The October 20, 1997 meeting of the Parks and Community Services Commission was called to order at 7:05 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Wong-Gillmore. Pledge of Allegiance Pledge of Allegiance was led by Chairperson Wong-Gillmore. Roll Call Commissioners Present: Wong-Gillmore, Cramer, Chapman, Schmidt and Cobb-Adams (arrived at approximately 7:29 p.m.) Commissioners Absent: Swalwell Oral Communications-None Approval of Minutes The minutes of the September 22, 1997 meeting was approved as presented. Written Communications Public Hearing Establishment of a Gym Attendant Fee Director"Lowart reported that as part of the Fiscal Year 1997-98 Budget, a Higher Service Level was approved to fund a part-time temporary Gym Attendant to supervise weekend community use at the Wells Gymnasium and Multi-purpose Room. The position was instituted at the request of the Dublin Unified School District and is intended to monitor facility use and trouble-shoot potential problems. Additionally, the Gym Attendant would be responsible for light custodial work at the end of each use in order to avoid the need for District custodians. In order to recover the cost of providing a Gym Attendant it is necessary to establish a Gym Attendant Fee. The proposed Gym Attendant Fee is $10 per hour. The fee is based on the direct cost to the City of providing a Gym Attendant. It is intended that the Gym Attendant would be present whenever the Wells • Middle-School Gym or Multi-purpose Room is used on a Friday evening, Saturday, Sunday or District holiday: The hourly fee would be assessed for each hour of use and would be collected and retained by,..the City. Chairperson Wong-Gillmore opened the meeting for public for input. Being no one present, the public hearing was closed. Commissioner Cramer asked if the $10 fee would actually cover costs. Director Lowart answered affirmatively. Commissioner Chapman asked if both the multi-purpose and gym are used simultaneously, will only one person be responsible for both facilities. Director Lowart replied, yes. Commissioner Chapman questioned the liability if something were to happen in one facility while the attendant was in the other facility. Director Lowart stated that all groups would be required to provide proof of liability insurance. 4 ` MINUTES - OCTOBER 20 ,1997 PAGE TWO Chairperson Wong-Gillmore asked if all the youth groups were given notice that this item was on the agenda tonight. Director Lowart stated that it is posted twice in the newspapers as a public hearing, as well as at the Civic, Shannon and Senior Centers. CYO was also notified by mail. There was no feedback received from any individuals or groups. IT WAS MOVED BY COMMISSIONER CHAPMAN AND SECONDED BY COMMISSIONER CRAMER TO ADOPT THE GYM FEE RESOLUTION AS PROPOSED IN EXHIBIT A. (UNANIMOUS) Unfinished Business-None New Business Fall/Winter Special Events Director Lowart briefly summarized the community special events planned for the upcoming months. Who-Dun-It Theater and Buffet Supper - On Wednesday, October 29 at 6:30 p.m. the seniors will be performing a Sherlock Holmes-type mystery. Cost for the event is $5.00. Holiday Bazaar - The Senior Center will conduct a Holiday Bazaar, Saturday, November 22 from 9:00 a.m. - 2:00 p.m. Shoppers are welcome at no charge. Holiday Tree Lighting Ceremony - The 14th Annual. Tree Lighting Ceremony will be held on Thursday, December 4 at 6:30 p.m. in the lobby at the Dublin Civic Center. Admission to the event is one non- perishable food item which will be donated to the Children's Emergency Relief Fund. Breakfast With Santa - The Annual Breakfast With Santa at the Shannon Community Center will be held on Saturday, December 13. Breakfast will be prepared by the Dublin High School Band Boosters. Two seatings are available at 9:00 a.m. and 10:30 a.m. This year, tickets will only be available at the door. Kids Act Production of "The Best Christmas Pageant Ever" - Rick Robinson, Jr. will be directing a production of"The Best Christmas Pageant Ever", at the Dublin Senior Center, December 5, 6, 12, 13, 19, and 20 at 7:30 p.m. Tickets are $5 per person and will be sold at the door beginning at 6:30 p.m. Update of Fiscal Year 1997-98 Park Capital Improvement Projects Director Lowart reported that the Fiscal Year 1997-98 Budget contains funding for 12 Park Capital Improvement Projects. She briefly summarized each project and its status for the Commission. Mape Memorial Park Renovation- Complete and the total cost was $468,855. Heritage Center Parking Lot- In progress and the total estimated cost is $64,900. Shannon Center Interior Painting and Wallpaper- Interior painting and replacement of worn wallpaper at the Shannon Community Center. Bids are currently being accepted for the wallpaper and should be complete in early December, Painting will follow the Floor Coverings Replacement project. The total budget for this project is $34,000. MINUTES - OCTOBER 20, PAGE THREE Shannon Center Floor Coverings Replacement - Replacement of floor coverings at Shannon Center including: vinyl tile in the lobby, hallway, kitchen, stairway, storage area and preschool room; and carpet in the preschool room. The hardwood floor in the East Room will be refinished. Plans and specifications for this project are currently being prepared and it is anticipated that the work will be complete by January, 1998. The total budget for this project is $14,860. Dou gherty Hills Park Slope Repair- Phase I was completed in Fiscal Year 1996-97; Phase II is scheduled for Fiscal Year 1997-98 and will mitigate potential instabilities in the north end of the Crossridge Road slope. The total budget for this project is $599,862. Dublin Swim Center Deck Replacement - Replacement of the deck at the Dublin Swim Center and consultant services to develop a master plan for future pool improvements, including the deck. Review of master plan proposals underway and it is anticipated that a