The February 14, 1995 meeting of the Parks and Community Services Commission was called to order at 7:30p.m.at the Dublin Civic Center,Dublin, California,by Chairman Trimble. Pledge of Allegiance Pledge of Allegiance was led by Commissioner Trimble. Oath of Office Kay Keck, City Clerk, administered the Oath of Office to newly appointed Commissioners,Marjorie Wong-Gilimore, George Cramer and Jeff Chapman. Commissioner Trimble congratulated the Commissioners on their appointments to the Parks and Community Services Commission. Roll Call Commissioners Present: Lampe,Chapman,Trimble,Jones,Wong-Gilimore and Cramer. Commissioners Absent: None Oral Communications Martin Sirlin, 7524 Silvertree Lane, stated that his house backs up Mape Park near the barbecue area. About a year ago, a light pole was installed. However since its installation,it has never been operational. He asked what happened? Diane stated that she recalls discussion regarding the installation of a light pole at Mape Park, but she does not know why it is not operational. She indicated that she will look into the matter and get back to Mr. Sirlin as soon as possible. Betsy Chapman, 11579 Circle Way, 8th grader at Wells Middle School, stated that since her presentation to the Commission on December 13, 1994, she has spoken to students at Frederiksen,Nielsen and Murray Elementary Schools(3-8 grades)about the need for a new multi-use facility in Dublin. She indicated that she also circulated a form letter to the students for their parents to return with their comments. So far a few responses have been received. Ms. Chapman circulated copies of the letter to the Commission and stated that she will keep the Commission updated on the progress of the survey. Commissioner Trimble thanked Betsy for her report. Approval of Minutes IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER LAMPE TO APPROVE THE MINUTES OF DECEMBER 13, 1994 AS PRESENTED. (UNANIMOUS) Written Communications-NONE Public Hearing-NONE Unfinished Business-NONE New Business Request for City Gymnasium Diane stated that the idea of a City gymnasium is not new one, however it is the first time that anyone has come forward to address the Commission and City Council on the matter. In July 1994, when the Parks and Recreation Master Plan was adopted by the City Council,the plan included a facility set aside at the future Sports Park in Eastern Dublin. However, it is unlikely that this facility will be constructed in the near future. At a recent meeting of the City Council/Board of Trustees Liaison Committee, the need for an additional gymnasium in Dublin was discussed and it was determined that a Community Facilities Task Force should be established to review and prioritize projects. On February 13, the City Council approved the formation of a Community Task Force, and it is anticipated that the School Board will approve the formation of the Task Force at their meeting of February 15. MI UTES-FEBRUARY 14, 1995 PAGE TWO The proposed composition of the Community Task Force would include representatives from the Parks and Community Services Commission, School Site Representatives (2 per school), School Related Activity Programs, Community Groups and the Community At Large appointed by the Mayor(3-5). Meetings will be noticed and opened to the public. It is anticipated that publicity and appointments to the Task Force will be completed this week and a meeting scheduled later this month or early March. As the Commission appointments to the Task Force will need to be made this evening, Diane recommended that the Commission defer the appointments until Agenda Item 8.3 is discussed. Commissioner Chapman asked who will chair the Community Task Force? Diane replied that the Task Force will elect their own Chairman. She indicated that Jean Howland, School District Business Manager, and herself will serve as staff to the Task Force to prepare agendas and provide background information. It will be the Task Forces responsibility to put together a list of recommendations to bring before the Parks and Community Services Commission, the School Board and to the City Council for final adoption. Commissioner Trimble asked Diane to update the Commission on the timeline for the construction at Wells Iv iddle School. Diane indicated that she has not received update information, however the master plan for Wells is scheduled to be presented to the School Board on February 15. Depending on what action the School Board takes,will determine how quickly they will move on the construction. Commissioner Wong-Gillmore asked what will be the scope of the Community Task Force, and how will it be directed? Diane replied that the first meeting of the Task Force would include review of historical information, the original list of projects, background of the previous committee, brainstorm on facility needs and improvements, and establish a prioritized list. In view of what the Mayor would like to see happen and the current interest in a new gymnasium,this item will probably come at the top of the list. It is anticipated that the Task Force therefore might recommend that the City and School District enter into some type of agreement to see the gym become a reality. Commissioner Trimble asked Diane if she felt that facilities should be on community property as opposed to school property? Diane replied that both the City and School District are public entities serving the community,therefore it would be good for the City and Schools to work cooperatively on facility projects. The only problem having facilities on school property, is that use would be very limited to the public,available only outside regular school hours and only when not in use by the school. Parks and Community Services Department