The April 21, 1997 meeting of the Parks and Community Services Commission was called to order at 7:04 p.m. at
the Dublin Civic Center, Dublin, California,by Chairperson Wong-Gillmore.

Commissioner Cobb-Adams corrected the minutes, Page 2 - Other Business, indicating that it was Commissioner
Cramer who reported on the Youth Sports Liaison meeting, and not her.

New Business
At this time, the Parks and Community Services Commission met jointly with the Heritage Center Advisory
Committee to discuss the following agenda item.
Dublin Heritage Center Master Site Plan
Heritage Center Director Leonard reported that as part of the 1996-2001 Capital Improvement Program, funds
were budgeted for the development of a master site plan for the Dublin Heritage Center. The purpose of the master
site plan is to develop a model for future site improvements and a strategy for their implementation. Alan R.
Dreyfuss, the architect responsible for the renovation of the Murray Schoolhouse and Old St. Raymond's Church,
was awarded the contract.
Mr. Dreyfuss stated that he is working with Blair Prentiss who is a urban and landscape designer, who was unable
to be present at the meeting. Their approach to the plan was to retain as much as possible of the character of the
site as it is one of the last remnants of a rural suburban look. Mr. Dreyfuss reviewed the master plan with the
Commission and Committee.
Torn McCormick,DHPA,recommended that the old well be removed as it is not part of the original site and that it
belongs to Marie Cronin and that she might want it returned to her.
Tom McCormick stated that in the past there has been concern about the noise around the museum and suggested
that the foliage be extended to enhance the sound barrier. Mr.McCormick asked if the storage stand and barbecue
pit will be removed? Mr. Dreyfuss indicated that it is not part of the proposal, but it looks like it can be picked up
and removed.
Mr. McCormick stated that back on the North Southwest side if the cemetery there was a fire in the late 20's or
early 30's that destroyed a number of wooden grave markers. There are also a number of unmarked graves of
buried children there. He suggested that walkways not be in this area and that perhaps a marker could be erected.

He also asked whether additional family markers were to be included in the master plan. Mr. Dreyfuss indicated
that the walkway in the are of the unmarked graves could be moved and that they had not really considered the
addition of more family markers.
Floyd Shreeve asked if all the comments made tonight will be included in the report to the City Council?
Mr. Dreyfuss replied, yes. Mr. Shreeve asked if the trees planted will be young or older trees? Mr. Dreyfuss
replied, that it is his understanding that young trees will be planted for two reasons. One, young trees once
established grow faster than larger trees, and two,the cost involved.
Mr. Shreeve asked what about irrigation? Mr.Dreyfuss stated that there are no plans for irrigation and it would be
a major expense. There is an existing water line on the property that could be extended to the cemetery, however
there is the question of funding.
Mr. McCormick stated that he is concerned with the fact that you don't have the exit lane that goes out to Dublin
Boulevard on the site plan. Mr. Dreyfuss stated that plans are to place gravel there and reopen the lane. Mr.
McCormick indicated that this area is used a lot as a lovers lane, and recommended that the area be cleaned out.
Mr. Shreeve stated that the path among the hawthorns was always used for the funeral vehicles and wanted to
make sure that it was still accessible for this purpose. Mr. Dreyfuss stated that if the path still needs to be
accessible for vehicles, it is suggested that removal bollards be placed there.
Chairperson Wong-Gillmore asked whether a gate could be installed at the entry for the purpose of safety and
protection? Mr.Dreyfuss stated that there is no reason why a gate could not be placed there.
Commissioner Swalwell felt that the unmarked graves is a unique area and should be addressed appropriately. He
asked if there are any ideas for the type of restroom that would be installed. Mr. Dreyfuss replied, probably an
outhouse/farmhouse type, something compatible with the Church.
Commissioner Cobb-Adams felt that the City needs to look for funds for this project. (Commissioner Cobb-Adams
left the meeting at 7:43 p.m.). She indicated that sees too many things done in the City only to see it later
removed,which is a waste of money.
Chairperson Wong-Gillmore stated that this is an historical site and means a great deal to the City. She agreed
with Commissioner Cobb-Adams for the need of funding.
Being no further input, Chairperson Wong-Gillmore briefly summarized the items of concern: 1) Gate, 2) parking
lot surface; 3)unmarked graves; 4)well; and 5)the unsightly storage shed.
Director Lowart stated that this item will be taken to the City Council. Staff will then come back to the
Commission and Committee to prioritize the various project phases.
Mape Memorial Park Sign
Director Lowart reported that at the March 17, 1997 meeting of the Parks and Community Services Commission,
Commissioner Cramer requested that the issue of replacement of the park sign at Mape Memorial Park be placed
on the agenda. The renovation project that is currently taking place does not include replacement of the park sign;
the current park sign was installed in late 1990 at a cost of $8,000. Staff requested a cost estimate from the
contractor for the park renovation to replace the existing "Mape Park" sign. The work would include removal of
the sign plate while leaving the posts in tact to be re-used with the new sign. The new sign plate would read
"Mape Memorial Park" and the estimated cost is $3,200. Ms. Lowart presented photos of the existing sign for the
Commissions review. She indicated that there are three options available; 1) leave the sign as is; 2) use the sign
wood post and replace the sign board; and 3) install a new sign.
Chairperson Wong-Gillmore suggested having a joint project with the Dublin High School wood shop.

