Pledge of Allegiance, Pledge of allegiance was led by Commissioner Lampe. Roll Call Present: Commissioners Jones, Donnell, Lockhart, Cahn and Lampe Absent: Commissioners Trimble Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER JONES TO APPROVE THE MINUTES OF SEPTEMBER 13, 1994 AS SUBMITTED. (UNANIMOUS) Written Communications - None Public Hearing - None Unfinished Business - None New Business Summer 1994 Ouarterly Report Diane briefly summarized the programs offered during the Summer Quarter for the Commission. Fun-in-the-Sun The Fun-in-the-Sun program was conducted Monday-Friday from 1:00-5: OOpm. Daily attendance increased 50% at Kolb Park, 29% at Alamo Creek Park and 30% at Shannon Park. Staff attributes the increase to the reduction in the full session fee from $75 to $50. Camp Shannon Camp Shannon was conducted at Shannon Community Center and Park daily from 9am-5pm. Extended day care was available from 7: 30am-9am and 5-6pm for $2 per hour. Registration in Camp Shannon was up approximately 33% over the previous year with an average of 16 participants per two-week session. Preschool/Tenderfoot Day Camp The Tenderfoot Day Camp was held Monday-Thursday from 9: 30am-12Noon for 3-4 years and from 1-3 :30pm for 4-6 years. A total of 102 preschoolers participated in Tenderfoot Day Camp which is an increase of 19% over 1993. Youth Sports/Pee Wee and Peanut Sports Camps The summer sports camps provided basic instruction in soccer, basketball and tee ball. Pee Wee Sports Camps are for 4-5 years and the Peanut Sports Camps for children entering first through third grade. Enrollment ,in Pee Wee Camps averaged 35 per session and Peanut Sports Camps averaged 36 per session. Camps were held at Murray Elementary School. MINUTES - OCTOBER 11, 1994 PAGE TWO Mini Sports Leagues The Mini Sports Leagues provided basic instruction in basketball, indoor hockey and flag football. The leagues were conducted . at Wells Middle School and accommodated youth fourth-sixth and seventh through ninth grades. Twenty-two (22) youth participated in basketball, 9 in indoor hockey and flag football was cancelled due to insufficient enrollment. Adult Sports/Softball Leagues A total of 39 teams participated in the Summer Adult Coed and Men's Softball Leagues. The league fee included an All-Star Game and the leagues concluded with City Championships, which was a new addition to the Summer program. Commissioner Lockhart asked of the 39 teams in the league, what kind of increase was this over last year? Diane replied, it was a decrease of about 5 teams. Commissioner Jones asked what was the reason for the decrease? Diane stated that Staff is finding that ever since San Ramon's lighted fields were opened over a year ago, participation in our league has decreased. Staff attended a SANCRA meeting recently and reported that many of the cities in the Bay Area are finding that participation in softball programs is down. City-Wide Flea Markets Two (2) City-wide Flea Markets were held during the Summer at the Dublin Sports Grounds. Twenty-seven (27) vendors participated in the July 9 Flea Market and 22 vendors in the August 20 Flea Market. The fee for a 20'x20' space was $18 and shoppers were admitted free. Staff will review this event to determine what can be done to increase vendor participation. Senior Center In July the Senior Center celebrated it's 6th Anniversary with a gala buffet luncheon. Prizes were donated to the Center during the Center's Human Race campaign. Average daily attendance was 60 with a total of 255.25 volunteer hours. In August the seniors conducted their Annual Dog Days of Summer Fun Walk and Barbecue. The Center was also awarded with an Ice Cream Party by the Valley Volunteer Center as a result of their participation in the Human Race. Ice cream was provided by Dreyers. Ice Cream. Average daily attendance was 54 with 296.75 volunteer hours. Leisure Enrichment Classes Diane reported that popular classes included Children's Dance and Tumbling, Judo and Bumper Bowl, as well as Dog Obedience and Golf for Adults; courses offered in these areas were sold out for the quarter. Enrollment in classes was up almost 10% over the Summer of 1993. Aquatics Diane stated that the Summer aquatics programs at the Dublin Swim Center will be addressed in a separate report in November. 