HomeMy WebLinkAbout01-11-1994 Approved P&CSC Minutes • The January 11, 1994 meeting of the Parks and Recreation Commission was called to order at 7:35p.m. at the Civic Center, Dublin, California, by Chairperson, Randy Cahn. Pledge of Allegiance Pledge of allegiance was led by Commissioner Cahn: Roll Call, Present: Commissioners Trimble, Lockhart, Donnell, Jones, and Cahn Absent: Commissioner Jordan Oral Communications Margie-Wong Gilimore, Dublin Little League, stated that they had received approval from the City Council to construct the scorebooths at the Dublin Sports Grounds. With regards to the batting cages that were approved in concept by the Parks and Recreation Commission, she indicated that they had been Informed by Staff that the location originally identified by Little League was not available as it was located on the Civic Center Grounds as opposed to the Sports Grounds. As there is not adequate space on the Sports Grounds to put four batting cages, she asked the Commission whether there was a possibility that the Civic Center property could be used until the time that the City wants to develop it. Diane indicated that as this item is not on the agenda, the Commission can not take formal action on the request. It could, however, be placed on the agenda for the next meeting for further discussion. Commissioner Cahn requested that this item be placed on the February agenda. Written communications. Diane stated that no written communications have been received, however the Commission will soon be receiving invitations from the Town of Danville for the Annual Valley Commissioners Meeting in March. Unfinished Business - None Approval of Minutes. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER TRIMBLE TO APPROVE THE MINUTES OF DECEMBER 14, 1993 AS SUBMITTED. (UNANIMOUS) flew Business 1994 Camp Shannon Summer Program Tracy O'Shea, Recreation Supervisor, reported that plans are underway for the 1994 Summer Camp Shannon Program, and she gave an overview of the program. In 1992 the program was cancelled due to insufficient attendance. Staff reformatted the program for 1993 and enrollment was sufficient to conduct the program as scheduled. Also in 1993, the Fun in the Sun Program was combined with the Camp Shannon Program. The fee for a two-week session was $155 for residents and $178 for non-residents and extended care was available for $1.50 per hour. A survey was sent to all participants and the majority of responses received were favorable. MINUTES - JANUARY 11, 1994 • PAGE TWO The proposed fee for 1994 for a two-week session is $165 for residents and $190 for non-residents with a $10 registration discount for each additional child enrolled from the same family. The fee for extended care will be $2.00 per hour. In surveying similar programs, the $165 fee was comparable. Commissioner Trimble asked how many multiple family participants were enrolled in the program? Tracy replied, one family with two children and another with three children. Commissioner Trimble felt that the cost seems to be rather high and perhaps more of a discount should be given. Commissioner Lockhart asked what kind of break does EDCC or YMCA allow for multiple family enrollment? Commissioner Cahn indicated 10% per child and up to 15% for a third child is fairly typical. Commissioner Cahn stated that the fees charged for Camp Shannon are fair. In addition, he felt that the program will do better this year, since a neighboring community has increased their program fees. However, he indicated that he had a hard time with the Fun in the Sun drop-in program being combined with the Camp Shannon program. Commissioner Lockhart asked if there were any complaints received in regards to the programs being combined? Tracy replied that in the evaluations received, only two parents indicated that they would like to see the programs separate. Commissioner Donnell pointed out that Staff has indicated that they do not plan to combine the programs this year. However if they decided to do it on an occasional basis, she would not have a problem with it. Commissioner Lockhart stated that Staff should continue to have flexibility with the program as they had in the past. Commissioner Jones stated that Staff should proceed with their plans as presented. He indicated that he also did not have a problem with the programs being combined, if Staff decided to do so. Fall Recreation Report Diane briefly summarized the activities and programs conducted by the Recreation Department during the Fall quarter which encompassed the months of September, October, November and December. Adult Sports Program - The 1993 Fall Adult Softball Program was offered from September 30-November 18, with a total of "35" teams. Seven (7) teams played in the Coed league and ""28" teams in the Men's league, with a total of "525" participants registered for the Fall. Leisure Classes - Enrollment in leisure classes for the Fall quarter was slow. The classes that traditionally were successful experienced low enrollment. Popular classes included Time for Two's, Bumper Bowl and Turkey Tot T-Shirts, all parent/child participation classes. Playgrounds - Enrollment at Murray was "48" , with an increase of "4" participants over last years enrollment. Enrollment at Nielsen was "61", 34% less than last years enrollment of "83". Preschool - All three classes filled with "20" students enrolled in each. Special events included a "Get to Know You Breakfast", and a Pumpkin Patch organized by volunteer parents. This event was a resounding success and everyone is looking forward to having one again next year. MINUTES - JANUARY 11, 1994 PAGE THREE Senior Center - In September the Center honored its volunteers with a Volunteer Luncheon. The 1993 theme was Dublin Whistle Stop: Need Help, Just Whistle, complete with a menu of a whistle shop cafe. Volunteers were awarded with whistles, certificates and volunteer pins. Average daily attendance for September was "71", with a total of 305.5 volunteer hours. The Second Annual Mystery Theater and Buffet Supper was conducted in October. Seniors from the Center performed the mystery and a pasta buffet was served. Average daily attendance for October was "82", with a total of 322.25 volunteer hours. In November the Center held its Annual Holiday Bazaar and a Thanksgiving Luncheon. Average daily attendance for November was "81" with a total of 304.25 volunteer hours. A Christmas Luncheon, a trip to the Monterey for the Festival of Trees, the Annual "Bring the Grandkids to Lunch Luncheon", and a Wreath Making Class were offered in December. Average daily attendance for December was "57" , with a total of 225.75 volunteer hours. Special Events - The Annual Halloween Spooktacular was conducted on Saturday, October 30th from 10:00-11:30a.m. at the Shannon Community Center. The event was for preschool aged children and activities included a costume parade, carnival games, spin art, rubber stamping and coloring. Refreshments and prizes were provided for each participant. Volunteer assistance was provided by Job's Daughters and Dublin Interact. There were "106" registered participants and their parents for this festive event. Tree Lighting Ceremony - The Tenth Annual Tree Lighting Ceremony was held on Monday, December 6 at 6:30p.m. in the lobby area of the Civic Center. Entertainment was provided by the St. Raymond's Bell Choir and the Harmony Crossroads Choir. A special appearance was made by Santa Claus and refreshments were provided and served by the Tri-Valley Lioness. Approximately "150" people attended this years event. Commissioner Lockhart stated that he noticed the attendance was lower this year. Diane stated that attendance fluctuates according to the entertainment offered. Commissioner Cahn felt that the event should be more of a Winter event instead of a Christmas Tree Lighting. He felt that the event excluded a lot of people from other groups. Breakfast With Santa - The Annual Breakfast With Santa was held on Saturday, December 11 at the Shannon Community Center. The Band Boosters provided and prepared a breakfast of pancakes, sausages, fruit, juice, milk and coffee. One-hundred and eighty-two (182) people attended the first seating at 9:00a.m. and "100" attended the second seating at 10:3Oa.m. Teens - The Teen Recreation Activity Center (TRAC) at Wells Middle School is a drop-in program offered to students Monday-Friday from 2:45-5:OOp.m. with a variety of activities. Average daily attendance for TRAC is "12" students, with "17" participants currently registered. Lunchtime activities are offered twice a week with a special event "Friday Night Out" offered on Friday nights in October and November. Average attendance was "15" teens for each activity. Winter Wonderland - This holiday camp for children in 1-5 grades was held Monday-Thursday, December 20-23 from 1:00-5:OOp.m. at the Shannon Community Center. All activities offered had a holiday theme. Thirty-nine (39) children attended this fun-filled event. MINUTES - JANUARY 11, 1994 PAGE FOUR Youth Sports - Teeball Leagues were offered to boys and girls four years old through fourth grade and were divided into two leagues, the Tiny Bat Busters (4-5yrs) and the Super Bat Busters (1st-3rd grade) . The Tiny Bat Busters League was very well attended with "6" teams and a total of "60" participants. The Super Bat Busters League had "3" teams, with a total of "30" participants. Commissioner Trimble stated that he was impressed with what Staff has done for the City and that they should be proud. He indicated that there seems to be a growing interest in roller blade hockey, and wondered if it is something that could be done on the asphalt at the schools. He stated that the Sharks are offering a program and also furnish the equipment. Diane stated that Recreation was involved in the Sharks program about two Summers ago and offered an indoor hockey league for middle school age children. Commissioner Lockhart inquired as to how the basketball clinic is doing? Diane replied that she does not have the enrollment figures available, but that Staff has indicated that it is well attended and that league enrollment is over "200". Commissioner Jones asked if tee-ball is played at the High School? Diane replied yes. He felt that next year Staff should schedule to have the restroom facilities opened at the school. He