HomeMy WebLinkAbout12-13-1994 Approved P&CSC Minutes • MJNUTES OF �ECENJBER'3 1994. >:`' The December 13, 1994 Parks and Community Services Commission was called to order at 7:30p.m. at the Civic Center, Dublin, California, by Chairman Cahn. Pledge of Allegiance Pledge of Allegiance was led by Commissioner Trimble. Roll Call Present: Commissioners Cahn, Trimble, Jones, Lockhart, Donnell, Lampe. Oral Communications Betsy Chapman, 8th Grader at Wells Middle School, stated that she plays on both the St. Raymond's CYO and Wells basketball teams. She felt that there is a great need for additional sports facilities in Dublin, particularly a gym, to accommodate all the groups currently utilizing the gyms at Dublin High and Wells Middle Schools, totalling over 2,000 participants. Ms. Chapman suggested that the City double the size of the Wells gym like Pleasanton did at Harvest Park Middle School, or build one from scratch on the open land owned by the City located beyond the parking lot. She indicated that she has written to Mayor Snyder as well as spoken to the new Mayor Houston and both concurred with the need for additional sports facilities in Dublin. At this time a petition has been started at Wells Middle School and there are currently over 400 signatures of both parents and students. Ms. Chapman stated that that she would like to work together with the Commission to see the gym happen for Dublin. . Diane stated that the Mayor is interested in pursuing additional facilities and hopes to open up communications with the School District. A meeting has been tentatively arranged after the holidays, with the City Council School Board Liaison Committee to talk about the joint use agreement and cooperative projects. Commissioner Cahn pointed out that the gym at Harvest Park Middle School was built from scratch. Both the gyms at Harvest Park and Pleasanton Middle Schools are double gymnasiums with joint use between the City and the School District. Commissioner Lockhart stated that he would like to see this item placed on the agenda for the January meeting and that Ms. Chapman be invited to attend to update the Commission on the status of the petition. Commissioner Jones stated that there are currently five basketball teams using the Dublin High School gym as well as a wrestling team. He agreed with Ms. Chapman that there is a need for additional sports facilities in Dublin and would like to see a new gym built somewhere. Commissioner Lampe indicated to Ms. Chapman that she would start a petition at Dublin High. Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER JONES TO APPROVE THE MINUTES OF NOVEMBER 8, 1994 AS SUBMITTED. (UANMIMOUS) Written Communications-None Public Hearing 1995 St. Patrick's Day Celebration Diane reported that the 1995 St. Patrick's Day Celebration is scheduled for Saturday, March 18 at the Shamrock Village Shopping Center. As in the past, the event will kick off with the Dublin Lion's Club parade followed by the community celebration. • • Minutes- December 13, 1994 Page Two For the past two years, the fees for booths and spaces for the celebration have remained the same despite an increase in costs to the City to conduct the celebration. The estimated cost to the City for booth frames for the 1995 celebration is$65.for a non-food booth and $95 for a food booth. In addition, food booths cost the City approximately$25 more per booth which covers the cost of generator rental and/or electrical hook-up and setup of a hand-washing station, required by the Health Department. It is Staff's recomendation to increase the fees for non-profit and commercial food booths and for product sales by commercial groups, and a 15% increase in fees for non-resident participants is recommended. In addition, to increase the fee for arts and crafts vendors from $35 to $40 for a space only and from $85 to $105 for a space with booth frame, along with a 15% increase for non-resident participants. Commissioner Cahn opened the hearing for public input. Janet Lockhart, representative for the Soroptimist International,of Dublin, asked if the new fee. schedule will cover the added expense of putting on the celebration, and how much of a difference will the increase make to the budget for this event? Diane responded that over the last two years the cost for the booths and electrical hookup and/or generator has added to the cost to conduct the celebration. The City is still going to be subsidizing the booths approximately 30%, which is what the City was doing in the past, therefore the fee increase would basically keep the City at the same cost level. Commissioner Cahn closed the public hearing and opened the meeting for Commission discussion. Commissioner Jones concurred with Staffs recommendation to increase the fees to offset the City's cost to conduct the celebration. Commissioner Lampe and Donnell also agreed. Commissoner Trimble felt that the City needs to recover its cost to conduct this citywide special event. IT WAS MOVED BY COMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DONNELL TO ADOPT THE ST, PATRICK'S DAY CELEBRATION FEE SCHEDULE AS PRESENTED BY STAFF. (UNANIMOUS) Public Hearing Adult Sports Programs Fee Schedule Diane stated that at the last meeting of the Parks and Community Services, the Commission and Staff reviewed the current volleyball league fees. At that time, the Commission directed Staff to move forward with looking at revising the fees. In doing so, Staff also looked at the fees for the basketball and softball leagues. The adult sports program was instituted in Fiscal Year 1989-90 with the introduction of Men's and Co-ed Softball Leagues, and was approved on the basis that the program would be self- supporting. In the ensuing years, the program has since expanded to include Basketball Leagues, Basketball Open Gym and Co-ed Volleyball Leagues. Staff reviews the costs associated with the operation of Adult Sports Programs on an annual basis. Based on a recent review, Staff is recommending that adjustments be made to the fee schedule for adult sports leagues. While a fee increase is proposed in most leagues, the proposed league fees are still well within the range of fees charged by surrrounding communities. Commissioner Cahn