The March 17, 1997 meeting of the Parks and Community Services Commission was called to order at 7:02
p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Wong-Gillmore:

Roll Call
Commissioners Present: Cobb-Adams, Wong-Gillmore, Cramer and Kamau

Oral Communications
Terri Dyer, 11268 Champagne Court, Dublin, stated that the fence opening located behind the bleachers at field
#7 makes it very difficult for parents to watch their small children. She felt that the opening should either be
eliminated or a gate be installed, so that small children cannot wander out to Dublin Boulevard.
Director Lowart stated that the City received a letter from Terri Dyer voicing concern of the lack of a gate at
field #7 along Dublin Boulevard. Mrs. Dyer's letter was referred to Staff for review and discussion. Michelle
Wierschem had planned to poll the members of the Sports Liaison Committee at their last meeting, it was not
done, however will be contacting the members for their input. The estimated cost to install a gate is between
$200-300.
Chairperson Wong-Gillmore asked Mrs. Dyer if she contacted Dublin Little League? Mrs. Dyer stated that she
sent a letter to the Board of Directors and was told that the opening in the fence was for wheel chair access.
Chairperson Wong-Gillmore suggested installing a temporary gate. Mrs. Dyer stated that this would work only
if the gate was consistently in place when field#7 was in use. She strongly recommended a permanent gate.
Commissioner Cobb-Adams stated that it is the City's not Dublin Little Leagues responsibility to address this
matter. She felt that either the access opening should be relocated or a gate installed.
Director Lowart stated that Staff will investigate the situation further, take photos of the location and come back
to the Commission with options for their review and consideration.
Approval of Minutes-February 10. 1997
The minutes of February 10, 1997 were approved as presented.
Written Communications
Request for Skate Park
Director Lowart reported that the Council reviewed at their meeting of January 21, 1997, correspondence
received from Dublin resident Doron Erenberg requesting that the City consider building a skate park in Dublin.
As the City's Five Year Capital Improvement Program (1996-2001) does not include funds for construction of a
skate park, the Council referred the matter to the Parks and Community Services Commission for further
consideration. At their Budget Study Session, the Council directed Staff to include a skate park in the CIP for
Fiscal Year 1997-98.

Director Lowart reported that the City of Pleasanton has a 8,000 square foot skate park which was built at a cost
of $56,165. Other communities who have skateboard parks include Santa Cruz, Benicia, Napa, Santa Rosa,
Palo Alto, Milpitas and Davis. San Ramon has converted several old tennis courts into a rink that is used by
inline skaters for roller hockey. In most instances, the communities who have developed skate parks have done
so with the assistance of a task force comprised of skaters, residents, business owners and community leaders.
If a skate park is a high priority in Dublin, Staff would recommend that a task force be established to study the
issue further. Preliminary costs estimates for a skate park for inclusion in the Fiscal Year 1997-98 Update to the
CIP will be brought to the Commission in May.
Commissioner Cobb-Adams asked what kind of liability is involved with this type of facility? Director Lowart
replied that as long as the rules are posted indicating that the participants skate at their own risk, it relieves the
City of liability.
Commissioner Cramer stated that his son and friends are always looking for a place to inline skate, and
concurred with Staffs recommendation.

New Business
Mape Memorial Park Dedication
Director Lowart reported that the Mape Memorial Park renovation project began on Monday, December 9, 1996
and the projected completion date for the project is April 28, 1997, with the maintenance period ending on July
28, 1997. As has been done upon completion of all other park improvement projects, Staff is recommending
that a park dedication be conducted.
The recommended date for the dedication is Saturday, August 23, 1997 with the theme of "In the Good Old
Summertime". Suggested activities include a sand volleyball tournament and/or volleyball serving contest, a
roving balloon clown for the children, musical entertainment, water balloon toss, gunny sack races and
parachute games. Suggested refreshments include barbecued hot dogs, chips and sodas, homemade ice cream
and sundae bar.
Commissioner Cobb-Adams suggested serving Old Fashion Lemonade.
The Commission directed Staff to submit the plans for the dedication of Mape Memorial Park to the City
Council for final approval on April 1.
Summer Concerts at the Civic Center
At the Goals and Objectives Study Session conducted on February 25, 1997, Mayor Houston suggested adding
the following objective: "Music at the Civic Center, conducting Summer concerts with variety of music for
Summer 1997, and to involve youth". This objective was given a high priority rating by the Council, and they
agreed that one concert for the upcoming summer would be a good beginning. Staff proposes to conduct a
concert on either August 8 or 15, from 6:30 p.m. to 8:00 p.m., using the plaza area for staging. People could sit
on the grass or seat walls, and chairs could be provided for additional seating. It is recommended that the music
be upbeat and appealing to a broad range of ages and people would be encouraged to bring a picnic dinner and
soft drinks and ice cream could be sold.

Staff is also considering another concert at the Civic Center for the month of September geared for teens; plans
will be brought back to the Commission at a later date.
The Commission concurred that the event is a great idea and should focus on a variety of music.
1997 Easter Eggstravaganza
Director Lowart reported that the 7th Annual Easter Eggstravaganza will be held on Saturday, March 29, 1997
from 9:30 - 11:00 a.m. at the Shannon Community Park. This years festivities will include special
entertainment, crafts and visits with the Easter Bunny as well as the traditional egg hunts by age group. The fee
for this activity is $4.00 for Dublin residents and $5.00 for non-residents. In the event of rain, the crafts and
entertainment will be moved inside the Shannon Center and the egg hunts will continue to held outside.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Commissioner i reported that she attended the Youth Sports Liaison meeting. A representative
from South Valley YouthtFootball was in attendance, who indicated that he hopes to make a lot of positive
changes and become more active. The group felt that Maintenance Superintendent, Dean McDonald is very
responsive to requests.
Commissioner Cramer stated that he enjoyed participating in the Lions Parade and said the Commission T-shirts
were much admired.
Commissioner Cobb-Adams asked if the City had a listing of its parks available. Director Lowart stated that
there is a directory included in the quarterly brochure.
Chairperson Wong-Gillmore reported that the Senior Advisory Committee is very interested in pursuing a new
Senior Center, and are currently looking at forming a foundation.
Commissioner Cramer felt that the sign at Mape Park looks very old and is unattractive. He asked if there were
plans to replace it? Director Lowart replied that the sign is not that old and there are no plans to replace it.
Commissioner Cramer requested that this item be placed on the agenda for discussion. Director Lowart stated
that she will take pictures of the sign for the Commissions review.
