Utility Box Art Pilot Program Design Selection

EXECUTIVE SUMMARY:
The City Council will consider a recommendation from the Heritage and Cultural Arts
Commission for artwork to be painted on six utility boxes along Village Parkway, under
the Utility Box Art Pilot Program.
STAFF RECOMMENDATION:
Approve the Heritage and Cultural Arts Commission's selections for the Utility Box Art
Pilot Program.
FINANCIAL IMPACT:
Staff estimates the cost of the Utility Box Art Pilot Program, including artist payments
and Staff time, to be approximately $7,700. Per the Public Art Ordinance, this project is
eligible for funding with Public Art Fund monies, and the City Council previously
approved $8,000 for the purpose of this program.
DESCRIPTION:
At the March 1, 2016 meeting, the City Council approved and funded a Utility Box Art
Pilot Program to paint six boxes in the Village Parkway District and Dublin High School
neighborhood. The Commission recommended the three boxes nearest Dublin High
School (A, B, and C) be reserved for student artists working under the supervision of an
adult artist or art teacher, and the three boxes in the Village Parkway District (D, E, and
F) be awarded to professional artists or student artists.
The City Council directed Heritage and Cultural Arts Commission to choose a theme,
and the theme chosen was “Variations on a Shamrock.”
Staff issued a Call for Artists on October 24, publicizing the opportunity through normal
City channels (website, etc.), as well as via email to local public school art teachers,
private art studios, registrants in the Cultural Arts Database, nearby cities with

successful utility box art programs, and the California Cultural Arts Council website. The
deadline to apply was November 21.
No student applications were received for boxes A, B, and C, although Staff is aware
that teachers did promote the opportunity numerous times to students. Five professional
artists applied, submitting a total of nine designs for consideration for boxes D, E, and F.
In light of the absence of any student submissions for boxes A, B, and C, Staff
recommended, and the Commission agreed, to relax the Call for Artists specifications
that six different artists be chosen and that only students be considered for the boxes
near the high school. The three boxes in the high school neighborhood are frequent
targets of graffiti vandals. The desire to use public art to deter graffiti on specific
“problem” boxes was a significant factor in establishing this pilot program.
The Commission recommended the following assignments, and Staff has confirmed
with all artists that they would be willing to modify their designs, if needed, should City
Council approve the Commission’s recommendation.
Box A - Southbound Village Parkway at Davona Drive (near DHS)
The Commission recommended a design by Kimberly Overton of Castro Valley, titled
“Reaching for a Shamrock,” which features hands of various skin tones reaching for
shamrocks against a light green background and was inspired by a poem written by the
artist. The Commission felt this design’s theme of diversity was well-suited for a box
near the high school, and the fact that it had no large solid colored areas made it less
appealing as a tagging target.
Box B - Southbound Village Parkway at Brighton Drive (directly opposite DHS)
The Commission recommended a design by Suzanne Gayle of Hayward, titled
“Electric Shamrock,” which uses bright neon colors to emphasize a happy, cheerful
community. It is also a nod to Dublin’s growing technology sector. The Commission felt
this colorful design would appeal to teens and busy design would make it less appealing
as a tagging target.
Box C - Southbound Village Parkway at Tamarack Drive (near DHS)
The Commission recommended a second design by Suzanne Gayle, “Shamrock
Community,” which depicts an orange cat and golden dog playing in shamrocks. The
Commission felt that this design would be especially appealing to younger children, and
thus was a good choice for this corner near Fredericksen Elementary.
Box D - Southbound Village Parkway at Amador Valley Blvd. (in front of Oil Changer)
The Commission recommended an abstract design by Kalani Ware of Fairfield who
uses color and texture to portray “connection, diversity and social interaction.” The
colors - green, orange, white and black -- represent the Irish community. The
Commission felt the unconventional choice of a black shamrock was well-suited to an
auto service facility.

