The September 18, 2000 meeting of the Parks and Community Services Commission was called to order at 7:02p.m. at
the Dublin Civic Center,Dublin, California,by Chairperson Swalwell.

ON A MOTION BY CM. CHAPMAN, SECONDED BY CM. COBB ADAMS AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO APPROVE THE AUGUST 21, 2000 MINUTES AS PRESENTED.

Report on 1999/2000 Youth Advisory Committee
Recreation Coordinator Sean Lange presented a report summarizing the accomplishments of the 1999/2000 Youth
Advisory Committee. He reported that on August 9, 1999 the City Council approved the appointments of the Youth
Advisory Committee for 1999/2000. The appointments included one adult representative from the community and twelve
youth members (1-7th grade,5-10th grade, 1-11th grade, 4-12th grade, 1-Adult Community Liaison and 1-Alternate (10th
grade). In addition to the Committee members, the Youth Advisory Committee included 1-Liaison from the Parks &
Community Services Commission, 1-Liaison from the Chamber of Commerce and 1-Liaison from Dublin Police
Services. The first meeting of the Youth Advisory Committee was held on September 2, 1999 and included a
parent/participant orientation. At subsequent meetings of the Youth Advisory Committee, goals and objectives were
adopted and priority projects and activities were identified. Lange briefly summarized the priority projects and activities
for the Commission.
During 1999/2000 year, the Youth Advisory Committee assisted Staff in serving over 500 youth in the course of the
term. In addition, the Committee provided input on parks and programs, as well as volunteered time to Dublin Police
Services. The Committee rated themselves high in the areas of teamwork, getting along, working hard and publicity.
The Committee suggested that future Youth Advisory Committee's make a concerted effort to; 1) Recruit non-members
to subcommittees, 2) Conduct a Subcommittee Development Night for Teens, 3) Maintain a participation list from
activities, 4) Form a Middle School Events Subcommittee, 5) Increase productivity at Youth Advisory Committee
meetings, 6) Increase participation on subcommittees, and 7) Create a system to insure that the Committee member
attends City meetings. In addition, the Committee recommended that the Staff for the 2000/2001 term, conduct a
Parent/Committee Member Information Night, include CSUH Ropes Course at orientation, continue to work with
Leadership Classes, and create a Youth Advisory Committee T-shirt.
Cm. Wong-Gillmore inquired if there were any committee members that returned this year. Lange replied, six of the
eleven committee members returned this year. He introduced Katie Hootman to the.Commission. She is a junior at .
Valley Christian High School and is a returning committee member. Katie was the subcommittee chair for the Dub
Town Jam.
Cm. Cobb-Adams stated that it is good to see the Youth Advisory Committee moving forward and growing.

Cm. Chapman asked if the survey asked for e-mail addresses. Lange stated that it was left as optional. He indicated that
it is a powerful tool that needs to be tapped into.
Cm. Chapman asked if there is interest to have a website. Lange stated that at the beginning it was felt that a website
was the answer to get the word out on the activities. However, the person that was assigned to design the website was
not able to get it done. Cm. Chapman stated that in the past there has always been a student at the high school who was
the technician expert. It's possible that this student may be interested in designing a website for you.
Cm. Cobb-Adams suggested contacting Linda Halloway, a teacher at the high school. She works with a group of
students who are referred to as the technology team.
Cm. Marcoux stated that he attended the introductory meeting. Many of the students were returning committee members
and they seemed excited to be there.
2000 Dublin Pasta Festival
Recreation Supervisor Paul McCreary reported on the 2000 Pasta Festival that is scheduled for October 7-8. The festival
will be held on Amador Valley Boulevard between Regional Street and Donohue Drive. In addition to the space on the
street,the festival will also utilize the library parking lot. Over 100 artists and commercial vendors will line-the street.
The event will include local restaurants and food vendors serving pasta samplings. There will be two stages for
entertainment at the festival featuring jazz musicians and local community talent. The newspaper sponsor for the event is
Contra Costa Newspapers.
Cm. Cobb-Adams stated that she was contacted by one of the senior parents from the high school who submitted an
application for a booth to sell tickets for a fundraiser. However they have not heard back from Eckerstrom Productions.
Cm. Cobb-Adams suggested that he contact Rae Heath who heads the fundraiser for the senior class. McCreary stated
that Mr. Eckerstrom is scheduled to be in town this week, and that he will follow-up on the status of their application.
Cm. Chapman asked if many non-profit groups would be participating in the event this year. McCreary stated that all the
positions have been filled.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Cm. Cobb-Adams stated that she was contacted by Liz Schmitt, who reported that she paid a deposit in July for a pool
party, but to date has not received a refund of the deposit. McCreary stated that staff also received a call regarding this
matter, and in following up discovered that a refund check was issued and cashed on September 8.
Cm. Wong-Gillmore stated that it seems that the skateboard park at Emerald Glen Park is getting a lot of use. She was
surprised to see small children on non-motorized scooters using the skateboard park. At the same time, there were also
older kids on their skateboards going very fast. She wondered how safe it is to have these types of uses going on at the
same time.
Cm. Wong-Gillmore stated that she plans to attend the Emerald Glen Park Dedication this weekend. She asked if there
was anything that the Commission could do to assist with this event. McCreary stated that there are many volunteers
from several community groups and staff will be there also. The event is scheduled to begin at 11:00am with a
dedication ceremony. Hot dogs, chips and soda will be free to those attending. There will be bands providing music,
tennis and skateboarding demonstrations, a bungee run, children's activities, and a Camp Parks historical display.
Cm. Chapman asked if there will be some type of itinerary available to the public and signage posted directing people
where the activities are. McCreary stated that a program would be available outlining the dedication ceremony and
schedule of events. At the main plaza area there will be an informational booth and a post showing directional signage to
where the activities are located.

Cm. Chapman asked if motorized and non-motorized scooters are permitted in the skateboard park and if there was
signage indicating what is or is not allowed. Wierschem stated that there is an ordinance in place prohibiting motorized
vehicles in any park. However, she is not sure whether the use of scooters was included on the signage. She will refer
the issue to the Parks&Community Services Director.
Cm. Chapman stated that he attended the St. Patrick's Liaison meeting last month and there were no real issues.presented.
He indicated that fie would be attending the Senior Volunteer Luncheon. Cm. Cobb-Adams and Wong-Gillmore indicated
they would be in attendance as well.
Cm. Swalwell stated that he really likes the idea of a Youth Advisory Committee T-shirt.. He asked if there were plans to
sell them as a fundraiser. Lange stated that the main focus was to have t-shirts that the committee members could wear to
advertise the Youth Advisory Committee.
Cm. Chapman reported that the Pasta Festival is the same date as the high school homecoming. Therefore they will have
a football game that Friday which draws a pretty good crowd. He suggested that Staff contact the high school to see if •
they would make an announcement about the Pasta Festival that weekend.

4. The Senior Volunteer Luncheon is scheduled for September 28.
The Dog Park is going back to the City Council tomorrow night, and everyone who attended the last meeting has been
notified. The City Council will receive public comment and take the Commissions recommendations into consideration
when determining whether Alamo Creek Park is the appropriate site for the Dog Park.