contract will be awarded at the November 4, 1997 meeting of the City Council. Upon completion of the master plan, plans and specifications for the deck replacement will be developed. The actual deck replacement will not be undertaken until the Fall of 1998. The total budget for this project is $171,975. City Park Master Plan - Development of a master plan for future site improvements on the 56± acre City Park located on Tassajara Road between the Transit Spine and Gleason Road on the Santa Rita property in Eastern Dublin. The City Council approved an agreement with the firm of David L. Gates and Associates, Inc. at the October 7, 1997 Council meeting and the first meeting of the Task Force is scheduled for October 30, 1997. It is anticipated that the development of the Master Plan will take approximately 6-8 months. The total budget for this project is $80,000. City Park, Phase I- The Fiscal Year 1997-98 Budget includes funds for development of the construction documents for Phase I and the Fiscal Year 1998-99 Budget includes funds for construction of the Phase I improvements. The total budget for this project is $2,278,000. Dublin Heritage Center Improvements - Improvements to the grounds at the Dublin Heritage Center as follows: 1) parking lot landscaping; 2) church landscaping and wedding court; 3) school landscaping and picnic area; and 4) cemetery landscaping and walkways. It is anticipated that these improvements will be undertaken in the Spring of 1998. The total budget for this project is $73,000. Mape Memorial Park Pedestrian B ridge - Funded with a Transportation Development Act Grant, the bridge will connect the bicycle and pedestrian path in Mape Memorial Park to the bicycle and pedestrian path south of the park with a bridge spanning Martin Canyon Creek. It is anticipated that the work will be done in the Spring of 1998. The total budget for this project is $47,000. Director Lowart stated that she recently received a letter from a Kildara resident in opposition to the bridge. Shannon Park Pedestrian Pathway - Construction of a six foot asphalt pathway and railroad tie stairway from the existing San Ramon Road bike/pedestrian path to the rear parking lot of the Shannon Community Center. The design of the pathway has been completed and the actual construction should be finished by early 1998. The total budget for this project is $7,800. Valley High School Community Gymnasium - Construction began the week of October 6, 1997 and is anticipated to take 18 months. The cost of the City's participation is estimated to be $1,059,237. t MINUTES - OCTOBER 20, 1997 PAGE FOUR Chairperson Wong-Gillmore congratulated staff on the grant monies received for the bridge at Mape Park. Director Lowart stated the Public Works Department is responsible for obtaining the grant. Commissioner Cramer stated that he did not recall any opposition to the bridge by Kildara residents at the meeting reviewing the original plan. Director Lowart stated that after she received the letter, she reviewed the minutes of the meeting and found no opposition at either the Commission or City Council meetings. Chairperson Wong-Gillmore asked why they were in opposition. Director Lowart stated that it is her understanding that they are concerned that it will bring people into their development that should not be there. Chairperson Wong-Gillmore asked for the date and time of the City Parks Task Force meeting. Director Lowart stated that the first meeting will held on Thursday, October 30 in the Regional Meeting Room at 7:30 p.m. Other Business Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff Commissioner Cobb-Adams reported that the Library Task Force will be meeting on the fourth Tuesday of each month from 7:00-9:00 p.m. Paul Moffatt is the Chairman and Connie Spence the Vice-Chair. The Commissioners indicated that they had received an invitation to attend a Dinner Theatre for the Dublin Theatre Company on November 22 at the Civic Center. Director Lowart reported that the invitations had been sent out prematurely and that the event will not be held at the Civic Center. It is her understanding that it will be rescheduled. • Commissioner Chapman stated that even though he attended the Heritage Fall Festival for only a few hours, he thought that it was very well organized. The Petting Zoo was a very popular and successful event, and the music entertainment was great. He indicated that he hopes that staff does not become discouraged, and will plan to do the event again. Chairperson Wong-Gillmore reported that she had a great time at the Heritage Festival. The pet parade was a lot of fun, but too short. She felt that the music should be more centered around the center. She indicated that she would like to see this event continue Director Lowart indicated that Staff and the Heritage Advisory Committee will be reviewing this event. Commissioner Chapman stated that instead of the Commission representatives attending the Senior Advisory Committee and Heritage Center Committee meetings, that these two groups should be coming to the Parks and Community Service Commission meetings and updating the Commission on issues and events. Director Lowart stated that the City Council will consider the formation of a Youth Advisory Committee at their meeting of Tuesday, October 21. Michelle Wierschem will encourage the teens to attend. Commissioners Wong-Gillmore and Chapman felt very strongly that every effort should be made to inform the teens, in their leadership classes, etc. Commissioner Schmidt stated that he will put an announcement in the school bulletin. MINUTES - OCTOBER 20 ,1997 PAGE FIVE Chairperson Wong-Gillmore asked if Staff has given any thought to conducting a youth concert at Shannon Center? Director Lowart stated that this is something that could be considered by the Youth Advisory Committee. Director Lowart reported that Cindy Garcia was hired as the new Office Assistant at Shannon Center.
