HomeMy WebLinkAbout02-09-1993 Approved P&CSC Minutes The February 9, 1993 meeting of the Parks and Recreation Commission was called to order at 7: 30p.m. at the Civic Center, Dublin, California, by Chairperson, Steve Lockhart. Pledge of Allegiance Pledge of allegiance was led by Chairperson Lockhart. Roll Call Present: Commissioners Cahn, Downey, Jones, Donnell, Rasmussen and Lockhart Oral Communications There was no oral communications from the audience. Commissioner Lockhart stated that Staff has requested to add an agenda item to the agenda, regarding the Lucky Stores/Oakland A's Youth Baseball Fields Program, Item No. 7.4. Pursuant to the Government Code, Section 54956.5, the Commission must approve the addition. IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER DOWNEY TO APPROVE THE ADDITION OF THE LUCKY STORES/OAKLAND A'S YOUTH BASEBALL FIELDS PROGRAM, TO THE AGENDA AS ITEM NO. 7.4. (UNANIMOUS) Approval of Minutes Commissioner Rasmussen pointed out that on Page 2 of the minutes, under Other Business, the name of the student representative appointed to the School Board, was misspelled. The correct spelling of Nick's last name is "Huyhn" . IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER CAHN TO APPROVE THE MINUTES OF JANUARY 26, 1993 'AS CORRECTED. (UNANIMOUS) Written Communications - None Unfinished Business - None New Business 1993 Aquatics Program Proposal Stephanie reported that the Spring season is scheduled to begin in February and run through June 25. Programs will include Scuba Diving Classes, Adult Lap Swimming, Recreational. Swimming, and a Lifeguard Training Class. • The Dublin High School Swim Team is scheduled to use the pool from February 1-June 1 and the Dublin Recreation Swim Team from June 1-June 25. The Summer aquatic programs will begin June 28 and run through September 6. Programs offered will include Youth Swimming Lessons, Adult Swim Lessons, Adult Lap Swimming, Water Aerobics and Recreational Swimming. Staff proposes to offer the youth instructional classes in accordance with the new Red Cross "Learn to Swim" curriculum. The curriculum will include levels for Infant, Toddler, and Preschool, as well as levels I-VII, accommodating children ages 4 and older. Other programs, activities and classes proposed for Summer 1993 includes; Dublin Green Gator Swim Team, Diving and Synchronized Swiming Classes, Junior Lifeguard Volunteer Program, Teen Nights, Scuba Diving Instruction, Birthday Party Program, Private Pool Rentals, 3rd Annual City of Dublin Water Carnival, Fourth of July Celebration and Aquatic Day Camp. MINUTES - FEBRUARY 9, 1993 PAGE TWO Commissioner Cahn asked if swim fees will be increased? Diane stated that Staff is currently waiting for direction from the City Council. She indicated that information on the City's proposed budget cuts will be presented under Staff Reports. Commissioner Donnell asked whatever happened to the handicapped group that used the pool in the past? Stephanie replied that the group relocated the program to Foothill High School. Fall Quarter 1992 Recreation Report Diane briefly summarized the activities conducted by the Recreation Department during the Fall Quarter encompassing the months of September, October, November and December 1992. The Fall Adult Softball season began on September 24 and consisted of 28 teams with a total of 372 players. The season concluded during the week of November 15 with League Championships and an All-Star Game. The 1992 Afterschool Recreation Program had an enrollment of 83 at Nielsen and 44 at Murray, with an average daily attendance of 42 at Nielsen and 27 at Murray. All three sessions of the 1992-93 Preschool Program filled to capacity with 60 students enrolled in each session. During the Fall quarter, the Senior Center conducted its Third Annual Volunteer Recognition Luncheon, "The Case of the Haunted Senior Center" , the Annual Holiday Bazaar and Thanksgiving Luncheon. Average daily attendance was 84. Special events for the Fall quarter included, a Preschool Halloween Spooktacular and Frightening Feast, Ninth Annual Tree Lighting Ceremony, and the 8th Annual Breakfast With Santa. All events were well attended. Attendance at the Teen lunchtime activities continues to be strong with an average of 50 participants and spectators. The Afterschool activity program averages up to 10 teens per activity. Youth Sports for the Fall included tee-ball and softball leagues for 1st/2nd and 3rd/4th grade boys and girls, with a total of 30 participants. Enrollment in Leisure classes increased in the Fall with 313 children and 350 teens/adults, for a total of 663 participants. 