The March 23, 1998 meeting of the Parks and Community Services Commission was called to order at 7.00 p.m.
at the Dublin Civic Center,Dublin,California,by Chairman Cramer.

Unfinished Business
Parks and Community Services Goals and Objectives
Director Lowart reported that on March 16, 1998 the City Council conducted the annual Goals and Objectives
Study Session. She briefly summarized the adopted Goals and Objectives which are assigned to Parks and
Community Services along with the priority which has been given by the City Council.
Staff will begin work on the Fiscal Year 1998-99 Budget and the 1998-2003 Capital Improvement Program. As
directed by the City Council, the budget will be prepared based on the current level of service. The Budget and
CIP will be brought to the Commission in May for their review.
New Business
Summer Concerts at the Civic Center
Director Lowart stated that the first summer concert at the Civic Center was held on Friday August 15 from 6:30-,
8:00 p.m. The event was a huge success with over 400 in attendance. Staff worked with Prime Time
Entertainment to coordinate the production of the event. Two non-profit groups successfully sold individual
pizzas and sodas and indicated their willingness to be involved with future concerts.
• Due to the popularity of last year's concert, the City Council has placed a high priority on expanding the summer
concert program. Staff would recommend that monthly concerts be held during the upcoming summer. Staff
would also recommend that the concerts be held on the third Friday of each month (June, July and August), and
that the concert time be increased from 1-1/2 hours to 2 hours, either from 6:00-8:00 p.m. or 6:30-8:30 p.m. Staff
has been in contact with a number of potential bands for the concerts and is looking to secure three bands with
different musical styles(rhythm and blues,big band,country western,jazz,cover tunes or a tribute band).
Chairman Cramer asked what are cover tunes and tribute bands? Director Lowart replied, tribute bands that play
music in tribute to the Beach Boys,Elvis, etc. Cover tunes is music from an era like the `60s, 70's etc.

Commissioner Wong-Gillmore asked how much did•last years event cost? Director Lowart replied between
$1500-$1800.

Chairman Cramer asked how much is budgeted for the concerts this year? Director Lowart stated that last years
budget was for only one concert. Staff will have to go back to the City Council to have a budget adjustment made.
(Commissioner Swalwell showed at approximately 7:25 p.m)
Commissioner Chapman felt that one concert per month would be reasonable, on Fridays at 6:00 p.m. He
suggested a Big Bands concert,which would be popular with the older crowd. Commissioner Swalwell concurred.
Commissioner Wong-Gillmore liked the idea of Big Band and Cover Tune music.
Director Lowart asked whether the Commission felt that seats are needed. Chairman Cramer felt that a few seats
for seniors and mothers with young babies would be a good idea.
Commissioner Chapman stated that two groups sold pizza and drinks last year. What if four groups wanted to sale
food items? Director Lowart stated that we would need to be fair about it.
Commissioner Wong-Gillmore felt that if the concert is going to be conducted from 6:00-8:00 p.m., having
concessionaires would be a good idea. Chairman Cramer agreed.
Easter Eggstravaganza
Director Lowart reported that the Annual Easter Eggstravaganza will be held on Saturday, April 11, 1998 from
9:30-11:00 a.m. at the Shannon Community Park. This years festivities will include special entertainment, crafts
and visits with the Easter Bunny as well as the traditional egg hunts. Two hunt areas will be conducted. The fee
for this activity is$4.00 for Dublin residents and$5.00 for non-residents.
Committee Appointments
Director Lowart reported that at the January 12, 1998 meeting of the Parks and Community Services Commission,
Chairman Cramer made committee appointments. However appointments to the Heritage Center Advisory
Committee and the Senior Center Advisory Committee were not finalized.
Chairman Cramer volunteered as the representative to the Senior Center Advisory Committee, and Eric Swalwell
would remain as alternate. He reported that Commissioner Cindy-Cobb Adams has indicated that she would like
to remain as the representative to the Heritage Center Advisory Committee, and Commissioner Chapman would
remain as alternate.
Director Lowart reminded the Commission that at the Team Building Workshop with the City Council,
Committees were requested to have a representative at each Commission meeting.
Commissioner Chapman suggested the committees report on a quarterly basis. Commissioner Schmidt, Wong-
Gillmore and Swalwell concurred.
Chairman Cramer stated that it was his understanding from the Team Workshop that the intent was to have the
committee representatives report to the Commission on a regular basis.
Commissioner Chapman stated that he did not see an eagerness from the committees to participate on a regular
basis. Perhaps after interfacing with the Commission on a quarterly basis they might want to start participating on
a regular basis. He felt that the committee representatives should be notified that they are welcome to attend any
meeting.
Director Lowart stated that she will advise the committees accordingly.