indicated that the restrooms were usually left opened on the weekends, but heard that they were having problems with kids. Recreation Department Goals & Objectives Diane stated that Staff has prepared a status report for the 1993 Recreation Department goals and objectives for the Commissions review. Of the 13 goals assigned for 1993, four have been completed, three have had significant progress made towards completion, two are in progress, one no progress has been made, and three goals cannot be accomplished due to insufficient Staff time and lack of funding. She briefly reviewed and updated the Commission on the proposed goals and objectives for 1994. Six goals and objectives were carried over from previous years as they have not yet been completed and those goals and objectives 7-10 are proposed additions by Staff. Commissioner Trimble asked Diane to explain what the name change for the Recreation Department is about. Diane stated that the scope of the services that are being provided through the Recreation Department has expanded to include supervision of the Fine Arts Program, the Library Contract and the Heritage Center. Renaming the department has been on-hold to see what the Heritage Task Force recommendation will be. Commissioner Cahn asked when the renovation of the Heritage Center is expected to be completed? Diane replied that she does not expect that the renovation will begin until this Summer and probably be a two-three month renovation period. Commissioner Cahn inquired as to when San Ramon will complete the Iron Horse Trail to the County line. Diane replied that she is not sure, as originally they were turned down for grant money from the ISTEA Funding, appealed it, and now have received the funding. She indicated that it may be the end of 1994. Commissioner Lockhart asked if the scorebooths and scoreboard projects should be added to the list and prioritized? Diane replied, yes. She reported that Dublin Little League received approval from the City Council to move forward on the scorebooths at the Dublin Sports Grounds, and Staff has contacted Mr. Moran of Professional Sports Marketing, Inc. and are waiting for them to submit a more indepth proposal. MINUTES - JANUARY 11, 1994 • PAGE FIVE Commissioner Lockhart stated that he would like to add these two items added to the goals and objectives for 1994. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE PROPOSED 1994 GOALS AND OBJECTIVES AS PROPOSED BY STAFF, WITH THE FOLLOWING CHANGES AND ADDITIONS: "CHANGE" THE PRIORITY OF ITEM #9 (UPDATE AGREEMENT BETWEEN THE CITY AND THE SCHOOL DISTRICT REGARDING USE OF FACILITIES) FROM A MEDIUM TO A HIGH; AND "ADD" ITEM #11 (WORK WITH DUBLIN .LITTLE LEAGUE ON DEVELOPMENT OF SCOREBOOTHS AT THE DUBLIN SPORTS GROUNDS) AS A HIGH PRIORITY; AND ADD #12 (WORK WITH PROFESSIONAL SPORTS MARKETING, INC. ON DEVELOPMENT OF SCOREBOARDS AT THE DUBLIN SPORTS GROUNDS) AS A MEDIUM PRIORITY. (UNANIMOUS) Commissioner Jones stated that Theatre Workshop and Dublin High School are looking for a place to conduct plays. He felt that if we could get the School District, Theatre Workshop and the City involved, maybe a facility could be built at the high school. Other Business Commissioner Jones reported that the Heritage Task Force has developed a general plan for the operation of the Heritage Center. The Heritage Task Force have yet to decide whether they will select a commission or advisory committee, or have Recreation Department assume the operation of the Center with an advisory committee. Commissioner Jones asked if CYO comes to the City and are then referred to the School District for scheduling their facility use, as there have been problems with their use that have been brought to his attention. Diane stated that she would followup. Commissioner Donnell asked if the terms of office for the Commissioners has been determined? Diane stated that the City Clerk will be sending out notification to everyone, as the Mayor randomly selected the terms of office as follows: Commissioner Donnell and Cahn have 2 year terms and the remaining Commissioners have 4 year terms. Commissioner Lockhart stated that after the St. Patrick's Day celebration on March 12, the Sister City is going to sponsor a Green and White Gala. He reported that even though the City Council waived the fees for use of the Civic Center for this event, it looks like the Sister City may decide to have it at the Dublin Park Hotel instead. Invitations will be sent to all Commissioners and he indicated that he would like to see everyone attend. Diane requested that the Sister City let Staff know as soon as possible, so that they can be removed from the calendar. Commissioner Lockhart indicated that the official decision will be made a meeting scheduled tomorrow and that he will have Tom McCormick officially cancel the application. Staff Reports Diane reported that applications for the Citizen and Organization of the Year have been mailed and that the cutoff date for submitting applications is February 18. The selected Citizen and Organization of the year will ride in a car in the St. Patricks Day Parade. The Sports Liaison Committee is scheduled to meet this month.
