The meeting was called to order at 7:00 p.m., by Mayor Haubert. 1. Bruce Jensen, Senior Planner, Alameda County Planning Department, provided comment on this item. Shawn Marshall, Director, LEAN Energy US, provided comment on this item. Eloise Hamman, Dublin resident, provided public comment on this item. By consensus, the City Council directed Staff to return with a Staff Report approving the execution of the Joint Powers Agreement and the first reading of an ordinance electing to implement a Community Choice Energy Program. 3.2. Public Comment – No public comments were made at this time. DUBLIN CITY COUNCIL MINUTES 2 REGULAR MEETING NOVEMBER 1, 2016 4. Consent Calendar RESULT: ADOPTED [UNANIMOUS] MOVER: David Haubert, Mayor SECONDER: Don Biddle, Councilmember AYES: Haubert, Gupta, Hart, Biddle, Wehrenberg By unanimous vote, the City Council took the following actions: 4.1. Approved the minutes of the October 18, 2016 Regular City Council meeting. 4.2. Waived the first reading and INTRODUCED an Ordinance Repealing and Adopting Chapters 5.08 (Fire Code), 7.32 (Building Code), 7.34 (Residential Code), 7.36 (Electrical Code), 7.40 (Plumbing Code), Chapter 7.44 (Mechanical Code), and 7.94 (Green Building Code), and Amending Chapter 7.28 (Building Regulation Administration Code) of the Dublin Municipal Code, In Order to Adopt by Reference and Amend Provisions of the 2016 Edition of the California Building Standards Code, Title 24, California Code Of Regulations; and, set the public hearing of November 15, 2016 to: a) Adopt the Resolution Approving the Finding of Necessity for Amendments to the 2016 California Building Standards Code , as recommended by Staff, b) Waive the Second Reading and Adopt an Ordinance Repealing and Adopting Chapters 5.08 (Fire Code), 7.32 (Building Code), 7.34 (Residential Code), 7.36 (Electrical Code), 7.40 (Plumbing Code), Chapter 7.44 (Mechanical Code), And 7.94 (Green Building Code), and Amending Chapter 7.28 (Building Regulation Administration Code) of the Dublin Municipal Code, In Order to Adopt by Reference and Amend Provisions of the 2016 Edition of the California Building Standards Code, Title 24, California Code Of Regulations. 4.3. Selected Clover Park as the name for the Neighborhood Square and Sunrise Park as the name for the Nature Community Park. 4.4. Received notification of the City Engineer’s Pending Approval of the Final Map for Tract 8295, a Condominium Subdivision located at 7144 Regional Street. 4.5. Waived the reading and INTRODUCED an Ordinance Amending Dublin Municipal Code Section 2.08.020 and Providing for an Increase in the Salary for Members of the City Council. 4.6. Adopted RESOLUTION NO. 161 - 16 APPROVING A CONSULTING SERVICES AGREEMENT WITH BKF ENGINEERS FOR CONDUCTING PRELIMINARY ENGINEERING FOR THE EXTENSION OF DUBLIN BOULEVARD IN DUBLIN TO NORTH CANYONS PARKWAY IN LIVERMORE, DUBLIN CITY COUNCIL MINUTES 3 REGULAR MEETING NOVEMBER 1, 2016 and approved the budget change. 4.7. Proclaimed November 26, 2016, as Small Business Saturday in Dublin. 5. Written Communication 5.1. City Recruitment and Selection Process Report The City Council received the report. 6. Public Hearing 6.1. Sierra Business Center Rezone Mayor Haubert opened the public hearing. Jean Josey, Dublin resident, provided public comment on this item. Mayor Haubert closed the public hearing. RESULT: ADOPTED [UNANIMOUS] MOVER: Abe Gupta, Vice Mayor SECONDER: Don Biddle, Councilmember AYES: Haubert, Gupta, Hart, Biddle, Wehrenberg RESOLUTION NO. 160 - 16 APPROVING A NEGATIVE DECLARATION FOR THE REZONING OF THE SIERRA BUSINESS CENTER FROM THE M-1 ZONING DISTRICT TO THE M-P ZONING DISTRICT 6549 SIERRA LANE (APN 941-0205-020) PLPA 2014-00034 and, waived the reading and INTRODUCED an Ordinance Approving Ordinance Approving a Rezoning from the M-1 Zoning District to the M-P Zoning District for the Sierra Business Center Located at 6549 Sierra Lane (APN 941 -0205-020) PLPA 2014- 00034. 7. Unfinished Business 7.1. Alameda County Waste Management Authority Reusable Bag Ordinance Expansion Meri Soll, Senior Program Manager, StopWaste.org, provided public comment on this item. DUBLIN CITY COUNCIL MINUTES 4 REGULAR MEETING NOVEMBER 1, 2016 By consensus, the City Council agreed to not opt out of the Reusable Bag Ordinance Expansion. 8. New Business 8.1. Arts Space Grant Pilot Program Awards The City Council awarded Arts Space Grants to Amador Va lley Quilters, Dublin Historical Preservation Association, East Bay Marathi Mandal and Futures Explored. Fiscal Year 2015-16 4th Quarter Financial Review The City Council approved the Fiscal Year 2015-16 budget change and confirmed General Fund reserve designation as of June 30, 2016. Formation of an Ad Hoc Fiscal Sustainability Task Force The City Council approved the formation of an Ad Hoc Fiscal Sustainability Task Force and directed Staff to bring back recommendations for members of the Task Force, for approval.
