MINUTES OF: NOVEMBER,16,1998
The November 16,1998 meeting of the Parks and Community Services Commission was called to order at 7:02p.m.
at the Dublin Civic Center,Dublin, California,by Chairman Cramer.

Dublin Senior Center Advisory Committee—No report.
Dublin Youth Advisory Committee—No report.
Heritage Center Advisory Committee
Angela Muetterties reported that the Heritage Center will be closed November through December as the heating
system is not working. A bid is going out for the repair of the heating system, and it is anticipated that the repair
will be completed by the end of December. The Committee is looking for ideas for its next exhibit. She asked the
Commission to refer any ideas they may have to Heritage Center Director,Bonnie Leonard.
Approval of Minutes
Chairman Cramer referred to Page 3, 2nd Paragraph, indicating that it was his understanding that George Zika had
stated that if the Emerald Glen Phase I Preliminary Design came back to the Commission, that we should not bring
back the Task Force. Director Lowart stated that she understood that instead of sending it back to the Task Force,
he wanted the Commission to conduct a joint meeting of the Task Force and the Commission. Chairman Cramer
concurred with Director Lowarts understanding.
ON A MOTION OF CM. CHAPMAN, SECONDED BY CM. WONG-GILLMORE AND BY UNANIMOUS
VOTE, THE COMMISSION APPROVED THE MINUTES OF THE OCTOBER 19, 1998 MEETING AS
PRESENTED.

New Business
1998 Summer Concert Series Evaluation
Paul McCreary, Recreation Coordinator, reported that the Fiscal Year 1997-98 Budget included funding for two
outdoor concerts at the Civic Center. The first concert was held on Friday August 15, 1997 from 6:30-8:OOpm,
with 400 in attendance. The second concert geared to teens was held on May 29, 1998. Due to the popularity of
the August 1997 concert, the City Council placed a high priority on expanding the summer concert program for
1998. In April of 1998 the Council appropriated funding for an additional concert in June of 1998 and directed
Staff to include funding for three concerts in the Fiscal Year 1998-99 Budget. Concerts were held on the 31.d Friday
of June,July and August, from 6:30-8:30pm.
McCreary briefly reviewed the concerts held in June, July and August and indicated that Staff would like to build
upon this summer's success and increase attendance for the 1999 Summer Concert Series. He asked the
Commission for comments on the 1998 concert series and suggestions for the 1999 concert series.

Commissioner Chapman questioned if the City would be competing with Pleasanton for Fridays. He felt that the
concerts should start later, perhaps 7-9pm, which would give more people an opportunity to attend. He stated that
he would like to see the concerts as a Friday series, avoiding weekends. Perhaps two concerts per month would be
good.
Commissioner Wong-Gillmore suggested coordinating the concerts with the Farmers Market in the same location,
which would be good for the Heritage Center. If weather is cool, heat lamps could be used. For music, she
suggested a Big Bands concert, Grease Era, or 60's/Cover Tunes. She also suggested that corporate sponsors be
pursued and that a gimmick be developed.
Chairman Cramer stated that he wished the Farmers Market was held at the Civic Center, however it would not
help Heritage Center. He stated that he would like to see the concerts on the 211d and 4th Friday of each month.
Commissioner Chapman asked about the cost for a typical band. Paul replied, between$1500-$2000 for the band
and sound, and$500 for the stage.
The Commission concurred that the,concert series should be expanded and that concerts should remain on Friday
evenings but start at 7:00 p.m. instead of 6:30 p.m. Lowart suggested that concerts be held on 2nd and 4th Friday of
the month except for June when only one concert would be held on the 4th Friday (due to changeable weather).
That would be a total of five concerts(up from 3 in 1998 and 1 in 1997). The Commission concurred.
Dublin Swim Center Deck Replacement Project
Recreation Coordinator Paul McCreary reported that the Fiscal Year 1998-99 Budget includes the Dublin Swim
Center Deck Replacement.project, which provides for the replacement of the pool deck and related equipment.
The deck will be increased by approximately 6,000 square feet to accommodate a group .picnics area, bleacher
seating, and storage for the pool cover and lane line reels. The City has received a Measure:D Grant to purchase
and install picnic:tables, benches and trash receptacles made from recycled products. The balance,of the project ._ -
will'be financed from the General Fund.
The next phase of the Dublin Swim Center Deck Replacement project provides for the purchase and installation of
two drop-slides for the pool. However, Staff is now recommending an alternate slide based on input from the
Health Department. The slide flumes that are available vary in length and price (60' Single Loop $55,770, 909'
Double Loop $92,356, 150" Triple Loop $125,686). Although the slide is to be purchased in Fiscal Year 1999-
2000,the piping and infrastructure for the slide will be done as part of the deck project.
McCreary asked the Commission for input on the preferred slide option and to approve the revised scope of the
project.
Commissioner Wong-Gillmore asked if the pool would be out of commission for the high school this year and next
year. Will they be able to practice? Director Lowart replied that the pool would not be available for use by the
high school swim team for the 1999 season.
Commissioner Gill felt that the triple loop slide was too amusement park looking, where as the double loop side
would be more appealing to both young and older kids.
Chairman Cramer asked if there would be a significant amount of time between people going down. McCreary
indicated that a longer ride would permit a shorter spacing time.
Commissioner Chapman did not feel that parents would allow their small children to go on a triple loop slide and
stated he would select the double loop slide.
Commissioner Wong-Gillmore asked if Staff had a preference. McCreary stated that either the double or triple
loop slide would be good for the site.