1993 Easter "Egg-stravaganza" and Play Day Diane reported that plans are underway for the 3rd Annual Easter "Egg-stravaganza" and Play Day, scheduled for Saturday, April 10 from 9:30- 11:00a.m. , at Shannon Park. Due to this events popularity, Staff plans to increase enrollment from 200 to 300 participants. Lucky Stores/Oakland A's Youth Baseball Fields Program Diane stated that for the past 5 years, Lucky Stores and the Oakland A's have administered a special grant program funding construction or rehabilitation of youth baseball fields in selected Bay Area communities. Up to $117 ,500 in funding is available to any City or County government, or recreation and park district in Alameda County, Contra Costa County, and added this year, Santa Clara County. The City has submitted applications for the past three years that have been unsuccessful. Although the Dublin Sports Grounds 60' Baseball Diamond project has been unsuccessful in previous years, it is the only project currently identified that meets the criteria for funding. MINUTES - FEBRUARY 9, 1993 PAGE THREE IT WAS MOVED BY COMMISSIONER DOWNEY AND SECONDED BY COMMISSIONER DONNELL TO DIRECT STAFF TO SUBMIT APPLICATION FOR GRANT FUNDS FOR THE DUBLIN SPORTS GROUNDS 60' BASEBALL DIAMOND PROJECT, AVAILABLE THROUGH THE LUCKY STORES/OAKLAND A'S YOUTH BASEBALL FIELDS PROGRAM. (UNANIMOUS) Other Business Commissioner Rasmussen stated that Dublin High's swim team began swimming at the pool this month. The school has started an Environmental Club with recycling as their main goal. They will kick off the program by recycling. cans at the school, using specially marked receptacles. He inquired as to the possibility of placing receptacles in the parks. Diane stated that the City has a recycling program and will find out who he should contact. Commissioner Donnell asked how often the play equipment in the parks are checked for safety hazards? Diane replied, that maintenance checks the equipment on a weekly basis. Commissioner Downey encouraged the Commissioners to attend the upcoming Valentines Luncheon at the Senior Center on Thursday, February 12 at 12Noon. He stated that the cost is $3.00 and that anyone interested in attending should call the Center in advance. The Commissioners indicated that they had all received their individual invitations. Commissioner Downey stated that the Library Task Force has been meeting for over a year now and should be completing their findings by the end of this month. He felt that they should be commended for their patience and diligence. Commissioner Jones asked when the next St. Patrick's Day Parade meeting is scheduled? Diane replied, the next meeting is scheduled for Tuesday, February 16 at 8:30a.m. , in the Recreation conference room. Commissioner Lockhart inquired as to when the Heritage Task Force is anticipated to be underway? Diane stated that the applications have been referred to the City Council subcommittee for review and scheduling interviews. It is anticipated that recommendations will be made to the City Council at their meeting of February 22. Commissioner Lockhart stated that there seems to be some misunderstanding regarding DHPA's position regarding the donation of the Murray Schoolhouse to the City. Diane reported that the Council approved the purchase agreements for the Heritage Center and accepted the donation of the School House from Dublin Historical Preservation Association. She indicated that letters will be sent to the three groups involved informing them of the Council's action. DHPA will receive a letter thanking them for their donation, and that the City looks forward to their input on the Task Force in regards to the operation of the Heritage Center. Commissioner Lockhart asked if there has been any discussion in regards to water availability. Diane stated that no discussion has been held, however the City has been advised by the District that the rates will increase by approximately 8%. Staff Reports Diane reported that the City Council's Goals and Objectives meeting scheduled for February 17 has been cancelled and rescheduled for March 23 at 7:30pm. A letter has been received from the Dublin-San Ramon Seniors, indicating that they are disbanding as of March 25. Staff has heard that the Senior Californians may relocate to Camp Parks. MINUTES - FEBRUARY 9, 1993 PAGE FOUR At their meeting of February 8, the City Council discussed the anticipated $1 million in budget cuts. The consensus of the Council was to reduce services by 50% and increase revenue by 50%, or a combination of both. Diane indicated that she will be receiving additional direction from the City Manager this week. It is anticipated that the Parks & Recreation Commission may have to schedule special meetings to discuss this item.
