A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
REPORT OF CONFORMANCE WITH THE DUBLIN GENERAL PLAN
FOR ESTABLISHMENT OF ULTIMATE RIGHT-OF-WAY LINES FOR
TASSAJARA ROAD AND FALLON ROAD
WHEREAS, the City of Dublin has proposed the establishment of right-of-way lines for
Tassajara Road and Fallon Road in accordance with Municipal Code Chapter 7.68; and
WHEREAS, the effected segment of Tassajara Road extends from the northern boundary of
Dublin Ranch Phase 1 (Tract 6925) near Shadow Hills Drive to the Alameda County/Contra Costa
County line, generally following the existing road; and
WHEREAS, the planned segment of Fallon Road extends from a future intersection at
Tassajara Road to a point approximately 1,500 feet south-east of the intersection for connection with the
portion of Fallon Road to be constructed as part of Dublin Ranch Area A; and
WHEREAS, the proposed right-of-way lines conform to the lines previously established by
Ordinance No. 20-99 adopted on September 7, 1999 for the southern segment of Tassajara Road between
1-580 and the northern boundary of Dublin Ranch Phase I; and
WHEREAS, Mitigation Measure 3.3/14.0 of the Eastern Dublin General Plan and Eastern
Dublin Specific Plan Amendment adopted in 1994 identified the need for reserving sufficient right-of-
way along Tassajara Road to accommodate cumulative development of projects north of the project area;
and
WHEREAS, California Government Code §65402(a) states, in part, that if a general plan has
been adopted, no real property shall be acquired by dedication for street purposes until the location,
purpose and extent of such acquisition has been reported upon by the planning agency (Planning
Commission) as to conformity with the adopted general plan; and
WHEREAS, the City of Dublin General Plan was adopted on February 11, 1985 and
subsequently updated on November 5, 2002; and
WHEREAS, the properties through which the proposed right-of-way lines pass lie within the
corporate limits of the City of Dublin, or lie within the City's sphere of influence in Alameda County,
effecting fourteen privately-owned properties, including the following Assessor Parcel Numbers (property

WHEREAS, the properties through which the proposed right-of-way passes are within the
boundary of the Eastern Dublin General Plan Amendment and Eastern Dublin Specific Plan and therefore
will be encompassed by, and consistent with, the General Plan; and
WHEREAS, the improvements to be constructed in the future along the proposed right-of-
way lines will provide for public access, and will be consistent with City standards;
NOW, THEREFORE, BE IT RESOLVED that the City of Dublin Planning Commission
does hereby find that:
A. The General Plan of the City of Dublin is applicable to the property through which the
proposed right-of-way lines pass.

The Traffic and Circulation Section of the Eastern Dublin Specific Plan and General Plan
depicts the anticipated widening of Tassajara Road to six lanes and the extension of Fallon
Road as a four-lane roadway on Figure 5.1 (Road System) in a location consistent with the
planned right-of-way lines.
The fourteen privately-owned properties through which the proposed right-of-way lines
pass is located within the boundary of the Dublin General Plan and the Eastern Dublin
Specific Plan, and therefore its extent will be encompassed by the Dublin General Plan and
Eastern Dublin Specific Plan, and therefore the establishment of right-of-way lined across
these properties for Tassajara Road and Fallon Road is in conformance with the City of
Dublin General Plan pursuant to California Government Code §65402(a).
PASSED, APPROVED, AND ADOPTED this 1 lth day of May, 2004.
