HomeMy WebLinkAbout03-14-1995 Approved P&CSC Minutes The March 14, 1995 minutes of the Parks and Community Services Commission was called to order at 7:30p.m. at the Dublin Civic Center,Dublin,California,by Chairman Trimble. Pledge of Allegiance Pledge of Allegiance was led by Chairperson Trimble. Roll Call Commissioners Present: Chapman,Trimble,Jones,Wong-Gillmore and Cramer. Commissioners Absent: Lampe Oral Communications Bob Cocilova, 11713 Serra Court Dublin, Senior Advisory Committeemember, stated that he and his fellow advisors are concerned regarding the remark made by one of the Commissioners,that appointment of a senior to the Park and Community Services Commission"would be serving a special interest group and would not be appropriate". To label the senior population as a special interest group and to infer that individuals 55 years or older can no longer be objective or supportive in their community, is distressing and insulting. In closing, Mr. Cocilova stated that he wanted the Commission to know that individuals over 55 are still willing and able to perform as objective committeemembers and commissioners. Chairperson Trimble thanked Mr. Cocilova for voicing his concerns and those of his fellow Senior Advisory Committeemembers. Approval of Minutes Chairperson Trimble referred to Page 3, Paragraph 6, 3rd Line, indicating that the minutes should be corrected to read "Commissioner Cramer",and not"Commissioner Chapman': IT WAS MOVED BY COMMISSIONER CRAMER AND SECONDED BY COMMISSIONER JONES TO APPROVE THE MINUTES OF FEBRUARY 14,1995 AS CORRECTED. (UNANIMOUS) Written Communications-None Public Hearing-None Unfinished Business Fall 1994 Quarterly Report Diane briefly summarized the activities and programs conducted by the Parks and Community Services Department offered during the Fall Quarter(September,October,November and December 1994)for the Commission. Adult Sports-The Fall Softball league began October 13 with a total of 17 teams participating in three leagues,Men's C-3,C- 4 and Coed. Due to numerous rain-outs,the league was canceled. The Fall 5-on-5 Basketball league began on September 11 in the Wells Middle School Gymnasium with a total of 12 teams participating in 3 leagues, Men's B, Men's C and Men's D. The 3-on-3 Basketball league began on September 13. The Men's 6-Foot and Under league was canceled due to lack of teams,however 4 teams participated in the men's 30-an Over league. Open Gym was canceled for the Fall due to delays in the Dublin High School Gymnasium renovation. The Fall Coed Volleyball league began September 12 with both B and C level divisions. Afterschool Recreation - The Afterschool Recreation program was conducted at Murray, Nielsen and Frederiksen Schools, Monday-Friday from 1:45 to 5:00 p.m. Average daily attendance at Frederiksen was 16,at Murray 26 and at Nielsen 48. Leisure Enrichment Classes - 112 classes were offered during the Fall and 77 classes were conducted with a total of 532 participants. MINUTES-MARCH 14, 1995 PAGE THREE In addition to recreational swimming, a number of other programs are offered during the summer including youth and adult swim lessons, youth diving and synchronized swim lessons, youth swim team, safety training classes (Emergency Water Safety and Water Safety Aide), fitness classes (Lap Swimming, Water Aerobics) and the Junior Aquatic & Water Safety Program (J.A.W.S.). Staff has recently completed a survey of recreational swim fees and swim lesson fees and proposes adjustments to the swim lesson fees as well as the Aquatic Day Camp. Camp Shannon Day Camp - Camp Shannon Day Camp is full day program operating Monday-Friday from 9am-5pm with extended day care available from 7-9am and 5-6pm. The registration fees for the two-week session are the same as 1994. Staff however proposes an increase for the registration fees for a one-week session, from $85 to $91 (resident/one child) and $76 to$81 (each additional child);$98 to$104(non-resident/one child)and$88 to$93 (for each additional child). Fun In The Sun-Fun in the Sun is an eight week summer playground program which is conducted at three City parks located geographically throughout the community: Alamo Creek Park(east);Kolb Park(central);and Shannon Park(west). The program runs Monday through Friday from 1:00 to 5:00 p.m. and is designed for elementary school age youth. The registration fees for the 1995 Fun in the Sun Program are proposed to remain the same as 1994. Tenderfoot Day Camp- Tenderfoot Day Camp is designed for preschool age children and is held at Shannon Center, Monday through Thursday from 9:30am-1:30pm for 3-4 year olds and from 1-3:30pm for 4-6 year olds. The registration fees are proposed to remain the same as in 1994. Youth Sports Camps and Mini Sports Leagues - Summer sports camps providing basic instruction in soccer, basketball and teeball were offered Monday-Thursday for two consecutive weeks. The fees are proposed to remain the same as in 1994. Mini Sports Leagues provide instruction and game play in basketball,flag football and indoor hockey for 4-6 grade youth and 7-9 grade youth. The fees are proposed to remain the same as in 1994. Chairperson Trimble asked if it would be possible to try a rollerblade program in conjunction with the Youth Sports Camps? Diane stated that this is something that could be addressed at the time the Commission reviews the budget. The Commission concurred with the proposed increases and directed Staff to prepare the necessary documentation for Commission adoption at the next meeting. 