to order at 7:31p.m. at the Civic Center, Dublin, California, by
Chairperson, Steve Lockhart.
Oath of Office - New Commissioners
Richard Ambrose, City Manager, administered the oath of office to new Parks
& Recreation Commissioners, Jon'.ette Jordan and Bob Trimble.
Pledge of Allegiance
Pledge of allegiance was led by Commissioner Lockhart.

Written Communications
Commissioner Lockhart reported that the Commission received a letter from
Margie Gillmore, President, Dublin Little League. Little League thanked
the City for their support and cooperation in maintaining the Sports
Grounds during their 1993 season. The League requested to display the
plaque that the Minor-A Division won for the District 57 Championship, at
the Civic Center. In addition, they requested consideration for building a
batting cage and scorebooths at the Sports Grounds. On behalf of the Parks
& Recreation . Commission, Commissioner Lockhart accepted the plaque and
directed Diane to respond to the Leagues requests.
Diane referred to the handout of the 1993-94 brochure for the California
Association of Park & Recreation Commissioners and Board Members.
The brochure briefly outlines the goals and the purpose of the association,
its officers and calendar of events. The City has renewed the Commissions
membership for the upcoming year.
Unfinished Business
Fiscal Year 1993-94 Recreation Department Budget
1992-97 Parks Capital Improvement Program
Diane briefly summarized the Recreation Department Budget and Parks Capital
Improvement Program for the Commission. She stated that the Recreation
Budget for Fiscal Year 1993-94 is $1,039,990 with an anticipated generated
revenue of $566,558. The 1993-94 update to the 1992-97 Capital Improvement
Program provides $1,775,704 in the area of parks. Funding for projects
will come from the 1) General Fund, 2) Community Development Block Grant
Fund; 3) Park Dedication In-Lieu Fund; 4) Measure AA Fund; and 5) Capital
Project (Reimbursements) Fund.
Diane stated that in June, the Dublin School District passed a bond
measure. The District plans to meet with the City to discuss the school
improvement projects identified in the Capital Improvement Program. It is
possible that the bond measure may fund some of the school improvement
projects identified as being high priorities, but for which there is no
funding available.
Commissioner Lockhart asked if a project such as the DHS Athletic Field
Renovation could be removed from the City's list and be added to the
Districts list? Diane replied, that this may be possible and will be
discussed with the District.

Commissioner Cahn asked if the department is going to continue with the 15%
surcharge for non-residents, what kind of decrease is anticipated in the
programs? Diane replied, that all of the fee increases adopted by the
Council in the Spring and the anticipated decrease in programs were
included in the budget. The Playground Program which had the largest fee
increase, is currently experiencing a decrease in enrollment.
Commissioner Trimble asked if the department makes a profit from its
programs? Diane replied that the Adult Sports Program and Preschool
Program are the only programs that recover their direct costs for
operation. However, they do not cover the administrative or field
maintenance costs.
Commissioner Cahn asked if there are other monies available to get the Iron
Horse Trail started? Diane stated that the City's Public Works Department
has received funding through the Metropolitan Transportation Commission for
a trail along the Zone 7 channel. In addition, there is also discussion
with the City of San Ramon and the County to put in a joint application
with the next round of funding to finish the Iron Horse Trail. This item
will be on the Commissions agenda next month.
New Business
Spring Quarter 1993 Recreation Report
Diane briefly summarized the activities and programs conducted by the
Recreation Department during the Spring Quarter which ran from April
through mid-June 1993 .
Adult Sports Program - Sixty (60) teams participated in the 1993 Spring
Adult Softball program which consisted of "8" Men's Leagues and "2" Coed
Leagues. The total number of players which participated was "960" .
Aquatic Program
The Dublin Swim Center was open for recreational swimming during Spring
Break (April 12-16) from 1:00-5: OOpm and remained open on weekends only
through Memorial Day. The total Spring attendance was "1767" which was an
average of "89" swimmers per day.
Leisure Classes
This Quarter "103" classes were offered with "60" classes actually
conducted; "27" youth and "33" adult classes. In comparison to the Winter
quarter, there was an 11% increase in the number of classes conducted.
Preschool
All three preschool sessions had full enrollment for a total of "60"
students. The program concluded with graduation ceremonies and end-of-year
parties on the last day of class. Special events offered during the final
session included the Annual Ice Cream Social, trips to the Fire Station and
Easter Egg Hunts.
Playgrounds
Average attendance at Nielsen was "39" students and "25" at Murray.
Special events included a Nursery Rhyme Hunt, Easter Parties, Roller
Skating Party and a Pool Party. Each site conducted their own special
event which included a Movie Party at Murray and a Handball Tournament at
Nielsen.
Senior Center
In April volunteers bagged groceries at Veronica's and received $130.00,
which was 10% of the gross receipts. On April 13, the Center celebrated
Spring with a post-Easter Luncheon. Average daily attendance for the month
of April was "96" , with 329.50 volunteer hours logged.
In May, the Center received a grant from the Tri-Valley Community Fund,
which was used to purchase a computer for the Center.

