HomeMy WebLinkAbout09-13-1994 Approved P&CSC Minutes The September 13 , 1994 meeting of the Parks and Community Services Commission was called to order at 5: 30p.m. at the Civic Center, Dublin, California, by Chairperson, Randy Cahn. Roll Call Present: Commissioners Trimble, Cahn, Lampe and Lockhart Absent: Commissioners Donnell and Jones Park Tour Commissioner Cahn asked if it was necessary to visit all of the fourteen (14) parks and facilities as originally scheduled for the tour? Diane replied no, however she strongly recommended that the Commission tour the Dublin Swim Center to view the completed renovation, Shannon Community Center to view the existing graffiti problem, and the Heritage Center. After a brief discussion, the Commission decided to visit the facilities as recommended, as well as Kolb Park. Dublin Sports Grounds - Commissioner Cahn asked if the renovation of the restrooms at the Sports Grounds has been completed? Diane replied no, that it is still in progress. Commissioner Trimble inquired if the soccer groups are charged to use the fields for their practices? Diane replied yes, and that both the Dublin United Soccer League and Dublin Little League provide Staff with a schedule each season. Commissioner Cahn asked if the scorebooths built by Dublin Little League have electrical power? Diane replied no, however if they wish to add it in the future, they may do so with City approval. Dublin Swim Center - Diane reported that as part of the pool renovation, the entrance walkway was made handicapped accessible. In addition, the old garbage can was replaced with a large cement receptacle and a bicycle rack was installed. The Commission briefly toured the interior of the Dublin Swim Center and inspected the dressing rooms, showers, flooring, and added office space. Diane pointed out that the shade structure near the baby pool was repaired and painted by an Eagle Scout as part of a community project. The repair and resurfacing of the pool deck is scheduled for next year. Commissioner Trimble inquired as to when the snackbar will be installed? Diane replied that approval has not been received from the School District at this time. The Commissioners felt that the swim team photographs displayed in the front lobby, added a nice touch to the Center. When securing the facility, it was noted that a section of the front door near the lock, was broken off. Diane indicated to the Commission that new doors for the Swim Center have been budgeted for. • . MINPTES - SEPTEMBER 13, 1994 PAGE TWO Kolb Park - Commissioner Jones arrived at Kolb Park at approximately 6:10pm. The Commissioners inspected the Handicapped Playground equipment. It was noted that sections of the slide were not very secure. Commissioner Trimble indicated that the Lions Club plans to reinforce the slide with two supporting bars. Diane suggested that the Lions Club check with the supplier first, because if they do anything to alter the equipment without the suppliers knowledge, the warranty would no longer be in effect. The Commission briefly inspected the group picnic area and it was evident from the debris around the area, that this area is heavily used. It was noted that at the time of the tour, there was a soccer practice in progress. Shannon Park - The Commission examined the graffiti on the outer windows of the Shannon Community Center. Diane reported that Staff is currently looking into preventative alternatives and two suggestions have been to divide the windows into smaller panels or to place a special filming over the windows. She reported that Staff has been directed by the City Council to pursue the formation of a Graffiti Community Task Force. The Commission toured the Demonstration Garden and found the various types of composting bins used by the Alameda County Composting group, very interesting. Diane reported that the County conducts composting workshops on weekends on an ongoing basis. Diane stated that Staff at Shannon Center has received several complaints from many resident parents, that dog owners are permitting their dogs to access the play equipment and water element while children are present. The dog owners argue that there is no signage indicating that dogs are not allowed in the playground area. Diane reported that signage has been ordered and is scheduled to be posted soon. Diane reported that the City Council will review reactivating the fountains at Shannon Center and the Civic Center at the budget hearings. Heritage Center - The Commission briefly inspected the church. Diane indicated that DHPA has a volunteer work party assigned to look at the pews and other items currently stored in the church, and will determine what will be kept and disposed of. She reported that on October 16, the Dublin Historical Preservation Association will conduct a special event to officially pass the key to the Heritage Center to the Mayor. The event will include a tour of the Museum and a viewing of the Old St. Raymonds Church and a barbecue. The City will pickup the costs of approximately $875 for the printing of flyers and a banner to advertise the event. Commissioner Cahn left the meeting at approximately 7:10pm. The Commission returned to the Civic Center at approximately 7:15pm to conclude the meeting. Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER LAMPE TO APPROVE THE MINUTES OF AUGUST 9, 1994 AS SUBMITTED. MINUTES - SEPTEMBER 13 , 1994 PAGE THREE Public Hearing - None Unfinished Business - None New Business - None Other Business - Brief Informational Only Reports from Parks and Recreation Commission and/or Staff Diane reported that the name change for the department from Parks and Recreation Department to Parks and Community Services was approved by the City Council. A copy of the revised bylaws reflecting this change will be mailed to the Commission. A sculpture by Peter Voulkos, on loan from the Kemper Foundation will be installed at the Civic Center. The sculpture will be a long term loan and is valued at $300,000_ Fall recreation programs are underway and Frederiksen School has been added as an additional site for the Afterschool Recreation Program. Teen staff was hired last week and the Teen Program will be sharing a classroom with teacher Mark Woy. The Dublin Senior Center will be conducting its annual Senior Recognition Luncheon on Friday, September 23 . If any Commissioner is interested in attending, it is requested that they contact Bonnie. The Heritage Center plans were approved. The Director position has not been filled at this time and appointments to the Heritage Task Force are scheduled to take place soon. Commissioner Jones reported that new bleachers and lighting have been installed in the high school gym and everything should be completed by the first of November. In addition, the girls junior varsity softball field project is underway and the tennis courts have been completed. Diane reported that the City Council agreed that maintenance of the Dublin High School football fields would no longer be done by the City, but that an annual maintenance check would be done to protect the City's investment.
