The June 22, 1998 meeting of the Parks and Community Services Commission was called to order at 7:01
p.m. at the Dublin Civic Center, Dublin, California,by Chairman Cramer.

Oral Communications
Dublin Senior Center Advisory Committee
Paul Silvas, Committeemember, reported that the Senior Centers Annual Garage Sale conducted on
Saturday, June 6, made more money than ever before. He thanked all those who donated items. He
informed the Commission that the Dublin Senior Center Foundation got a fireworks booth and volunteers
are needed to run the booth. The Center will be conducting its 10th Anniversary Dinner, called the
"Tinsel Town Revue", on Friday July 10, starting at 5:00 p.m. Entertainment.will include a Marilyn
Monroe impersonator and the L.T.W. Dancers from the hit musical "Grease". He invited the Commission
to attend and requested that they call to make reservations.
As an aside, Mr. Silvas stated that the Parks and Community Services Commission has a lot of plans in
the'works for new facilities, including the renovation of the Dublin Sports Grounds. He pointed out that
near the snackbar at the Dublin Sports Grounds, there was wiring installed for lighting the 90' diamond
when the park was under DSRSD. He believes that the data on this project this was referred to the City.
Dublin Heritage Center Advisory Committee
Angela Muetterties, Committeemember, reported that the Center has been very busy this last month
conducting tours and classes. By the end of this month, 6 additional pews will be installed in the Old St.
Raymond's Church, donated by various groups and individuals. The Farmers Market on June 5 drew
about 150-200 people to the church and museum. The new date for the Fall Festival is October 23, 1998,
which will not conflict with the Pasta Festival. The Committee is discussing crafts and demonstrations
for the event.

Commissioner Swalwell asked if the City has installed a sign along Dublin Boulevard to advertise the
location of the Heritage Center? Director Lowart stated that she will follow-up.
Youth Advisory Committee
Chris Peterson, Committeemember, reported that "Dub Town Jam" was a great success. There were
approximately 250 in attendance, 75% being Middle School students. He indicated that he was surprised
to see 94.9 WILD at the event and they really got the crowd going. A local TV station was also there.
The Annual Dive-In was held at the Dublin Swim Center on June 5 with about 76 in attendance. A
second Dive-In will be held on Friday, June 26 with a live DJ and games. •
Approval of Minutes
Commissioner Wong-Gillmore referred to Unfinished Business, Page 2, Draft Emerald Glen Park Master
Plan. In addition to her statement regarding the designation of the Little League Fields, she also indicated
that they should be left as skin infields.

Schaefer Ranch Neighborhood Parks
Director Lowart reported that in July of 1996,the City Council adopted Resolution 78-96 which approved
the Planned Development Prezoning for the Schaefer Ranch Project in Western Dublin. The approval was
subject to a number of provisions including the following provision related to park location: "Prior to the
City's approval of future development (i.e. Tentative Subdivision Map) based upon the approved Land
Use and Development Plan, the proposed location and certain design aspects of the neighborhood park
which will serve the project shall be reviewed and approved by the City Council". She reminded the
Commission that the Council previously considered five alternatives for meeting the parkland need to the
park and approved a two-park alternative with a 6.4± acre park at Schaefer Ranch Road near I-580,just
north of the Rowell Ranch Rodeo Grounds and a 3.0± acre flat area within the project adjacent to
residential development.
Director Lowart introduced Robbie Yohai, representative of Schaefer Ranch Development and Properties
who in turn introduced Rick Conners, Landscape Architect from NUVIS, to summarize the plans for the
Commission.
Mr. Conners gave a overview of the sites for the two parks proposed for the Schaefer Ranch Project in
Western Dublin.
Sports Park- The park is a 6.75 acre recreational amenity providing additional opportunities beyond the
enjoyment of passive natural open spaces and trail systems. Sports activities include two 200' outfield
turf practice baseball fields, one 210' x 330' competition soccer field, two full court hard surface
basketball courts and one sand volleyball court. Passive activities include a restroom/storage building
with drinking fountain and lockable bike racks, one tot lot and various areas for picnic, leisure time and
general relaxation.
Leisure Park- The park is a 3.5 (approximately) acre passive recreational amenity located adjacent to a
residential collector street, single family parcels and mitigated wetlands. The design proposes a picnic
shelter adjacent to a tot lot and an open play turf area in the center of the park circled by a meandering
walk.
Commissioner Wong-Gillmore asked whether the design addresses Police surveillance concerns. Mr.
Conner replied,yes.
Commissioner Cobb-Adams asked whether the baseball field has a grass infield. Also is Dublin Little
League providing monies for this park. Mr. Conner replied that the infields are grass as in the original
design. Mr. Yohai stated that the entire project will be built by the developer.