Box E - Northbound Village Parkway at Lewis Avenue (in front of retail complex)
The Commission recommended a design by John Osgood of Danville, which depicts
an abstract shamrock on the Village Parkway side of the box and a blue bird
“representing nature found right here on your own backyard” on the Lewis side of the
box. The artist uses layers of color to add texture and dimens ionality. The artist had
applied for this location, and Commission agreed it was the best location for a box
meant to be viewed from either side.
Box F - Northbound Village Parkway at Dublin Boulevard (in front of Wendy's)
Commission recommended one of three designs submitted by Lisa Long of Dublin.
The bold, graphic design in blue, green and black, depicts shamrock -covered hills with
silhouettes from Dublin history including a rancher leading a horse, a barn, Old St.
Raymond church and the Kolb House. The Commission felt placing the reference to
Dublin’s history in a prominent location was important. The box is near to the
Crossroads mural, and Dublin Boulevard leads to Heritage Park and Museums. The box
can be viewed from both directions, so patrons at t he Wendy’s drive-through will be
exposed to this image Dublin’s past. The design does feature some larger, solid colored
areas, but on this busy corner, they felt the tagging risk was minimal.

NOTICING REQUIREMENTS/PUBLIC OUTREACH:
A courtesy notice of this item was sent to businesses and residents within 300 feet of
the proposed boxes and to administrators and teachers at Dublin High School.

"Shamrock Community" Pets are intended to represent the welcoming community that is Dublin.
The image of family pets (a cat playing in a field of shamrocks and a dog romping through shamrock clover)
are intended to showcase the health, family and community atmosphere of Dublin.
"Electric Shamrocks" I consider this an extension of my "Neon Jungle" series
that use bright colors to emphasize the positive of a happy and cheerful community.
I want people to look at this image and smile. A subtext might also be the growing
Technology sector in Dublin.

EXPERIENCE
I have 25+ years of experience in the Arts, living and working in the Bay Area with clients throughout
the area. I operate my woman -owned business in Mural Painting, Graphic Design, and Art Instruction
and Teaching. My original murals, paintings, and sculptures can be viewed at over 25 schools, libraries,
and municipal areas throughout the San Francisco Bay Area. Public commissions include: projects for
the City of Hayward; Hayward Unified School District; City of Fremont; City of San Carlos; and
numerous parent /youth organizations. I have also created private murals for homes and business offices
throughout the Bay Area. I have self - published an instruction course and book for teaching workshops
on Art for non -artist teachers in the classroom.
Star Arts artwork ranges from acrylic -on- canvas to large public works on building exteriors /interiors.
Public works range from utility boxes to multi -story murals. What makes my artwork unique is my
creative use of space, including awkward corners and wall indentations that many artists overlook.
I thoroughly research my design themes to include both historical references and site details to ensure
that artwork `flows' in harmony with its location. Collaboration with my clients is vital throughout this
creative process to ensure their satisfaction.
In addition to murals my portfolio includes: Graphic design on logos and brochures; mixed media;
2 -D /3 -D acrylic /canvas works; paint sculpture; and wood cutouts. The course I created on Art includes
a teaching seminars for non -artist schoolteachers about incorporating art and art techniques into the core
curriculum. My course teaches creative ways to include art into the classroom, geared to the teacher.
Working on large public installations goes beyond imagining unique designs, creating scale models
and painting the mural. I have experience in obtaining necessary permits, insurance, and right of way
clearance before starting all projects. Working on large -scale projects has provided me with experience
in preparing large surfaces, operating large equipment such as boom and scissors lifts, finishing with an
anti - graffiti coating and especially collaborating with Facilities directors and City personnel.
I have been featured in numerous publications including "Daily Review ", CSU East Bay "The Pioneer "'
The Tri -City Voice, Inside Bay area.com, the Hayward Highlights as well as a public showing in "On
The Bay Today" KRON -TV about my murals in Hayward. My artwork was recently included in a San
Francisco Chronicle special section on Hayward (6/26/16).
Showing support for my community is important to me, and has inspired me to serve as Commissioner
on both "Keep Hayward Clean & Green" Task force and Alameda County Arts Commission, as well as
the Hayward Volunteer awards committee, social committee, and school parent organizations. I am
grateful for the opportunity to donate my time as well as art and graphic services for community events.

