The May 18,1998 meeting of the Parks and Community Services Commission was called to order at 7:00
p.m. at the Dublin Civic Center, Dublin, California,by Chairman Cramer.

Roll Call
Commissioners Present: Chapman, Cobb-Adams, Wong-Gillmore, Cramer, Swalwell and Schmidt
Oral Communications
Dublin Senior Center Advisory Committee
Bob Cocilova, Committeemember, reported that they had the largest number in attendance at the Center in
the nine years that they have been a Senior Center. Room dividers have been installed at the back of the
Center in order to make small rooms. The dividers need to be painted and they are looking for volunteer
painters. One of the rooms will serve as a travel desk and plans are underway to cooperate with
Pleasanton VIP to do trips. On Friday,May 22, 11:00 a.m. -12:30 p.m. the Senior Center Foundation will
be conducting a barbecue. There are 170 on the list now and they are expecting 200. The Lions Club will
be assisting with this event. On June 6, the Center will be conducting their Annual Garage Sale from
9:30 a.m. - 3:00 p.m., donations of items will be welcomed.
Dublin Heritage Center Advisory Committee
Angela Muetterties, Committeemember, reported that the Committee is currently working on the
promotional flyer. Exhibits are quarterly and the Committee does not know at this time what the next
display will be. The current exhibit is "Tools of the Trade" and will be on display until mid June.
The Committee had considered coordinating with the Pasta Festival, however the idea was put on hold
due to cost, etc. The Committee would like to see what the first festival is like and then plan from there.
The Farmers Market will start on Friday, June 5, and the Committee is hoping to keep the Center open
and available for people attending the market.
Youth Advisory Committee
Anu Gill, Committeemember, reported that the Youth Advisory Committee was formed in January 1998.
The Committee participated in a Ropes Course at Cal State Hayward, sold t-shirts at the St. Patrick's Day
Celebration, and conducted their official first event, a Lock-Out at Dublin High. Even though attendance
was low, all those in attendance had a great time. On May 29, the Committee will be conducting their
first Spring Teen Concert, called the Dub Town Jam. The concert is free, there will be free food to the
first 100 and free give aways from Tower Records to the first 300. The Committee is conducting a Logo
Contest and the First Prize winner will receive a $50 gift certificate from Tower and runner ups will
receive ribbons. Pool Dive-Ins are planned for June 5 and 29. Just Schmidt helped coordinate the
Random Acts of Kindness Week, which included reading stories to children at the library and helping
serve at a soup kitchen. The Committee is currently planning to schedule a Teen Dance.

Draft Emerald Glen Park Master Plan
Director Lowart reviewed the Draft Master Plan with Emerald Glen Park for the Commission. She stated
that the purpose of the master plan is to guide the present and future development of Emerald Glen Park.
The overall goals that influenced and guided the development of the master plan were 1) To create a
strong, memorable public destination; 2) To provide a gathering place that would bring people of all ages
and abilities together; 3) To develop facilities that maximize the recreation and leisure experience; 4) To
create a park setting that celebrates nature and reflects the uniqueness of the setting. The final program
elements would include the following:
Recreation Center/Gymnasium Community Center
Aquatics Center 3 Little League Fields (60')
1 Babe Ruth Field(90') 3-4 Soccer Fields
4 Tennis Courts 2 Basketball Courts
Play Area Lake System
Skateboard Park Terraced Garden
Amphitheater Picnic and Meadow areas
Satellite Restroom Facilities Parking for 450 cars
Hike and Bike Trails Maintenance Yard
She also noted that the master plan also identifies a location for a future Senior Center. If it is determined
that the Senior Center should be housed in the Library building, the Emerald Glen Park Master Plan will
be modified to reflect the elimination of the Senior Center. The proposed first phase of development is
identified in the master plan and reflects the recommendations of the Commission.
Director Lowart introduced Linda Gates of Gates and Associates. Ms. Gates stated that we had the best
committee to work with. They did a very good job of working out disputes and coming up with a plan
that is very representative of a cross section of what Dublin would like to see. The master not only lays
out the vision of the park but even some of the smaller ideas. The next step is to finalize the design with
detailed plans for fencing, landscaping, seating, backstops, etc. It will be important to work with the
various leagues to work out the details of the sports field, and there is still opportunity for dialogue.
Commissioner Chapman stated that we have a field designated as a Babe Ruth field. Are we saying that
this is a Babe Ruth Field or 90' diamond? Ms. Gates replied, 90' diamond. He felt that we need to be
careful because there is a distinct difference between Babe Ruth and Little League. Also, are the little
league fields on the western portion of the park, going to be fenced? Ms. Gates stated that they can be,
but was not discussed by the Committee.
Director Lowart added that the next step will include the preparation of a final design and detailed
construction documents. As part of this process, we will continue to have public meetings and invite the
sports leagues to attend to provide input.
Commissioner Wong-Gillmore stated that we are looking at these fields to be available when the Dublin
Sports Ground renovation begins. What is the timeframe for phasing in the improvements at the Sports

