The June 8, 1993 meeting of the Parks and Recreation Commission was called
to order at p.m. at the Civic Center, Dublin, California, by Chairperson,
Steve Lockhart.
Pledge of Allegiance
Pledge of allegiance was led by Commissioner Lockhart.
Roll Call
Present: Commissioners Lockhart, Donnell, Downey, Rasmussen, Cahn and
Jones.
Oral Communications - None
Approval of Minutes
Commissioner Cahn referred to Page 2, Other Business, very last sentence,
indicating that it should be corrected to read "Commissioner's Lockhart and
Jones".
IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER DONNELL TO
APPROVE THE MINUTES OF MAY 11, 1993 AS CORRECTED. (UNANIMOUS)
Written Communications
Diane stated that during the Commissions Park and Facility Tour in May, it
was noted that the play area at Cronin was not being properly maintained by
the School District as agreed. As directed by the Commission, a letter was
sent to Jeanne Howland of the School District addressing the matter, of
which a copy has been distributed to the Commission.
New Business
Appointment of Student Commissioner
Commissioner Lockhart reported that on May 25, he and Commissioner Downey
interviewed four candidates for Student Commissioner. The subcommittee
selected Jon'ette Jordan as the Student Commissioner for 1993-94.
He introduced Jon'ette and asked her if she would address the Commission
and tell them a little about herself.
Jon'ette stated that she feels that the Student Commissioner position is a
new way to become involved in the community. She indicated that she will
be a senior in the Fall, is Head Cheerleader, member of the Student
Steering Committee, Treasurer for the Dance Committee, and a member of the
girls basketball team.

ACCEPT THE APPOINTMENT OP JON'ETTE JORDAN AS STUDENT .COMMISSIONER TO THE
PARKS AND RECREATION COMMISSION. (UNANIMOUS)
Winter Quarter 1993 Recreation Report
Diane briefly reviewed the activities and programs conducted during the
Winter Quarter encompassing the months of January, February and March.
Adult Sports Program - Adult basketball for the Winter quarter had 42 teams
for the 5 on 5 and 3 on 3 basketball leagues. A total of "335" men
participated.
Open gym basketball was scheduled at Dublin High School on Sunday nights
and at Wells Middle School on Thursday nights. There was a total of "584"
participants from October through March.

Leisure Classes - A total of "80" leisure classes were offered, with 26
youth classes and 27 adult classes conducted.
Preschool - The Winter Preschool program was sold out with "60"
participants enrolled in each session offered.
Playgrounds - Session II had an enrollment of "77" at Nielsen and "39" at
Murray, with an average daily attendance at Nielsen of "38" and "25" at
Murray.
Senior Center - In January the seniors participated in AARP's Mature
Drivers course. The American Red Cross conducted monthly blood pressure
screenings on the second Wednesday of each month. The average daily
attendance for January was "85" , with 283 .25 volunteer hours logged.
A Sweetheart Luncheon was held in February with 94 seniors in attendance.
On February 25 the Center sponsored its second Line Dance Party with 118
seniors kicking up their heels. Average daily attendance for February was
95, with 272.75 volunteer hours logged.
St. Patrick's Day was celebrated with a traditional corned beef luncheon.
The Center sponsored a 50's dance complete with DJ, hoola hoops and poodle
skirts. Average daily attendance for March was 94, with 397.75 volunteer
hours logged.
Thirty-six (36) walkers and one in a wheel chair participated in the Human
Race sponsored by the Valley Volunteer Center on May 8. The Center
collected over $3 ,000 and will retain 75% with the remaining 25% going to
the Volunteer Center. The monies collected will be used to purchase a new
freezer for the Center.
Tenth Annual St. Patrick's Day Celebration - The celebration was conducted
on Saturday, March 13 at the Shamrock Village Shopping Center.
Approximately 5,000 people attended the celebration. The carnival was
contracted to the non-profit groups, who received 20% of the profits.
Over 1,000 carnival tickets were sold at $1.00 each. The event was
broadcasted on KKIQ and advertised in the Tri-Valley Times.
Teens - Lunch time activities were conducted three times a week with an
average attendance of "5l ' during the Winter quarter. The Green and White
Dance conducted as part of the Friday Night Out program was attended by
"72" participants.
Youth Sports - The Dublin Youth Sports Basketball league began on January
23 and continued through March 27. One-hundred and fifty (150) children
were enrolled comprising four leagues for a total of "16" teams.
Commissioner Rasmussen inquired as to when the preschool international
potluck began and what does the event involve? Diane replied that the
program started about three years ago, with families bringing a dish
representative of their ethnic background to share. Commissioner Rasmussen
stated that this year the Phillipino community of St. Raymonds Church
offered an event where they shared their art, dances and food. He felt
that ethnic programs can be very interesting and are good for the
community.
Proposed Revisions to Chapter 5.100 of the Dublin Municipal Code; Parks and
Recreation Areas and Facilities
Diane stated that at the time Chapter 5.100 was adopted, Staff neglected to
address the issue of rollerskating, rollerblading and skateboarding in the
parks. Since adoption, these sports have become very popular and we are
seeing increased use of the parks for these activities, particularly at
Shannon Park and the Civic Center.