Commissioner Wong-Gillmore asked if the baseball fields would be lighted. Director Lowart stated no.
It was not included as part of the original plan.
Chairman Cramer asked whether the leisure park would have restrooms. Mr. Conners stated that
restrooms are not currently shown. Chairman Cramer felt that a restroom should be considered with the
tot lot there.
Commissioner Swalwell remembered that the plan used to show a lake and asked whether the cost savings
of not doing the lake could be used for the restroom. Director Lowart stated that there was a previously
alternative that included the lake/detention basin but that it was not approved as part of the park.
Commissioner Wong-Gillmore felt that the fields should be skin fields.
Commissioner Cobb-Adams indicated that she would like to see backstops included.
Commissioner Swalwell felt that skinned infields would eliminate the soccer field and the original plan
was that the park would be used to accommodate soccer.
Commissioner Wong-Gillmore asked if the public will be given an opportunity to provide input on the
these projects. Director Lowart replied,yes.

COBB ADAMS TO APPROVE THE PARK DESIGNS IN CONCEPT. (UNANIMOUS)
Chairman Cramer deferred Agenda Item 8.2. and moved to Agenda Item 8.3.
Appointment of Student Representative to the Parks and Community Services Commission
Director Lowart reported that Commissioners Wong-Gillmore, Swalwell and Schmidt have interviewed
five potential candidates for the position of student representative to the Commission and are
recommending the appointment of Anu Gill as the Student Commissioner.

COBB ADAMS TO APPROVE THE APPOINTMENT OF ANU GILL AS THE NEW STUDENT
REPRESENTATIVE TO THE PARKS AND COMMUNITY SERVICES COMMISSION. STAFF IS
DIRECTED TO ADVISE THE MAYOR OF THE COMMISSION'S RECOMMENDATION.
(UNANIMOUS)

Proposed Five Year Capital Improvement Program 1998-2903
Director Lowart stated that the City's Five Year Capital Improvement Program (CIP) will be going to the
City Council for approval on June 29 meeting. She asked that the Commission look at the project
priorities recommended by Staff and identify any changes that the Commission would like to recommend
to the Council. She then reviewed the park projects for the Commission as well as the funding sources for
the projects.

Commissioner Wong-Gillmore asked if there were areas in Dougherty Hills Park to hike. Director Lowart
stated that there were a few trails that are open to the public and that at one time there had been plans to
develop the 90 acres but the plans have since been dropped from the CIP.
Commissioner Cobb-Adams asked why there were monies indicated in the CIP for the Schaefer Ranch
project when the developer was going to build the park. Director Lowart stated that the developers
proposal has not yet been approved by the City Council, thus the reason for showing the project in the
CIP.

Other Business
Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff
Commissioner Swalwell stated that he has heard a lot of good comments about the Fanners Market.
Commissioner Wong-Gillmore stated that she attended the first Farmers Market. There were a lot of good
vendors and it was fun. She hopes that the Heritage Center will be able to capitalize on it. The Dublin
Town Jam was a great success. She felt that the other things going on took away from the band that was
playing.' She noticed that there was a small group of kids smoking, who seemed to be from out of area.
Winston immediately asked them to put the cigarettes out. They then just left.
Commissioner Cobb-Adams reported that the Library Task Force has concluded. They will be
recommending to the City Council in July,that the Civic Center site be approved for the library.
Chairman Cramer stated that the Dublin Town Jam had a lot of kids coming and going. Commissioners
Wong-Gillmore and Chapman helped barbecue, serving over 200 hot dogs. He also added that the Flea
Market is great.
Director Lowart reported on the following:
• Summer programs are underway including Camp Shannon, Youth Sports Camps and Playground
Camps
• On July 10, the Senior Center will be celebrating their 10th Anniversary. The Commission should be
receiving invitations by mail.
• Budget Hearing is scheduled for June 29 at 6:00 p.m.
• The second summer concert was held at the Civic Center on Friday, June 19 with 175 people in
attendance. Two more concerts are scheduled on July 17 and August 21.
• The City Council approved the Masterplan for Emerald Glen Park.
Commissioner Swalwell felt that the attendance for the concert on Friday, June 19 was almost half of
what attended last time and wondered whether the time was too early. He also thought that the band was
great.
Chairman Cramer asked if we advertised for the concert? Director Lowart stated, yes, more than for the
last one.

Commissioner Wong-Gillmore felt that the weather may have been a deterrent, as it was very cold.
