City Council Vacancy

EXECUTIVE SUMMARY:
The City Council will discuss applications received to fill the City Council vacancy due to
the passing of Vice Mayor Biddle.
STAFF RECOMMENDATION:
Discuss the applications received, and appoint an applicant to fill the City Council
vacancy to the term ending December 2018; or take other appropriate action.
FINANCIAL IMPACT:
None.
DESCRIPTION:
At its March 20, 2018 Regular City Council meeting, the City Council discussed the
vacancy left after the passing of Vice Mayor Biddle. The City Council agreed to an
appointment process to fill the vacancy, for the term ending December 2018. They also
agreed to discuss the applicants at a Special meeting of the City Council on April 2,
2018, at 6:00 p.m. All four remaining City Councilmembers must be in at tendance at
the April 2, 2018 meeting, if they choose to make an appointment to the City Council.
The application period was from Wednesday, March 21, 2018, through Wednesday,
March 28, 2018, ending at 5:00 p.m. The application period was announced on th e
City's website, with the ability to file electronically. Paper applications were made
available at the Dublin Library, Senior Center and Civic Center. Ten applications were
received (Attachment 1).
The City Council agreed that individual City Councilmembers could reach out to
applicants, for further discussion, if desired. The City Councilmembers would come to
the meeting with two applicants in mind and discuss their selections with the other City

What is your involvement in the community (i.e., task forces, committees, commissions, etc.)?
Although, I am not directly involved with anything with the City of Dublin right now. I was a former
Planning Commissioner for the City of Dublin. I also went through Dublin 101. Currently, I serve as Vice-
Chair and Boardmember of the Alameda County Mental Health Board. I follow what is going on with the
City and feel that I am up-to-date with what is going on or in the works.
Why do you want to serve on the City Council?
I want to serve on the City Council because I love Dublin and want to be part of the decision making
process for the future of our City. Although, I have not been a long time resident of the City of Dublin, I
have seen a lot of changes over the last decade in and around Dublin. I think it is important to take an
active role with the City and be a more active member of the process. As some (if not all) of you know,
that last time there was a vacancy on the City Council, I also applied. I am dedicated to the City and
want to serve the people and my neighbors on the City Council. I believe my experiences and
background will be a great addition and asset to the City Council. My background is in politics, public
policy, advocacy, community development/planning, and public administration. I have over a decade in
work in this field and have continued to develop it along the way.

What is your involvement in the community (i.e., task forces, committees, commissions, etc.)?
I have been involved with the City since 1983 when I was Chairperson of the Park and Rec Task Force
that recommended the establishment of the Park and Recreation Commission. Since than I was
Chairperson of the Emerald Glen Park Design Task Force and recently a member of the Fiscal Task Force.
My other experience includes: Five years as Chairperson and/or member of the Dublin Park and
Recreation Commission, Eleven years as Chairperson and/or member Dublin Planning Commission,
Eight years as a member and/or Vice-Mayor Dublin City Council, Founding member and current
Treasurer of Dublin Senior Center Foundation, Founding member of the Dublin High Site Council and
former Treasurer of the Dublin High School Booster Club, Member Dublin Lions Club.
Why do you want to serve on the City Council?
I believe I have the knowledge, skills, abilities, and experience to easily fill the remaining few months of
Don's term of office. My recent experience on the above Task Force will allow me to quickly get up to
speed on the current issues before the Council without a lot of City staff time. As there is very little time
left on Don's term and someone else will fill the seat in December this is the quickest and most efficient
way to fill out his term. I have served the City for almost four decades and I would be honored to serve
another few months if the Council so desires. I have no plans to stand for election November 2018.

I started my first committee in the 90's on the W.A.A.C. I was appointed by Janet Lockhart as the first
Dublin representative and I still serve on it today. I was appointed to the Dublin Housing commission in
(2002-2006) appointed by Janet Lockhart. I was the Arroyo Vista Disabled representative I am on the
R.C.E.B. C.A.C. committee since 1990s, I have been the CHAIRMAN once, and the vice-chairman 4 years.
in 2005 I was appointed to the P.A.V.C.O as the wheels representative, then when Dublin got it's seat on
the new name P.A.P.C.O I was appointed by Tim Sbranti as first Dublin representative, I am still on it by
David Haulbert
Why do you want to serve on the City Council?
im wanting and willing to serve as a devoted member of our society, when you make your choice for this
seat, choose the person with the most integrity, selflessness, caring, and dignity with devotion for our
city. and you will find that I fit all these criterias. the city council is for everybody to have a turn to serve
the voters, not just the rich, the most educated, or the ones with the most signs. it is for everyone
including, the poor, low income, and the ones with the most heart. I keep running for office to show the
disabled community that they dont have to sit at home and feel sorry for themselves, they can be a
productive part and a voice to our community. if I am chosen for this seat I will abide by your decision 0f
this person not running for council in november.

