MINUTES OF: OCTOBER 1b 2000,
The October 16, 2000 meeting of the Parks and Community Services Commission was called to order at 7:04p.m. at the
Dublin Civic Center,Dublin, California,by Chairperson Swalwell.

Oral Communications
Melissa West, Youth Advisory Committee Representative, reported that the committee determined that there are several
dates open and available for scheduling other activities. In October the 20 and 21 are open and suggested activities
include a trip to Great America, Indoor Rock Climbing, Capture the Flag, Other Games Night, and a Camelot Outing.
In November the 10, 11, 18, 24 &25 are open and suggested activities include a Qzar Night, Kareoke Night, Game Show
Night, Bowling Night, Mountain Bike Trip, Indoor Rock Climbing and High Ropes Course. In December the 15 and 16
are open and suggested activities include Snow Boarding/Ski Trip (may change to a Snow Tubing Trip), Qzar Night or a
Kareoke Night. West stated that the activities suggested are only ideas at this time. At the next scheduled meeting, the
committee will discuss the activities suggested and determine which activities they will pursue.
Cm. Wong-Gillmore asked how much lead-time does the committee need to advertise the events. West replied that it
depends on the type and size of the event. Usually subcommittees are formed to plan and advertise the events, and a
poster subcommittee is appointed to make the posters and post them at the various schools. Large events such as the Dub
Town Jam requires soliciting help from the schools.
Cm. Swalwell asked if the committee sends out a calendar of activities and events. West indicated that usually a
committeemember is appointed to work on a master calendar that would include all the activities and events for all the
schools. The committee is considering mailing flyers as well.

New Business
• Posting of Signs at the Dublin Sports Grounds
Lowart reported that Chapter 5.100 of the Dublin Municipal Code regulates the use of parks, recreation, areas and
facilities within the City of Dublin. Section 5.100.090(C)prohibits merchandising, advertising and signs in parks, unless
expressly authorized by the Director. For the past several years Dublin Little League has erected banners on the
backstops at the Dublin Sports Grounds without the authorization of the City. Staff has learned that the banners are part
of the sponsorship program for Dublin Little League. Dublin Little League also erects a banner in advance of the season
to advertise registration for Little League Softball.
As it is anticipated that the sports complex at Emerald Glen Park will also generate requests for the posting of signage
and banners, the Commission's input is requested on the following; 1) should posting of signs and banners be allowed at
the Dublin Sports Grounds, 2) should posting be limited to youth and adult sports groups using the Dublin Sports
Grounds, 3)should posting be limited to specific programs of the group, i.e. sponsorship program,4)should posting be

limited to the-time that the group is using the field or for the duration of a season/program, 5) should posting be permitted
in advance of a season/program for advertising purposes, 6) should posting be limited to certain locations, i.e. backstops,
fences,buildings, and 7) should the size,text and number of signs and banners be regulated.
Cm.Wong-Gillmore stated that if the ordinance specifies no signage, what does the City normally do if there are banners
posted that shouldn't be. Lowart replied they would be taken down. However the City has not directly addressed the
banner issue with Dublin Little League.
Jill Scillitani, 7571 Carlow Way, President of Dublin Little League, stated that as part of their sponsorship program, local
businesses are given a banner to show their support. The banners also promote new membership for the league.
She indicated that she was not aware that there was an ordinance against signage in the parks and that City approval was
required. Team sponsorship banners are only up for the day of the game and are then removed. Division sponsorship
banners are up throughout the season. The league is currently considering conducting tournaments this year, and would
therefore want to put up banners on the backstops for a week at a time.
Cm. Wong-Gillmore asked if the individuals responsible for putting up the banners last year were aware that they
required City approval. Scillitani replied that there was no direction or communication within the league last year, and. ..
they more likely did what they wanted. Lowart pointed out that this year Dublin Little League has made a very strong
effort to work with the City.
Cm. Wong-Gillmore asked if the league makes any promises to the sponsors regarding the posting of their banners.
Scillitani stated that the sponsorship letter indicates that the league provides a sign for them, but she is not sure if it
addresses whether the banners are to be up all year.
Cm. Cobb-Adams asked if it would be a great inconvenience if the banners had to be put up and taken down on Saturdays
after play. Scillitani stated that it could be a problem, particularly for those banners that have to be placed on the fence
with a ladder.
Cm. Cramer indicated that if the Commission decides to permit signage at the Dublin Sports Grounds he would like to
see that the regulation exclude signage at any of the other parks, particularly at Emerald Glen. He asked if Dublin Little
League could buy into that without it creating a problem down the road. Scillitani replied that she has already been
notified that signage would not be permitted at Emerald Glen Park.
Cm. Cobb-Adams felt that we should not be addressing this to only one specific group. The regulation should apply
globally. Even though Dublin Little Leagues input is important, there are several youth groups with similar situations.
She indicated that she is not against signage but wants to make sure that when we setup the guidelines we are not only
addressing one specific group or park.
Lowart stated that the posting of signs at the Dublin Sports Grounds has prompted review of the current signage
ordinance for parks. We need to look at this globally to address all the parks. We can specifically indicate what would
be permitted at the Dublin Sports Grounds and what would not be permitted at the other parks.
Cm. Wong-Gillmore felt that use should be regulated. Renters do not own the fields. During the time they have rented
the fields they should be permitted to post their banners. As a rental their use is only temporary and signage should not
be up on a permanent basis. After tournaments, all signage and banners should be removed from the sports park.
Cm. Cramer and Cm. Cobb-Adams agreed.
Cm. Cobb-Adams inquired as to the availability of a bulletin board at the sports grounds for the leagues to post league
information. Scillitani stated that there is one bulletin board for soccer and one for baseball,but that space is very small.
Cm. Cobb-Adams suggested installing a marquee at the sports grounds, similar to the one at Shannon Park. If this is not
possible,perhaps the leagues can request to have information posted on the Shannon Center marquee.

