The August 15, 1995 minutes of the Parks and Community Services Commission was called to order at 7:00 p.m.at the Dublin
• Civic Center,Dublin,California,by Chairman Trimble.

Dolan Park Basketball Court
Chairman Trimble welcomed those in attendance. He stated that if anyone wished to address the Commission or submit
comments only,they should complete one of the yellow speaker forms located on the podium and return it to the Secretary.He
• asked that due to the lengthy agenda this evening,that presentations be not more than five minutes.
Parks and Community Services Director Diane Lowart reported that at the June 20, 1995 meeting of the Parks& Community
• Services Commission, the Commission considered correspondence from Diane Meadows, 11502 Soleado Court, requesting
that something be done about the noise from the basketball court at Dolan Park, and suggested the following solutions: 1)
fence off the basketball court and establish hours of play;2)adjust the hours of the park lights; and 3)remove the court from
the park. While the Commission was not in favor of removing the basketball court,they agreed that the problems associated
with the use of the basketball court should be reviewed in further detail. Staff was directed to develop rules for use of the
basketball court and to post them at the court along with hours of use and court etiquette. In addition,that the park lights be •
adjusted to go off at 10:00 p.m. and that the Police Department be requested to patrol the park more frequently. Finally, to
schedule a neighborhood meeting to consider potential solutions to mitigate the concerns of the residents in the vicinity of the
park.
Since the initial complaint was lodged, a petition was submitted asking for the removal of the basketball court at Dolan Park,
and was signed by ten residents of Soleado and Vista Courts. As a result of the petition, and at the direction of the Parks and
Community Services Commission,notices of the meeting were mailed to approximately 500 residences in the area of the park. .
Staff has identified two options: 1) Install chain link fencing with gates around the perimeter of the court, which would be
locked-and unlocked at designated times(Estimated Cost-$15,000 which does not include the ongoing labor cost to lock and
unlock the gate on a daily basis), 2) Control court access by installing "quick release rims", which would be secured with a
padlock•when not in use and the rim removed(Estimated Cost-$1,000 which does not include the ongoing labor cost to lock
and unlock the gate on a daily basis).
• Chairman Trimble opened the meeting for Public Input.
Diane Meadows, 11502 Soleado Court- Initiated the complaint due to the constant bouncing of basketballs twenty-four hours
a day. In addition, the yelling, profanity, and alcohol drinking at night, has made it impossible for her family to use their
backyard. She does not feel that fencing the basketball courts would help. She wants the courts removed.

