HomeMy WebLinkAbout09-14-1993 Approved P&CSC Minutes ti The September 14, 1993 meeting of the Parks and Recreation Commission was called to order at 7:30p.m. at the Civic Center, Dublin, California, by Chairperson, Steve Lockhart. Pledge of Allegiance Pledge of allegiance was led by Commissioner Lockhart. Roll Call Present: Commissioners Cahn, Lockhart, Jones, Donnell, and Jordan Absent: Commissioner Trimble Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER DONNELL TO APPROVE TEE MINUTES OF AUGUST 10, 1993 AS SUBMITTED. (UNANIMOUS) Written Communications Diane reported that a letter was received from Lynn Baer, DFAF Executive Director, requesting the Commissions approval to develop a multi-year program called "Art in the Parks". Linda Jeffery and Dan Downey of the Dublin Fine Arts Foundation are here tonight to present their proposal to the Commission. • • Dan Downey, 7719 Canterbury Lane, stated that he is sure everyone is aware of the work the Dublin Fine Arts Foundation does in the community. In addition to the artwork currently on display outside of the Civic Center and the continuous exhibits in the front lobby, the DFAF has recently placed a collage on display at the Dublin Unified School District offices. This collage is part of the "Art in the Schools" program. It is the Dublin Fine Arts Foundations goal to bring permanent artwork into the Dublin parks. It would be multi-year program which would involve the collaboration of professional artists to work with community neighborhood groups. Mr. Downey asked the Commission for their support and encouragement. Linda Jeffery, DFAF President, stated that the purpose of the "Art in the Parks" program, is to create a sense of place. Ms. Jeffery proceeded to show slides of the current developed parks in Dublin, and of some San Francisco and New York City parks, where this program has been very successful. She stated that the main idea of the "Art in the Parks" program is to get the community involved and obtain their input of what they would like to see in their parks. An artist would then be selected that could carry out the communities ideas. Commissioner Lockhart asked where would the funding come from for this program? Ms. Jeffery replied that there is no funding in place at this time, however once a concept has been developed, DFAF will pursue fundraising within the community, seeking grant fund monies and also work with the City. Commissioner Jordan stated that local art students assisted professional artists on the sculpture project at the shopping mall in Pleasanton. She suggested perhaps the "Art in the Parks" program could use local art students from the high school to assist with the park projects. Ms. Jeffery stated that it is a great idea and would tie into the foundations "Art in the Schools" program. A MINUTES - SEPTEMBER 14, 1993 PAGE TWO ' Commissioner Donnell asked how does DFAF plan to notify the neighborhoods in order to obtain their input? Ms. Jeffery replied that DFAF will schedule meetings with the neighborhoods and solicit their input. Diane pointed out that for the Park Masterplan, notices of meetings were mailed to each neighborhood within the perimeter of the parks and also advertised in the local newspapers. Commissioner Lockhart thanked Ms. Jeffery and Mr. Downey for their presentation, and stated that the Commission appreciates the work that the Dublin Fine Arts Foundation does in the community. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER JONES TO APPROVE CONCEPTUALLY THE DUBLIN FINE ARTS FOUNDATIONS EFFORTS TO DEVELOP THE "ART IN THE PARRS" PROGRAM, AND DIRECTED STAFF TO FORWARD THE PROPOSAL TO THE CITY COUNCIL FOR CONSIDERATION. (UNANIMOUS) Ms. Jeffery indicated that the display currently in the front lobby will be removed on Friday. The new exhibit will be on transportation in honor of "Beat the Backup Week" . Diane informed Ms. Jeffery and Mr. Downey that Commissioner Donnell has been appointed as the Parks & Recreation Commission's representative to the Dublin Fine Arts Foundation "Art in the Parks" program. Unfinished Business Scholarship/Fee Assistance Program Diane stated that at the Parks and Recreation Commission meetings of July 13, 1993 and August 10, 1993, the Commission considered the development of a Scholarship/Fee Assistance Program and provided input on the proposed guidelines and application procedures for the program. As directed, Staff has prepared a draft of the guidelines and application for the Commissions review. Commissioner Cahn asked if the program would be left open for review on a yearly basis, or would the guidelines have to be changed to accommodate new programs? For example if a meals or shut-in program were added to the senior program, would it be included or excluded? Diane stated that it was her understanding that the Commission wanted to include all fee programs offered through the Recreation Department. If so, then all senior programs would be included. Commissioner Cahn felt that once the seniors become aware of the scholarship program, they could exhaust the funds available. Diane stated that she did not feel that the seniors would take advantage of the program. Commissioners Lockhart and Jones agreed. Commissioner Jordan stated that she did not feel that people will take advantage of the program and believes that only those who really need it, will