Fall 1997 Quarterly Report
Director Lowart reported that the activities and programs conducted by the Parks and Community Services
Department are offered on a quarterly basis. She briefly summarized the activities conducted during the Fall
Quarter which encompassed the months of September,October,November and December.
HERITAGE CENTER
Heritage Fall Festival
The 2nd Annual Heritage Fall Festival was held on Saturday, September 27, 1997, from 10:00 a.m.-3:00 p.m. The
event was preceded by a Pet Parade,which was well received.
This year's event expanded into the parking lot of the Dublin Square Shopping Center located at the corner of
Dublin Boulevard and Donlon Way. Craft booths, antique booths and the entertainment tent were located in the
shopping center parking lot. Information and food booths graced Donlon Way ending near the Heritage Center
where children's activities were located. Children's activities included crafts, pony rides, a petting zoo and the
ever popular air jump. The museum was open for tours and Dublin Fine Arts Foundation sponsored an exhibit of
photographs by local photographer Lydonna Walker in the museum's small room.
The number of elements provided at this year's event far exceeded those last year. However, no increase in
community participation was evident. There were approximately 500+participants.
Six weddings have been performed this fall in the Church, and one Eagle Scout ceremony in November. The
Center volunteers conducted tours of the museum for senior citizens from Oakland and a Dublin 4-H group.
The Heritage Center renovation project, paving the parking lot, was completed in October. The remaining stages
of the project will be completed in the Spring.
PLAYGROUNDS
After School Recreation Program
After School Recreation is a supervised activity program for children in 1st-5th grades at Frederiksen, Murray,
Nielsen and Dublin Elementary Schools. This is the first Session that the program has been offered at Dublin
Elementary School. The program is held on all school days from 1:45-5:30 p.m. Activities included arts-n-crafts,
indoor and outdoor games, special events and quiet time for homework. There are 193 children participating in
Session I of After School Recreation,which is a 35%increase over last year.
PRESCHOOL
Session I was conducted from September 8, 1997-November 25, 1997. The Red Rockets and the Green Giants
programs had 17 students each. The Blue Explorer program was full with 20 students. Daily activities included
arts and crafts, circle time, outdoor play, music, storytime, learning activities and special events. In October, the
preschool hosted the annual get-acquainted "Green Eggs and Ham"breakfast for students and their parents. Other
highlights of the Fall session included a trip to the G.M. Pumpkin Patch in Livermore before Halloween and the
annual Stone Soup lunch before Thanksgiving.
TEENS
Wells Middle School Program
The Teen Recreation Activity Center, (T.R.A.C.)is an after school drop-in program for 6th-8th grade students held
at Wells Middle School. There were 15 full session registrations, eight 30-day registrations and 16 daily passes
sold for T.R.A.C. The average daily attendance was 15. The lunchtime program at Wells Middle School was held
once a week with an emphasis on event and activity promotion.Average attendance for activities during lunch was
37 teens.

ADULT SPORTS
,Softball. Volleyball, and Basketball Leagues
Softball leagues began play on September 15 and concluded on October 29. A total of 18 teams participated in
two leagues, Co-ed D and Men's D1 leagues.Enrollment increased approximately 20%from last year.
3 on 3 Basketball leagues for men six feet and under began play on September 17 and concluded on December 10.
Games were played on Wednesday at Wells Middle School Gym. A total of 6 teams participated. Enrollment was
the same as last year.
5 on 5 Basketball league began play on September 14 and concluded on December 7. Games were played on
Sunday evenings at Dublin High School Gymnasium. A total of 8 very competitive teams participated in the
Men's D league. A skills competition among the teams was conducted this year which was taped by Channel 30
and aired giving the league good media exposure.
The Fall Co-ed Volleyball league was canceled due to low enrollment.
YOUTH SPORTS
Teeball Leagues
Teeball leagues were conducted for 4-5 year old children and for children in 1st-3rd grades. The season began
September 27 and concluded on November 22. A total of 76 youngsters participated in the leagues. The Bat
Busters league consisted of 44 boys and girls on four teams. The Super Bat Busters League consisted of three
team's of 1st-3rd grade boys and girls. Thirty-two children were enrolled.
SPECIAL EVENTS
Breakfast With Santa
The Annual Breakfast with Santa was conducted on Saturday, December 13, 1997 at the Shannon Community
Center. The Dublin High School Band Boosters provided breakfast, which was served by DHS Band members.
This year pre-registration for the event was not required. Two breakfast seatings were available and a total of 211
people were served.
Letters From Santa
For the fourth year Dublinr_Parksand Community Services offered the"Letter from Santa"program. Parents
completed an application giving Staff specific information about the recipient. A nominal fee was charged to
cover the expense of the stationary, postage and staff time. A personalized letter was prepared on the computer,
printed on special Santa stationary,and mailed to each child.
Tree Lighting
The 14th Annual City Tree Lighting Ceremony was held at the Dublin Civic Center on Thursday, December 4,
1997. The event consisted of the lighting of the City's tree, entertainment provided by the San Ramon Valley
Children's Chorus and the Dublin Theater Company, a community sing-along lead by the Dublin Girl Scouts, and
a visit from Santa (compliments of the Dublin Lion's Club). Refreshments were provided by the Tri-Valley
Lioness and served by the Dublin High School Interact Club. The Master of Ceremonies was Mayor Guy S.
Houston. Admission to the event was one canned food item for the Children's Relief Fund Food Bank.
SENIOR CENTER
In September,the Center conducted their Annual Volunteer Recognition Dinner on Friday, September 19.Ninety-
three volunteers were honored and over 100 volunteers and friends attended. Average daily attendance for
September was 97 and 480 volunteer hours were provided
In October the Center held an authentic Octoberfest with 30 seniors in attendance. Average daily attendance for
October was 93 and 467.75 volunteer hours were provided