12th Annual St.Patrick's Day Celebration Diane reported that the event will kick off at 9:30am with the traditional St. Patrick's Day Parade sponsored by the Dublin Lions Club. To date there are approximately 60 entries including bands, novelty units, community groups and floats. The Community Celebration is scheduled to begin immediately following the parade and components of the celebration include Arts & Crafts, Children's Carnival and Games Section, Commercial Section, Community Groups and Public Agencies, Entertainment,Food Booths and Sidewalk Sales. Chairperson Trimble reported that Senator Bill Baker will participate in the parade. 1995 Easter Eggs"travaganza and Playday Plans are underway for this event scheduled to be held on Saturday,April 15, 1995 from 9:30-11:30am at Shannon Park. This event will include special entertainment, crafts and games, visits with the Easter Bunny, as well as the traditional egg hunts. Participants will turn in the eggs they fmd in exchange for a bag of Easter goodies. The fee is $4.00 for Dublin residents and $5.00 for non-residents. Other Business Commissioner Chapman reported that at the parade last year,he heard a number of people express their displeasure in Miller Brands, a beer company, and the Miller Girls participating in the St. Patrick's Parade and Celebration, a family event. Diane stated that last year was the first year Miller Brands of the East Bay were involved in this event, which was organized through Gallaghers Pub. This year they donated funds for the community stage,which the City Council accepted. Chairperson Trimble pointed out that next year the Lions Club will have a new committee and there will be some changes made, hopefully to make the parade bigger and better. Diane stated that when Staff presents their plans for this event next year,the Commission can present their concerns and provide input at that time. Commissioner Jones felt that it would help the Lions Club if complaints about the parade were submitted in writing to the Parks and Community Services Department,and referred to the Lions for review. MINUTES-MARCH 14, 1995 PAGE TWO Senior Center - In September the Center celebrated the contributions of its many volunteers with a luncheon prepared by Center and Department Staff. Average daily attendance for September was 66 with 518.5 volunteer hours. In October the Center held it's annual mystery theater and buffet supper. Average daily attendance for October was 74 with 566 volunteer hours. On November 16 the Center conducted its annual Holiday Bazaar. Thanksgiving was celebrated with a turkey luncheon. Average daily attendance for November was 74 with 332.75 volunteer hours. The holidays at the Center included a Holiday Wreath Workshop,a Christmas Luncheon and a huge Christmas tree. Average daily attendance for December was 48 and 215.5 volunteer hours were provided Shannon Center Preschool-The Fall Shannon Center Preschool Program reached its maximum enrollment of 20 students per class. This year classes were renamed to the"Red Rockets"for children 2 yr-9 mos to 3 1/2 years,"Green Giants"for children ages 3 1/2 to 5 years,and the"Blue Explorers"for children 4-5 years. Special Events - The Halloween Spooktacular was held on Saturday, October 29 from 10:00 to 11:30 a.m. at the Shannon Community Center, accommodating children in kindergarten or younger. Eighty-one (81) children participated in this years event. The Eleventh Annual City Tree Lighting Ceremony was held at the Dublin Civic Center on December, 5, with entertainment, a community sing-along, a visit from Santa Claus and refreshments. Approximately 300 attended the event. For the first time this year, the City of Dublin offered "Letters from Santa" for a minimum fee. Parents provided specific information about the recipient, and Staff prepared and mailed a personalized letter to each child. A total of 23 letters were sent. Breakfast With Santa was co-sponsored with the Dublin High School Band Boosters, who provided a breakfast of pancakes, sausage,juice, fruit, milk and coffee. Two breakfast seatings were available and a total of 296 registered for the event. Teens-The Teen Recreation Activity Center(T.R.A.C.),a drop-in center for teens only was conducted in a portable classroom on the Wells campus. Lunchtime activities attracted an