Saint Patrick Way Residential Development Project (PLPA-2017-00049) Bayview Development Group/The Morley Bros. is seeking to develop an 8.53 acre site located at 6700 Golden Gate Drive within the Downtown Dublin Specific Plan Transit Oriented District. The proposal includes the demolition of the existing partially vacant 204,624 square foot warehouse building, construction of the ultimate extension of Saint Patrick Way and construction of a 5 story, 499 unit apartment community and related site improvements. Staff will provide the City Council with a brief overview of the project and the negotiated deal points of a proposed Community Benefit Agreement. The City Council will also receive a presentation by the Applicant outlining their vision for development of the project site. The City Council is being asked to provide staff and the applicant with feedback and direction regarding the proposed project and related deal points for a Community Benefit Agreement. The feedback received at this meeting will be used to prepare a comprehensive November 21, 2017 Dublin City Council Agenda Sp. Mtg. Page 2 of 2 application submittal for entitlements and the preparation of a Community Benefit Agreement. STAFF RECOMMENDATION: Receive presentations by Staff and the applicant, and provide feedback regarding the proposed development and community benefits. 5. FINANCIAL IMPACT: All cost related to this Study Session and the processing of this project application are borne by the applicant. DESCRIPTION: Background The project site, commonly referred to as the Prologis site, is located at 6700 Golden Gate Drive. This subject property is located in the Transit-Oriented District of the Downtown Dublin Specific Plan (DDSP). The 8.53 acre industrial site currently owned 4.1 Packet Pg. 3 Page 2 of 5 by AMB Dublin, LLC, is located north of the I-580 freeway and south of the future extension of Saint Patrick Way, as shown in Figure 1 below. Adjacent to the west boundary of the property are two restaurants (Outback Steakhouse and a vacant restaurant space) as well as commercial retail uses. To the east of the site is a 309 unit residential development, Connolly Station. The site currently includes a partially vacant 204,624 square foot warehouse building, surface parking lot, and outdoor storage area for an existing tenant. Figure 1: Vicinity Map The DDSP provides a list of permitted uses, development standards and design guidelines for all development with the Plan area. The DDSP identified a pool of 1,900 residential units that may be constructed in the Transit Oriented District. A developer must provide a benefit to the community for the use of these units. Since the establishment of the pool, 688 units have been constructed. There are 1,212 units remaining in this pool as shown in Table 1 below. Table 1. The proposed unit mix is shown in Table 2 below. The entitlements for the project are anticipated to include a Site Development Review Permit, Condominium Map, and a Community Benefit Agreement. Proposed Unit Mix Unit Type Number of Units Studios 49 1 Bedrooms 240 2 Bedrooms 210 Total: 499 The applicant has prepared a conceptual site plan and elevations of the proposed project as viewed from Saint Patrick Way and from Interstate 580 (Attachment 1). The architectural concept for the development is a contemporary five story building designed to front along the future extension of Saint Patrick Way. The conceptual design shows a variety of contemporary building materials (including wood composite lap siding, stucco, metal awnings), varying vertical parapet heights and upper level balconies. The front façade is complemented on both the ground level and roof level. The ground level is highlighted with a an entry plaza with a change in paving materials leading to a lobby, leasing office and community amenities that front along Saint Patrick Way and will help to activate the streetscape. The roof level provides a terrace which provides an open architectural feature that is also visible from Saint Patrick Way. The following is an overview of the DDSP Development Standards for the Transit Oriented District and a comparison to the proposed project. Table 3. The community benefit can come in the form of an improvement, payment or amenity desirable to the City Council in or for the benefit of the Downtown area. Staff has met with the applicant to review possible options for the City Council’s consideration. The applicant is proposing to achieve the community benefit through three distinct and important ways – affordable housing, enhanced streetscape along St. Patrick Way and supporting the City’s economic development efforts. Affordable Housing The applicant is proposing, as a means to satisfy the affordable housing requirement, the dedication of a 1.3-acre site just west of the said property for the purposes of developing affordable workforce housing. As proposed, the applicant would sell the site to Eden Housing for a nominal fee. However, the majority of the community benefit for the dedication and ultimate creation of affordable housing is in the additional credit market created for the units. As was the case for units created for Valor Crossing, the City will hold the excess credits of affordable units and can sell these credits to other projects in the community as a means of satisfying their affordable requirements. This could potentially yield the City $10 million in future revenues. Saint Patrick Way Streetscape Enhancements The proposed project would trigger the requirement to design, build and extend Saint Patrick Way from its current edge westward to