In November three special events were held. On November 6, fifty-two seniors enjoyed a Sherlock Holmes-type
mystery entitled, "Who-Dun-It". A Holiday Bazaar was held on Saturday, November 22. Fourteen crafters
participated as over 100 shoppers streamed through the doors. One hundred fifteen seniors enjoyed a turkey
luncheon on November 25. Average daily attendance for November was 113 and 704.25 volunteer hours were
provided.
On December 18, the Center conducted a Holiday Luncheon with 101 seniors in attendance. Average daily
attendance for December 87 and 449.25 volunteers hours were provided
LEISURE ENRICHMENT CLASSES
During the Summer session, several classes were offered in a "camp" format. Popular classes in the Fall quarter
included Terrific Twos,children's dance classes,Beginning Social Ballroom Dance, dog obedience classes and the
Kid's Act program which featured a production of"The Best Christmas Pageant Ever". There was a total of 527
participants during the Fall session.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff
Commissioner Schmidt reported that during the Random Acts of Kindness week(April 5-12),the Youth Advisory
Committee will be conducting a Soup Kitchen Drive in Oakland, contacting local businesses for discounts on
flowers, cards and candies, conducting a Story Telling Time for young children, and will also wrap 200 cookies
with a card which will be handed out randomly.
Commissioner Chapman asked that the St. Patrick's Day Celebration be placed on the agenda for discussion at a
future meeting.
Commissioner Chapman reported that the Renaissance Faire for Dublin High School is scheduled for Saturday,
May 30 from 11:00 a.m. - 4:00 p.m. He stated that Matt Campbell,a teacher, will be looking for volunteers from
the City.
Commissioner Wong-Gillmore stated that she thought the St. Patrick's Celebration was wonderful. She reported
that the PFC at Wells Middle School will be conducting their Annual Jogathon on April 26 from 12 Noon - 1:30
p.m.
Commissioner Swalwell reported that he attended the Heritage Advisory Committee meeting on March 12. The
Committee discussed the possibility of having a Farmers Market in close proximity to the Heritage Center. In
addition, they discussed security and getting a historical sign installed on the median for the Center. An old
printing press has been donated to the Center, which actually works. One member of the Committee has
volunteered to represent the group at the Commission meetings.
Chairman Cramer reported that the Emerald Glen Park Task Force will meet this Thursday, March 26. He stated
that the St.Patrick's Celebration was great and congratulated Staff on a job well done.
Commissioner Chapman stated that a couple of older ladies told him that they had to park so far away from the
celebration,that they almost decided to forget about it. They suggested valet parking.
Director reported on the following:
• Invitations have been mailed to the Commissioners for the April 1, Danville Commissioners Dinner.
Commissioners Cramer and Swalwell requested that Staff RSVP for them.
• The City Park Task Force will be conducting their second to last meeting on Thursday,March 26 at 7:00 p.m.
• A draft of Emerald Glen Park will be presented to the Commission in May.
• The Library Task Force will meet on Tuesday,March 24, and are almost done.

• A meeting was conducted at the Senior Center with a consultant to talk about senior needs.
• The City Council Budget Hearing is scheduled for June 29 at 6:00 p.m.
• Conceptual plans for Schaefer Park may be available at the April 23 meeting.