On May 8, "38" seniors and friends walked in the Human Race and raised over
$3,000. The Center received 75% of the profits and 25% went to the Valley
Volunteer Center. The monies were used to purchase a commercial freezer for
the Center. The needlecraft class completed a three month project which
produced "25" handmade baby layettes. The items were donated to the
Merrithew Hospital in Martinez for needy newborns. The average daily
attendance for the month of May was "94" , with 481 volunteer hours logged.
Special Events
Easter "Egg"stravaganza and Play Day
The Third Annual Easter "Egg"stravaganza and Play Day was held on Saturday,
April 10 from 9:30 - 11:00 am at the Shannon Community Park. The event was
well received by "300" participants.
City-Wide Flea Market
The Spring City-wide Flea Market was held on Sunday, June 6 from 8 :00a.m.-
1:00 p.m. at the Dublin Sports Grounds, with a total of "36" vendors
registered. Attendance was low, as this was the first time a flea market
was scheduled on a Sunday, as opposed to a Saturday. A Summer flea market
is scheduled for Saturday, August 7.
Teens
The Teen program concluded the 1992-93 school year with a
student/faculty/Police Department softball game. Lunch time activity
attendance continued to be strong, with an average of "100" teens
participating and/or observing. Attendance at after school activities was
sporadic, with an average of "7" students participating. "Friday Night
Out" activities included a "Capture the Flag Night 2" with "18" students
and a "Pool Bash" with "48"teens in attendance.
Youth Sports
Indoor Hockey was conducted on Mondays and Wednesdays, 5:15-6:45pm, in the
Multi-Purpose Room at Wells Middle School, April 12 through May 26.
Eight (8) children between the grades of 2nd - 5th participated.
Dublin Swim Center Bathhouse Renovation
Diane stated that a copy of the existing floor plan, proposed floor plan
and estimated construction costs for the bathhouse renovation have been
provided to the Commission for their review.
Since the main purpose of the bathhouse renovation is to make it accessible
for the disabled, there is very little design included in the project.
The men's and women's restrooms and water fountain will be made handicap
accessible and showers will also be added. The floor will be covered with
a non-skid surface, and if the budget permits, an area will be framed-in as
an office for the Pool Manager. The entrance to the bathhouse was made
accessible under a separate project, and a handicap lift for the pool has
already been purchased.
The preliminary cost estimate for compliance with ADA is $41,910 and
$50,710 for the additional work. The project will go out to bid in August
and the project will be awarded on September 13 , 1993.
Scholarship Program
Diane reported that at the May 10, 1993 meeting of the City Council, Staff
was directed to develop a scholarship or fee assistance program and
determine the method of funding the program without the use of City funds.
In 1992, a part-time Recreation Department employee completed an
independent study course in which she researched the feasibility of a
scholarship program. A survey was conducted of Recreation Departments in
Alameda and Contra Costa Counties, and of those surveyed five indicated
that they had some type of scholarship program in place. Staff has
prepared a list of components and guidelines for the Commissions review.