Grounds? Director Lowart replied that a the schedule is in the CIP which will be discussed at the next
Commission meeting. However, the earliest would be Fall 1999-2000 and the fields at Emerald Glen
Park would not be available for play until Spring 2000.
Commissioner Cobb-Adams asked, if during the building of the park there becomes a possibility of
lighting the fields, do we discuss this later or tonight? Director Lowart stated that the master plan does
not provide for lighting of the fields. This was an issue discussed as part of the Task Force meetings, and
their recommendation was not to light any fields. If the master plan was adopted as it is now, and lights
became an issue during design development for Phase I, it would be something the Commission would
have to discuss and refer to the City Council.
Commissioner Chapman stated that we do not have a lighted 90' diamond in town. Therefore, it is
something that needs to be discussed by the Commission now. Ms. Gates stated that the Commission
may want to consider lighting a field at the Sports Grounds as opposed to Emerald Glen Park as the Sports
Grounds does not have nearby residential development.
Chairman Cramer asked wasn't there a number of representatives from League and Soccer League present
at the Task Force meetings? Ms. Gates,replied yes.
Commissioner Cobb-Adams felt that we should consider lighting the 90' diamond at the sports grounds.
Richard Guarienti, Task Force Member, complimented the committee as a whole, and felt that Linda and
Dave Gates did an outstanding job. The plan is not fixed in concrete. Lighting was an issue and
discussion was held regarding whether Emerald Glen Park or the Sports Grounds would be the best
location.
Commissioner Swalwell asked, how soon will the Commission be getting the report back from the
Library Task Force? Director Lowart replied, we are hoping to have the report to the City Council by
July. That is one of the reasons we left a senior center as part of the plan. If it happens that the space is
not needed, it would be easy to convert it to other park uses.
Commissioner Wong-Gillmore stated that she liked the plan and that we should go for it. Commissioner
Chapman agreed.
Commissioner Cobb-Adams stated that the girls softball program has a long way to go, and it seems the
fields planned are for boys. Director Lowart stated that the 90' diamond was originally shown as a softball
field, and then changed to a 90' baseball field.
Commissioner Wong-Gillmore suggested the designation of Little League Field, Babe Ruth Field be
deleted and just go with 60' and 90',thereby permitting use by all groups.

New Business
Teen Concert at the Civic Center
Michelle Wierschem, introduced Winston Ashby, our new Teen Recreation Specialist to the Commission.
He will be working directly with the Youth Advisory Committee and the schools. Winston comes to us