ON A MOTION OF CM. WONG-GILLMORE, SECONDED BY CM. CHAPMAN AND BY MAJORITY VOTE,
THE COMMISSION SELECTED THE DOUBLE LOOP SLIDE AND APPROVED THE SCOPE OF THE
PROJECT AS SUBMITTED. CM. GILL ABSTAINED.
Summer 1998 Quarterly Report
Director Lowart briefly summarized the activities and programs conducted by the Parks and Community Services
Department conducted during the Summer Quarter encompassing the months of June, July and August for the
Commission. She reviewed program and attendance information on Camp Shannon,Fun in the Sun,Y.E.S. (Youth
Experience in Summer), Tenderfoot Daycamp, Teens, Youth and Adult Sports Leagues and Camps, Special
Events, Seniors, Leisure Enrichment Classes and Aquatics. She also indicated that the Heritage Center was open
on the first Friday of each month from 4-7pm in conjunction with the new Farmer's Market and that four weddings
and one baby dedication were held in the church during the summer months.
Commissioner Wong-Gillmore asked why the attendance was down in the Fun in the Sun Program. Director
Lowart stated that there are more and more camps becoming available in the area which may be a contributing
factor. Staff will be evaluating the program and monitoring attendance next year.
Upcoming Meeting Dates
Director Lowart reported that the upcoming January 18 and February 15 meeting dates fall on City holidays so the
meetings will need to be rescheduled. She also indicated the need to schedule special meeting in December to
consider the proposed Facility Use Policy and Fee Schedule for the new Community Gymnasium at Valley High
School.
The Commission concurred with the January 11 and February 8, 1999 dates and based on.the Commissions
availability, agreed to Monday, December 7, 1998 for the special meeting. The Commission agreed that the
December 21, 1998 regular meeting should be cancelled.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Commissioner Gill reported that an overnight ski trip is planned for teens and that a minimum of 40 will be
required for the trip to go,otherwise, only a regular day trip will be conducted.
Commissioner Wong-Gillmore reported that she attended the ground breaking for Emerald Park and that a lot of
development is taking place in Eastern Dublin.
Director Lowart reported on the following:
..The City Council will review the Swim Center Renovation Project at their meeting of November 17.
4.Bids are being submitted for the resurfacing of the tennis courts at Kolb Park.
4.On November 30, the City Council will hold a special meeting to recognize the outgoing members of the City
Council.
+On Tuesday, December 1 the City Council will have a short reception at 6pm followed by their regular meeting
at 7pm. The Commission will receive invitations by mail.
4The Civic Center Tree Lighting will be held on Thursday,December 3 at 6:30pm.
4. The Annual Breakfast With Santa at Shannon Center will be conducted on Saturday,December 12,
..The Senior Center Holiday Lunch will be conducted on Tuesday,November 24.
..The Senior Center Christmas Luncheon will be conducted on Tuesday,December 22.
