggy Roberts requesting some direction on Dougherty Hills Park. Diane stated that she has recommended that they present a proposal to the Commission for review. Commissioner Sbranti indicated that he will be placing an ad in the Dublin High School newspaper on April 17 for interested candidates for his replacement on the Commission. Diane indicated that he can reapply if he so desires. Commissioner Cahn asked if the City is offering open gym. Diane stated that currently open gym is offered at Wells Middle School on Wednesdays and on Sundays at Dublin High School in the evenings. The response to date has been very good. Commissioner Sbranti indicated that he has not seen the teen survey circulated at the high school as yet. Diane indicated that the surveys have been given to the schools and that Tracy has also followed up on their delivery. She indicated that she will have Staff followup again and will let him know the status of the survey distribution. Commissioner Cahn asked if the water in Shannon Park is going to be turned on this Summer? Diane replied that she did not know. He indicated that standing water around the flag pole needs- to be drained, as it seems to be very old and dirty. She indicated that maintenance periodically turns the water on and off to keep the pipes in operating order. Staff Reports Diane reported that if Commissioner Lockhart for some reason will not be able to prepare the dinner for the Joint Commission Meeting on Wednesday, March 25, she will make arrangement to have the event catered. The play equipment for the Nielsen and Cronin Play areas has been delivered and installation should be completed next week.