with an extensive background in leadership, and has been involved with the Mayors Oakland Youth
Conference. Staff is very pleased to have him.
Ms. Wierschem reported that one of the 1997 high priority objectives of the Dublin City Council was to
conduct summer concerts in 1997. Funds were included in the Fiscal Year 1997-98 Budget for two
concerts; one geared for families/adults and one for teens. As the Summer of 1997 was not conducive for
planning and conducting the teen concert, Staff choose to wait until the Fall of the 97/98. The
development of the Youth Advisory Committee put the idea of a Fall concert on hold until the Committee
was in place.
The Youth Advisory Committee has scheduled a concert for Friday,May 29th at the Dublin Civic Center.
The Committee named the event "Dub Town Jam" to give it some kind of identification to the teens..
Tin Circus is the band that will perform. They play ska,jazz,reggae and swing. A DJ will entertain from
6:00 - 6:30 p.m., and the band will start performing at 6:30 p.m. until dark. Karen Seals, on behalf of
Friday Night Live, has offered to donate hot dogs and chips. Tower Records has donated 300 give away
bags with a t-shirt, demo tape and CK fragrances. She indicated that the Committee would like to request
the assistance of the Commission in barbecuing hot dogs.
Commissioner Swalwell asked, what position has the Police Department taken with this event?
Ms. Wierschem stated Chief Thuman is very supportive. Officers will be on site roaming through the
crowd.
Commissioners Wong-Gillmore and George Cramer volunteered to barbecue.
Proposed Changes to Heritage Center Advisory Committee Bylaws and Rules of Procedure
Director Lowart reported that the Heritage Center Advisory Committee Bylaws and Rules of Procedure
currently require that seven (7) members or one hundred percent of the Advisory Committee be present
before an election can be held. As per the'Bylaws and Rules of Procedure, elections are to be held in
January. It is now May and the Committee has not been able to achieve one hundred percent attendance.
Therefore, the Committee has recommended amending the Bylaws to require only a majority for
elections.

Other Business

Commissioner Wong-Gillmore reported that the debut of the Wells Track was very successful.
Commissioner Schmidt stated that he plans to attend the concert and thinks it will be a lot of fun.
Commissioner Chapman reported that the Renaissance Faire at Dublin High School is scheduled for
May 30 from 11:00 a.m. -4:00 p.m. Director Lowart pointed out that the Swim Center will be conducting
their registration that day at the pool, and suggested that they might want to handout flyers. He asked if
Staff has heard anything more from the Valley Commissioners Dinner? Director Lowart said no. He
reported that he has been asked to attend a meeting of the Tri-Valley Business Council on May 28.

Chairman Cramer stated that it was a privilege to be on the Park Task Force. All groups were well
represented and there was a great exchange of ideas. He felt that David and Linda Gates did a great job
under the direction of Diane. He thanked the Commission for their endorsement of the master plan.
Commissioner Chapman asked Chairman Cramer if he knew the extent of use of the volleyball courts at
Map Park. Chairman Cramer stated that he has not noted any major uses or big games there, but it is
always in use.
Commissioner Cobb-Adams stated that she received a call regarding offering a photography class.
Director Lowart stated that they should pick up a class proposal from Shannon Center and submit it to
Stephanie Mein.
Commissioner Cobb-Adams stated that she heard the School District was going to contract out their Adult
Education Program to Pleasanton. She asked if the City of Dublin could do it? Director Lowart replied
that she has always been concerned that some of the classes offered through Adult Ed are indirect
competition with our programs. She indicated that she will call Cheryl Matthews.
Commissioner Chapman asked what is the size of the painting project for the Senior Center?
Director Lowart stated that they have installed dividers which they would like to have painted to match
the interior of the Center. It is not a very big project.
Director Lowart reported on the following:
• Summer registration started today for the Summer Playground Program and Youth Sports Camps.
• Shannon Center on Thursday, May 21 will not have any power between 9:00 a.m. - 4:00 p.m.
Therefore they will have no lights or phone service during that time. Power poles along San Ramon
are being replaced.
• The Budget and CIP are currently being compiled and she anticipates that they will be ready for
review by the Commission at their next regularly scheduled meeting.
• City Council Budget Hearing is scheduled for Monday, June 29.
• Applications for Student Representative are now available and the deadline is May 27. The
subcommittee will be contacted regarding the scheduled interviews.
Commissioner Schmidt stated that the Youth Advisory Committee asked if it would be possible to have
graduating seniors participate in the selection process of the student representative? Director Lowart
stated that this is the responsibility of the current Student Representative to assist in the selection.
