STAFF REPORT
CITY COUNCIL
DATE: March 20, 2018
TO: Honorable Mayor and City Councilmembers
FROM:
Christopher L. Foss, City Manager
SUBJECT:
Modification of Parking Regulations along Antone Way near John Green
Elementary School
Prepared by: Obaid Khan, Transportation and Operations Manager
EXECUTIVE SUMMARY:
The City Council will consider changes to parking regulations along Antone Way. No -
parking regulations are proposed on the north side of Antone Way near John Green
Elementary School to provide increased sight visibility for motorists exiting the west
driveway of Green Elementary School.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Dublin Traffic Code Approving Parking
Regulations along Antone Way near the West Driveway of John Green Elementary
School.
FINANCIAL IMPACT:
The cost to implement the no-parking zones along Antone Way by modifying curb
striping can be accommodated in the Fiscal Year 2017 -2018 Street Maintenance
Operating Budget.
DESCRIPTION:
Staff met with representatives of John Green Elementary School regarding traffic
circulation near the school during student pick-up and drop-off times. The meeting
included a field observation of student drop-off operations along Antone Way. Currently,
there is a 40-foot no-parking zone immediately east of the west driveway. This no -
parking restriction ensures that motorists exiting the driveway can see a vehicle
approaching from the east at least 150 feet away.
Staff observed that, due to the downhill slope of the road way from the east, safety could
be improved by increasing the distance that a motorist exiting the driveway could see an
oncoming vehicle. Staff is recommending extending the existing 40 foot no-parking zone
Page 2 of 2
an additional 40 feet. This action would allow e xiting motorists to see oncoming vehicles
from 200 feet away. This action allows motorists both approaching or exiting the
driveway additional reaction time to avoid collisions.
There are no homes fronting Antone Way along the proposed on -street parking
restrictions, and therefore, there are no impacts to residential parking in this area. Staff
has received support from representatives of John Green Elementary School for these
changes.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
None.