Steven Taylor, 11508 Padre Way-One of the attractions when moving to the neighborhood were the plans for the addition of
Dolan Park. Would like to see some restraint used in the use of the basketball courts, however would not want the courts to
be removed. He supports the 10:00 p.m. curfew and suggested that the hoops be put up and taken down only upon the request
of an organized group.
Larry Wright, 11565 Padre Way-What is most disturbing is the profanity that is yelled during the time basketball is played.
The basketball playing is twenty-four hours a day, so you never know what is going to happen. The main problem is the
faulty design and layout of the courts, as the basketball courts are very isolated and therefore encourage partying, drinking
and urinating in the park. He has picked up the beer cans and bottles left in the park on numerous occasions. He felt that
posting hours of use would not help and agreed with Mrs.Meadows that the basketball courts should be removed.
John Taylor, 7966 Iglesia Drive - One of the reasons they selected their home was because of the location of both Shannon
and Dolan Parks. The 10:00 p.m. curfew would be OK, but suggested that the City look into perhaps installing motion
sensors which would turn on the lights and draw attention to anyone in the park after curfew. He was not in favor of
removing the basketball courts.
Adam Dutra, 7903 Peppertree Road- If the basketball courts were removed, he would have to walk 4-5 miles to another
park to play basketball. He did not feel that closing or removing the courts is going to stop kids from going there. Removal
would only give kids one less thing to do and encourage tagging and vandalism. He never played basketball until the courts
were there,and to take it away from him would be very unfair.
Ron Cardella, 11672 Harlan Road- Bought his home because of Dolan Park. He is happy that the courts are there and loves
to play basketball for leisure. He felt that the Commission has a very difficult decision to make,and pointed out that there are
groups all over the United States trying to have basketball courts put in their communities.
Anthony Dutra, 7903 Peppertree Road- Sympathizes with those who live behind the basketball courts. Playing basketball
after hours and drinking are illegal activities for minors and should be monitored,however are legal for adults. Profanity even
though unpleasant,is not against the law and cannot be monitored. He was not in favor of the courts being removed and felt
it would be unfair to do so.
Glenn Reinke, 78 93 Castillian Road-Lives about two blocks from the park. He enjoys using the park and his children use
the courts occasionally. He asked the Commission to deal with the people who are misusing and/or abusing the park and
courts. He hopes that the Commission will not elect to remove one of the few facilities that our children in Dublin have
available to them.
Zev Kahn, 11708 Harlan Road - Was involved in the design and selection process for Dolan Park. He attended the
neighborhood meetings conducted to discuss the amenities of the park and it was the consensus of the neighbors to have the
basketball courts at Dolan. Even though the neighbors have a valid argument, he was not in favor of the courts being
removed. He felt that the park should be patrolled on a regular basis.
Daniel Scheppler, 8109 Via Zapata - Dolan Park is a place that he and his friends go to play basketball, and where he
practices for CYO basketball. There are not many courts nearby, and his Mom would not always be available to drive him
somewhere else. He was not in favor of the courts being removed.
Marjorie LaBar, 11707 Juarez Lane -Takes morning runs and evening walks in the park, and has never been harassed or
bothered by the kids using the park. She did not want the courts to be closed or removed, as there is not enough in Dublin for
the kids to do. She felt that the park is being over used, and perhaps what we need are more courts to spread out the use. If
we focus on the trouble makers, many of the problems in the neighborhood could be solved. She indicated that a
neighborhood watch group could help to restore tranquillity.
Linda Thomas, 8083 Iglesia Drive-Lives directly across the street from Dolan Park. She and her neighbors do not feel that
the problems at the park are the result of neighborhood kids, and therefore should not be penalized four the abuse by
outsiders. Mrs. Thomas read a letter from Billy Watts, a fourteen year old, who could not attend the meeting tonight. Billy
wrote that removing the basketball courts'would be unfair, as he and his friends enjoy going to Dolan Park to play basketball.
He felt there should be control over the hours the courts are available and that a curfew may be the answer.

Marc Thomas, 8083 Iglesia Drive-Is in favor of keeping the basketball courts at Dolan Park,as our youth need a place to go.
He indicated that he was in favor of a neighborhood watch program to help deter the outsiders coming in and using our
facilities.
Brian McRee, 11689 Padre Way- Selected his home because of the close proximity of the park to his home. He and his two
sons walk to the park frequently to play basketball. He did not feel that the court is a big issue and that those concerned have
over reacted to the situation. The day the courts are removed would be sad day in his life. He asked the Commission to
regulate the hours of use and have the park patrolled.
Steven Taylor, 11508 Padre Way - Use of the park by outsiders is a very important point, and liked the idea of the use of
motion detectors to turn on the lights,and thought that perhaps a fake infra-red detector could be used also.
Chairman Trimble closed Public Comment.
Commission Input
Chairman Trimble asked Adam Dutra if he had any solutions to offer? Adam replied that a curfew is a good idea, as well as
patrolling the park and a neighborhood watch program. He did not feel that fencing in the courts would help or to remove the
hoops. It is very cheap to buy a hoop and easy to put up. The courts at Nielsen are blacktop and if you slip and fall, it really
tears up your knees. The hoops are old and the chain nets are rusted.
Commissioner Cramer stated that he sympathizes with Mrs.Meadows,however does not believe that the basketball court is the
problem. If people are drinking in the park,they should be cited. A neighborhood watch program is a good idea and better
than building fences.
Commissioner Wong-Gillmore stated that she understands the problems with the noise and profanity, however removing the
basketball courts is too extreme,and the time change has not been in effect long enough to monitor its effectiveness. It seems
the basketball courts are heavily used,perhaps the City needs to look into additional facilities.
Commissioner Nassar stated that as teenager she has visited Dolan Park in the evenings on several occasions and enjoys the
park very much. She felt that motion detectors might be a good idea,but that the neighbors need to band together,as removal
of the courts would only break the community apart.
Commissioner Jones stated that the problems have been going on for years, and will not be resolved by removing the courts.
He suggested installing permanent portable bathrooms at Dolan, like those used in other parks. In addition,perhaps the City
and School District need to build a new gym,a place where kids can go and be supervised. A neighborhood watch program is
also a good idea.He felt that it would be a shame to remove the courts,as it would be penalizing the kids in the neighborhood.
The residents fought hard for so many years to get decent parks in Dublin,and now that we have them the community needs to
work together to keep them.
Mr.Wright(11565 Padre Way)stated that Dolan is a residential park and installing bathrooms would make it a public park for
which there is no parking. In addition, it would only be another element to monitor. Commissioner Jones stated that he has
received numerous calls from neighbors in the Dolan Park area who are asking why there are no bathrooms at Dolan.
Those parents with small children find it very inconvenient to have to take them home each time they need to go to the
bathroom. Ms. Lowart reported that when the original master plan for the park was completed in 1986, one of the requests
from the residents in the area at that time was that restrooms not be installed in the park.
Chairman Trimble stated that it is very clear that there is a problem at Dolan Park,however did not believe that removing the
courts is going to resolve the problems. It is clear that the courts are heavily used and attract unfavorable uses because of its
seclusion. He volunteered to meet with residents at Dolan Park to discuss how the problems there could be handled.
Ms. Lowart stated that she will contact the Police Department and request that a neighborhood meeting be arranged for the
residents of Dolan,to discuss a strategy for Dolan Park. Residents will be notified by mail.