In order to alleviate some of the problems that have resulted from this
type of use, Staff has prepared revisions to Chapter 5.100 as well as added
some minor revisions to cleanup several other areas of this Chapter.
Diane stated that several years ago a group of people from the community
came forward and requested the Commission to look at building or setting
aside a park for skateboarding. Staff did a lot of research and the School
District was also contacted. A location could not be identified that could
be utilized safely for the purpose of skateboarding.
Diane briefly reviewed the revisions to Chapter 5 .100 for the Commission.
She pointed out that a copy of the revisions have been circulated to the
Police, Public Works, Fire Department and City Attorney for their comments.
Commissioner Rasmussen asked where can people ride their bikes in the park?
Diane replied that the way the code reads now, bikes cannot be ridden on an
area that is designated only for pedestrians. Currently none of the
walkways in the parks are posted, but if a problem should occur with bikes
restricting pedestrian use, the City could post signage citing this chapter
of the municipal code.
Commissioner Downey asked if there are any breakdown on the penalties as
indicated in Section 36900 (b) of the Government Code (Ordinance 16-88
Sec. 16)? Diane stated that the violation has never been pursued, as no
one has ever been cited.
Commissioner Cahn referred to section 5.100.110 (G) . He suggested
including "fountains and wading areas" to address those located at Shannon
Park. Diane suggested the wording of, "pools or water play areas".
Commissioner Cahn referred to section 5. 100.100 (M) . He suggested changing
"or similar fireworks" to "or any type of fireworks".
Commissioner Cahn referred to section 5.100. 120 (E) . He suggested to add
"or any park property", to cover the benches, lights or other equipment in
the park. Commissioner Lockhart agreed.
Commissioner Cahn referred to section 5.100.150. He asked if the Civic
Center is considered a park or building? Diane stated that the Civic
Center grounds and public areas are considered recreational areas under
this chapter. Commissioner Cahn suggested revising it to read "in parks or
buildings, except in the following buildings". Diane suggested the wording
of, "in parks or recreational facilities, except in the following
buildings".
Commissioner Rasmussen stated that if someone wanted to have a concert in
one of the parks, how could they get around an ordinance? Diane replied
that they would have to submit their request in writing to the Director of
Recreation. Major exceptions to an ordinance would require approval by the
Parks & Recreation Commission and the City Council.
Commissioner Rasmussen asked if there is any possibility of having
skateboarding in any of the new parks? Diane stated that in the Master
Plan it is addressed as a component of a future community park.

Other Business
Commissioner Cahn stated that he felt Jim's input was very constructive and
wished him luck with his future endeavors. He thanked Commissioner Downey
for being the stabilizing force of the Commission.

Commissioner Rasmussen stated that it was a great year for him and thanked
everyone for helping him. He felt that he learned a lot and made some wise
decisions for the community. In addition, he had the opportunity to be on
the Tri-Valley Herald Forum on television speaking on the ownership of
education. He felt that many students do not do well in school because
they feel that they do not own their education. If young people feel that
they have input in their government and that what they say is important,
they can make the decision to get involved and thereby influence their own
lives. Jim wished Jon'ette good luck on her appointment as the new Student
Commissioner and wished Commissioner Downey good luck on the Planning
Commission.
Commissioner Downey stated that he is pleased with having a Student
Commissioner on the Parks & Recreation Commission. Tim Sbranti, the
Commission's first Student Commissioner, did an excellent job. He felt
that Jim followed suit and did a great job too.
Commissioner Steve Lockhart congratulated Jim on an outstanding year as the
Student Commissioner. He wished Jim good luck at Humboldt College.
In addition, he offered his sincere thanks to Commissioner Downey for the
outstanding job he did during his tenure on the Parks & Recreation
Commission, and wished him good luck as a Commissioner on the Planning
Commission.
Commissioner Jones stated that he will miss Commissioner Downey and thanked
Jim for a job well done.
Commissioner Donnell stated that she will miss Commissioner Downey and that
the Parks & Recreation Commissions loss will be the Planning Commissions
gain. She told Commissioner Rasmussen that she was glad that he joined the
Commission as Student Commissioner and knows that he will go on to bigger
and better things.
Commissioner Jones stated that he was up at Dolan Park on the weekend and
noticed a lot of glass laying around, mostly beer bottles. In addition, it
looked like one of the electrical posts was kicked in. Diane stated that
this matter was brought to her attention yesterday. The Police Department
has been requested to step up their patrol of the park.
Commissioner Lockhart asked the Commission if they had all received notice
from the Bay Area Park and Recreation Commissioner's and Board Members
Council, regarding a planning meeting scheduled for Saturday, June 26 at
the Community Center in San Ramon? He encourage everyone to attend.
Commissioner Donnell reported that a faucet is missing on one of the water
fountains near the picnic area at Kolb Park.
Staff Reports
Diane reported that copies of the budget were delivered to the Commission
and that she will summarize it for the Commission at their next meeting in
July.
