The May 11, 1993 meeting of the Parks and Recreation Commission was called
to order at 5:37p.m. at the Civic Center, Dublin, California, by
Chairperson, Steve Lockhart.
Pledge of Allegiance
Pledge of allegiance was led by Commissioner Lockhart.
Roll Call
Present: Commissioners Lockhart, Downey, Jones, Donnell and Cahn
Absent: Commissioner Rasmussen

Approval of. Minutes
IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER DOWNEY TO
APPROVE THE MINUTES OF MARCH 29, 1993 AS SUBMITTED. (UNANIMOUS)
Written Communications - None
Park Tour
A memorandum updating selected park maintenance activities, prepared by the
Maintenance Superintendent, was given to each Commissioner prior to the
tour. Treatment options for the pine tree pitch month problem at Alamo
Creek Park, Kolb Park and Dolan Park is under investigation. The aeration
and chemical weed control of all parks is underway.
Dublin Sports Grounds - The irrigating schedule has been changed to a four-
day schedule due to the increased use by the youth and adult leagues.
New top soil was placed in the infields of the baseball and softball
fields. Turf fertilization is scheduled for May 17-28. The gopher problem
is under control.
Diane stated that the Dublin Little League representatives have completed
two walk-thrus of the fields, and seem pleased with the work that has been
completed so far.
Alamo Creek Park - The basketball court is scheduled to be restriped.
Commissioner Jones asked if the area along side the creek could be used as
a trail area? Diane stated that she would have to check with Zone 7.
Commissioner Jones inquired as to how the City plans to make all the parks
handicap accessible. Diane stated that access to the play equipment will
be the most difficult area to address. Rubber matting may be installed,
however no solutions have been determined at this time.
Stagecoach Park - Planting of annual flowers will start at the end of the
month.
Dougherty Hills Open Space - Cutting of firebreaks is underway.
Kolb Park - The dead tree in the park is scheduled to be removed.
Commissioner Jones inquired as to how much use the handicap playground has
received since its construction. Diane stated that it is not known how
much it is used by handicap residents or non-residents, however
Kaleidoscope has continually used the playground as part of their program.

Nape Park - Vandalism has been a problem recently; glass in sand and broken
bottles. During the tour it was noted that a small group was playing a
game of soccer. Commissioner Downey indicated that it was good to see the
park being used.
Cronin Playground - It was noted that the sand was receding beneath the
play equipment, and that weeds, dog feces, broken glass and debris filled
the adjacent play area. Diane pointed out that the School District is
responsible for the maintenance of the playground. The Commission directed
Diane to write a letter to the School District.
Shannon Park - Playground fountains should be operational by Memorial Day.
It was noted that the water element cement wall had two large chipped
areas, and that the chest boards to the tables were missing. In addition,
it was noted that a dog training class was in progress in the park.
Diane indicated that she will check with Michelle, to see if the instructor
for the Dog Obedience class was scheduled to use the park.
Commissioner Jones asked if there were any plans to plant the hill area in
back of the Center? Diane indicated that there are no funds available to
do this. Commissioner Lockhart inquired as to the status of the well at
Shannon. Diane stated that after drilling in the street (Shannon Avenue) .
there was no water found and it was therefore capped.
The Commissioners were pleased to see the flowers and vegetables growing in
the Demonstration Garden. Diane stated that the garden is a result of the
workshops conducted by the Alameda County Composting Program.
Dolan Park - It was noted that the tables located beneath the covered area
were covered with Carvings (names, initials, etc. ) . Diane indicated that
she will see if maintenance can perhaps sand the tables down. Recent
replacement of plant material by entry signs, some trees and areas of
groundcover (gazania) , was done by an Eagle Scout as a volunteer project.
Dublin ,Swim Center The Commission did not conduct a tour of the Swim
Center. Bathhouse renovation is in the design development phase and repair
to the pool fiberglass is scheduled for May 24.
Unfinished Business - None
Other Business
Commissioner Jones indicated that he understands that the High School is
planning to use the Wells Gym during the Winter. Diane stated that she
will need to followup with Staff to see what can be worked out.
Commissioner Cahn stated that the Hogs Breath Saloon indicated that they
were very pleased with the certificate they received for participating in
the St. Patrick's Day Parade,
Commissioner Downey indicated that he was very pleased with the maintenance
of the parks and to see that they are being used by the community.
Commissioner Lockhart stated that it is time to update the subcommittees.
He asked Commissioner Donnell if she would be interested in being on the
subcommittee for the Dublin Fine Arts Foundation if, in fact, they
establish an advisory committee. Commissioner Donnell indicated she would.
Commissioner Cahn indicated that he would like to continue on the
subcommittee for EPRPD. Diane pointed out that she has written to Mr. Vitz
with suggested dates for EPRPD meetings. Commissioner Downey indicated his
interest to continue on the subcommittee for the Senior Advisory Committee,
and Commissioner Jones volunteered to replace Commissioner Rasmussen on the
Heritage Center subcommittee. Commissioner Downey and Cahn indicated their
interest to continue on the Student Representative Selection Committee.

Commissioner Cahn felt that the liaison subcommittee for the Dublin Little
League and Dublin United Soccer should plan to meet soon.
Commissioner Jones suggested that the committee meet with the Dublin United
Soccer League separately to address their concerns. Diane stated that
written contact with the groups will be pursued when Stephanie returns from
maternity leave.
Staff Reports
The budget meetings are scheduled for June 1 & 2 at 7:30p.m. in the Council
Chambers. She indicated that she will prepare a memo for the Commission,
summarizing the budget information for them, and encouraged the Commission
to attend.
The Fee Resolution was passed by the City Council at their meeting of
May 10.
Staff will prepare information for a Scholarship Program for the
Commissions review for the July meeting.
The Senior Center received a grant from the Valley Volunteer Center for
$4,300, which will be used to purchase a much needed computer. Thirty-
seven (37) seniors participated in the Human Race and will receive $.75 per
each dollar raised. The monies will be used to purchase a new freezer for
the Center.
The artwork on display in the front lobby of the Civic Center was made by
local elementary school students in cooperation with the Dublin Fine Arts
Foundation. All the art is made from recycled materials. The Dublin Fine
Arts Foundation will be conducting a reception at the Civic Center on
Monday, May 17, from 5-7pm. She encouraged the Commission to attend to
meet the artists.
The Customer Service Award for the month of May was awarded to Michelle
Wierschem, Recreation Coodinator.
Diane reported that the environmental assessment report on the Heritage
Center indicates that the abandoned well drilled in 1976, may contain
contaminated water. It has been recommended to the City Council that the
water be tested for contamination.