In addition, Staff will pursue 1)posting of signs 2)increase police patrol 3) look at the feasibility of a motion detector for the
lights 4)talk with-other communities to see how they have handled this type of problem in their community, and 5)report
back to the Commission with an update to see if any of these methods are helping to alleviate the problems.

DIRECTED TO TALK TO THE POLICE DEPARTMENT TO SETUP A NEIGHBORHOOD WATCH PROGRAM, TO
POST SIGNS,INCREASE POLICE PATROL,LOOK INTO THE FEASIBILITY OFA MOTION DETECTOR FOR THE
LIGHTS, TO TALK TO OTHER COMMUNITIES, AND TO REPORT BACK TO THE PARKS AND COMMUNITY
SERVICES COMMISSION ON WHETHER THESE METHODS ALLEVIATED ANY OF THE PROBLEMS AT DOLAN
PARK (UNANIMOUS)
Ms. Lowart stated that this issue can also be referred to the Teen Task Force with regards to the lack of opportunities for the
youth and the problem at Dolan Park,and see if they can come up with some solutions as well.
Chairman Trimble temporarily adjourned the meeting at 8:35 p.m.for a short break. The meeting was reconvened at 8:40 p.m.
New Business
Heritage Center Advisory Committee Bylaws and Rules gfProcedure
Ms.Lowart reported that the purpose of the Heritage Center Advisory Committee is to"consider and make recommendations
as it deems necessary to the City Council,Parks&Community Services Commission and to City Staff in all matters pertaining
to the restoration,maintenance and operation of historical resources owned by the City". As with other City Committees and
Commissions,it is necessary to have established rules and operating procedures. The bylaws are patterned after the bylaws for
the Senior Center Advisory Committee and have been reviewed and approved by the members of the Heritage Center
Advisory Committee.

APPROVE THE-BYLAWS AND RULES OF PROCEDURE FOR THE HERITAGE CENTER, AS PRESENTED.

Commissioner Cramer stated that the Heritage Center Advisory Committee unanimously voted to conduct their meetings on
the 2nd Thursday of each month. As the Dublin United Soccer League, for which he is President,meets on the 2nd Thursday
of each month, there is a conflict for the next six months. He asked if another Commissioner would be able to replace him.
Commissioner Steve Jones stated that as the appointed Alternate Representative,he would takeover for Commissioner Cramer.
Ms. Lowart stated that let the record show that Commissioner Jones is now the Parks and Community Services Commission
Liaison representative to the Heritage Center Advisory Committee, and that Commissioner Cramer, the alternate
representative.
Spring 1995 Quarteriv Report
Ms. Lowart summarized the activities and programs conducted by the Parks and Community Services Department conducted
during the Spring Quarter encompassing the months of April,May and the first two weeks of June.
Afterschool Recreation - The Afterschool Recreation Program is a drop-in recreation program with sites at Murray, Nielsen
and Frederiksen Elementary Schools. The Frederiksen site, which is new this year, is steadily picking up in enrollment.
Total enrollment at Murray was 36 with an average daily attendance of 18,Nielsen 72/49 and Frederiksen 27/17.
Shannon Center Preschool- The Shannon Center Preschool serves up to 60 preschoolers from 2 years 9 months through 5
years. During Session III two of the three classes filled to capacity and the remaining class had two openings. In June a
graduation ceremony was conducted for all the participants.
Teens-The Teen Program is conducted at Wells Middle School and the four programs offered include Lunchtime Activities,
T.R.A.C. (Teen Recreation Activity Center), Friday Nights Out; and Wednesdays at Wells. The average attendance for the
lunchtime program for the last quarter of the year ranged from 37 per activity at the first lunch to 20 per activity at the second
lunch.The average attendance for the T.R.A.C.increased from 11 per day at the beginning of the school year to 14 per day for
the last quarter of the year.
Adult Sports-A total of"30"teams participated in the Spring Adult Softball League which began play during the first week of
April. Leagues included Men's"Lower-D"and"Open-D"and a"Coed-D"league. A total of 506 participants were registered
for the Spring League which concluded with playoffs the last week in June. Although complaints were received regarding the
condition of the softball fields,a long-needed renovation of the fields took place during the first week of July.