Cm. Wong-Gillmore asked if there is a link on the City website that youth groups could access and post information
and/or advertise their league registration. Lowart stated that she would make herself a note to investigate the possibility
of a link.
Cm. Marcoux asked if the City was aware that Dublin Little League had a sponsorship program in place at the time the
ordinance was proposed. Lowart stated that when the ordinance was first adopted almost ten years ago, it was patterned
after the ordinances of other cities. The City currently has a very aggressive sign program particularly against signage in
the public right-of-way and for businesses. The park signage ordinance was therefore adopted to follow suit for City
parks.
Cm. Cramer asked if we allow the sports park renters to put up their banners and take them down after play, would it be
necessary to make extensive revision to the existing ordinance. Lowart stated that she would not recommend that we
revise the ordinance but rather have a one page form that the leagues would complete and indicate the types of signs they
would be posting at the sports grounds during the season.
Cm. Wong-Gillmore asked if Staff would police what is on the banners. Lowart replied, no. However if it was brought
to the attention of the City that there was a problem with a sign or banner, it would be dealt with.
ONA MOTION BY CM. WONG-GILLMORE,SECONDED BY CM. CRAMER AND BY UNANIMOUS VOTE, THE
CITY WILL PERMIT POSTING OF SIGNS AND BANNERS UNDER THE CONDITIONS AS SPECIFIED IN
CHAPTER 5.100 OF THE DUBLIN MUNICIPAL CODE, SECTION 5.100.090C, AS AUTHORIZED BY THE
DIRECTOR. PAYING FIELD USERS WILL BE PERMITTED TO POST SIGNS AND BANNERS TO
RECOGNIZE THEIR SPONSORS AND TO PROMOTE SUPPORT FOR THEIR TEAMS, DIVISIONS AND
LEAGUES. THE SIZE OF THE SIGNS AND BANNERS WILL BEAT THE DISCRETION OF THE DIRECTOR,
AND ALL THE SIGNS AND BANNERS POSTED MUST BE TAKEN DOWN ON THE SAME DAY OF
SCHEDULED USE.
Spring 2000 Quarterly Report •
Lowart summarized the activities and programs conducted by the Parks and Community Services Depaitinent conducted
during the Spring Quarter which encompassed the months of April,May, and June.
Afterschool Recreation - After School Recreation is a supervised activity program for children in is`-5`h grades.
The program operates on school days at Frederiksen, Murray, Nielsen and Dublin Elementary Schools and is held
Monday- Friday. Session II was held between February 7-June 16, 2000 from 1:45-5:30pm. Total registration for Spring
2000 at Dublin Elementary was 39, Fredericksen 52, Murray 47, and Nielsen 51, for a total registration of 189. Average
daily attendance at Dublin Elementary was 30,Fredericksen 36,Murray 35 and Nielsen 33.
Shamrock Spring Break Camp is a full day camp for 151-5`h graders that included a variety of recreational, social, and
educational activities., Camp was held Monday through Friday, 8:30am-5:OOpm at the Shannon Community Center.
Extended camp hours were held from 7:00-8:30a.m. and 5:00-6:00p.m.Total registration was 21.
Preschool- The third session of preschool Blue Explorers and Red Rocket filled with 20 enrolled in each class. In March
the preschoolers participated in the annual "Leprechaun Hunt". In April, students went egg hunting for Easter and in
May participated in a class picnic.
Teens - The Recreation on Campus (R.O.C.) program offers optional plans for the convenience of teens and parents.
The Monday-Thursday program is divided into two blocks of time, 1 hour 15 minutes in length. Block One is for the
Homework Club Program from 2:45-4:OOpm. Block Two is from 4:00-5:15pm,and includes Special Interest Classes and
After School Sports. Lunchtime activities are held during both lunch periods at Wells Middle School and included relays,
contests and sports. The third and fourth Kareoke Teen Night events of the 1999/2000 were held at Celebrity's Coffee.
A total of 125 teens attended the events. The Dub Town Jam concert was held on May 19, 2000 and has become an
"interactive" event. A total of 200 teens participated.
Youth Sports - The Youth Roller Hockey program was conducted on the blacktop at Dublin Elementary School on
Sunday afternoons from March 26-May 21.The total number of participants enrolled in the program was 31.