opened the hearing to public input. As there was none, the meeting was opened to Commission discussion. Commissioner Trimble asked why are the fees shown as team fees and not as a per player fee? Diane replied that about two years ago Staff changed the fee structure of the program to streamline registration and the procedures for adds and drops. Instead of having a per team fee and a non-resident fee,we now have a resident team fee and a non-resident team fee. Minutes- December 13, 1994 • Page Three This change has eliminated the need to determine residency fees per player and for the managers to come into the office to add or drop a player from their rosters. Teams can now add or drop a player directly at the field prior to game time Staff has not seen a decrease in enrollment or revenue due to the changes made. Commissioner Trimble asked if Staff feels that they have made enough of an increase to cover costs? Diane stated that softball program is in competition with our neighbors who have excellent facilities. Our facilities are probably the oldest in the area in terms of condition, which is one of the main complaints from the teams who play in our leagues. It is important therefore that we do not price ourselves out of the market. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER JONES TO ADOPT THE ADULT SPORTS PROGRAMS FEES AS PRESENTED BY STAFF. (UNANIMOUS) Unfinished Business-None New Business Election of Officers Diane stated that in accordance with the Bylaws and Rules of Procedure for the Parks and Community Services Commission, elections for Chairperson and Vice-Chairperson are required to take place at the first meeting of the Commission in December. Commissioner Lockhart stated that due to the pending appointments to the Commission anticiapted to be made by the newly elected Mayor, perhaps elections should be postponed until the next meeting. Diane indicated that there are two Commissioners whose terms are up but they remain on the Commission until an appointment is made. Also both Commissioners are eligible to reapply. Chairperson Cahn opened nominations for Chairperson. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER CAHN TO NOMINATE COMMISSIONER TRIMBLE FOR CHAIRMAN (UNANIMOUS) Being no additional norminations, Chairman Cahn closed the nominations for Chairperson and opened nominations for Vice-Chairman. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER LOCKHART TO NOMINATE COMMISSIONER JONES FOR VICE-CHAIRMAN. (UNANIMOUS) Being no further nominations, Chairman Cahn closed nominations for Vice-Chairman. Commissioner Trimble and Jones were congratulated on their norminations. Other Business Diane reported that the bid opening for the Heritage Center is scheduled for Friday, December 16 and will be awarded on December 27. The City will be assisting with the relocation of the Dublin Historical Preservation Association by providing storage in the expansion space at the Civic Center. The City is currently soliciting for advisors to the Heritage Committee, and it is anticipated that appointments and a Staff person should be on board in January. On December 5, the City conducted the Annual Tree Lighting at the Civic Center. The Annual Breakfast With Santa was conducted at Shannon Center on December 10. Both events were very successful. • Minutes- December 13, 1994 • • Page Four The Fall Playground Program is going well. Staff is currently in the process of taking regisration for youth basketball. Due to rain and field conditions, the Fall Softball Program was cancelled. The teams have the option of receiving a refund or a credit for the next season. Registration for Adult Volleyball and Basketball is underway with play scheduled to begin in January. The Senior Center Christmas Luncheon is scheduled for Tuesday, December 20 at 12Noon. Interested Commissioners should contact the Center to reserve a space. Diane stated that the Commissioners should have received the brochure on the California Pacific Southwest Recreation Park Conference in San Jose. There is funding available for the Commission to go and this item will be on the agenda for the next meeting. In order to quality for the best rate, it is recommended that the Commission be prepared to confirm their plans to attend the conference at that time. If five people register, an additional person can go free. Commissioner Lampe indicated that Tracy O'Shea contacted her about plans to conduct a ski trip for Dublin High students in January: Depending on the number of students interested would determine if the trip will go or not. Commissioner Cahn asked Commissioner Lampe how did the students react to the Aids quilts displayed at the High School? Commissioner Lampe stated that it certainly raised awareness and the general feeling was very positive. She indicated that she was disappointed that more people from the community did not show up for the informational forum. Commissioner Jones reported that the Dublin High Cheerleaders took first place in the regional State competition and are on their way to the national competition in Anaheim. Commissioner Trimble reported that the Grafitti Task Force viewed a 45 minute slide presentation of the grafitti in Dublin at their meeting today. The Task Force plans to take the slide presentation on the road. He stated that he would like to have a 20 minute version of the presentation placed on a future agenda of the Parks and Community Services Commission. Diane reported that it is estimated that it will cost from $6,000-9,000 to replace the windows at Shannon Center. However before any replacement is done, Staff is working together with the Public Works Department to look into other alternatives such as increased landscaping and lighting. Commissioner Trimble reported that one of the slides at the handicapped park has been damaged at an approximate cost of$350. In discussing the matter with Steve Loweree in Public Works, it is estimated that there is a total of about $2,000 of damages at this time at the handicap park which needs to be repaired. Commissioner Cahn stated that he attended the Tree Lighting and the Breakfast with Santa. He felt that the Tree Lighting was too crowded and that it was difficult to hear the presentations.
