HomeMy WebLinkAbout05-24-1994 Approved P&CSC Minutes ;;::::: �:�:::::':: �� ADD .�.�;.�E".. il�• �fl�'�.s�'.=.�.��i7�.....::::::::.;•:::...:::::::::._>:;: The May 24,. 1994 special meeting of the Parks and Recreation Commission was called to order at 7:30p.m. at the Civic Center, Dublin, California, by Chairperson, Randy Cahn. Pledge of Allegiance Pledge of allegiance was led by Commissioner Lockhart. Roll Call Present: Commissioners Jordan, Trimble, Cahn, Lockhart, Donnell and Jones Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER TRIMBLE TO APPROVE THE MINUTES OF MAY 10, 1994 AS SUBMITTED. (UNANIMOUS) Written Communications - None Public Hearing - None Unfinished Business - None New Business 1994-1999 Five Year Capital Improvement Program Diane reported that on an annual basis, the CIP is updated to reflect changing conditions and priorities that may effect the timing of the various projects included in the CIP. As part of the planning process for the Capital Improvement Program, Staff recommends that the Commission review the proposed projects and develop project priorities. The projects will be incorporated into the 1994-95 CIP based on the Commission's priorities and available funding. Park, school and facility projects that have been completed since incorporation have been financed through a variety of funding, such as the City General Fund, State and Local Grant Programs, Park Dedication In-Lieu Funds, and Community Development Block Grants. Currently, there is $40,000 in Park Dedication Funds, which is the only source of funding available at this time. The Commission will need to determine project priorities, utilizing 3 points/High Priority, 2 points/Medium Priority and 1 point/Low Priority. It is Staff's recommendation that the available funding be designated for the Dublin Sports Grounds Renovation. Commissioner Jones asked if the $40,000 available will be enough for design of all three phases for the Dublin Sports Grounds renovation? Diane replied no, as the total design cost is $72,000. Commissioner Trimble asked if the 580/680 fly over will impact the. renovation? Diane replied that there has been no indication from Cal- Trans that they will be exercising their right-of-way. Commissioner Cahn asked if the boiler and the decking at the pool need to be replaced? Diane replied that the pool contractor feels that the boiler is OK and that the pool deck is becoming a problem. MINUTES - MAY 24, 1994 PAGE TWO Commissioner asked if the Social Hall floor at Shannon Center should be replaced? Diane stated that the floor is not yet a safety issue, but rather just unsightly. Commissioner Cahn asked when is San Ramon scheduled to complete the last section of the Iron Horse Trail? Diane replied that it is her understanding that the ISTEA money they are to receive for the project is being delayed and therefore completion will also be delayed. She stated that the City of Dublin will continue to aggressively look for grant funding to have monies in place for the final portion. Commissioner Cahn stated that it is his understanding that the School District has placed the Dublin Elementary School reopening on hold due to a boundary matter, and asked if it is planned to be reopened as a public school? Diane pointed out that when the project was originally identified it was not contingent upon the school being opened again. Commissioner Cahn opened the meeting to public input. Public Input Janet Lockhart, Dublin resident, stated that the School District is actively pursuing the opening of the Dublin Elementary School within two years. It was the Citizen Advisory Committee/s recommendation to open the school and was accepted by the School Board, however the boundary issue is still debatable. Margie Wong-Gillmore, President Dublin Little League, stated that the addition of sod for the infield on field #4 is not really necessary, as the sod slows down the balls. She felt that the City should consider removing the sod. Diane indicated that the sod for the infield was recommended by the previous groups. Commissioner Trimble felt that it is important that the Dublin Sports Grounds be a priority, and that the school fields are highly needed by the community. Margie Wong-Gillmore stated if the high school fields are going to be under renovation, there is going to be a greater need for fields for baseball. She said that she would rather have the school fields renovated first so that DLL will have off-site fields to rely on, in case they are needed during the high school renovation. Diane asked Commissioner Jones if he knew of the timeline for Dublin High School renovation has been finalized? Commissioner Jones stated that after this school year, they will start on the girls softball field directly behind the bleachers of the football field, build a J.V. field and a portable field in the opposite corner, over the next two years. Diane asked if for the 1995 playing season, will soccer or little league be affected by the work there? Steve replied, no, the only group that will be affected will be South Valley Youth Football. Commissioner Cahn closed public input. The Commission prioritized the projects by assigning 3 points for a High Priority, 2 points for a Medium Priority and 1 point for a Low Priority. The Park Capital Projects were given the following points: - Dublin Sports Grounds (Phase I) - 17 points (2.83) - Dublin Sports Grounds (Phase II) - 14 points (2.33) - Iron Horse Trail - 14 points (2.33) - Dublin Sports Grounds - 13 points (2.17) - Heritage Center Renovation - 13 points (2.17) MINUTES - MAY 24, 1994 PAGE THREE - Murray School Athletic Field Renovation - 13 points (2.17) - Dublin School Athletic Field and Play Area Renovation - 12 points (2.0) - Frederiksen School Athletic Field Renovation - 12 points (2.0) - Nielsen School Athletic Field Renovation - 12 points (2.0) - Wells-Cronin Athletic Field Renovation - 12 points (2.0) - Dublin Swim Center Deck Repair - 11 points (1.83) - Mape Park Renovation - 10 points (1.67) - Shannon Center Social Hall Floor - 8 points (1.33) - Dublin Swim Center Boiler Replacement - 7 points (1.17) - Dougherty Hills Park Design Study - 6 points (1.0) IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER LOCKHART TO APPROVE THE PRIORITY OF THE PROJECTS AS RECOMMENDED. (UNANIMOUS) Diane stated that the City Council Budget Hearing is scheduled for June 21 at 6:00pm in the Council Chambers. Other Business - Brief Informational Only Reports from Parks and Recreation Commission and/or Staff Commissioner Jones inquired as to the status of the interviews for the new student commissioner. Diane indicated that three applications were received and Chairperson Cahn will be setting up interviews. Commissioner Cahn asked if any information has been received. from Inline Skating?