Regional Street. The applicant and Staff have met to discuss significant enhancements to this segment of the street, creating plaza type improvements in an effort to make St. Patrick Way the destination street for events and activities. As proposed, the street would be able to be closed to use it as a place to hold weekend morning Farmers’ Markets, in addition to other street fairs and food truck events to be hosted by the City. The applicant can provide more detail on the street enhancements as part of the study session. Economic Development Efforts As part of the proposed project, the applicant would work with the City to provide a co- work space for local residents, entrepreneurs and emerging businesses. This space would be located within the project and on a prominent corner of the building. The space would open up to the enhanced plaza street location. The applicant would subsidize the space operation for a period of 10 years. Next Steps The City Council is requested to provide Staff and the applicant with feedback and direction regarding the proposed project and the negotiated deal points of a Community Benefit Agreement. Based on the feedback from the City Council, Staff will continue to work with the applicant on project details and the preparation of a complete application for a Site Development Review Permit and Condominium Map for consideration and 4.1 Packet Pg. 6 Page 5 of 5 action by the Planning Commission. The City Manager will prepare a Community Benefit Agreement that will be brought forward to the City Council for consideration after the Planning Commission takes action on the entitlement application. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Although a public notice is not required, the City mailed a notice to all property owners and occupants within 300-feet of the proposed project. A public notice was published in the East Bay Times and posted in the designated posting places. SITE ISSUES Allowable Area-Building Setbacks. Buildings on the same property must be included in the allowable area calculations or setback from assumed property lines in accordance with Table 503 of the Building Code. Either provide an allowable area calculation/analysis for the aggregate total for all buildings on the property or show assumed property lines between the buildings that will be in compliance with the setback requirements of Table 503. The construction classification, occupancy classification, and building use shall be provided for each building. In addition, if the setback of buildings from the property line or assumed property line is such that a fire rated wall or opening protection would be required, the plans shall note the location and rating of openings, the rating of the exterior wall and if the wall has a parapet. Site Plan. The site plan needs to show sufficient detail to reflect an accurate and detailed layout of the site for review and record purposes. The site plan will need a scale that will allow sufficient details for review purposes and include,but not be limited to the following: • The site parking and circulation layout including fences, gates, fire lane locations and turnarounds. • Location of all fire appliances including fire hydrants, fire connections, fire sprinkler risers, and fire control valves. • The location of all building openings including the exit discharge pathway for building exits. Note the location of exit lighting for these pathways as well. • The location of any overhead obstructions and their clearances • The location of property lines and assumed property lines between buildings on the same property as well as any easements. The comments from the Traffic Engineer are included at the end of this memo. Background The subject property is located in the West Dublin BART Station area and Downtown Dublin Specific Plan area. The western property line provides access to Regional Street, a public street, while the eastern property line provides access to St. Patrick Way, a public street. The northern portion of the property is within the proposed alignment of the future St. Patrick Way extension. The properties to the west are currently developed with various uses. An existing residential apartment complex, Connelly Station Apartments, is located to the east, separated from the subject property by an existing private street, "West Driveway." The Dublin Retail Center, a commercial use, is located to the north. The Caltrans right of way for 1-580 is located to the south of the subject site. While the existing channelized Dublin Creek runs parallel to the southern boundary between the site and 1-580, an existing soils and geotechnical report filed in 2002 indicates that historical aerial photos show that prior to the construction of the existing warehouse on the subject property, the old creek traversed the site. The site is located within FEMA Zone X. There is a vacant parcel to the east with an existing storm drainage easement and facilities maintained by the City. The site is located within a full trash capture treatment area, the existing unit of which is located on said vacant parcel to the east. The subject property is located within the 83-1 Landscape District. St. Patrick Way On December 16, 2003, the City Council adopted Ordinance No. 19-03 (attached for reference), which modified the previously established right of way lines for St. Patrick Way by Ordinance No. 19-88. From 1 DUBLIN PUBLIC WORKS DEPARTMENT CALIFORNIA THE NEW AMERICAN MEMORANDUM BACKYARD Regional Street to approximately 330 feet east, the right of way width shall be 71-ft. The remaining 465- ft +/-to the existing St. Patrick Way at West Driveway, the right of way width shall be 68-ft. As-built drawings filed by Connelly Station Apartments, dated June 1, 2014, shows that St. Patrick Way along the Connelly Station Apartments frontage has a right of way width of 70-ft, which accommodates two 12-ft wide travel lanes, one 12-ft wide left-turn lane, two 5-ft wide bike lanes, one 8-ft wide parking lane, a 6-ft wide sidewalk along the north, a 10-ft wide combination sidewalk and planting strip along the south (5.5-ft wide sidewalk separated by a 4.5-ft wide planting strip). 