The October 16, 1995 meeting of the Parks and Community Services Commission was called to order at 7:00 p.m.
at the Dublin Civic Center,Dublin,California,by Chairman Trimble.

Unfinished Business
Parks and Community Services Commission Meeting Date
Parks and Community Services Director Diane Lowart reported that the Planning Commission has decided to
change their meeting days to the first and third Tuesday of the month. This change will allow the Parks and
Community Services Commission to change their meeting day to the third Monday of the month. It is Staffs
recommendation that the Commission take formal action to change the meeting date.
IT WAS MOVED BY COMMISSIONER CHAPMAN AND SECONDED BY COMMISSIONER NASSAR TO
CHANGE THE PARKS AND COMMUNITY SERVICES COMMISSIONS MEETING DATE TO THE THIRD
MONDAY OF THE MONTH. (UNANIMOUS)
New Business
Recommendations from the Teen Task Force
Recreation Coordinator Michelle Wierschem reported that the during the preparation of the Fiscal Year 1995-96
Budget, the Teen Task Force had not yet been appointed, and therefore the budget for the Teen Program was
prepared based on the current level of service. The budget adopted by the City Council for Teen Programs was
$31,262 which provided funding for the Teen Recreation Activity Center (T.R.A.C.), Wednesdays at Wells,
Lunchtime Activities and Friday Nights Out/Special Events.
The Teen Task Force was officially appointed by the City Council in June 1995 and has identified that one of the
most pressing issue facing teens today is the lack of constructive activities. As a result,the Teen Task Force made
a list of activities they felt teens would enjoy. During the Summer, two successful activities were conducted, a
Boogie Night Splash at the Dublin Swim Center with approximately 45 teens in attendance, and a Lock-In in the .
gym at Dublin High School with 200 teens in attendance. Additional activities recommended by the Teen Task
Force include midnight basketball,a talent show, a cultural festival, lunchtime activities at the High School and an
open "mid' night. However there are no funds budgeted to move forward with their proposed activities. The
estimated budget needed to implement these activities and to provide Staff support to the Task Force, is$5,720.

Commissioner Chapman stated that the commitment of the Teen Task Force is a reflection of Coordinator
Wierschems commitment. The events are well planned and attended and everyone seems to have a good time. He
felt that anything that could be done to further the program would be a good thing. He hoped that a big part of the
initial revenue will be used towards getting additional staff help.
Commissioner Nassar stated that the Teen Task Force would like to provide more activities for the teens of Dublin,
and approval of the requested budget adjustments would permit the Task Force to move forward.
Commissioner Trimble congratulated Coordinator Wierschem on the success of the Teen Task Force and thanked
her for all her time and effort. He felt that the City is very lucky to have Staff that is willing to go over and beyond
their normal duties and hours to serve the community.
Public Input:
Cleo Davidson,Dublin resident, stated that there are not enough activities being offered by the schools or churches
for the teens. She inquired, and was told, about the qualifications needed to be on the Teen Task Force. Ms.
Davidson indicated that she would be willing to provide support and assistance to the Teen Task Force, and would
like to keep informed of any meetings.
Commissioner Nassar stated that many of the senior members on the Teen Task Force will be sending their
applications to colleges,and have asked if it would be possible to obtain letters of recommendation from the City.
IT WAS MOVED BY COMMISSIONER CHAPMAN AND SECONDED BY COMMISSIONER WONG-
GILLMORE TO APPROVE THE RECOMMENDATIONS OF THE TEEN TASK FORCE, DIRECT STAFF
TO PRESENT THE RECOMMENDATIONS TO THE CITY COUNCIL AND REQUEST A BUDGET
ADJUSTMENT BE MADE TO THE FUND THE PROPOSED ACTIVITIES. (UNANIMOUS)
Fall Special Events
Director Lowart reported that several community special events are planned for the upcoming months, and briefly
summarized the events scheduled.
Halloween Spooktacular - This event will be held on Saturday, October 28 from 10:00 -11:30 a.m. at Shannon
Center. The fee is $3.00 for Dublin residents and $3.50 for non-residents,with parents admitted free. The event
will feature a costume parade,carnival games,crafts and prizes.
Mystery Theater and Buffet Supper - This event will be held on Friday, October 27 at 6:00 p.m. at the Dublin
Senior Center. The event will include a buffet supper served as guests interact with the cast in an attempt to solve
the mystery. The year's theme is"The Case of the Magical Mystery Trip".
Dublin Senior Center Holiday Boutique- This event will be held on Saturday,November 18 at the Dublin Senior
Center from 9:00 a.m. -2:00 p.m. Local artisans will sell their hand made items, and Center participants will also
sell items at booths staffed by Center volunteers.
Holiday Tree Lighting Ceremony- This event will be held on Monday, December 4 at 6:30 p.m. in the lobby area
of the Dublin Civic Center. This years program will feature the San Ramon Valley Children's Chorus, a
community sing-along, refreshments and a visit from Santa. Admission is one non-perishable food item which
will go to the Children's Emergency Relief Council for distribution to needy families.
Breakfast With Santa- This event will be conducted on Saturday, December 9 at the Shannon Community Center
for two seatings, 10:00 a.m. and 11:30 a.m. The breakfast will be prepared and served by the Dublin High School
Band Boosters. Santa will be available for visits and pictures immediately following breakfast. The fee for Dublin
residents is$5.00 and non-residents$6.00,children under 9 months are admitted free.