Commissioner Lockhart asked if there are specific grant monies available
that can be used to fund this program? Diane stated that Antioch and
Fairfield have used Community Development Block Grant Funds funded through
the Federal Government, so this may be a source of funding that we can
pursue.
Commissioner Lockhart asked about how many requests to we receive each year
for program financial assistance? Diane replied that she would estimate
about a dozen informal requests per year.
Commissioner Cahn felt that we should be consistent with what the School
District does, and that the scholarship program should be available for
children only.
Commissioner Lockhart suggested that this item be opened for public
comment. The Commission will then discuss each component and guideline to
determine those they wish to incorporate into the scholarship program.
Public Input
Janet Lockhart, 11751 Betlen Court, Dublin, stated that the School
Districts Partners in Education Program, offers publicity to those
community service organizations and businesses that donate their time to
the program. She suggested offering publicity in exchange for funding.
The Commission discussed the components and guidelines suggested by Staff
and the consensus was as follows:
Application Process - Informal process on request only.
Funding Criteria - No formal criteria.
Percentage of Funding offered - Up to 100%.
Funding Limits - None.
Applicable Programs for Funding - All programs except Adult Sports Leagues
Method of Funding - Donations from General Public, non-profit
organizations, donations from businesses and corporations, and grants.
Diane stated that she will bring more information on what other Recreation
Departments are doing for the Commissions review at a future meeting.
Other Business
Commissioner Donnell stated that the spigot on the water fountain at Kolb
Park is still missing and the water element in the sandbox leaks but does
not turn on.
Commissioner Jones reported weeds growing through the fibar in the tot lot
at Frederiksen, he felt that the School District should be informed.
Commissioner Jordan stated that there were some teen programs conducted at
Dublin High School last year. Tim Sbranti had ideas about new programs
that he wanted to get started while he was a Commissioner. She indicated
that she plans to meet with Tim to discuss his ideas and hopefully continue
where he left off.
Commissioner Jones indicated that he has not heard about the terms of
office for the Commissioners. Diane stated that if any of Commissioners
would like a two year term as opposed to a four year term, they should
contact the City Clerk or Char, as Mayor Snyder will be drawing names for
the terms of office soon. She pointed out that the terms for Commissioners
Trimble and Jordan have already been set.
Commissioner Cahn asked if the portable issue at Wells School has been
addressed? Diane replied that we have been told that space will be
available.

Commissioner Jones inquired when the next Heritage Center meeting will be
held? Diane indicated that a meeting will probably be scheduled after the
City Council approves the appointments to the Heritage Committee
tentatively scheduled to be done at their first meeting in August.
Commissioner Lockhart asked if escrow closed on the Heritage Center?
Diane updated the Commission stating that the City is buying the Old St.
Raymonds Church for $10,700 from the Amador Livermore Valley Historical
Society. During the research for the title, the Title Company found that
the Amador Livermore Valley Historical Society was not in good standing
with the State. Until such time that this matter has been rectified, they
are not legally authorized to sell property. In addition, the City is
buying the cemetery for $1.00 from the Cemetery Association, with East Bay
Regional Park District grant money. EBRPD wants a deed restriction added
to the deed that states if the City for some reason abandons the property,
it will revert back to EBRPD. The title company does not want to do
this,and the City is currently negotiating with them. It is anticipated
that everything should be cleared up within a week.
Commissioner Lockhart reported that a letter was received by the Dublin
Chamber of Commerce from Nick Williams, President of the Pot O'Gold Chorus.
Mr. Williams feels that the group has not been dealt with fairly in regards
to the continuous use of City facilities for their practices. Commissioner
Lockhart stated that he will meet with Diane to discuss the matter.
Commissioner Lockhart stated that a replacement for Dan Downey on the
Senior Advisory Committee will need to be appointed. Diane indicated that
she will update the Commission on all the committees at a future meeting.
Staff Reports
Diane reported that the City is experiencing vandalism at Shannon Park,
Kolb Park and Dolan Park. Shannon Center has a serious problem with
graffiti, and the Police have been asked to patrol the park on foot.
Broken bottles have been found at Dolan Park and the picnic tables have
been defaced with carvings. Evidence found at Kolb Park of bottles and
caps indicate that alcoholic beverages are being consumed in the park,
which is prohibited.
