PARKS AND RECREATION COMMISSION
MEETING DATE: FEBRUARY 11, 1992
The February 11, 1992 meeting of the Parks and Recreation Commission was
called to order at 7:35p.m. at the Civic Center, Dublin, California, by
Chairperson, Steve Jones:

Approval of Minutes
IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER CAHN TO
APPROVE THE MINUTES OF JANUARY 14, 1992 AS SUBMITTED. (UNANIMOUS)
New Business
Five Year Ca•ital Im•rovement Pro•ram 1992-97
Commissioner Jones requested to move up Agenda Item No. 6.2 for discussion
prior to Agenda Item No. 6 .1, to accommodate those in attendance wishing to
provide input on this item. The Commission concurred.
Diane stated that it is Staff's recommendation that the Commission
prioritize the projects, which will then be incorporated into the 1992-97
CIP based on available funding. She briefly reviewed the park projects
included in the current 1990-95 CIP for the Commission. She indicated that
she and Lee Thompson met with Dublin Little League earlier today to discuss
the `90" Baseball Diamond Project, which will be on the City Council's
agenda for discussion on February 24. If however, the project is not
approved, it will be considered as a carry-over into next year.
Commissioner Cahn felt that priority should be given to those projects
that benefit the community the most. Diane pointed out to the Commission
and the audience that the priority listing does not guarantee when the
project will be done; this will be determined based upon available funding.
Public Comment - Dale Skinner, Dublin Little League, thanked the Commission
for their support to date. He stated that within two months, work should
be complete on the 90" Baseball Diamond. He indicated that the addition of
this field will really help the field shortage situation.
Cathy Skinner, Dublin Little League, stated that plans are currently being
made for the long-term growth of the league. She requested the Commissions
continued support.
Laurie Swayze, resident, inquired as to the overall plans for Mape Park.
Diane replied that plans include play equipment, lighting, and some
landscaping. There are no current plans for a restroom. A meeting will be
conducted with the neighbors of that area so that they may provide their
input when the masterplan is re-reviewed. She indicated that she would
send Mrs. Swayze a copy of the masterplan for Nape Park.
Commissioner Sbranti inquired as to the items included in the bathhouse
renovation at the pool.

Diane indicated that in order to meet handicap requirements, the areas of
renovation would include the entrance, restrooms, showers and addition of a
pool lift. The cost estimate is $100, 000 .
The Commission prioritized the projects, however those projects which rated
within the same amount of points, the Commission chose not to prioritize,
as they wished to give Staff the flexibility of prioritizing the projects
according to available funding.

Recreation Department Budget
Diane briefly reviewed the budget by program for the Commission.
She indicated that the City Manager will be giving each department budget
direction before the Commissions next meeting. She indicated that it may
be necessary for the Commission to identify potential areas or programs
where cost saving can be achieved, or where additional revenues can be
generated.
After a brief discussion, the Commission concurred that they would prefer
to investigate ways in which the programs can generate revenue, rather than
develop program priorities at this time. Further, they indicated that they
would rather see small cuts made in all programs across the board rather
than deleting an entire program.
Diane stated that staff should be receiving clear direction on the budget
situation before the Commissions next meeting in March.
Old Business
Diane stated that staff is still working on the fee schedule for facility
use and should have information for the Commissions review by the next
meeting.
Diane reported that the Joint Commission dinner scheduled for February 19
will have to be rescheduled March, as she was not able to coordinate the
event with the other cities. She indicated the dates the Civic Center is
currently available, and the Commission indicated they would all be
available for March 18, March 24 and March 25. Diane indicated she will
contact the other cities and should confirm a date by the end of this week.
Other Business
Commissioner Donnell reported that the scooper at Kolb Park is missing
again.

Commissioner Downey stated that he has been attending the Senior Advisory
Committee meetings and suggested that the Commissioners should attend a
meeting when they can.
Commissioner Sbranti stated that his membership on the Commission is
scheduled to end July 1, and that he plans to place an article in the
school newspaper sometime in April for interested students.
Commissioner Jones complimented staff on a job well done on the 10 Year
Celebration dinner at the Civic Center.
Staff Reports
Diane reported that the information for the Citizen and Organization of the
Year has been mailed. If the Commissioners know of anyone or an
organization worthy, to please submit their information as soon as
possible.
The swim team was scheduled to use the pool on Monday, February 10 , however
staff could not get the heater to work. A service call was immediately
placed for repair.
The Youth Basketball Program has a total of "96" currently enrolled.
Adjournment
Being no further business, the meeting was adjourned at 9:46p.m.