What is your involvement in the community (i.e., task forces, committees, commissions, etc.)?
I have been a volunteer in Dublin for nearly twenty years. Most of my early volunteering time was with
our schools and the school district, where I served as a committee member and chairperson of the
Citizens’ Bond Oversight Committee for two terms. I have volunteered in many roles to support my
children’s schools and extracurricular events, and I still volunteer at Frederiksen Elementary in support
of their fine arts program. I was also a founding member of Dublin High School’s Tutoring University,
where I volunteered for seven years; that program became the basis of the school’s highly successful
Gael Tutor program. In support of the long term success on the school district, I served as treasurer for
both the Yes on Measure E school bond and the Yes on Measure H parcel tax efforts. Most recently, I
have served on the city’s Heritage and Cultural Arts Commission, where I am currently the chairperson.
Why do you want to serve on the City Council?
I see an urgent need for an unbiased voice that will support all the residents of Dublin fairly and equally.
I have lived in Dublin for 23 years, and I have seen the city grow into a vibrant and diverse community
with strong voices advocating many levels of change. While I am a supporter of many of these ideas, I
feel the city needs a guiding hand with a broader perspective based on knowledge of the city’s history
and its path forward. I have extensive experience in the corporate sphere managing large projects and
working with people from diverse backgrounds, and I have worked with and mentored difficult
personalities to help them communicate better with others. I believe my background and experience
would be an asset to the City of Dublin and to our city council.

Former Dublin City Councilmen from 2000 to 2008. Served on Planning Commision from 1996 till 2000.
Served as Vice Mayor in 2006 and was Vice Chairman of Planning Commision for 2 years. Served on a
variety of commissions i.e. LAVTA (was chair for two years); council rep for California League of Cities;
ACAP representitive; Alameda Library; Dublin Housing Authority; numerous liason committes; recently
was a signer on Measure C bond to fund facility maintenance and funds for new high school.
Why do you want to serve on the City Council?
Just to help you out until the next election. I retired from Lawrence Livermore Laboratory (40 years) in
July of 2014. I have the time and experience to give back to the City of Dublin. I have no interest in
running for a council seat in November. If chosen I will act in the most professional level representing
the citizens of Dublin and look forward to working with each of you collaboratively to solve city issues.

What is your involvement in the community (i.e., task forces, committees, commissions, etc.)?
I have been and currently am serving on the Dublin Parcel Tax Oversite Committee for the past year. I
have also been a committee member, Secretary, Vice-Chair and now the Chair of the Bond Oversight
Committee. So I am very familiar with public meetings procedurally, the budgeting process, audits and
project tracking. I completed the Inside Dublin program with Linda Smith in order to learn about all city
public works and services, city offices and staff inner workings, the various emergency services and
money saving contracting methods, the city/county disaster response center and more. Lastly I have
been through the County Personal Emergency Preparedness (PEP) Workshop and Community
Emergency Response Team (CERT) Training in order to be ready to help the community in case needed.
Also as a council member I can hopefully serve as a role model and advocate for those programs to the
public.
Why do you want to serve on the City Council?
I have always been one to serve my community. From being in the Civil Air Patrol since the age of 12, to
joining the US Army directly out of high school as an enlisted Infantryman on the DMZ Korea, then in the
82nd Airborne and finally working my way up to being a Warrant Officer and Apache Helicopter Pilot.
Since leaving the service as a disabled veteran I have served on various public committees in my home
state of New Hampshire, my last residence in Connecticut and here in Dublin. Besides my Engineering
bachelors I also have an MBA and a Masters in Management; I feel I can couple that and my further
knowledge of finance (I currently work in the anti-money laundering department of a bank) to better
serve the community on the city council. I will definitely not be seeking a council position in November.

I have been a resident of Dublin since 1989 and my wife and I have been stimulating the local economy
ever since. We raised our two children here. They went to Nielsen, Wells and DHS. They now are
successful young adults who have life-long friendships rooted in Dublin. More recently I have been
involved in the community in various ways including:
• Member, Dublin Planning Commission. January 2017 to present
• Planning Commission Academy, League of California Cities, 2017
• Open Heart Kitchen – Supervise hot meal service for low-income seniors at the Dublin Senior
Center each Wednesday and serve free meals to homeless and low-income families on varying
days of the week. Part-time employee. 2017 – present
• Inside Dublin – 2015
• Dublin creek cleanup – Volunteer, 2015 to present
• Creative Committee - Dublin citizen committee providing input on the city’s brand. 2014
• Commercial Development Task Force, Dublin. 2014
• Resurrection Lutheran Church – former church council member
• Contra Costa Times – former Metro (local news) Editor
Why do you want to serve on the City Council?
Two years ago this month I stopped working for a career to do something more passion-filled: service. I
decided to do this in three areas: service to city; service to neighbors in need; service to church.
I am proud to call Dublin my home for the past 29 years. Now I want to show my appreciation by giving
back and being even more actively involved in its future. My background as a Bay Area newspaper
reporter, editor and editorial page editor has given me broad experience in city government issues and
how they often intersect with regional, county, state and federal laws and regulations. My seven years
as a senior executive with the Silicon Valley Leadership Group, the leading public policy non-profit in the
Valley, also exposed me more deeply to the importance of the inter-relationship of business and cities.
Key public policy issues for the Leadership Group included housing and community development,
transportation, education and environment. Its success in improving the quality of life for communities
depended on building broad coalitions among residents, elected officials and business.

