The August 18, 1997 meeting of the Parks and Community Services Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Wong-Gilhnore. Pledge of Allegiance Pledge of Allegiance was led by Chairperson Wong-Gillmore. Roll Call Commissioners Present: Chapman, Cobb-Adams,Wong-Gillmore, Cramer, Swalwell and Schmidt Oral Communications-None Approval of Minutes The minutes of July 21, 1997 were approved as presented. Written Communications-None Public Hearing-None Unfinished Business Teen Program Assessment Michelle Wierschem, Recreation Coordinator, reported that at the July 21, 1997 meeting of the Parks and Community Services Commission, Staff reviewed the results of a recent survey on youth advisory bodies that was sent to 12 agencies in the East Bay Area. After further review of the survey results and discussion of the City's current teen program, it was determined that to successfully implement a youth advisory body, we would need to assess the needs and of teens in Dublin, evaluate current teen programs, and develop a comprehensive plan for teen programming to include community support, funding and resources for successful implementation of proposed programs. As a part of this assessment it was recommended that the teen leadership classes from Wells Middle School and Dublin High School, as well as the class officers and other interested members of the community be invited to a Parks and Community Services Commission meeting to discuss teen services and programs. As directed,notices were sent to teens inviting them to address the Commission. Chairperson Wong-Gillmore opened the meeting to public input. Adam Rudik, 8122 Brittany Drive-Need a lighted basketball court that would be opened later than 9:00 p.m. Brian Ralston, 11937 Bloomington Way - Need a facility that is opened after 9:00 p.m., someplace where teens can sit around, talk and have coffee. The lock-ins are a good event and a lot of kids like to go. Interested in being on the task force. Sasha Garren, 7254 Tina Place - On the Dance Committee for Dublin High. Dances are limited and too expensive. Karen Seals with Friday Night Live has indicated interest in doing a lock-in. San Ramon and Danville have clubs for 18 years and under, Pleasanton has Shabooms and Livermore has the Paragon. Would be interested in the Task Force. Wanjiku Kamau, 8142 Locust Place - Once you have leaders, the others will follow. She suggested that Valley High be included. She suggested distributing information in the English classes, because everyone has to take English. She asked the Commission to explain what was expected from the teens tonight. Commissioner Chapman stated that Teen Task Force was gung-ho at first and then the adults were giving all the input and only a few people were doing their share. Commissioner Cramer added that the Commission is concerned with what the City is doing for its youth. He felt the teens need to have a strong commitment and to devote one year to serving on a committee. MINUTES -AUGUST 18, 1997 PAGE TWO Commissioner Schmidt stated that he can come up with 6-12 kids who may have some good ideas. He would like to see a night basketball court and more trips. Betsy Chapman, 11579 Circle Way-The Teen Task Force failed because there was no formal governing body. The lock- in was a success because a lot of different groups were involved. A structured/formal body and diversity is needed. Leadership classes are a good source for members, because they are the doers. They have the ideas and know what is wanted,but don't know how to get things going. Brian Raymond, 6860 Amador Valley Blvd. - The task force may be a good idea on paper, but things never get done. Ideas are not practical and don't work for everyone. Need adult supervision to let kids know what can be done. Teens need something to do after school. He suggested having the Dublin Sports Grounds opened late where teens could maybe have a barbecue and hang out. Tim Sbranti, 6944 Langmuir Lane - Leadership classes are not as diverse as they should be. He suggested getting information out through the second period home rooms, because this is where the bulletin is read and announcements are made. He was in favor of an advisory committee. He suggested a very strong focus on the middle schools, bringing them up on the program. Lock-ins are great. Dances could be alternately co-sponsored with other schools and cities. He indicated however,that there is a lack of teacher support. Kimmie Adolf, 11677 Juarez Court(Wells student) -Have gone on a few ski trips, but they are expensive. Need activities that are not so costly, like going Great America. Financial assistance would help. Need different activities for middle school and high school. A concert in the park for teens would be fun. Dances at Wells have the same DJ every month and are boring. Suggested.having dances later in the evening with different bands. Stevie Bauer, 8660 Southwick-Suggested having a karoke night. Anu Gil, 7617 Canterbury Lane - The task force is a good idea. Talent show at school is good. Meeting at the Dublin Sports Grounds is a good idea, but what would teens do? A soccer or football game to watch or participate in would be fun. Administration at school is not in favor of co-sponsoring dances with other schools, afraid of fights. There is a waiting list for leadership class,which might be a good resource. There are three bands that play during lunch at school. Karen Jacobs, 8325 Rhoda Avenue- She indicated that she was involved in the original Task Force, and did not feel that it was