Pledge of Allegiance Pledge of Allegiance was led by Chairman Chapman. Roll Call Commissioners Present: Chapman, Wong-Gillmore, Cramer,Fasulkey and Kamau Commissioners Absent: Jones Oral Communications-None Oath of Office Kay Keck, City Clerk, administered the oath of office to newly appointed Parks and Community Services Commissioner, Wanjiku Kamau. Approval of Minutes THE COMMISSION APPROVED THE MINUTES OF JUNE 17,1996 AS PRESENTED. Written Communications-None Public Hearing-None Unfinished Business-None New Business Fall Heritage Days Director Lowart reported that one of the 1996 goals adopted by the City Council and given a high priority was to plan a community special event at the Dublin Heritage Center for the fall of 1996. She briefly summarized the activities recommended by the Heritage Center Advisory Committee for this event for the Commission. Date& Time- Saturday,October 12, 1996 from 10:00 a.m.to 3:00 p.m. Arts & Crafts Fair- The entry fee would be $40 to residents and $46 to non-residents. The mailing list of artisans from St. Patrick's Day will be utilized and advertisements will be placed in arts and crafts guides and the quarterly recreation brochure. Food Booths - Notices will be sent to the local community groups and the fees charged would be the same s those in effect for St.Patrick's Day. The Committee has recommended that the number of food booths be limited to five. Entertainment- Ongoing entertainment will be done on one stage. The focus will be on local entertainment. It has been recommended that the City song be performed and that Children's Theater Wing be contacted for possible assistance with the entertainment. Children Activities - Old fashioned games and crafts as well as game booths would be conducted. It has been recommended that volunteers be recruited to lead the games and crafts and that school groups be contacted to organize the game booths. Contests- Third and fourth grade children from the area schools would be invited to make posters and write brief essays on their families heritage or why they like Dublin. The essays would be judged and displayed at the event. It has been suggested that the photography teacher at the Middle School be contacted regarding a photography contest for middle school students. Tours- Self-guided tours of the Heritage Center would be encouraged and it has been recommended that a written guide be developed for distribution. Barbecue and Street Dance - It has been recommended that an evening barbecue and street dance be held from 6:00-10:00 p.m., coordinated by the Dublin Historical Preservation Association and E. Clampus Vitas. MINUTES-JULY 15, 1996 PAGE TWO Chairman Chapman stated that he understands that we would like to keep this a Dublin event, however he indicated that he would like to see the event promoted through the other City Parks and Community Services. Director Lowart stated that she will see that they receive promotional information and an invitation to attend. Commissioner Wong-Gillmore asked what will the $2,045 budgeted for this event be used for, and also how will this promoted? Director Lowart stated that the money is used for supplies, rental equipment, and some publicity, however does not include. Staffmg costs. Direct Lowart stated that the event will be publicized in the Recreation Brochure, through newspaper ads and promotional flyers circulated through the schools. Chairman Chapman suggested inviting KKIQ to broadcast at the site. Director Lowart pointed out that she believes that they charge a fee,but Staff will check to see if it can be done. Commissioner Fasulkey stated that with the problems experienced at a past St. Patrick's Celebration with the Clampers, what does Staff anticipate at this event? Director Lowart stated that the barbecue and street dance coordinated with the Clampers and DHPA will be conducted in the evening for adults only, and only beer and wine will be served. Staff does not anticipate any problems with this event. Commissioner Wong-Gillmore asked how can the Commission help? Director Lowart stated that volunteers will be needed and she will contact the Commission as the date gets closer. Water Carnival Director Lowart reported that the 6th Annual Water Carnival at the Dublin Swim Center will be held on Saturday, July 27, 1996 from 1:00-5:00 p.m. This year the event has been expanded to include live entertainment featuring the band Easy Street, food items including barbecued chicken and ribs,hot links,potato salad and beverages, as well as family fun and games including a dunk tank,carnival games, face painting,and a 20 foot inflatable submarine. Chairman Chapman asked what are Staffs expectations in attendance for this event? Director Lowart replied, between 200-300. Chairman Chapman volunteered to be in the dunk tank