Goals and Objectives Diane reported that on March 6, 1995 the City Council will conduct a Goals and Objectives Study Session to review the progress made on 1994 Parks and Community Services Department Goals and Objectives and to develop goals and objectives for 1995. She briefly summarized the Year End Report of the 1994 Adopted Goals and Objectives for the Commission. Diane updated the Commission on the Iron Horse Trail, stating that San Ramon is about half way done and it is anticipated to be completed this year. The initial plan is for Dublin to pick up the trail where San Ramon left off, and then eventually extend into Pleasanton. At this time funding is not available, however it is anticipated that grant funding may become available through the Transportation Development Act as well as some from State and Federal funding. The trail is a critical path and something that the City would like to see eventually completed. Diane pointed out that the meeting date indicated for the Teen Task Force has been changed from March 9 to March 16, at 6:30pm in the Dublin High School cafeteria. 1995 Preliminary Goals and Objectives Diane briefly summarized the Preliminary 1995 Goals and Objectives for the Commission. Commissioner Chapman inquired as to ownership and liability responsibility of the pool snack bar after its completion. Diane replied that once the facility is completed,the group would give it to the City, who in turn would assume liability and maintenance of the facility. Commissioner Cramer stated that even though the snack bar would be used primarily by the swim team, would it also be available for other functions? Diane replied, it could be. She pointed out that the Dublin Swim Team Parents Committee is an extension of the swim program and is under the control of the City. Basically the agreement permits them to operate the snack bar during open swimming and for swim meets to raise funds. MINUTES-FEBRUARY 14, 1995 PAGE THREE Commissioner Cramer asked if the Little League referred to under the preliminary goal and objective item 10, is Little League in general or Dublin Little League? Diane replied, should read Dublin Little League. Commissioner Chapman asked if other sports groups could also be included? Diane replied, yes and indicated that she will change the wording to read "youth sports groups". Commissioner Wong-Gillmore stated that Dublin Little League approached Camp Parks in September 1994 to use ballfields and were informed that several other non-profit organizations have already applied and are currently in the approval process. It is her understanding that the Dublin Sports Grounds has been considered to be a tired facility and that it is getting so much use that it can not handle much more. Unfortunately,there are no other facilities available in Dublin to use. Would the City pursue an agreement with Camp Parks for the youth groups to coordinate use of their fields? Diane stated that she is not sure what the process will be and that this item will be placed on a future agenda for the Commission to discuss. At that time, she will provide update information. Commissioner Cramer felt that this might be where the Youth Sports Task Force needs to resurface to provide direction and coordination. He also felt that the Parks and Community Services Department needs to take an active role so that there is a strong tie between our local community. Commissioner Wong-Gillmore asked what is Staff's priority in completing the high priority items. Diane stated that those goals and objectives that Staff has control over could be accomplished within the next year. However, Staff time and the City Councils priorities would also be a factor. Commissioner Trimble asked the Commission if there were any goals and objectives that they would like to add to the list? He stated that he would like to see a study performed on upgrading the security lighting for the parks and facilities, specifically Kolb Park and Shannon Center. In addition, he requested to add to goal and objective #, to include utilizing unused yard space at the schools. Diane stated that from Staff's point of view,this is one of things that will be looked at. Commissioner Trimble stated that he would like to see a senior citizen added to the Commission to represent the needs of the senior citizens of our community. Diane pointed out that this would require procedural and bylaw changes. Commissioner Chapman felt that it would be serving a special interest group and did not feel it would be appropriate. Commissioner Trimble withdrew his request,however requested to have this item tabled for further discussion at a later date. The Commission concurred to make the following priority changes, additions and revisions to the Preliminary 1995 Goals and Objectives: Goal and Objective 4-Coordinate construction of scorebooths by Dublin Little League at the Dublin Sports Grounds,was changed from"high"to a"medium"priority. Goal and Objective 10-Work with U.S. Army and Little-League local youth sports groups to facilitate the development of additional ballfields at Camp Parks was changed from a"medium"to a"high"priority. Goal and Objective 13 -Work with EBRPD and County to complete development of unbuilt portion of Iron Horse Trial,was changed from a"low"to a"medium"priority. Add Goal and Objective 14-Upgrade security lighting at City parks and facilities)with a"high"priority. Committee Appointments Diane reported that there are a number of City committees and task forces that require representation of members from the Parks and Community Services Commission. As per the Bylaws and Rules of Procedure for the Commission, the Chairman appoints committee and chairpersons of committees as necessary. Staff briefly summarized the various