1. At a minimum, St. Patrick Way from Regional Street to the proposed apartment frontage shall be wide enough to accommodate two westbound lanes and one eastbound lane, two bike lanes, and sidewalk on both sides. 2. At a minimum, along the proposed apartment frontage, St. Patrick Way shall be wide enough to accommodate one westbound lane, one eastbound lane, two bike lanes, parking along the south side, and sidewalk on both sides. 3. All sidewalks and pedestrian facilities within the public rights of way shall be designed to meet current ADA standards and Public Works standards. 4. New survey monuments and necessary control lines will be required within the extension of St. Patrick Way. 5. The applicant will be required to dedicate to the City in fee, right of way for the extension of St. Patrick Way, as a public street. 6. All street trees and right of way landscaping shall be designed in accordance with the Downtown Dublin Specific Plan and Chapter 7.56 of the Dublin Municipal Code. 7. Public street lights shall be installed along the extension of St. Patrick Way. If the property is not already within a street lighting district, the applicant may be required to annex into one. 8. All public street lights shall be designed in accordance with the Downtown Dublin Specific Plan and current Public Works standards. 9. All utilities serving the proposed developed shall be installed underground. Any existing overhead utilities along the property frontage or serving the property shall be converted to underground. 10. The Public Works Department will determine if Public Service Easements and/or Public Utility Easements are required along the extension of St. Patrick Way. 11. The applicant will be required to apply for an encroachment permit for any work within the existing public street rights of way of Regional Street and St. Patrick Way prior to construction. 12. The applicant will be required to show proof of right of entry to construct any improvements within adjacent private properties prior to construction. 13. The property owner will be required to maintain the sidewalk and landscaping, including irrigation, any non-standard improvements (i.e. decorative pavement), and landscape features (i.e. monument signs, benches, trash receptacles, etc.) along or within the future public street right of way. The City will not accept ownership or maintenance of these improvements. 2 DUBLIN PUBLIC WORKS DEPARTMENT CALIFORNIA THE NEW AMERICAN BACKYARD MEMORANDUM On-site Private Streets 14. Within the proposed development, the streets shall be wide enough to accommodate two-way travel and emergency vehicle access. 15. Appropriate turnarounds meeting the Fire District standards shall be provided. 16. Bicycle parking and/or storage will be required on-site in accordance with the requirements of the City Traffic Engineer. 17. Pedestrian facilities and access shall be provided on-site and through the site to allow for the public to gain access to the BART facilities. All sidewalks and pedestrian facilities on-site shall be designed to meet current ADA standards and Public Works standards. 18. Please indicate if Public Utility Easements are required along the on-site private streets. 19. The property owner will be required to own and maintain all on-site private streets, including landscape features. The City will not accept ownership or maintenance of these private improvements. 20. Emergency Vehicle Access Easements will be required as appropriate. 21. The parking structure shall be designed in accordance with the off-street parking requirements in Chapter 8.76 of the Dublin Municipal Code, and Section 7.76.070.7.d. 22. The City desires to gain access to the existing storm drainage easement and facilities located on the vacant parcel to the east utilizing the proposed on-site street shown along the east side of the parking structure. The applicant shall dedicate an access easement to allow for the City to travel from St. Patrick Way to West Driveway to the proposed on-site street adjacent to the proposed parking structure to the existing trash capture unit located on the adjacent parcel to the east. 23. The on-site private street shall be designed to allow for future access and use by the property to the west (i.e. final grades shall not prohibit future widening and connection). Storm Drainage 24. We understand that the applicant will be applying for Special Project status to meet their Municipal Regional Permit Provision C.3 requirements. The applicant's engineer was previously provided a copy of the required Municipal Regional Stormwater Permit 2 Special Projects Worksheet (attached for reference), which must be completed and submitted with the SDR application. The Public Works Department will review the submitted worksheet to determine if the project meets the requirements for a Special Project. 