Adult Sports - A total of 13 teams participated in two basketball leagues during the Spring quarter. No 3-on-3 leagues
were conducted this Spring due to low team enrollment. Spring drop-in open gym basketball was conducted at Stager
Community Gym. One special open gym night was set up for women to promote the beginning of the women's league.
Average number of participants for Monday night open gym was 19 and 12 for one week of open gym for women.
During the Spring quarter a total of three softball leagues were conducted with 24 teams participating. Games were
played at the Dublin Sports Grounds. The Spring Co-ed Volleyball "C" League was canceled due to a lack of team
registrations.
Special Event/Eggstravaganza - The Annual Eggstravaganza was held at the Shannon Community Center on Saturday,
April 22. Activities included spin art, crafts, face painting, temporary tattoos, carnival games, inflatable party jumps,
refreshments, and a visit from the Easter Bunny. A total of 271 children attended the event.
Senior Center - In April, a "Spring into Spring' Luncheon was held on April 20 with over 50 people in attendance.
Average Daily attendance for April was 88 with 413 volunteer hours. In May, a Mother's Day Tea&Luncheon was held
on Thursday, May 11 with over 80 people in attendance. The Tri-Valley Haven Women's Center provided a special
workshop on Personal Safety. Average Daily attendance for May was 85 with 417 volunteer hours. In June, a Father's
Day Luncheon was held on June 15 attracting 75 patrons. The June workshop offered information about Long Term Care
Planning by Financial Planner, Kirk Dobson. The Senior Center also joined other senior organizations at the Alameda
County Fair/Senior Expo providing information about senior activities to fair goers. Average Daily attendance for June
was 84 with 521 volunteer hours.
Leisure Enrichment Classes - Leisure classes are specialized courses taught by contracted instructors. Most classes are
taught in six and eight-week sessions and others are offered as one-time workshops.Popular classes for the spring session
included children's Fun for Ones, Terrific Twos and Kinder-Judo. Popular adult classes included Yoga, Tai Chi, and
Adult/Pediatric CPR.
Future Meeting Dates
Lowart reported that regular meetings of the Parks and Community Services Commission are held on the third Monday of
the month. The upcoming January and February meeting dates fall on City holidays, so it will be necessary to reschedule
the meetings. She recommended that these meetings be rescheduled for the fourth Monday of the month as follows:
January 22, 2001 and February 26, 2001. These dates do not conflict with other City sponsored meetings.
The alternative would be to schedule them on the second Monday of the month.
The Commission concurred to meet on January 22 and February 26,2001 as recommended by Staff.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Cm. Cobb-Adams reported that she attended the Pasta Festival. The attendance did not seem to be as good as in the past.
She indicated that she was disappointed that there were not very many pasta vendors.
Cm. Cramer stated that he attended the Citizen Sausage event in San Leandro a week prior to the Pasta Festival, which
was comprised of a lot of sausage makers and beer vendors. The event drew a tremendous crowd. He suggested that
Staff contact them to see who was running that event. He worked as a volunteer in one of the Pasta Festival beer booths,
and felt that we were charging way too much for the beer and glasses. The idea of a commemorative glass is a good idea,
but we need to make some changes.
Cm. Wong-Gillmore stated that the Pasta Festival was competing with the baseball playoffs and the Niners and Raiders
game on Sunday. The weather was cooperative, but she was disappointed to see so many empty booths. There did not
seem to be the same arts and crafts venue that we had in the past. The political booths were not appealing at all.
One caterer indicated to her that they would not return next year, due to the lack of business.
Cm. Marcoux stated that the there were a number of parking lots surrounding the event, however they were not easily
accessible. Also, he did not feel that the location for the event was ideal. He reported that he attended the Youth
Advisory Committee meeting at which they discussed their upcoming events.

Cm. Swalwell stated that he heard comments that people were upset of the location change for the event. There were
three events going on that weekend in Danville and at Valley Christian.
Cm. Swalwell reported that when he went to pickup his son at Emerald Glen Park, he noticed a Police car there.
The Police Officer told him that he had to kick some kids off of the skateboard park because they were riding scooters.
He inquired as to what signage is posted there. Lowart stated that the ordinance specifies that only skateboards and inline
skates are permitted. However it does not address scooters. In talking to the City of San Ramon, they are allowing non-
motorized scooters on their skateboard park, on an interim basis only. She indicated that she would be addressing the
issue with Police Services.
Lowart stated that an evaluation of the Pasta Festival will be presented to the Commission at their next regular meeting.
Cm. Wong-Gillmore stated that she was asked if when there is a tournament at the sports grounds if the grass is
scheduled to be mowed prior to the event. She felt that if the City schedules a tournament at the sports grounds, we
should take the steps necessary to schedule the mowing of the grass prior to the tournament. Tournaments bring in a lot
of people to our City, and we should put our best foot forward in having the fields ready and in good playing condition.
When the Shamrock Tournament took place,the grass was long and shaggy and had many brown spots.
Director Lowart reported on the following:
There was a great turn out for the Emerald Glen Park.Dedication, approximately 1200-1500 people. A large number of
those in attendance were new eastern residents, and everyone seemed to have a great time.
