The March 29, 1993 meeting of the Parks and Recreation Commission was
called to order at 7: 31p.m. at the Civic Center, Dublin, California, by
Chairperson, Steve Lockhart.

Approval of Minutes

Unfinished Business
YY1993-94 Recreation Department Budget
Diane reported that the City Council has directed that the proposed budget
deficit of $1 million is to be made up through a combination of service
reductions and revenue enhancements. Staff was directed to prepare
department budgets based on the current level of service and two additional
lower service level budgets reflecting a 10% and 15% net reduction. A 10% '
net reduction would result in approximately $52,450 in reductions, and a
15% net reduction would result in approximately $78.675 in reductions. She
briefly reviewed the reductions recommended by Staff to reach a 10% net
reduction for a total net savings ranging from $54,851 to $58 ,952. Further
reductions in service and personnel would be necessary to reach the 15% net
reduction of $78 ,675. Diane reviewed the additional reductions recommended
by Staff, which combined with the other reductions identified, would result
in a total net savings ranging from $70 ,766 to $85, 286 .
Commissioner Cahn felt that instead of cutting programs, perhaps Staff
needs to shoulder more of the load. Diane stated that the Department is by
no means over staffed, and everyone is working at their maximum potential
now.
Commissioner Cahn stated that if even one of the playground programs were
eliminated, it would open to comment, especially with the addition of Camp
Shannon. He felt that the programs that already have good participation
should be kept open.
Commissioner Donnell asked if personnel for the pool is the highest cost
for Aquatics? Diane replied no, the operational costs are.
Commissioner Lockhart inquired as to how much Dublin High School pays for
use of the pool for the Swim Team. Diane replied between $5-6,000, about
one-third of the utilities and 100% of the lifeguard costs.
Commissioner Jones felt that the reductions presented by Staff seem fair.
Commissioner Cahn indicated that he felt that the Commission should provide
further direction rather than approve the reductions as presented.

Paul Silva, Dublin resident, had no comment.

APPROVE THE REDUCTIONS IDENTIFIED BY STAFF AS PRESENTED.
VOTE: IN FAVOR - 5/ OPPOSED - 1 (CAHN)
Diane stated that it may not be necessary to go with a 15% increase, as one
department may absorb more than another. In addition, the revenue may look
better than is projected. Budget documents should be available
approximately the third week in May with budget hearings scheduled for
June 1 & 2 .
New Business
FY1993-94 Revenue Options
Diane reported that the City Council is in favor of increased Recreation
Fees and directed Staff to identify proposed fee increases for review by
the Commission. The preliminary Recreation Department Budget for FY1993-94
is $1,045,180, which does not fully recover the cost of those programs
provided by the Recreation Department. The revenue projections included in
the preliminary budget reflect increases in Facility Use Fees which were
adopted by the City Council in January of 1993 and increased admission fees
for the Dublin Swim Center.
Diane reported that Staff has identified several additional areas where
fees could be increased without impacting participation, and briefly
reviewed the proposed fee increases. In addition to the proposed fees for
programs, Staff is also recommending the implementation of a non-resident
fee of 15%. It is not recommended that a non-resident fee be applied to
events or activities where a drop-in fee is paid at the door.
Commissioner Cahn felt that an increase in fees for the Playground Program
would result in losing a lot of children. Diane indicated that she took
this into consideration and estimated a 15% reduction in enrollment.
Commissioner Downey felt that Staff should see if the program flies before
implementing a non-resident fee.
Public Input
Paul Silva, 7583 Carlow Way, Dublin, stated that he hopes the Commission
has given thought to the organizations that use City facilities. He noted
last year that there was a great need for additional baseball fields.
Other organizations and cities have always looked at Dublin as a great
location for youth sports. He felt that a 15% surcharge is cheap.
Commissioner Jones asked if the average non-resident fee is 15% in other
cities? Diane replied that in our facility use policy there is a 20%
differential and there is no average, as facility use fees for other cities
vary greatly.
Commissioner Lockhart voiced concern with the timeline to implement the
increase in time for the Summer programs. Diane indicated that the City
Attorney has prepared a resolution that would give the Recreation Director
authority to set program fees to cover indirect costs, with Commission
approval.
Commissioner Lockhart recommended that the Commission proceed with the
approval of the agenda at hand, and then discuss the non-resident fees.