25. The applicant will also be required to submit a Stormwater Management Plan and completed Stormwater Requirements Checklist with any future SDR application. After collection and treatment of storm water runon and runoff on-site, storm water shall be conveyed and discharged to the nearest adequately sized facility downstream of the site. All treatment facilities shall be design in accordance with the Alameda County Cleanwater Program's most current C.3 Stormwater Technical Guidance. 28. The applicant will be required to show that the existing trash capture unit can accommodate the existing plus post-developed site to meet Provision C.10 requirements. 29. The property owner will be required to enter into a Stormwater Management Maintenance Agreement with the City agreeing to maintain all storm water treatment and trash capture facilities and operating them in accordance with the Municipal Regional Permit and City of Dublin requirements. The City will not accept ownership or maintenance of these improvements. Solid Waste and Recycling Enclosure 30. The applicant will be required to comply with the City's Solid Waste and Recycling Enclosure Standards, Chapter 7.98 of the Dublin Municipal Code. Grading Permit 31. The applicant will be required to comply with the City's Grading Regulations, Chapter 7.16 of the Dublin Municipal Code, and apply for a grading permit prior to commencing grading operations. Other Agencies 32. It is the applicant's responsibility to contact and comply with other agencies' requirements, included Dublin San Ramon Services District, Zone 7, LAVTA, Caltrans, BART, Regional Water Quality Control Board, State Department of Fish and Wildlife, etc. Other Items 33. Project entry Drive should be designed for future access needs for parcels to the west. This could be done by shared access easements. 2. Sheet C2.0. a. The Two-Way-Left-Turn lane need along Saint Patrick Way is not clearly defined. It is possible to make this a 2 lane street with turn pockets at the intersections. b. Provide a wider sidewalk along the northerly side of Saint Patrick Way with landscaped buffer to promote pedestrian circulation in this area. The additional width could be extracted by removing the Two-Way-Left-Turn lane. Also, consider removing bulb outs shown at intersections to provide turn lanes in conjunction with wider sidewalk along the north side. c. Provide a traffic signal at the intersection of Saint Patrick Way and Golden Gate Drive. d. Need to show street lights at appropriate locations. e. Provide pedestrian ramps at all corners of intersections including T-intersections. All pedestrian ramps must be dual ramps at each corner serving individual cross-walk. f. This street may serve a community market. Include design to accommodate the establishment of the market during specific times.This may include an automated approach for bollard placement to close street for vehicular traffic. The discussion is required to contain enough technical and/or economic detail to document the basis of any infeasibility that is determined. J.6.1 On-site LID Treatment The narrative discussion should describe how the routing of stormwater runoff has been optimized to route as much runoff as possible to LID treatment measures. These considerations should be documented in the narrative discussion of the feasibility and infeasibility of providing 100% LID treatment. .J.7 Select Non.UDTreatment Measures Certified by a AclencY MRP Provision C.3.e.vi.(3Xi) requires municipalities to report to the Regional Water Board, for each non-LID treatment measure that the municipality approves, 'whether the treatment system either meets minimum design criteria published by a government agency or received certification issued by a government agency, and reference the applicable criteria or certification." Building& Unit Mix The Type III, 5 story multi-family residential building wraps a 5 story Type I parking garage at about+/- 56' in height. The community may be constructed as two buildings, construction types or two phases based on final design. A mixture of studio, one, and two-bedroom dwellings are supplemented by amenities such as clubhouse, pool, active and passive courtyards.The community's unit mix includes the following: 49 Studios, 240 one bedroom units, and 210 two bedroom units. Architectural Design The building's geometry follows the edge the site, pulling back at key locations to create articulation and architectural features, a distinct community entry, and 580 freeway building design. Along St. Patrick Way the building steps back mid-block to provide a relief in the building's cadence street facade. Active programing such as lobby, leasing office, and amenities anchor the building and create a relationship to St Patrick Way and the residential courtyard. An entry plaza engages the street with a change in paving materials, awning and project signage. The roof terrace above the main entry takes advantage of the skyline views of Mount Diablo to the North and creates additional visual interest and activity on the St. Patrick Way frontage. While the building is five levels, two and three story architectural elements provide massing variation and create movement along the project frontage. Grouped windows and window patterns create visual interest at different levels. These changes in horizontal wall planes and materials, along with varying vertical parapet heights and upper level balconies provide depth in the facade. Landscape/Ground Plane Activation The design concept for the courtyards and streetscape applies the idea that the exterior spaces are composed of a series of outdoor rooms and corridors. The plants selected will provide year around seasonal interest, with evergreen planting forming the structure of the design with strong textures and forms.
