HomeMy WebLinkAbout06-14-1994 Approved P&CSC Minutes The June 14, 1994 meeting of the Parks and Recreation Commission was called to order at 7:31p.m. at the Civic Center, Dublin, California, by Chairperson, Randy Cahn. Pledge of Allegiance Pledge of allegiance was led by Commissioner Cahn. Roll Call Present: Commissioners Cahn, Trimble, Lockhart, Donnell and Jones Commissioner Jordan arrived at 7:38p.m. Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER LOCKHART TO APPROVE THE SPECIAL MEETING MINUTES OF MAY 24, 1994 AS SUBMITTED. (UNANIMOUS) Commissioner Lockhart asked Chairman Cahn to change Agenda Item #8 .3, Appointment of Student Representative to the Parks and Recreation Commission, to the top of the agenda order. Chairman Cahn approved the request. Appointment of Student Representative to Parks and Recreation Commission Commissioner Trimble reported that the three students interviewed were all very well qualified, outgoing and involved young people. The decision was a difficult one, however the subcommittee felt very strongly that Holly Lampe would be a very good liaison and fine voice on the Parks and Recreation Commission. Commissioner Trimble introduced Holly Lampe to the Commission and asked her to approach the podium and to tell the Commission a little about herself. Holly Lampe stated that she will be a senior at Dublin High next year, is involved in student government, on the Teachers Recognition and Appreciation Committee, and publicizes all the upcoming events for Dublin . High School. She added that in her spare time she dances and will teach dancing to children at a camp this summer. After graduation she plans to attend a junior college for two years and then transfer to a State college to major in dance and physical therapy. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DONNELL TO ACCEPT THE SUBCOMMiTIEES RECOMMENATION OF HOLLY LAMPE AS STUDENT REPRESENTATIVE TO THE PARKS AND RECREATION COMMISSION AS SUBMITTED. (UNANIMOUS) Diane stated that Holly's term will run from July 1994 to June 1995. Holly will be on vacation for the July Commission meeting, therefore her first official meeting will be in August. Written Communications Request from Dublin Swim Team Parent°s Committee to build a snack bar at the Dublin Swim Center Diane stated that parent participation in the swim team is essential for a successful program. In addition to parent assistance at swim meets, the parents also operate a snack bar at the Swim Center during the hours of recreational swim. MINUTES - JUNE 14, 1994 PAGE TWO As there is not a separate building for the snack bar, snacks are sold from a table in the bathhouse and sodas are available from a machine. The parents purchase the supplies and staff the snack bar and the revenue generated from sales are typically used for swim team family activities and end-of-the-season awards. The parents organized the Dublin Swim Team Parents Committee with elected officers and bylaws. The Committee is proposing to build a free standing snack bar at the Dublin Swim Center. The approximate cost of the project excluding the foundation is $1,500 and the parents plan to use volunteer labor to construct the building. The Committee has asked that the City construct a concrete foundation for the snack bar at the estimated cost to the City of $1,400-$1,700 . Staff supports the conceptual idea of the construction of the snackbar and prior to commencing with the project, a location needs to be determined, the funds appropriated, and an agreement developed. Commissioner Cahn asked if the snack bar would be opened during recreational swim, and if so, will City staff operate it? Diane replied that the snack bar will be open during recreational swim, however it will be staffed by parent and junior lifeguard volunteers. Commissioner Cahn stated that the fence around the pool is not sufficient compared to todays security standards. He asked if the City would have a security problem with another building on the pool grounds? Diane replied that Staff would need to make sure that the building was properly secured after each use. Commissioner Cahn asked if Staff had a problem with non-employees handling money away from the main office? Also, if we give exclusive use to the Dublin Swim Team Parent's Committee, what would prevent another group from requesting to run a snack bar at another facility? Diane stated that the City has the right to permit the Dublin Swim Team Parent' Committee to run the snack bar exclusively, as they are actually part of a City operated program. In addition, it is stated in the Committee's proposal that the City and Committee will predetermine how the funds raised from the snack bar would be spent. Ken Hinshaw, President, Dublin Swim Team Parent's Committee, stated that he did not have anything prepared to present to the Commission, however would be glad to answer any questions the Commission may have. Commissioner Cahn asked how would the snack bar be secured? Mr. Hinshaw replied that the snack bar windows will have door panels that can be locked from the inside. Commissioner Cahn asked Mr. Hinshaw what is planned for the electrical hookup? Ken replied that the Committee