Special Events - The only special event conducted during the Spring Quarter was the annual Easter Eggstravaganza and
Playday. The event was held on Saturday,April 15, 1995 at Shannon Park and Center. There were 341 children registered for
the event and approximately 1,000 people in attendance.
Senior Center-April at the Senior Center began with a"Springing into Spring"luncheon attended by 48. Later in the month
representatives from Merrill Lynch conducted a financial seminar. The company provided lunch for the attendees. Average
daily attendance for April was 73 and 346.25 volunteer hours were provided. May celebrated the Human Race and Mom.
Thirty-two Human Race walkers and runners from the Senior Center earned $1,971. Dillingham Construction donated an
additional $500 enabling the Center to purchase a fifty inch large screen television. On Friday, May 12, 1995 the Center
celebrated Mom with a Mother's Day Brunch and Secure Horizons provided a basket of goodies for a door prize drawing.
In May a volunteer Intern from the Volunteer Center began a three month internship program the Center. Average daily
attendance for May was 70 and 365.25 volunteer hours were provided.
Leisure Enrichment Classes-Leisure Enrichment Classes are offered in eight week segments. Of the 84 classes offered, 66
classes were conducted with a total of 497 participants. The number of classes conducted increased by almost 50%from the
previous Spring Quarter and the total number of participants increased by about 18%.
Aquatics - The Dublin Swim Center opened to the public for the 1995 season on April 17 for recreational swim from
1:00 p.m.-5:00 p.m. during Spring Break (April 17 - 21) and beginning April 22 remained open on weekends through
Memorial Day. During April, attendance for recreational swimming was "343". During May, a total of "857" swimmers
visited the pool. Attendance during the Spring averaged"67" swimmers per day. A total of 12"Birthday Parties"were also
scheduled. Registration for the Dublin "Green Gator" Swim Team began on May 1 and a total of 104 swimmers enrolled.
Practice for the team began on May 30.
,Parks and Community Services Commission Meeting Day
Ms.Lowart reported that at the July 18, 1995 meeting of the Commission,Commissioner Chapman indicated that as a result of
the change in meeting days from the second Tuesday of the month to the third Tuesday of the month,he will be absent from
the next three meetings due to work commitments. He asked that the Commission reconsider the meeting days and suggested
that consideration be given to the third or fourth Monday of the month,or the fourth Wednesday or Thursday of the month. Of
these dates, the third Monday of the month would conflict with Planning Commission meetings. However, the Planning
Commission have indicated a desire to change their meetings to the first and third Tuesday of the month.
Commissioner Jones suggested either the third or fourth Monday of the month. The Commissioners present concurred that the
third Monday of the month would be acceptable. Ms.Lowart indicated that it would be necessary to check the feasibility of
the 3rd Monday with the Planning Commission first,and if available,to make the date change effective in October.
Chairman Trimble directed Staff to relay the Commissions date choice to the Planning Commission for discussion.
Youth Sports Liaison Committee
Ms.Lowart reported that the Youth Sports Liaison Committee was established in the fall of 1993,composed of members from
the Parks&Community Services Commission and Staff,Public Works Department Staff,Dublin Little League,Dublin United
Soccer League and South Valley Youth Football. The Committee has served as a forum for the groups to provide input on
maintenance and upkeep of the sports grounds,fees for use of City facilities, and also to coordinate the use and scheduling of
the sports grounds. At the February 14, 1995 meeting of the Parks and Community Services Commission, it was suggested
that the make-up of the Liaison Committee be expanded to include Catholic Youth Organization Basketball(CYO)and that the
Committee begin to address issues related to use of school facilities.
Staff has been contacted by the Assistant Superintendent/Business for the Dublin Unified School District who has suggested
that they become involved in the Youth Sports Liaison Committee. The District would like to use the Committee as a forum
for discussing proposed fee increases for use of school facilities. As the proposed fee increases directly impact the youth
sports organizations,the Committee may be an appropriate mechanism for obtaining input on the proposal.
Commissioner Jones stated that it is his understanding that the School District also wants to include other youth user groups
such as Boy Scouts,Girl Scouts,and not just youth sports groups.

