PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF.: APRIL 24, 2000 �..
The April 24, 2000 meeting of the Parks and Community Services Commission was called to order at 7:00 p.m.
at the Dublin Civic Center, Dublin, California, by Vice Chairperson Cramer.

Approval of Minutes
ON MOTION BY CM. CHAPMAN, SECONDED BY CM. WONG-GILLMORE, AND BY UNANIMOUS VOTE,
THE COMMISSION VOTED TO APPROVE THE MINUTES OF FEBRUARY 14, 2000 AS PRESENTED.

Unfinished Business— None
Director Lowart suggested the Commission hear Item 8.1 and Item 8.2 before conducting the Public Hearing
on amending Fee Schedules.
New Business
Teen Summer Camp, Roaming Activities For Teens (R.A.F.T)
Sean Lange, Recreation Coordinator, presented the Staff Report indicating that the City Council at their annual
Goals & Objectives meeting rated "expand teen programming to include summer camp/excursion programs for
middle school teens" as a high priority.
Staff proposed a summer camp for middle school teens called Roaming Activities For Teens (R.A.F.T.) It will
be scheduled Monday through Thursday from 12 p.m. to 5 p.m. Each week will have a theme and activities
will be planned around that theme. Participants will go on daily excursions such as A's games, Camelot Park,
Shadow Cliffs and other nearby locations. This program is to target 15 and 16 year olds who can't drive but
want to go places. It will run for 8 weeks from June 26th through August 18, 2000 at a cost of$130 per week.
Wells Middle School will be the "Home Base." They will travel by rented vans, "Wheels", D.A.R.T., B.A.R.T.
and walking.
Cm. Chapman asked if there would be a calendar for the summer in advance?
Lange responded definitely. They would be using a theme for each week.
Cm. Chapman asked if this program was being talked up with the kids at Wells?
Lange stated yes.

Cm. Chapman asked if there would be a limit like 25 per week?
Lange responded that they would start with 20.
Cm. Wong-Gillman asked if there has been a good response from the kids and parents?
Lange indicated that phone conversations with parents was good. The program would be in the afternoon to
allow the kids to sleep in the mornings.
Cm. Wong-Gillman asked if Staff was targeting kids at Wells?
Lange confirmed the program was geared for junior high age.
Cm. Wong-Gillman asked about 5th graders graduating in June participating?
Lange responded they had Camp Shannon.
Cm. Cobb-Adams asked if they had to pay by the week?
Lange responded that yes, they had to pay by the week and not trip by trip.
Cm. Cobb-Adams indicated use of themes are great and the program looked exciting.
ON MOTION BY CM. COBB-ADAMS, SECONDED BY CM. CHAPMAN, AND BY UNANIMOUS VOTE, THE
COMMISSION APPROVED ROARING ACTIVITIES FOR TEENS PROGRAM AS PROPOSED.
Cm. Chapman suggested having the group go to the driving range as one of the excursions.
Summer 4-Person Indoor/Outdoor Co-ed Volleyball League
Director Lowart presented the Staff Report indicating that the City has had limited success with the adult
volleyball program. In an effort to stimulate adult volleyball, Staff was proposing a new format for the 2000
summer season. The proposed volleyball league will allow four person co-ed teams to play outdoors until
sunset and then move to the indoor courts at sunset. The Volleyball League would run one evening a week
from June 20th to August 22nd from 6:30 p.m. to 9:00 p.m. at the Wells Middle School Field and the Frank
Stager Community Gymnasium at a cost of$110 per team. Volleyball officials will not be used. Players will
referee each other's games and there will be a site supervisor who is knowledgeable of the rules and who will
be able to handle any potential rules issues.
Cm. Chapman asked if they would be playing on grass since the location was the Wells Middle School field?
Lowart responded there would be a combination of playing outside on the grass and inside in the gymnasium.
Cm. Wong-Gillman asked how far from the Gym was the Wells Middle School field?
Lange indicated the field was right next to the gym.
Cm. Wong-Gillman asked how many participated in the drop-in volleyball?
Lowart answered ten to fifteen people. They were hoping for six teams and would cap the roster at 10.