, Non-Resident Fees
Diane stated that the 15% increase is for recreation programs. The goal is
to implement the increase this Summer so that the City can begin generating
revenue.
Commissioner Cahn asked if the City offers a discount for a second child in
swim or preschool programs? Diane replied, no. He felt that the non-
resident fee should also apply to Camp Shannon, which may open more space
for residents.
Diane stated that information on Camp Shannon was included in the Spring
brochure, however registration is not scheduled to begin until April.
She suggested including a writeup in the Summer Brochure regarding the
implementation of a non-resident fee for all Summer programs.
IT WAS MOVED BY COMMISSIONER CAHN AND SECONDED BY COMMISSIONER DOWNEY TO
DIRECT STAFF TO IMPLEMENT A 15% NON-RESIDENT FEE INCREASE FOR ALL PROGRAMS,
INCLUDING CAMP SHANNON, WITH THE EXCEPTION OF DROP-IN PROGRAMS.
FEE INCREASE TO BE EFFECTIVE WITH THE SUMMER CLASSES. (UNANIMOUS)
Other Business
Commissioner Rasmussen indicated that he saw an article in the newspaper
advertising composting at Shannon Center and inquired as to who is
conducting the program? Diane replied that Alameda County has an agreement
with the City to conduct composting workshops at Shannon Park.
Commissioner Rasmussen inquired as to the status of the Heritage Task
Force? Diane stated that the subcommittee of the City Council are
interviewing those who have indicated interest.
Commissioner Donnell indicated that she attended the St. Patrick's
Celebration and that it seemed very successful, however attendance at the
parade seemed low as compared to last year. Diane stated that there were
different reports on attendance for the parade and celebration, however
overall attendance was very good.
Commissioner Lockhart stated that the site permitted the concessionaires to
spread out. He indicated that his Irish friends were very pleased with the
weather and impressed with the activities.
Commissioner Downey felt that parking needs to be improved for next year.
Diane agreed and indicated that handicap parking needs to be addressed as
well.
Commissioner Jones asked if Little League is pleased with the condition of
the sports grounds or have any complaints? Diane replied that Little
League has a new liaison person, Dale Skinner. A walk-through of the
sports grounds was conducted over a week ago and a punch list was
established. Mr. Skinner seemed very pleased with what he saw.
Commissioner Downey indicated his concern as to whether the Commission is
meeting on the proper night of the week to increase attendance.
He suggested perhaps meeting on a Saturday or perhaps conducting meetings
at Shannon Center again. Commissioner Cahn stated that this is the second
time that a Commissioner has suggested meetings be held at alternate
locations.
Commissioner Cahn stated that at the Alamo Parks & Recreation Commissioners
meeting, San Ramon indicated that they have selected a new concessionaire
for Central Park. He felt that perhaps the City should consider a
consistent provider for the Dublin Sports Grounds Snackbar, thereby
generating revenue for the City.

, Commissioner Cahn suggested that a hot dog concessionaire at Shannon Center
on a nice Summer day would be a great revenue maker. Diane stated that
perhaps this is a topic for a future meeting, where ideas could be
brainstormed.
Staff Reports
Diane stated suggested that the Commission not meet in April, as the
Commission met twice in March and she will be on vacation. The Commission
concurred.
Diane asked the Commission if they want to conduct the annual park tour in
May June? The Commission decided to conduct the tour on May 11.
Information and applications will be available in April for the Student
Commissioner. If the Commission knows of anyone that may be interested,
have them stop by the Civic Center for an application.
Registration for the Easter Egg-stravaganza is filling up rapidly.
She suggested that if any of the Commissioners plan to attend, to RSVP with
Staff at Shannon Center.
Commissioner Cahn indicated that he would like to see the invitation
mailings to the Commissioners for events be deleted, as it is an additional
cost to the City.
Diane reported that the California Parks and Recreation Society District
III, at their annual awards installation last Friday, awarded the Senior
Center a special event award for their Volunteer Recognition Luncheon.