Commissioner.Chapman asked if there is a need for the Commissioners to assist with any of the events and was
directed to contact Recreation Coordinator,Paul McCreary at Shannon Center.
Other Business
Brief INFO.RATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Ste
Commissioner Cramer stated that the construction fence was extremely close to field #3, and thanked Staff for
having the safety hazard moved so quickly, so that no games had to be canceled. There was some concern
regarding the large area of construction, which was more than anyone expected. He received a few phone calls
about the fence and a complaint from one parent regarding the lack of accessibility for the handicap.
Commissioner Wong-Gillmore stated that she was surprised size of the construction area also, as it was her
understanding that it was only going to go to the end of infield and not encroach upon the soccer fields. Dublin
Little League proposed to the Commission to donate electrical conduit so that it could be included with the
trenching that would be done for the drinking fountains. Director Lowart indicated that the Sports Liaison
Committee is scheduled to meet on November 7,which would be a good time for DLL to discuss their proposal.
Commissioner Wong-Gillmore stated that she attended the Grand Opening of the Heritage Center and it looks like
Staff did another excellent job and found it to be a very inspirational event for the City. She asked Coordinator
Wierschem of the outcome of her meeting with Wells. Wierschem reported that the main issue that Wells Staff
wanted was flexibility for school events. She indicated that she did voice the concerns of both CYO and Dublin
basketball, regarding how tight facilities were for both groups. She stressed the need to work together to free up
facility use as much as possible.
Commissioner Nassar stated that she was approached by some kids at Dolan Park, who wanted to know the
outcome of the basketball courts there. Director Lowart stated that the basketball courts will remain at the park,
however the park rules and ordinances will be enforced regarding no use after dark.
Commissioner Chapman thanked the City for honoring CYO's request for using the Wells gym on Sundays. Next
Tuesday nights City Council meeting is the final curtain in regard to the gymnasium project. He encouraged the
Commissioners to attend.
Commissioner Chapman reported that he will not be able to a attend the November 20th meeting of the
Commission,as he will be out of town.
Commissioner Jones stated that he plans to attend the School District Board meeting on Wednesday night at which
time the School Board will be considering the gymnasium agreement. He felt that the City should give Dublin
Little League a big pat on the back for the building of the scorebooths. He encouraged the Commissioners to take
a look at the softball/baseball fields at Dublin High, as they are outstanding. He attended a Heritage Center
Advisory Committee meeting, which was interesting, and also attended the grand opening of the Heritage Center
on Saturday, which was very nice and found the newspaper articles and photos very interesting. He reported that
he may be late for the meetings on the third Monday of the month as he has another meeting prior to the
Commission meeting.
Chairman Trimble apologized for missing the Heritage Center grand opening, but received very favorable
comments from those who did attend. He indicated that he is anxious to encourage the Heritage Advisory
Committee to begin developing the grounds and blocking off the cemetery so that the area can be used for outside
events. He toured the high school facilities and was very pleased with the improvements that have been done. He
also received calls regarding the fence around the construction at the Sports Grounds, and even though he was
aware that it would encroach upon the soccer field, was surprised to see that it turned out to be more than
originally planned. Commissioners Wong-Gillmore, Jones and himself attended the meeting at Dolan Park and
felt Dublin Police Services did a great job with the presentation. The lights seem to be going off at dusk and the
police patrols are very visible and are walking the park. He requested that Staff check on the signage that needs to
be posted at the park regarding hours of use.

Chairman Trimble also indicated that there is a great number of dogs leaving their "deposits" in the park and it
seems to be increasing. He requested that Staff look into the matter.
Director Lowart reported on the following items:
• Agendas are going out for the Youth Sports Liaison Committee meeting scheduled for Tuesday,November 7
at 7:00 p.m. in the Regional Room. The meeting has been expanded to include Dublin United Soccer, Dublin
Little League, South Valley Youth Football and St.Raymond's CYO.
• The Dublin Sports Grounds renovation is going well and should be complete for the 1996 Little League
season.
• The School District has sent a letter to the City asking that the Community Facilities Task Force be
reconvened for at least two more meetings. They would like to have input from the Task Force on the high
school master plan and other projects, as well as the Dublin Elementary School situation. The request will be
considered by the City Council on October 24, 1995.
• The Heritage Center Grand Opening went well and there were about 200 people in attendance throughout the
day.
• Staff changes that had been made including the hiring of a new Recreation Coordinator, Paul McCreary, the
relocation and promotion of Stephanie Mein to Recreation Supervisor at Shannon Center and the relocation of
Recreation Coordinator Michelle Wierschem to the Civic Center.
• The Swim Center was vandalized last night with paint on the doors and fences and the pay phone was also
vandalized. The high school would like to see the pay phone removed, as they feel that a lot of drug deals are
being done from the pay phone.
Coordinator Wierschem reported that planning is underway for the 13th Annual St. Patrick's Celebration. Staff
will be meeting with the merchants and Lions Club to firm up the logistics regarding the event. This year, March
17th falls on a Sunday, so Staff will need to determine whether to conduct the event on Saturday as in the past, or
go with Sunday.