Cm. Munoz asked what day from 6:30 p.m. to 9 p.m.?
McCreary responded on Tuesdays.
Cm. Chapman asked what constituted an adult?
Lowart answered 18 years old.
ON MOTION BY CM. WONG-GILLMAN, SECONDED BY CM. MUNOZ, AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO ACCEPT THE NEW FORMAT FOR VOLLEYBALL PROGRAM AS PROPOSED.
Public Hearing
Amendments to Fee Schedules'
Director Lowart reported that it is the policy of the Parks and Community Services Department to develop
programs and classes in which registration will at least cover direct program costs. On an annual basis, staff
undertakes a review of the expenditures and revenues related to various Department programs and
recommends fee adjustments as necessary. She briefly summarized the recommended fee adjustments for
Camp Shannon, Afterschool Recreation, "Fun-in-the Sun, Preschool Programs, Recreation on Campus
(R.O.C.), Roaming Activities for Teens (R.A.F.T.), Adult Sports Programs, Youth Sports Programs, and
Aquatics Programs.
Cm. Cramer opened the Public Hearing.
Cm. Wong-Gillman asked if all programs are at capacity?
Lowart responded yes, for the most part.
Cm. Wong-Gillman asked if there will be new fields for adult softball?
Lowart indicated the fields at Emerald Glen Park are not lighted. Staff will be meeting with the youth sports
groups to discuss their needs before scheduling any use.
Cm. Chapman asked if the participants in adult softball are mostly residents or non-residents?
Lowart indicated the teams were 50—50.
Cm. Chapman asked if the fees could be raised for the non-residents?
Lowart indicated the Commission Policy was to charge a 15% differential to the non-residents which is
consistent with the policies of all our neighbors. Fees could be raised for the non-residents, but the
Commission's Policy would need to be changed.
Cm. Cramer asked about the renovations at the pool?
McCreary indicated the slide will be on site by May 10th &will take a week to install. Staff anticipates Memorial
Day Weekend to have everything done.
Cm. Wong-Gillman asked why the building was torn down.

Lowart responded it was more cost efficient to tear the building down and start a new.
Cm. Chapman asked if the Commission had looked at these particular fees last year?
Lowart indicated these fees were being examined now so they could be in affect this summer and be in this
year's summer brochure. In July, Staff will bring back some other programs to examine for possible fee
increases for Fiscal Year 2000-2001.
Cm. Cramer closed the Public Hearing.
ON MOTION BY CM.WONG-GILLMAN, SECONDED BY CM. COBB-ADAMS, AND BY UNANIMOUS
VOTE, THE COMMISSION APPROVED THE RESOLUTIONS 01-2000 THROUGH 06-2000 AS SUBMITTED.
Cm. Munoz asked why the resolutions had an April 17th date?
Lowart indicated a new motion would be in order.
ON MOTION BY CM. WONG-GILLMAN, SECONDED BY MUNOZ, AND BY UNANIMOUS VOTE, THE
COMMISSION APPROVED THE RESOLUTIONS AS SUBMITTED WITH THE EFFECTIVE DATE BEING
TODAY APRIL 24TH.

Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Cm. Munoz stated he had a good time in Ireland. Bray was not as friendly as they had hoped. Cm. Wong-
Gillman indicated the band had received kudos wherever they played.
Cm. Chapman indicated he had sent a letter to the Lions Club about improving the parade especially in regard
to broadcasting and logistics. He has had his say. Cm. Wong-Gillman indicated Eric went to the meeting
regarding the parade. McCreary stated the St. Patrick's Festival had been evaluated by the City Council.
Cm. Wong-Gillman indicated she had walked around the new park and was surprised to see grass on either
side of the promenade. She thought there was suppose to be tiles. It is a very pretty park, but she was
disappointed to see a lot of crab grass and weeds. Lowart stated the City has not accepted the park as yet. It
will be 100% weed free before acceptance. The contractor is starting a rigorous weed abatement program.
Cm. Wong-Gillman stated there were cracks in the sidewalks. Lowart indicated there will be a punchlist and all
items on the punchlist will be addressed before the City accepts the park.
Lowart stated the Eggstraganza was successful.
Lowart indicated Staff was accepting proposals for the Pasta Festival.
Lowart stated a new phone system is in place which allows Shannon Center to receive phone calls transferred
from the Civic Center. The new phone number for Shannon Center is 556-4500.
Lowart indicated renovations are underway at the Civic Center. At the end of June, Parks & Community
Services Department will be moving downstairs, but the phone numbers will remain the same.

Cm. Wong-Gillman expressed concern over the difficulty at the new San Ramon Park with someone being
beaten up. Lowart stated this was only one incident. The incident is under investigation.
Cm. Chapman expressed concern for the Little League when the Sports Ground was shut down. Lowart
indicated this would be in next year's CIP and would not happen this year. Staff will be bringing the new CIP to
the Commission at the next meeting in May.
Cm. Wong-Gillman asked about the new Dougherty School and if the School District and the City would
connect with any parks? Lowart responded not at that site. The City did not have a park there. Dublin Ranch
would have a park. The School District will not be building a school there for 5 to 10 years.
Cm. Chapman indicated the red light on the snack bar is not working. He asked if it was on the same timer as
the restrooms? He indicated a problem with one of the bleachers on the softball field missing a row.
Cm. Munoz stated the pool looks nice.