In addition, I have familiarity with regional planning, transportation and housing agencies, and county,
state and federal government. I also have the time and interest in assisting the council in city
representation at work-week events and meetings.
I also believe in the importance of government transparency, and have deep experience in
communicating with the public regarding community issues.
If appointed to the City Council, my professional background and nearly three decades of being a
Dubliner would enable me to participate immediately in discussions and decisions involving our
community.
Thank you for appointing me to the Planning Commission. And thank you for considering me to fill out
the remaining months of Vice Mayor Don Biddle’s term.

What is your involvement in the community (i.e., task forces, committees, commissions, etc.)?
Currently serving on the City of Dublin Parks and Community Services Commission. During my 3 years
on the commission, I have served as Vice-Chair and Chairperson. As a Commissioner I have also served
as an advisor for the Senior Center Advisory Board and served on the Veterans Art Committee. I was
appointed to serve on the Commercial Development Task Force for the City of Dublin. I have attended
the Inside Dublin Course and the Dublin Police Citizen's Academy. I have been a member of the Rotary
Club of Dublin since 2006 and have served multiple years as the Community Service Chair. I presided
over the club in 2013-2014 and also served on the board for the Dublin Rotary Club Foundation from
2014-2015.
Why do you want to serve on the City Council?
As a resident of this city for over 20 years, I care deeply about the continued safety and success of
Dublin. Having honorably served my country, I have a deep rooted belief in service. As a Rotarian our
motto is "Service Above Self" and I try to find opportunities to do that which would help best serve my
community. I have definitely learned a lot while volunteering my time throughout the years and I enjoy
the challenge of learning and growing. I understand full well the time and dedication the position
entails and am committed to focusing the next 9 months in that effort. This temporary position allows
me the ability to offer the city my talents short term so that the work council needs to get done may
continue until a long term appointee is selected at election time. I consider myself a public servant and
not a politician. I believe I would continue to serve the city well as I already have in the smaller rolls I
have filled. I would be honored to represent the citizens of Dublin as a councilmember.

What is your involvement in the community (i.e., task forces, committees, commissions, etc.)?
I represent Assembly District 16 (AD16) as a delegate to the California Democratic Party (CDP),
Democratic State Central Committee. In my role I represent Dublin and the surrounding areas regarding
policy advocacy and candidate endorsement. I frequently attend local partisan club meetings and events
to share the work of the CDP and have attended the State Convention and Executive Board meetings on
behalf of our district’s Democrats. I also serve as the CDP Asian Pacific Islander Caucus State Secretary. I
have organized caucus meetings and events and attend regional club meetings on behalf of the Caucus.
Additionally, I volunteer my spare time with a local Organizing for Action (OFA) chapter. OFA is a non-
partisan, issues-oriented nonprofit 501(c)4 and the East Bay Central chapter meets here in Dublin. I am a
trained OFA Fellow, having completed the training program in 2017. Within the chapter I serve as the
Immigration Lead, supporting our members' advocacy on immigration policy issues at the local, county,
state, and federal levels. We work within a coalition of regional organizations who are working to affect
change in immigration policy. Here in Dublin, I organized two training events in coordination with the
ACLU of Northern California. I also presented on three panel discussions throughout the Bay Area on the
effects of recent changes to immigration policy to our communities. Finally, I applied and have been
accepted to the Dublin Police Department 2018 Citizens Academy. I look forward to completing that
program and learning about the good work that our local law enforcement does to keep our community
safe.
Why do you want to serve on the City Council?
I have been coming to Dublin for the past seven years as a drilling Navy Reservist at Camp Parks. When
returning from a deployment I was looking for a community where I can restart my civilian life and raise
my younger brother, who I recently took custody of after returning. I chose Dublin because it is a great
community with great schools and I hope to serve the community that has given me so much these past
years. Service runs deep in my family. I was raised to put service above self and I hope to bring my
commitment of service to the city council. My 16 years of federal government service illustrates that I
am a quick learner, a skilled communicator, and adept at understanding, balancing and communicating
the needs and wants of multiple stakeholders on complex problem sets. I hope to apply these skills to
serve our community and all its residents. I have a strong connection to Camp Parks, the Reservists who
come through Dublin temporarily for training, and the military service members and veterans that live
here in our community. I hope to find new ways to serve and recognize our service members for the
incredible value they bring to our country and our Dublin community. I hope to be a Veteran’s voice on
the council and bring that unique perspective to the decisions we make that recognize or affect our
Veterans. Through my statewide issues advocacy and political work I have learned how to network with
elected officials on legislation and other policy matters. I hope to bring that experience to the city
council. I commit to actively monitor the different types of legislation and policy decisions that are
happening at the county and state level, and to share how those changes might affect us at the local
level. Overall, Dublin is a great place with great schools and great people! We are so fortunate to live
here and I am in awe of the tremendous change we have undergone in the past decade. I commit to