Commissioner Cramer felt that the current sign looks tacky for a newly renovated park. He felt that with a
reopening ceremony planned and with plans to have some veterans organizations and the media present, it would
be embarrassing to him as a resident and to the City to have the old sign there. Commissioner Swalwell agreed
with the need for a new sign,but not for$3200.
Chairperson Wong-Gillmore asked if there is a discretionary budget for these types of things? Director Lowart
replied, no but the improvement budget did contain a 10% contingency which, at this time, has not been entirely
used.
Commissioner Cramer stated that it would seem to him that within the City there is someone who knows
woodworking that can cleanup, refinish, stain the two posts, remove the bolts and put in an equivalent piece of
wood.
Director Lowart stated that she will proceed with getting some additional cost estimates.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Commissioner Swalwell stated that he attended the Heritage Advisory Committee meeting of April 10 and
reported that plans are currently underway for the Fall Festival scheduled for September 27. On June 21, a Bridal
Wedding Fashion Show will be conducted. Tickets are available at$20.00 each.
Commissioner Swalwell indicated his concern regarding fields #5 & #6 at the Dublin Sports Grounds. Balls are
ricocheting off the tip,where the dirt meets the grass, and the pitching mound is deteriorating and needs more dirt.
He said that the field conditions were discussed at the last Sports Liaison meeting and, in addition, Dawn Mahan
called he City at least five times on the same matter. These fields are a liability.
Director Lowart indicated that she was surprised to learn of problems with the field condition as it was her
understanding that at the last liaison meeting, Dublin Little League praised the maintenance on the fields. She
indicated that she will refer the matter to Public Works for their comments and will respond to Dublin Little
League.
Commissioner Cramer complimented Director Lowart on the prompt installation of the gate by the new field. He
indicated that he has been driving by the gate and watching it, and all during the week and all day Sunday when
soccer was playing, it is closed. But on the last two Saturdays when Dublin Little League used the field, the gate
was wide open.
Commissioner Kamau reported that the 2010 Conference conducted by the Dublin Unified School District was
very interesting. Everyone was involved and a lot was accomplished.
Chairperson Wong-Gillmore stated that she had attended the Dublin Unified School District meeting two weeks
ago in which they were looking at going ahead with the field renovation at Wells and Valley Schools. The project
that was proposed would preclude the building of the gymnasium. The Board took action to defer the project.
Director Lowart stated that a report on the gymnasium project will be taken to the City Council on May 6. At this
time,the Dublin Unified District has put the gymnasium project on hold and in the process of evaluating all of the
remaining school projects to be funded out of the bond measure that was passed several years ago. It is her
understanding that there is about $36 million dollars in bond money and $66.5 million dollars in projects. City
staff has met with the School District staff to talk about the prognosis with the gymnasium and we are attempting
to find a way that the gymnasium can be built. A copy of the Staff report will be forwarded to the Commission.
Chairperson Wong-Gillmore asked if a date has been determined for the City's first concert. Director Lowart
replied that the date will probably be determined by the end of this week. •

Chairperson Wong-Gillmore reported that at the last meeting of the Senior Advisory Committee it was discussed
that they will be starting some bag lunch seminars on employment opportunities, and prevention of osteoporosis.
Their annual Walkathon is scheduled next month and sponsors are needed.
Director Lowart reported on the following:
• Staff will be sending out notices to the schools this week on recruitment for a Student Representative.
• The renovation of Mape Park is going well.
• The Swim Center is now open on weekends for spring session and will open daily on Memorial weekend.
• Staff is in the process of completing the programming for the Summer brochure and will be out the end of next
week.
• A special meeting may be needed in May to review the Capital Improvement Program and Budget; if so the
Commission will be contacted to poll their availability.