committees and task forces for the Commission's review. Chairman Trimble stated that he would give the Commissioners the opportunity to select those committees and task forces that they would prefer to serve on, however would make appointments if necessary. The Commissioners volunteered for the following committees and task forces: • MINUTES-1±"11BRUARY 14, 1995 PAGE FOUR Community Facilities Task Force Student Representative Selection Committee Commissioner Chapman,Representative Commissioner Trimble,Representative Commissioner Wong-Gillmore,Alternate Commissioner Jones,Representative Commissioner Lampe,Representative East Bay Regional Park District Teen Task Force Liaison Committee Commissioner Chapman,Representative Commissioner Trimble,Representative Commissioner Lampe,Representative Commissioner Wong-Gillmore, Alternate Heritage Center Advisory Committee Senior Center Advisory Committee Commissioner Cramer,Representative Commissioner Trimble,Representative Commissioner Jones,Alternate Youth Sports Liaison Committee Commissioner Cramer,Representative Commissioner Wong-Gillmore,Representative Commissioner Chapman,Representative Commissioner Jones,Alternate Diane stated that she does no believe that there will a problem to have three Commissioners on one committee or task force, but will check. Commissioner Cramer asked what would be expected as a representative of the Heritage Center Advisory Committee? Diane replied that the liaison would attend meetings as a non-voting ex-officio member and report back to the Commission. Commissioner Chapman asked why CYO is not included in the list of youth sports groups under the Youth Sports Liaison Committee? Diane stated that the original composition included Dublin Little League and the Dublin United Soccer League to open communication to address scheduling conflicts, as well as to address field maintenance-problems with the City. However,there is no reason that the committee could not be expanded to focus on other facilities as well. Chairman Trimble requested that due to he late hour and the additional items of business to be conducted, he requested to have Agenda Item No. 8.4, (Fall 1994 Quarterly Report)removed from this agenda and placed on the March agenda. • IT WAS MOVED BY COMMISSIONER CHAPMAN AND SECONDED BY COMMISSIONER WONG-GILLMORE TO REMOVE AGENDA ITEM NO. 8.4 FROM THE AGENDA AND TO PLACE IT ON THE MARCH AGENDA. (UNANIMOUS) Other Business Commissioner Wong-Gillmore reported that forty four (44) girls tried out for the Girls Softball Program. There are two divisions with 4 teams each, accommodating ages 7-9 years and 10-12 years. Bill Silva of Dublin High is very involved with the program and will be putting on a player clinic in March. Commissioner Jones reported that in December and January during the heavy rains, he noticed a soccer team practicing on the field between the softball fields. He felt that with the current condition of the fields,the City needs to enforce the non-use of the fields when the rain light is on. Diane indicated that this was brought to her attention and if use occurs during the time that a maintenance person is on duty,the group will be asked to leave. However,if it occurs after regular hours,it would be necessary for the person noticing such use,to get names if possible and report to Staff to follow-up. Commissioner Cramer stated that the Dublin United Soccer League is having a problem with their soccer goals being moved to the fields and used for play and left on the field. The Soccer League then receives a call from the City requesting to have them removed from the fields. Commissioner Jones stated that this Thursday night is the last girls basketball game and Friday is the last boys basketball game. He encouraged the Commission to attend. • Ivffl'UTES-FEBRUARY 14, 1995 PAGE FIVE Commissioner Lampe stated that she helped Tracy O'Shea advertise the teen ski trip at the high school, however it was canceled due to low enrollment. She thought that maybe the fee for the trip is too high. Commissioner Chapman stated that he is very happy to see the high school working closely with Wells Middle School in honoring the Wells basketball teams. The cooperative spirit is really good to see. Commissioner Trimble reported that the Lions Club completed the repairs to the handicap play structure at Kolb Park. The Lions approved placing a sign at Kolb Park with history of the facility and indicating a $1,000 reward for anyone providing information leading to an arrest for vandalism. The Lions Club feels strongly that additional perimeter lighting is needed at this facility to deter any future vandalism. Commissioner Trimble stated that last year the Lions Club tried to start a Roller Hockey League in Dublin, and even though the Sharks in the Parks and Oakland Skate has offered their assistance,individuals are needed to assist in the coordination of the program. He asked the Commission to have anyone they think might be interested,to contact him. Commissioner Wong- Gillmore indicated that she knows someone that may be interested. Commissioner Trimble reported that the Graffiti Task Force has had four meetings to date. The City Attorney is scheduled to attend the meeting of February 15,to discuss individual rights and laws. Diane reported that the Dublin Pool opened on February 13 for use by the Dublin High School swim team. The Senior Center conducted their Valentine luncheon today with 88 in attendance. The Youth Basketball Program is in full swing with 240 children signed up. Plans for the St. Patrick's Day Celebration is underway. On Wednesday, March 29, the City of San Ramon will be hosting the Joint Commission Meeting with Dublin, San Ramon and Danville. The Commission will receive invitations by mail.
