The May 29, 1996 meeting of the Parks and Community Services Commission was called to order at 7:30
p.m. at the Dublin Civic Center,Dublin, California,by Chairman Chapman.

1996-2001 Five Year Capital Impr vement Program
Director Lowart reported that work is currently underway on a new Five Year Capital Improvement
Program for Fiscal Year 1996-97 through Fiscal Year 2000-01. She summarized the park, school and
facility projects presently included in the 1994-99 CIP, as well as a listing of those projects presently
included in the 1994-99 CIP for which no funding is available.
She then reviewed the recommended projects for inclusion in the new CIP:

Projects for which there is insufficient funding include the Dublin Sports Grounds Renovation (balance of
Phase III), Dublin Swim Center Deck Replacement; Dublin Swim Center Boiler Replacement; Dublin
School Athletic Field and Play Area Renovation; Frederiksen School Athletic Field Renovation; Wells-
Cronin Athletic Field Renovation and Nielsen School Athletic Field Renovation.
Mape Park Discussion:
Becky Hopkins, 7510 Calle Verde Road, Dublin, urged the Commission to fund Mape Park as it is long •
overdue.

Bob Vogel, 7548 San Sabana Road, Dublin, indicated that safety is a high priority and is the number one
reason to renovation Mape Park.
Patricia Dugan, 7587 San Sabana Road, Dublin, spoke in favor of Mape Park and indicated that she would
like to take her 7 grandchildren to the park but it needs to be updated and modernized.
Inga Houston, 7611 San Sabana Road, Dublin, indicated that now is the time for Mape Memorial Park. It
is 30 years old and tired and deserves a facelift.
Brigit Craig, Dublin, indicated that she does not now use Mape Park but takes her children to other parks.
If it was renovated, she would take her children. The park should be done in it's entirety,not piecemeal.
Marilyn Hopkins, 7510 Calle Verde, Dublin, spoke in favor of Mape Mar and hoped that young children
could have a park that her children didn't have.
Carole Wolfe, 7505 San Sabana Road, Dublin, indicated that the master plan offers something for
everyone in the neighborhood and urged the Commission to fund the project. She also added that there
are 60 children on Calle Verde and San Sabana that need this park.
Mike Wolfe, 7505 San Sabana Road, Dublin, was pleased with the volleyball courts because he and his
friends would like to use them.
Inga Houston read a letter from Michael and Sally White, 7500 San Sabana Road, Dublin, who also
supported the Mape Park Renovation.
Commissioner Wong-Gillmore questioned whether the bridge would be unsafe and contribute to park
problems.
Commissioner Cramer responded that the bridge would increase the "good" traffic into the park and
encourage good use of the park.
Commissioner Wong-Gillmore questioned whether the options were as important that just giving the park
a facelift and whether they would bring more of the community to the park, thus benefiting a greater
number of residents.
Becky Hopkins responded that Mape Park is the last of the City Parks to be renovated and that it is their
turn. She added that a community park would have a greater benefit but that Mape Park would serve the
new residents of Western Dublin who have paid park in-lieu fees which could be used to renovate the
park.

Dublin Swim Center Exterior Painting Discussion:
Chairman Chapman asked whether consideration had been given to having a volunteer group do the
painting. He thought that the High School Swim Team might be interested in doing the work in exchange
for free use of the pool.
Dublin Sports Grounds Renovation Discussion:
Commissioner Fasulkey questioned whether the fields at DHS would be available for use when the fields
were renovated.
Commissioner Jones indicated that the fields will be used even more in the future by the High School due
to the change of leagues.
Margaret Garlock, Dublin Little League, indicated that it would be a real hardship if the fields were closed
and no replacement fields were available. She said that the 90' diamond at Murray School is rarely used
as balls keep going over the neighbors fences and they complain.
An unidentified representative from Dublin United Soccer League echoed the sentiments of Little League
regarding the availability of replacement fields.
Commissioner Wong-Gillmore suggested that we not allocate funds to the Dublin Sports Grounds •
Renovation but to use them as leverage with the School District to discuss and fund projects on school
grounds. She felt that Dublin Sports Grounds can not be renovated until other fields are available.
Chairman Chapman suggested that representatives from the sports groups come together to identify a
solution.
IT WAS MOVED BY COMMISSIONER FASULKEY AND SECONDED BY COMMISSIONER
CRAMER TO APPROVE THE PROJECTS FOR FISCAL YEAR 1996-97 AS RECOMMENDED BY
STAFF WITH THE EXCEPTION OF THE DOUGHERTY HILLS OPEN SPACE SLOPE REPAIR
WHICH SHOULD BE DEFERRED TO THE CITY COUNCIL. (THE VOTE WAS 5-1 WITH
COMMISSIONER WONG-GILLMORE VOTING AGAINST THE MOTION.)
IT WAS MOVED BY COMMISSIONER WONG-GILLMORE AND SECONDED BY COMMISSIONER
JONES TO APPROVE THE DUBLIN SWIM CENTER EXTERIOR PAINTING AND SHANNON CENTER
FLOOR REPLACEMENT PROJECTS FOR FUNDING IN FISCAL YEAR 1997-98 AND TO EARMARK
THE BALANCE OF THE FUNDING FOR FUTURE ATHLETIC PROJECTS. FURTHER, IT WAS
RECOMMENDED THAT MEETINGS BE ARRANGED WITH APPROPRIATE GROUPS TO DISCUSS
FUTURE ATHLETIC PROJECTS. (UNANIMOUS)

Commissioner Jones indicated that he is working on the Dublin High School "Grad Night" and that a
viewing of the Little Theater will be on June 5, 1996 at 7:00 p.m.

Chairman Chapman asked whether the interviews for the student representative to the Commission had
been arranged. As they had not, the sub-committee directed Director Lowart to schedule them for June 5,
1996 at 7:00 p.m. in the Dublin High School Library.
