The June 19, 2000 meeting of the Parks and Community Services Commission was called to order at 7:04p.m. at
the Dublin Civic Center,Dublin, California,by Vice-Chairperson Cramer.

ON A MOTION BY CM. WONG-GILLMORE, SECONDED BY CM. CRAMER AND BY UNANIMOUS
VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF MAY 15, 2000 AS SUBMITTED.

Parks and Community Services Director Diane Lowart reported that at the July 19, 1999 meeting of the Parks &
Community Services Commission Rose Rose addressed the Commission regarding the need for a dog park in
Dublin. Although the Commission found the idea of a dog park interesting, they did not feel that there was
adequate support at the time to warrant further consideration. The Commission encouraged Ms. Rose to gather
additional support to substantiate the need for a dog park and to identify potential locations for a dog park.
Ms. Rose has submitted correspondence outlining a proposal for a dog park, and has obtained 144 signatures in
• support. Alamo Creek Park on Dougherty Road between Willow Creek Drive and Wildwood Road has been
proposed as the potential site for the dog park. Ms. Rose presented a picture board of photographs of an existing
dog park in Palo Alto and of the potential site location of Alamo Creek Park. She indicated that fencing already
exists at the proposed site,however a staging area would need to be added at each end. The site should also have a
water faucet, 4 poop scoopers, 4 sturdy covered and lined garbage receptacles, 4 benches, and 2 signs at each
entrance with the park hours,rules and space for posting notices and announcements. Ms. Rose reported that there
are 22 existing parking spaces, 2 handicapped spaces and space for about 6 cars along the street at the Alamo
Creek site.
Cm. Wong-Gillmore inquired about the kinds of rules that would be posted. Ms. Rose read the rules and
regulations currently posted at the Palo Alto Dog Park,which are standard for most dog parks.
Cm. Chapman asked if the residents would have a say in the proposal. Director Lowart stated that a mailing would
be generated requesting community response.
ON A MOTION BY CM. CHAPMAN, SECONDED BY CM. WONG-GILLMORE AND BY UNANIMOUS
VOTE, THE COMMISSION VOTED TO SUPPORT THE REQUEST FOR A DOG PARK AND DIRECTED
STAFF TO FORWARD THE REQUEST TO THE CITY COUNCIL. .

Proposed Five-Year Capital Improvement Program, 2000-2005
Director Lowart reported that the projects anticipated to be completed this fiscal year include the Dublin Swim
Center Renovation, Shannon Center HVAC,Dublin Elementary Athletic Field Renovation,Dublin Heritage Center