13th Annual St. Patrick's Day Celebration Diane reported that the 13th Annual St. Patrick's Celebration is scheduled for Saturday, March 18, 1995. The Dublin Lion's Club will once again sponsor the parade, the City's Parks and Community Services Department will plan and organize the community celebration, and the Dublin Chamber of Commerce will work with the business community to promote the Celebration. AINUTES - OCTOBER 11, 1994 PAGE THREE Parade The parade will feature local bands, service clubs, youth groups, City dignitaries and floats. As the parade route has been used successfully for the past several years, it is Staff's recommendation that it remain unchanged. Community Celebration For the past two years the Shamrock Village Shopping Center on Amador Valley Boulevard has been the location of the community celebration. The merchants at the . Center have welcomed the celebration and the location is suitable for the various activities planned. The components of the celebration will include an Arts & Crafts Fair, Carnival Games, Food Booths, Information Booths, Commercial/Business Section, Entertainment (2 stages) , and Health Fair. Business Participation Several businesses took advantage of the sidewalk sales and promotional sign components of the celebration, and it is Staff's recommendation that these two components again be included to solicit greater participation from the local businesses. Commissioner Jones stated Staff needs to make sure that groups are not selling items that would conflict with what is sold at the businesses located in the Shamrock Center. Commissioner Cahn stated that last year he noted that there were parade participants who did not follow or finish the parade route. In addition, he suggested that the Parks and Community Services Commission participate in the parade next year. He directed Staff to check with DRFA on the use of a fire truck. Fall Special Events Halloween Spooktacular Diane reported that the Halloween Spooktacular is scheduled for Saturday, October 29 at Shannon Center from 10-11: 30am. The fee for the event is $3 .00. for residents and $3 .50 for non-residents with parents admitted free. The event is designed for preschool age children and features a costume parade, crafts and carnival games. It is anticipated that 200 children will attend this event. Tree Lighting The Eleventh Annual Tree Lighting Ceremony is scheduled for Monday, . December 5 at 6:30pm in the lobby of the Dublin Civic Center. The program will feature the lighting of the 18-foot City Tree, holiday musical performances by local groups, a community sing-along, refreshments and a special visit from Santa Claus. Admission is one non-perishable food item for the Children's Emergency Relief Council. Breakfast With Santa Planning is currently underway for Breakfast With Santa, scheduled for Saturday, December 10 at Shannon Community Center. Breakfast will be served at 9am and 10: 30am. The fee for this event is $5.00 for residents and $6.00 for non-residents, which includes breakfast, novelties and a visit with Santa. Heritage Center Diane reported that on Sunday, October 16, the Dublin Historical Preservation Association will conduct a Renovation Celebration at the Dublin Heritage Center from 1:00-4:OOpm. Activities will include a barbecue lunch at $5.00 per person, entertainment by the Dublin High School Band/Color Guard and the Clampers Brass Band, tours of the Museum and viewing of the Old St. Raymond's Church. : Representatives from DHPA, Amador Livermore Valley Historical Society and Dublin Cemetery will present the "key" to the Mayor and City Council. AINUTES OCTOBER 11, 1994 PAGE FOUR Commissioner Lockhart inquired as to the status of the Staff person for the Heritage Center? Diane replied that the job description needs to be completed and approved by the City Council prior to recruitment. It is anticipated that a Director will be on board by the end of December. Other Business - Brief Informational Only Reports from Parks and Recreation Commission and/or Staff Commissioner Lampe stated that the Judo class instructor at Shannon Center, Ashley Rebmann, is a friend of hers. Ashley indicated that she did not feel that the room she uses is appropriate for the class, as the kids keep falling on the 'floor. Diane stated that she will discuss the matter with Staff at Shannon Center. Commissioner Jones reported that the Youth Sports Liaison Committee and City Staff met last week. In attendance were representatives from the South Valley Youth Football League and Dublin Little League. A representative from the Dublin United Soccer League did not show. South Valley Youth Football reported they are very happy with their arrangements with the City for use of the Dublin Sports Grounds. Dublin Little League reported that they have new people working on the scorebooths and plan to pour the foundation soon. Discussion was held regarding the extensive use of field #4 by Dublin Adult Soccer, and it was suggested that they be moved to another field, to give field #4 a rest. Commissioner Cahn stated that he noticed last weekend that tee-ball plays right next to the . youth soccer field. He felt that there is a potential for injury and suggested that Staff look into the scheduling of these, two groups. Commissioner Cahn inquired as to the status of the Frederiksen Afterschool Program. Diane stated that attendance low with only about 10 kids a day. Staff is preparing a special promotional flyer with a free one-day pass on the back, in hopes that kids will try the program. Staff is finding that parents are hesitant to signup for a fee program, without knowing whether the child would like it or not.