use it. She suggested setting a limit as to how much someone can request at one time. In addition, if it becomes apparent that people are abusing the program, then the Commission can review the guidelines. Commissioner Lockhart asked the Commission if they wanted to make any additions or deletions to the guidelines? Commissioner Cahn indicated that he still felt that the adult sports leagues should not be excluded, as adults from Arroyo Vista or the Association for Retarded Citizens may want to participate. Commissioner Jones stated that the fee paid to participate in the adult sports league is a team fee, and not an individual fee. Diane pointed out that teams can also add or drop players from the original roster. Would we then limit them to add only those participants that meet the low income requirements? MINUTES - SEPTEMBER 14, 1993 ,PAGE THREE" Commissioner Jones felt that the Scholarship Fee Assistance Program should be reviewed on a yearly basis. Commissioner Donnell felt that perhaps it should be reviewed after six months to start, and then on a yearly basis. Commissioner Lockhart did not feel that the Commission should set a review timeline. If Staff has a problem, they should be able to come to the Commission with another recommendation. Commissioner Lockhart asked the Commission if they had any additions for deletions to the application form? In reviewing the application, it was noted that the section in reference to age should be corrected to read "Age (if under 18)". Commissioner Cahn felt that if income is verified on one applicant, it should be verified on all applicants. The review process must be consistent for everyone. Commissioner Donnell asked how would Staff determine which applications are approved or denied? Diane stated that if all the applicants met the requirements, she did not see how they could be denied. However, the guidelines indicate that program costs may be granted up to 100%. Therefore, some applicants may receive only a portion of the program fees requested. Commissioner Lockhart asked on what would we base the portion that would be granted, and would it be fair to everyone? After a brief discussion, the Commission felt that a more structured program would be needed. It was also indicated that perhaps the program should be restricted to youth programs only. Commissioner Cahn requested Staff to develop a Scholarship Fee Assistance Program that is workable and fair to everyone. In addition, he requested that the program guidelines and application be reviewed by the City Attorney and come back to the Commission for review. The Commission concurred. New Business - None Other Business Commissioner Cahn asked if the gym at Dublin High School is going to be scheduled for use even though the bleachers will not available? Diane replied that Staff will continue to schedule use of the gym with the understanding that the bleachers would not be available. Commissioner Jones stated that he has noticed that soccer field nearest the goal keepers box, is being used very heavily by the soccer groups, and as a result is getting torn up. He suggested that the groups be scheduled to use other soccer fields. Diane indicated that field #3 is requested most of the time, because of its size and location. Commissioner Cahn asked if the City or the leagues own the equipment in the snackbar? Diane replied that each league owns specific equipment and deal with one another in the use Commissioner Cahn stated that the City of San Ramon contracts the operation of the snackbar at Central Park and collects a portion of the proceeds. As a City facility he felt that the DSG snackbar should be opened to the public. In addition, by permitting food vendors at Shannon Park, additional revenue could be generated. He requested that these two items be added to a future agenda for discussion. Commissioner Jordan asked whatever happened to the skateboard park issue? c MINUTES - SEPTEMBER 14, 1993 y_PAGE FOUR ' Diane stated that several years ago a small group of skateboarders approached the Commission with a request to build a skateboard park in Dublin. At that time, the Commission concurred that they did not want to use any of the existing parks. In addition, there was no public property available, nor was the Dublin Unified School District interested. Eventually the group lost interest. Commissioner Lockhart stated that liability was also a major concern. Commissioner Lockhart reminded the Commission that the Senior Recognition Luncheon is scheduled for Friday, September 24 at the Senior Center. He encouraged the Commissioners to attend. Staff Reports Diane reported that the bid opening for the Swim Center Bathhouse renovation was conducted today, and Staff is in the process of reviewing references. There were eight bidders of which two were within the bid budget. It is anticipated that a recommendation will go to the City Council by September 27, construction to begin mid-October and be completed by mid-December. The Swim Center officially closed for the season on September 7. Mail-in registration for the Fall quarter began on September 7 and walk-in registration began on September 13. The Summer Quarterly report will be on the October 12 agenda for the Commissions review. Adjournment Being no further business, the meeting was adjourned at 8 :55p.m. Respectfully submitted, Char 1.