Improvements, Emerald Glen Park (Phase I), Swim Center Pool Lift, Senior Center Handicap Lift, and Dublin
Swim Center Deck Replacement. Total cost of the projects anticipated this fiscal year is $8.6 million with the
largest project being Emerald Glen Park. The CIP is divided into four categories; General Improvements,
Community Improvements, Parks and Streets. Total cost of the CIP is $109.6 million, of which approximately
$35.5 million is related to park projects. Funding for the park projects is mainly from private development (85%)
and the General Fund. The Camp Parks project for the development of a 13-acre community park has been stalled.
Camp Parks has not been able to respond to the City's request, and the project has therefore been put off until next
fiscal year. Additional projects include the Swim Center Fence Replacement, Shannon Center Door Replacement
and Parking Lot Paving, and Park Play Area Evaluation for compliance with State and Federal safety criteria.
New neighborhood park projects for future growth areas included in the CIP include the Dublin Ranch
Neighborhood Park, Schaefer Ranch Neighborhood Park and the Eastern Dublin Neighborhood Park. Projects not
designated for funding in the CIP, are Emerald Glen Park Phases III—V, Emerald Glen Park Aquatic Center,
Emerald Glen Park Community Center, Emerald Glen Park Recreation Center, Sports Park and Community
Theater.
Cm. Cobb-Adams stated that when the Commission reviewed the overall master plan, there was a discussion
regarding the ball fields. She thought there was to be some allowance for dirt fields versus grass infields.
She reported that when she drove by the Emerald Glen Park recently, she noted that all the ball fields have grass
infields. Director Lowart stated that she recalled the discussion. The fields were originally designed with grass
infields. There is another field planned for the park and she will make sure that it isn't grassed. When the sports
park is done, allowances for both contingencies will be included.
Cm. Wong-Gillmore inquired about how funding is anticipated over the next five years. Lowart stated that there is
a running total of the fees that will be coming in over the next five years. There is a comfort level of dollars per
project versus the amount of money that is anticipated to come in. This program is very ambitious. If development
should slow down for some reason, projects will need to be re-evaluated. However if it should accelerate, there
may be a chance to do more.
Cm. Wong-Gillmore asked if there are any projects in the CIP that are beyond the time frame that the Depai tiiient
may want to have completed sooner,particularly those identified to bring in revenue. Lowart stated that buildings
generate revenue, but revenue is not generated to cover the cost of operating the buildings. Both the amount of
developer fees coming in to pay for the project, and the revenue that would be coming in from the new
development would need to be assessed in order to determine whether there would be adequate revenue to maintain
the projects.
ON A"MOHON BY CM. CHAPMAN, SECONDED BY CM. COBB ADAMS AND BY UNANIMOUS VOTE,
THE COMMISSION VOTED TO CONFIRM THE PROJECT PRIORITIES AS PROPOSED BY STAFF.
Director Lowart reported that the City Council would conduct a Public Hearing on the CIP and Fiscal Year 2000-
2001 Budget on June 21, 2000 at 6pm in the City Council.
Emerald Glen Park Dedication
Director Lowart reported that the City Council identified planning a dedication event for Emerald Glen Park as a
high priority for the year 2000. Staff developed a tentative event plan and included funds for the dedication in the
Preliminary FY 2000/2001 budget.
Staff contacted the Dublin Soccer League and their opening weekend will be September 9-10. Therefore Staff
would recommend scheduling the dedication on either Saturday, September 16 or 23, from 10:OOam-2:OOpm.
It is envisioned that the event would begin with a short ceremony featuring the ribbon cutting, introduction of local
dignitaries, and the•unveiling of a dedication plaque. The event would feature entertainment and activities.
Marketing of the event would include a feature on the front and back covers of the Fall Activity Guide with
detailed event information inside. Flyers would be distributed to all Dublin schools, special invitations mailed to

local dignitaries, members of the Emerald Glen Park Task Force and representatives from each of Dublin's
community groups.
After discussion, the Commission concurred that activities should be planned throughout the park and that there
should be a variety of activities for all ages. They encouraged the involvement of local youth sports leagues and
service clubs. The youth sports leagues could be involved with sports demonstrations or contests, or could setup
informational displays. Service clubs could assist with food serving or could setup an information display.
The Commission did not have a preference for the date.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Cm. Cobb-Adams stated that she noticed that the pool is open and in use. Director Lowart stated that the pool is
currently being used for staff training and will be open for the swim.team and junior lifeguard training. It is
anticipated that the pool will be open by next Monday to the public.
Cm. Cobb-Adams asked if the season will be extended and the pass fee adjusted. Lowart replied that the pool will
be open through the end of October. Staff is currently•looking at adjusting the pass fee.
Cm. Wong-Gillmore asked about the Dub Town Jam. Lowart reported that there was good attendance.
The bungee-run and karaoke were very popular.
Director Lowart reported on the following:
4All sessions in the RAFT program will be conducted as scheduled. Two sessions have waiting lists.
4All sessions in Camp Shannon are full.
4All sessions for Fun-in-the-Sun at Shannon Park are full. Sign-up for sessions at Kolb, Alamo Creek and Mape
are going well.
ASports Camp signup is doing well.
+Budget hearing is scheduled for Wednesday, June 21 at 6pm.