average of 11 students per day. Average attendance ranged from 60 per activity at the first lunch and 38 per activity at the second lunch. "Friday Nights Out" were offered monthly at varied times. Youth Sports - Fall Teeball leagues began September 26 and accommodated children 4-5 years old and children 1st-3rd grades. The Tiny Bat Buster league consisted of 4-5 year old boys and girls with 54 enrolled to form 6 teams. The Super Bat Busters consisted of lst-3rd grade boys and girls with 34 enrolled to form 3 teams. .A total of 88 youngsters participated in the leagues. Chairperson Trimble stated he noticed the attendance in the TRAC seems to be about the same as in the pat. Is there anything that the Commission can do to increase attendance? Diane stated with the formation of a Teen Task Force, it is anticipated to receive direction from the community as to the needs of teens. Staff feels that it is important to continue to serve those participants who attend regularly as long as funding and facilities are available. Chairperson Trimble stated that Bonnie Leonard should be congratulated for the outstanding programs that she offers at the Senior Center. Commissioner Wong-Gillmore asked where do the senior volunteers come from? Diane replied that a lot of them are obtained through word of mouth,many are involved in other senior activities,and some are obtained through local service clubs. New Business 1995 Summer Program Preview Diane stated that planning is now underway for summer programs and presented a brief overview of the programs planned. She also indicated that Staff has recently completed a survey of fees and charges for select programs and as a result of the survey,adjustments to some fees is proposed. Aquatics - The Dublin Swim Center will be open April 17 - 21 during Spring Break from 1:00 p.m. to 5:00 p.m. for recreational swimming. Recreational swimming will continue on weekends from 1:00 p.m. to 5:00 p.m. beginning April 22. From Memorial Day, May 29, through Labor Day, September 4, the pool will be open for recreational swimming on a daily basis from 1:00 p.m.to 5:00 p.m. MINUTES-MARCH 14, 1995 • PAGE FOUR Commissioner Cramer stated that it is inappropriate for any group to march in a parade drinking beer, and that anything the Lions Club or City can do to put a halt to it,should be done as a courtesy to the community. Commissioner Cramer complimented Staff on the Youth Basketball Program. The awards ceremony was well received and Michelle Wierschem did an excellent job with the program. Commissioner Wong-Gillmore stated that the fields are not ready for the upcoming season and asked if it would be possible to start the field maintenance earlier next year? Diane replied that due to the ongoing rain, Public Works has not been able to complete the field maintenance or mow the grass. However, they are prepared to "drop everything" once the rain stops to complete the fields by opening day. She indicated that a Sports Liaison meeting is scheduled next month, and Staff will present ideas and how they plan to address field maintenance. Commissioner Chapman stated that the Community and Teen Task forces are scheduled to meet soon and wanted to know what his responsibilities will be. Diane stated that the first meeting of each task force will be an organizational meeting. Representatives use their judgment based on what they think and their knowledge of what is available in the community. Chairperson Trimble stated that the Facilities Task Force should report back through the Parks and Community Services Commission, so that the Commission can refer their report to the City Council. He felt strongly that the Commission seems to be overlooked in the process and voiced this concern to the City Council,which they agreed to in principle Commissioner Jones stated that he attended the conference in San Jose and attended the meeting regarding the Joint Usage Agreement of Pleasanton Unified School District and the City of Pleasanton. He indicated it was interesting that both groups were given their own entrances, locker rooms and office areas. The only gyms that are not opened for City use are the high school facilities. He suggested that perhaps Staff should meet every other month with the P.E. Departments of Dublin High School and Wells Middle School to discuss their joint use of the gyms and resolve problems before they escalate out of proportion. Chairperson Trimble asked if it would be possible for the Parks and Community Services Commission to meet at 7:00p.m. like the City Council. He requested that it be noted in the minutes that there is only one person in the audience for tonight's meeting. Diane stated that it would require revision of the current Bylaws which states 7:30p.m. She indicated that this item will be placed on the next agenda. Chairperson Trimble stated that the Graffiti Task Force wrapped up today and a report is forthcoming in April.