has a parent who is a contractor and there are also parents who are capable of handling the electrical and plumbing for the project. Commissioner Lockhart asked if the snack bar would become City property after it is built? Mr. Hinshaw replied, yes. Commissioner Trimble asked if the City will have input on the design of the snack bar, to insure that it will be aesthetic to the Swim Center? Diane replied that the intent is for the structure to blend in with the existing facility. MINUTES - JUNE 14, 1994 PAGE THREE Commissioner Cahn asked who will be responsible for litter? Diane stated that litter pickup will be a threefold responsiblity. The snackbar people will partrol the area for litter, Jr. Lifeguards will help with the snackbar and the pool, and Staff will do a walk-through of the facility to make sure that cleanup was satisfactory. Commissioner Lockhart asked where would the funding come from for the foundation? Diane stated that there are currently no funds budgeted, but there may be funding in the Park Maintenance Budget or the or the City's Contingent Reserve for the Dublin Swim Center. Mr. Hinshaw stated that depending on the location selected for the snack bar, a foundation may not be needed. In addition, there are areas of the pool where electrical access is also available. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER CAHN TO APPROVE THE DUBLIN SWIM TEAM PARENT'S COMMITTEE'S PROPOSAL TO BUILD A SNACK BAR AT THE DUBLIN SWIM CENTER. STAFF IS DIRECTED TO REFER THE PROPOSAL TO THE CITY COUNCIL FOR FURTHER ACTION. (UNANIMOUS) Public Hearing - None Unfinished Business 1994-99 Five Year Capital Improvement Program Diane reported that on Tuesday, June 21 at 6:00pm the City Council will be conducting a Budget Hearing to discuss the Fiscal Year 1994-95 Preliminary Budget and Financial Plan and the 1994-99 Five Year Capital Improvement Program. She encouraged the Commission to attend to provide input. Diane briefly summarized the projects funded through the CIP for fiscal year 1994-95, 1995-96; 1996-97; 1997-98 and 1998-99. She pointed out that the ability of the City to undertake the projects identified for Fiscal Year 1995-96 and beyond, will depend upon the Donlan Canyon Development and Phase II of the Hansen Hill Ranch Development proceeding and requesting final map approval from the City. If these developments do not proceed, the associated Park Dedication In-lieu funds will not be available for use by the City. Due to insufficient funding, the balance of the Iron Horse Trail; Dublin School Athletic Field and Play Area Renovation; Nielsen School Athletic Field Renovation; Wells-Cronin Athletic Field Renovation; Mape Park Renovation and Dubin Swim Center Boiler Replacement, were not included in the CIP. New Business Fiscal Year 1994-95 Preliminary Budget and Financial Plan Diane stated that the recommended budget for the Recreation Department for Fiscal Year 1994-95 is $1,000,238. It is anticipated that $480,760 will be generated in revenue, with a net cost to the City of $519 ,478. This is approximately 1.5% decrease over the net cost for Fiscal Year 1993-94. The programs that will be funded through this budget includes Recreation Administration, Playgrounds; Shannon Center; Preschool Classes; Teen Program; Adult Sports, Youth Sports; Special Events; Senior Center; Recreation Instruction and Aquatics. In addition to the Recreation Department Budget, also included are Library Services, Cultural Activities, the Heritage Center and the Dublin Cemetary, which are the other activities that the department is responsible for. The recommended budget for Fiscal Year 1994-95 for Library Services is $177,536, which will provide an additional 14 hours of service per week. The Dublin Fine Arts Foundation has requested $10, 000 in funding for Fiscal Year 1994-95, an increase, in part, due to the Art in the Parks Program. MINUTES - JUNE 14, 1994 PAGE FOUR The recommended budget for the Heritage Center for Fiscal Year 1994-95 is $26,543 which would fund a part-time Director to manage the Center and develop programs and activities. The recommended funding for the Dublin Cemetary is $8,690 for grounds maintenance and $7,800 for burial expenses. It is estimated that this budget will be offset by $7,870 from interment fees. McDonal d's McSOCCERFEST The Dublin United Soccer League is the local sponsor of the Bay Area McSoccerfest. Other sponsors include McDonald's, Adidas, Fuji, Coca-Cola and other local sponsors. Registration will be conducted at the Civic Center on Friday, June 17 from 5-8pm, Tournament Competition is scheduled at the Dublin Sports Grounds on Saturday, June 18 from 3-8pm and on Sunday, June 19 from 9am-5pm. The Dublin United Soccer League will be responsible for obtaining the appropriate permits for use of City facilities and supplying volunteers to staff and supervise the activities. The City's role in the McSoccerfest is to oversee the reservation of the facilities and provide logistical support during the setup of the event. The estimated revenue to the City for the McSoccerfest is approximately $765. 