Foss, City Manager SUBJECT: Authorization to Submit Applications to the Bay Area Air Quality Management District for Grant Funding Prepared by: Rebecca Parnes, Environmental Technician EXECUTIVE SUMMARY: The City Council will consider authorizing the City of Dublin's submittal of grant applications to the Bay Area Air Quality Management District (BAAQMD) grant funding programs. The Resolution would cover any grant opportunity offered by the BAAQMD for programs and projects such as bike parking and new bikeways, clean air vehicle projects, reducing greenhouse gas emissions from existing buildings, and trip reduction efforts. STAFF RECOMMENDATION: Adopt the Resolution Authorizing Submittal of Applications to the Bay Area Air Quality Management District for Grant Funding. FINANCIAL IMPACT: Potential grant funds received from the Bay Area Air Quality Management District would reduce impacts on the General Fund, capital improvement project budgets, or other budgets that may be earmarked to fund projects that benefit air quality. DESCRIPTION: The Bay Area Air Quality Management District (BAAQMD) offers grant funding to implement projects that reduce pollutants and greenhouse gas emissions from cars, buses, heavy equipment or building operations. The grant funding opportunities align with objectives established in the City of Dublin’s Climate Action Plan. If received, grant funds will help cover or offset the cost of project implementation in the areas of trip reduction, bike parking and new bikeways construction, clean air vehicle projects, and/or reduction of greenhouse gas emissions related to building operations. Resolution Authorizing Submittal of Applications to the Bay Area Air Quality Management District for Grant Funding RESOLUTION NO. ___- 18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ******************** AUTHORIZING SUBMITTAL OF APPLICATION S TO THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT FOR GRANT FUNDING WHEREAS, the Bay Area Air Quality Management District has developed grant programs to provide local public agencies with grant funding for trip reduction efforts, bike parking and new bikeways, clean air vehicle projects, and reducing greenhouse gas emissions from building operations; and WHEREAS, the goal of the grant programs is to reduce pollutants and emissions from mobile sources and greenhouse gases from building operations; and WHEREAS, the Bay Area Air Quality Management’s procedures for administering grant programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the grant program; and WHEREAS, in 2013 the City Council adopted the City of Dublin’s Climate Action Plan which establishes a greenhouse gas reduction goal o f 15% below 2010 levels by 2020; and WHEREAS, the grant programs funded by the Bay Area Air Quality Management District support the City of Dublin’s Climate Action Plan efforts. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin authorizes the submittal of application(s) to the Bay Area Air Quality Management District for any and all grant programs offered, for which the City of Dublin is eligible; and BE IT FURTHER RESOLVED that the City Manager, or his/her designee is hereby authorized and empowered to execute in the name of the City of Dublin all grant program documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to implement and secure grant program funds; and BE IT FURTHER RESOLVED that these authorizations are effective as of the date of this resolution until rescinded by the Signature Authority.
