HomeMy WebLinkAbout7.1 Senior Ctr Registration Program Update ,`\ �� j STAFF REPORT `���«���"\� SENIOR CENTER ADVISORY COMMITTEE DATE: April 6, 2017 TO: Honorable Chair and Committee Members FROM: Rich Jochner, Recreation Supervisor SUBJECT: Senior Center Registration Program Update EXECUTIVE SUMMARY: The Senior Center Advisory Committee will receive a report on the status of the Senior Center Registration Program. FINANCIAL IMPACT: None. RECOMMENDATION: Receive the Report and provide feedback. DESCRIPTION: The Parks and Community Services Department will be launching a new registration program for participants to interact with the Senior Center. The Senior Center Registration program is an optional program offering registrants discounts on monthly drop-in programs, access to the lounge areas, access to free workshops, the ability to load funds to pay for activities on their registration card (eliminating the need to carry cash), and the convenience of signing an annual waiver as opposed to daily, which will greatly reduce the amount of paperwork generated. The Senior Center Registration program was recommended for City Council approval by the Senior Center Advisory Committee and the Parks and Community Services Commission, and approved by the City Council. The annual fee for the basic registration will be $20 for Residents and $24 for Non-Residents. The annual fee for a VIP registration will be $30 for residents and $34 for Non-Residents. The VIP registration includes the basic registration plus two additional guest day passes. Patrons age 85 years and older will receive honorary status and receive a basic annual registration at no charge. Although the registration program officially begins on July 1, 2017, anyone registering prior to July 1 will get all additional dates prior to July 1 included for free. ITEM NO.: 7.1 Page 1 of 3 Marketing&Roll Out. Staff will meet with instructors and volunteers of the Dublin Senior Center in April to explain how the registration program works and the benefits of the program. Then word of mouth marketing will get moving by talking to the participants in the classes. Posters and flyers will be circulated in April to introduce the program and promote the benefits. There will be a poster in the lounge, flyers available on the wall displays and on tables, plus extra handouts will be made available for the instructors to pass out during classes. Information will be posted on the City website, and the program will be featured in the Summer and Fall/Winter Activity Guides, and the Senior newsletter, "Dublin Doings." Marketing will feature the low cost and convenience. The program costs less than $2 per month ($1.67) and discounts of up to $3 will be offered on monthly drop-in fees. Sign up dates in May &June will be scheduled for participants to work with Staff to set up their accounts. There will he different time options throughout the week to help accommodate everyone's schedule. Incentives to sign up on these special dates will include treats and promotional items. Drop-in Fee and Discounts: The fee for a weekly drop-in program is $3 per visit. With the Registration Program, participants will have the option to sign up for their favorite activity for the month instead of paying each week. By doing this, they will receive up to a $3 discount off the monthly rate. For example; a participant who comes to line dance once a week in July would normally pay $3 per week and with four weekly sessions would pay $12 a month to participate. With the Registration Program discount, that same drop-in program would only cost them $9 if they signed up for the month. If they are a regular visitor of the Senior Center and participated in line dance every week they could potentially save $36 in a year which would more than cover the cost of the card. If they participated in multiple drop-in programs, the cost savings would be even greater. The monthly option is scheduled to begin in June. Program Options and Benefits The program is optional so that it can best fit the needs of the participants. If a person does not frequent the Senior Center often or chooses to only participate in programs that will not use the card (congregate lunch, Jazzercise, Foundation bingo, contract classes) then the Registration Program would not be necessary for them. When a person visits the Senior Center they will have the following options: • With Registration card - Scanning/swiping the card to pay a daily$3 drop-in fee. • With Registration card - Register for a monthly drop-in session and receive a discount. • Without Registration card - Fill out the appropriate daily paperwork and pay the $3 fee for the drop-in activity they would like to participate in. The program benefits Senior Center regular users, Staff and the volunteers. This program is designed to help participants save money and time by eliminating repetitive paperwork, plus the cards can be pre-loaded with money so people do not have to worry about carrying cash. Staff would reduce the amount of time spent on processing drop-in cash and filing daily waivers. The volunteer instructors would have much less cash handling responsibilities. Page 2 of 3 How the Card is Made The cards will be made at the front desk of the Senior Center when a person signs up for the program. There will be a camera linked to the computer that will take the registrant's photo. There will be a card printer at the front desk that will print the card instantly for the participant. How the Card is Used A participant will have the ability to pre-load their card at the front desk with funds. This will eliminate the need to carry cash each time they come to the Senior Center.