00. Diane stated that typically for an event such as this, Staff would have brought it before the Commission for their review and approval. However due to the timing of the event and the fact that publicity for the event was printed prior to obtaining approval from the City, Staff was not able to do so. Commissioner Cahn asked who reserved the fields for the event? Diane replied, the Dublin United Soccer League. Commissioner Cahn asked if DUSL received any special rewared for sponsoring the event. Diane replied that the Ronald McDonald Foundation gave DUSL a contribution for hosting the event and to help them with the cost associated with the facility use fees and the rental of equipment. Other Business - Brief Informational Only Reports from Parks and Recreation Commission and/or Staff Commissioner Jones asked who does the umpiring for the Adult Softball Leagues. Diane replied, that all umpiring is contracted with the Tri-Valley Umpires Association. Commissioner Jones reported that one of the female umpires is bringing her dog to the games and letting it run all over the fields and drink out of the water fountain. Diane stated that she will look into the matter. Commissioner Jones stated that last Sunday the individual driving the cart at the Sports Grounds was driving very fast, raising a lot of dust. Diane stated that both the City and Little League have the same types of carts, and will have to look at the schedule to see whether it was the City or Little League scheduled that Sunday. Commissioner Jones stated there is no signage at baseball field #3 which is near the parking lot, to warn people of foul balls. He asked if someone could sue the City for damages to their vehicle? Diane stated there is a lot of legal precedent for sporting events which the City would be able to fall back on, however she indicated that she will followup with the City attorney. Commissioner Jones stated that he was pleased to have Commissioner Jordan on the Commission this year and wished her good luck in college. MINUTES - JUNE 14, 1994 VAGE FIVE Commissioner Donnell stated that it was a pleasure having Jon'ette on the Commission and wished her the best of good luck. She asked Jon'ette what did she learn from the experience? Jon'ette stated that she learned that she definitely wants to be an engineer and not a politician. Tim Sbranti was in her government class and she knew that it was going to be hard to replace him on the Commission. Even though she was nervous at first, the other Commissioners made her feel comfortable and she was then able to actively participate and provide input. Commissioner Jordan stated that she would be willing to help out at the McSoccerfest if they need a volunteer. Diane stated that she will contact George Cramer of the Dublin United Soccer League and refer her name and number to him. Commissioner Jordan stated that she will be out of town on June 21 and therefore will not be able to attend the City Council meeting, however will be able to attend the June 27 meeting. Commissioner Lockhart stated that he has known Jon'ette for a long time and that it was a pleasure to see her grow up and do a wonderful job serving on the Commission this year. He wished her luck for the future. Commissioner Trimble stated that the Dublin Lions Club has received approval from Dublin High School to use the basketball courts to conduct a couple roller blade sessions. He indicated that he has calls into the Oakland Skates and the Sharks, and they are very favorable about coming out and being involved. Diane added that All Kinds of Sports has indicated that they will be interested in working with the City to do an indoor league. Staff will be meeting with the Manager to talk about the logistics of the league. Commissioner Trimble thanked Jon'ette for her service on the Commission and wished her good luck in college. Commissioner Cahn stated that he attended a meeting of the California Association of Park and Recreation Commissioner and Board Members and was appointed the hospitality chairperson. He indicated that his first activity will be the Parks and Recreation Convention in San Jose to be held early next year. He stated that he will be asking the Commissioners and City staff to provide assistance for at least a few hours each day during the five days of the convention. Commissioner Cahn reported that last week when he was at Shannon Park, he noticed several dogs in the park and a lot of beer containers around the playground area. He asked if there is any way for the Staff at Shannon Center to monitor the park facility for these things? Diane pointed out that there are many times when there is only one Staff person at Shannon Center, and was not certain that monitoring the park should be their responsibility. She indicated that the matter will be discussed with the Maintenance Department, and if necessary, the Police Department. Diane reported that there has been a tremendous response to the registration for the Fun-in the-Sun-Program, and several people indicated that they were very pleased with the fee reduction. The pool is now open daily and the swim lesson registration was very successful. Adjournment Being no further business, the meeting was adjourned at 8:33p.m. Respectfully submitted, Char J.