in the afternoon after 2:00 p.m. 14th Annual St.Patrick's Day Celebration Director Lowart reported that at the November 10, 1995 meeting of the Parks and Community Services Commission,the Commission discussed the preliminary plans for the 1996 St. Patrick's Day Celebration. The Commission was generally in favor of the plans,however there was some discussion as to the route and format of the parade. The 1997 St. Patrick's Day Celebration is scheduled for Saturday, March 15, 1997. Director Lowart briefly gave an overview of the 1996 St. Patrick's Day Celebration. At this time,planning has not yet begun for the 1997 event, however Staff would need input from the Commission at this time to be considered by the planning committee. She pointed out that any changes to the current parade route would have to be discussed with the Lions Club and also approved by Police Services. Chairman Chapman stated that there were large gaps in the parade last year,which caused many people to leave thinking that the parade had ended. Commissioner Wong-Gillmore stated that the route winds a lot, making it difficult for viewers to see what is coming. She indicated that she would like to see the parade route on a main thoroughfare. Commissioner Fasulkey asked if the Lions Club is responsible for the current parade route ? Director Lowart stated that the parade route is discussed in advance with the Lions and also reviewed with Police Services, who issues the parade permit. She indicated that there have been three different parade routes over the years and there are pros and cons on a straight route. Chairman Chapman felt that many of the merchants benefit from the parade. He asked if the Lions Club have ever circulated a program for the parade? He felt that a program could include the parade route, indicate special sales and maybe have merchant coupons. Commissioner Fasulkey stated that the gaps in the parade are usually caused by Channel 30 taping particular groups,who stop to perform. He suggested using a CB radio club to coordinate the moving of the groups in the parade. • • MINUTES-JULY 15, 1996 PAGE THREE Commissioner Wong-Gillmore felt that more bands are needed in the parade. Reverend Al's Revival Band that played last year was great and the crowd seemed to really enjoy them. Chairman Chapman agreed,bands are the highlight of the parade. Chairman Chapman asked what happened to the vendor that was selling beer during the celebration last year? Director Lowart stated that the vendor was contacted by the Police and told that he could be in violation of ABC licensing. Commissioner Kamau reported that Dublin High School has a talent show every year, and asked if it would be possible for them to perform at the celebration? Director Lowart replied,yes. Other Business Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff Commissioner Fasulkey reported that he attended the Sports Liaison meeting last week. Attendance included Dublin Little League and CYO. Dublin Little League complimented Dean McDonald for his efforts in maintaining the sports grounds. The Schaefer Ranch Project was reviewed and it was asked whether it would be possible to add a second diamond in the sports park. No one seemed to have a problem with the proximity of the park to the freeway, if quieter than the Dublin Sports Grounds. In addition, CYO is interested in accessing Dublin Elementary School and wants to know what will be required to gain access. Commissioner Kamau inquired as to the dates and times that the various committees meet. Director Lowart replied that they meet at different dates and times and will let her know when the committees she is assigned to are scheduled to meet. Commissioner Wong-Gillmore reported that the next Senior Advisory meeting is scheduled for next Thursday. The Dublin Little League Senior Majors just won the Tournament of Champions. She asked if the City will do a proclamation? Director Lowart stated that she will check on the matter. Commissioner Wong-Gillmore inquired as to the status of the Teen Task Force. Director Lowart reported that one pool bash has been conducted with another one scheduled soon. She indicated that she will update the Commission on the Teen Task Force at their next meeting. Chairman Chapman inquired as to the status of the Schaefer Park Project. Director Lowart stated that several meetings have been conducted with the applicant to date. The Police are extremely concerned with the proximity to the freeway, berming and isolation of the park. The applicant has requested more time to respond to the concerns. Director Lowart stated that Gabriela Nassar was honored at the last City Council meeting where she was presented with a proclamation and writing pen. Ms.Nassar thanked the Commission for the opportunity to serve as a Commissioner.