a failure. There were several successful activities, it just did not get perpetuated. She felt that the teens need to run it, but with adult involvement. The adults are the ones who would provide the consistency to bring the ideas to fruition. It would be very important to get the adult community involved in order for this to be successful. Commissioner Cramer asked Ms. Jacobs how the board would be made up. She replied that there are a lot of parents in the community that are very committed to the community and their children. But the kids need to select those adults they feel they can work with. Chairperson Wong-Gillmore closed public input. Director Lowart stated that the next step is to meet with focus groups of school administrators, community leaders, teens and parents to identify collaborative opportunities and new programs for implementation over the next several years. Additionally, current teen activities and programs, such as the T.R.A.C. program, will be reviewed to determine if they are meeting the needs of the teens. A report will be generated in November recommending programs and services to be implemented for teens in Dublin. Commissioner Cramer felt very strongly that something needs to be done now. The Commission should make a commitment and pass this on to the Council as soon as possible. Chairperson Wong-Gilimore agreed. Commissioner Cobb-Adams stated that she did not see a problem with Staff laying the foundation first. MINUTES -AUGUST 18, 1997 PAGE THREE Commissioner Cramer stated that he would like to have Staff review the surveys received from the responding ten cities, and come back to the Commission with a general structure for the Youth Advisory Committee at the next meeting. IT WAS MOVED BY COMMISSIONER CRAMER TO DIRECT STAFF TO COME BACK AT THE NEXT SCHEDULED MEETING WITH A STRUCTURE FOR THE FORMATION OF A YOUTH ADVISORY COMMITTEE. STAFF IS ALSO DIRECTED TO ADVISE THE CITY COUNCIL THAT THE COMMISSION IS IN SUPPORT OF HAVING A YOUTH ADVISORY COMMITTEE. SECONDED BY COMMISSIONER SWALWELL. COMMISSIONER CRAMER AMENDED THE MOTION, ADDING "CHAIR IS DIRECTED TO APPOINT A SUBCOMMITTEE TO MEET WITH STAFF REGARDING INPUT ON THE YOUTH ADVISORY COMMITTEE': (UNANIMOUS) Discussion: Commissioner Chapman stated that it is important for the Youth Advisory Committee to be structured; he felt that one of the reasons that the Teen Task Force failed was because of lack of structure. He also indicated that the teens should have input as to the proposed structure of the Committee. Chairperson Wong-Gillmore asked for volunteers for the subcommittee to the Youth Advisory Committee. Commissioner Swalwell, Schmidt and Wong-Gillmore volunteered. A meeting was scheduled for Wednesday, August 27 at 7:00 p.m. in the Civic Center upstairs conference room. New Business Heritage Fall Festival Director Lowart reported that plans are underway for the second annual Heritage Fall Festival to be held on Saturday, September 27 from 10:00 a.m.-3:00 p.m. with a Pet Parade co-sponsored by Dublin Creek Kennels. Craft and antique booths will be arranged around the parking lot and down Donlon Way leading participants to the children's activities which will feature pony rides, a petting zoo and crafts booth. Dublin Fine Arts Foundation will have a display in the museum meeting room and in Old St. Raymond's Church. The event will also feature food booths, non-profit information booths and tours of the Murray Schoolhouse Museum. A scarecrow contest will be conducted with participants from the Dublin third graders, afterschool recreation programs and Shannon pre-school program. Other Business Brief INFORMATIONAL ONLY Reports from Parks&Community Services Commissioners and/or Stag' Commissioner Schmidt stated that he is very glad to see the interest from the youth in Dublin. Commissioner Swalwell reported that he (as President of Dublin Youth Soccer) received a letter regarding the spillage of trash at Frederiksen School. He stated the problem is that the containers are not being emptied. Director Lowart stated that she will follow-up on the matter. Commissioner Chapman reported that he attended the last Heritage Advisory Committee meeting as the alternate for Commissioner Cobb-Adams. Since there as no quorum, an unofficial meeting was conducted and the Heritage Fall Festival was discussed. Commissioner Chapman stated that he thought the Concert at the Civic was great, and all the comments he heard from the public were very positive. Commissioner Cramer,Wong-Gillmore and Swalwell agreed. Commissioner Cramer stated that he drives by Mape Park everyday, and noticed that the new sign at Mape Park is under wraps. Director Lowart stated that a good turn out is expected for the dedication and several members of the Mape family are scheduled to attend. The Clampers will also be dedicating a monument to John Mape. Commissioner Swalwell reported that he has received a lot of favorable comments on an employee by the name of Matt. Director Lowart stated that Matt, also known as Bubba, works as a Recreation Leader in the Fun-in-the-Sun Program, and will be working in the Afterschool Program in the Fall. • MINUTES -AUGUST 18, 1997 PAGE FOUR Commissioner Chapman stated that the committee list should be revised to reflect that the subcommittee appointed tonight supersedes the Teen Task Force. Director Lowart reported the following: 4. The Fall brochure is in the mail. *Dublin Elementary has been added as an additional afterschool site. Registration is underway and this site is already half full.
