Task Order with Swinerton Management and Consulting for Dublin
Boulevard Improvements - Sierra Court to Dublin Court (CIP No. ST1012)

EXECUTIVE SUMMARY:
The City Council will consider approving a task order with Swinerton Management and
Consulting for design coordination, constructability review, and bid support services on
the Dublin Boulevard Improvements – Sierra Court to Dublin Court project (CIP No.
ST1012).
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Task Order to the Agreement with Swinerton
Management and Consulting for Dublin Boulevard Improvements – Sierra Court to
Dublin Court (CIP No ST1012).
FINANCIAL IMPACT:
As approved in the 2016-2021 Capital Improvement Program, the budget for the Dublin
Boulevard Improvements – Sierra Court to Dublin Court project is $8,590,034. There
are sufficient funds within the project budget for consultant services to provide design
coordination, constructability review, and bid support services.
DESCRIPTION:
On June 21, 2016, the City Council adopted Resolution 106-16 approving a consulting
services agreement with Swinerton Management and Consulting (Swinerton) to provide
construction management services on an as-needed or on-call basis.
Preparations are underway for the second phase of widening Dublin Boulevard between
Sierra Court to Dublin Court and Swinerton’s services are necessary to begin this next
phase. The second phase includes widening the road from four lanes to six lanes,
adding bike lanes, modifying existing traffic signals, and enhancing street landscaping.

Staff is recommending approval of a task order in the amount of $48,310 with
Swinerton, under the existing agreement. The consultant is to provide pre-construction
services, including design coordination, constructability review, and bid support
services. Staff anticipates the final construction plans and specifications for the
widening to be completed and ready to advertise for bids in fall 2017. Pending the
outcome of the bidding process, construction of the widening project is planned to
commence shortly after completion of the first phase of construction, which is currently
underway and consists of the undergrounding of the existing overhead utilities within the
project limits.

APPROVING A TASK ORDER TO THE AGREEMENT WITH SWINERTON MANAGEMENT
AND CONSULTING FOR DUBLIN BOULEVARD IMPROVEMENTS – SIERRA COURT TO
DUBLIN COURT (CIP NO. ST1012)
WHEREAS, on June 21, 2016, the City of Dublin and Swinerton Management and Consulting
entered into a Consulting Services Agreement (“Agreement”) for construction management services
on an as-needed basis; and
WHEREAS, Swinerton Management and Consulting provided a proposal for design
coordination, constructability review, and bid support services for the Dublin Boulevard
Improvements – Sierra Court to Dublin Court project (CIP No. ST1012).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the Task Order to the Agreement with Swinerton Management and Consulting,
attached hereto as Exhibit A, for the Dublin Boulevard Improvements – Sierra Court to Dublin
Court project (CIP No. ST1012).
BE IT FURTHER RESOLVED that the City Manager is authorized to execute the Task
Order, attached hereto as Exhibit A.

Budget amount, or Scope of Work will need to be approved in writing and will result in a revised Task Order
issued.

Project, These pre - construction services include:
• Perform site and design document reviews, provide constructability review of 90% contract
documents;
• Attend meetings with City and Designer to review SMC design comments;
• Provide front -end preparation of bid documents;
• Provide bidding support including issuing bid documents, pre -bid meetings, coordinate and
prepare addenda, summarize bids, review bids for bid conformance;
• Assist with bid irregularities, and provide contract award recommendations and assist with
staff report
