Foss, City Manager SUBJECT: Selection of Vice Mayor Prepared by: Caroline P. Soto, City Clerk/Records Manager EXECUTIVE SUMMARY: The City Council’s policy is to select, in December of each year, a member of the City Council to serve as Vice Mayor for a period of one year. In the absence of the Mayor, the Vice Mayor would become Mayor Pro Tempore and would assume the tempora ry responsibilities of the Mayor. With the recent passing of Vice Mayor Biddle, it is necessary to appoint a Councilmember to serve as the Vice Mayor for the period ending December 2018. STAFF RECOMMENDATION: Select who shall serve as Vice Mayor for the period ending December 2018. FINANCIAL IMPACT: None. DESCRIPTION: Since 1996, the City Council's policy has been to select, in December of each year, a member of the City Council to serve as Vice Mayor for a period of one year (Attachment 1). In the absence of the Mayor, the Vice Mayor would become Mayor Pro Tempore and would assume the temporary responsibilities of the Mayor. With the recent passing of Vice Mayor Biddle, it is necessary to appoint a Councilmember to serve as the Vice Mayor for the period ending December 2018. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None. Resolution No. 5-96 Establishing Rules for the Selection of Vice Mayor and Repealing Resolution No. 5-87 Page 2 of 2 RESOLUTION NO. 5 - 96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ESTABLISHING RULES FOR THE SELECTION OF VICE MAYOR AND REPEALING RESOLUTION NO. 547 WHEREAS, the City consolidates its general municipal election with the statewide general election held in November of even - numbered years; and WHEREAS, Section 36801 of the California Government Code provides for the selection by the Council of one of its members as vice mayor. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby adopts the following rules: 1. ELECTION OF VICE MAYOR (a) Time. At the City Council's first meeting in December, following certification of the results of the general municipal election in even - numbered years, the City Council shall select one of its members as vice mayor. At the City Council's first meeting in December of odd numbered years, the City Council shall select one of its members as vice mayor. (b) Term. The vice mayor shall serve in such capacity for a 1 -year period, or until a successor is selected. (c) Rules. The procedure for selection of vice mayor shall be in accordance with the current edition of "Roberts Rules of Order". BE IT FURTHER RESOLVED that Resolution No. 5 -87 is hereby rescinded in its entirety.