Commissioner Wong-Gillmore asked if CYO would be included in the recommendation? Ms.Lowart replied that the focus of
the committee would be on youth sports,however the role of the committee would be expanded to include youth sports groups
who utilize both City and School District facilities.
Commissioner Cramer voiced concern that the School District is looking for a forum for all the users of the facilities,not just
the sports groups. He would be in favor of having the School District involved in the sports liaison committee,but if they are
asking to include groups such as the Boy Scouts, etc., then he would not be in favor of that. Ms. Lowart suggested that the
composition and scope of the committee be expanded to include all youth sports organizations that utilize City and School
District facilities,and if it is the School District intent to utilize this committee as a forum for all facility users,that it would not
be what we would want to do.
Commissioner Jones stated that if the School District gets involved,they would open it up to the high school and Wells teams,
whose problems are not City problems but rather School District problems. He can understand including CYO, as they do
have to go through the City to rent the facilities and get their input on problems.
Commissioner Cramer asked if Ms. Howland indicated how many representatives they wanted? Ms. Lowart replied that the
report they are taking to the Board tomorrow night is on the issue of facility use fees. The School District staff was directed by
the Board to implement a new fee schedule and present it at the meeting, so they are taking a recommendation to the Board
that the fee issue be referred to the City's Youth Sports Liaison Committee. If it is the intent of the Commission that it only
include youth sports groups,she will make this clear to Ms.Howland prior to the meeting.

ADD CYO BASKETBALL AND A REPRESENTATIVE FROM THE DUBLIN UNIFIED SCHOOL DISTRICT TO THE
YOUTH SPORTS LIAISON COMMITTEE. (UNANIMOUS)
Commissioner Wong-Gillmore stated that the Youth Sports Liaison Committee was originally supposed to meet three times a
year,however they have not met even twice a year. Ms. Lowart stated that since the committee formed they have met four
times,and that with the addition of CYO, it would make sense to meet at least once every four months. The department is in
the process of a staff change,and it is anticipated that a meeting will be scheduled in September.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks&Community Services Commissioners and/or Star
Commissioner Nassar reported that the Teen Task Force will conducting their Lock-In at Dublin High School on Friday,
August 18 from 8:00 p.m.to 10:00 a.m., and all students must have a school ID. Events will include Volleyball, The Dating
Game,The Gong Show,and lots of donated food.
Chairman Trimble inquired as to the status of the new gym. Ms.Lowart stated that the School District will be discussing this
project in greater detail at their meeting tomorrow night.The City Attorney has drafted an agreement which is currently being
reviewed and is tentatively scheduled to go to the City Council at their meeting of September 12, and then to the School
Board.
Chairman Trimble asked if the master plan could be reviewed for current facilities such as basketball courts, locations, and
surfacing? With the current situation at Dolan Park,perhaps we can diffuse it by directing people to other locations.
Commissioner Nassar asked if it would be possible to have basketball courts at the Civic Center? Chairman Trimble felt that
the Civic Center would be an excellent location. Ms.Lowart stated that the Parks and Recreation Master Plan does not identify
additional basketball courts on the Civic Center site,however indicated that she will place a review of the master plan on a
future agenda for discussion.
Ms.Lowart reported that the renovation of the Heritage Center is almost complete. She recommended that the Commissioners
take the time to stop by and take a look. The Heritage Center Advisory Committee has scheduled the grand reopening of the
Center for October 14.

The department has made some staff changes. Tracy O'Shea, Recreation Supervisor at Shannon Center will be leaving the
City on September 8 to return to school. Stephanie Mein has been promoted to Recreation Supervisor and will therefore be
relocating to Shannon Center. Michelle Wierschem who is currently at Shannon Center will relocate to the Civic Center and a
new staff person will also be hired.
Chairman Trimble asked when will the Commission meet the Heritage Center Director? Ms. Lowart stated she will schedule
Donna Rogers to attend a Commission meeting soon.