I graduated from Memphis University, moving to the Bay Area in 1987. I live near CSU East Bay in
Hayward with my husband Steve, my two daughters, Violet and Tanzenite and several cats and dogs
rescued from animal shelters. I enjoy sharing the love of the arts with my daughters who love drawing,
theater and music. My entire family also shares in community pride by volunteering. My husband is a
founder and Chairman of the Board for Silver Oak High School, the first and only free Montessori
Public High School in the Bay Area. Our daughters organized neighborhood -wide recycling program to
raise funds in support of their schools that has been used to help send kids on school trips with financial
aid. We firmly believe that the community is what you make it, which is why we connect so well with
people in areas that we research for art projects.
Involvement with other artists in my family and with friends inspired me to get into the arts early. After
graduating with a B.A. from Memphis University, I operated a crafts business for fashion art pieces, in
addition to working fulltime in interior design and decorating. I returned to college to re- invent my
artwork styles by studying graphics arts and computer graphics and web - design at Foothill College in
1998 -2000. I have since created several mix -media pieces including an award - winning anti - smoking art
video piece. I started an artist's showcase website for Purple Dolphin Arts, and formed my own
professional studio, Star Arts LLC.
Suzanne Gayle Artist Background
Star Arts LLC was formed as an outgrowth of my design business, Purple Dolphin Arts and
incorporated in May 2008 to meet large -scale commission and insurance requirements for my growing
business. I am the Founder, President and sole -owner of the corporation. I have extensive experience
with government contracting requirements and regulations, and have worked with city and school
district Facilities directors in multiple communities.
As an Alameda County Art Commissioner, I am very active in the local community, children's, and art
associations. I have taught as an art instructor at several public schools, actively promoting `Art Is
Education Month ", providing workshops for several schools and organizations. Serving as Vice
President on a PTA board, I initiated an ART committee and enrolled the school to participate in the
National Reflections Art Program. For the Woodland Estates Community Association in Hayward, I
have been the past Newsletter Editor and Co -Chair the social committee in charge of children's holiday
events.
My artworks tell layered stories to draw the observer in for a deeper look and includes: Trompe d'Oeil,
layering of original digital images and paints, altering of lighting, traditional techniques as well as
modern advances in technical imaging, rounding or merging of perspective, enhancements to the art
boundaries as well as the art with mixed media.

My abstract work is a representation of the world inside and around me, a collaboration of
colors and textures that manipulate the environment, emotions and how we deal with them. In
my work, Im searching for a deeper meaning; I want to connect with people from every aspect
of life. I would like to share my creativity in public spaces around the world and engage with the
community. Some of the main themes I try to portray in my work is connection, diversity, and
social interactions within society and the environment. The various shapes I use represent
connection, similar to the connection of us as a people in society. I represent
diversity by the use of various colors, patterns, as well as textures. My color palette often
changes; sometimes I use colors that pop, and sometimes I use colors that are subtle and calm,
but I try to maintain the foundation of my core themes and distinctive style. For this
proposal, I have incorporated my abstract style with colors that represent the Irish
community. Box E & F share similar shapes and different colors that are connected. Box F has
the a shamrock symbol in the middle.

Artist Statement
The colors, layers and shapes of my paintings are inspired by what I see in my surroundings both natural
and man -made. I am process oriented and begin my work with loose brush strokes and swaths of aerosol
focusing initially on color and composition. During the creation process, I add layers of color which add
texture and dimensionality. The proposed design for the City of Dublin includes an abstracted Shamrock
in many shades of green and a blue bird representing the nature that is found "right here in your own
backyard ".

As a long -time resident of Dublin, I have fallen in love
with the history of the city. This design highlights some
important parts of Dublin's history and geography,
including the Kolb house and barn, Old Saint
Raymond's Church, the Alamilla Spring, the heritage
oaks, and the hills and shamrocks. Because much of my
artwork is in paper, my design has a bold, graphic style.
