HomeMy WebLinkAbout7.2 Park Art Selection Committee Representatives Page 1 of 2 STAFF REPORT HERITAGE & CULTURAL ARTS COMMISSION DATE: October 12, 2017 TO: Honorable Chair and Commissioners FROM: Tegan McLane, Heritage & Cultural Arts Manager SUBJECT: Park Art Selection Committee Representatives Prepared by: Tegan McLane, Heritage and Cultural Arts Manager EXECUTIVE SUMMARY: The Heritage and Cultural Arts Commission will consider selection of Commission members to serve on the Public Art Selection Committees for artwork to be installed in various Dublin Parks. STAFF RECOMMENDATION: Select a Heritage and Cultural Arts Commission member and alternate to serve on each of the following Park Art Selection Committees: Clover Park (formerly Dublin Ranch Subarea 3 Community Park), Jordan Ranch Neighborhood Park, and Sea n Diamond Park. FINANCIAL IMPACT: Funding for these public art projects was included in the Adopted Five -Year Capital Improvement Program, as Public Art - Dublin Ranch Subarea 3 Community Park (PK0317) Public Art- Jordan Ranch Neighborhood Park (PKNEW6), Public Art - Sean Diamond Park (PKNEW7). The funding source for all of these is the Public Art Fund. DESCRIPTION: The City Council has approved public art to be installed in three new parks, currently under construction and expected to be completed in the next three years. City Council has expressed a preference for functional art and/or embellishments to planned functional elements. The parks and projects are: Jordan Ranch Park The City anticipates installing a tile seat wall near the play area in the new Jordan Ranch Park. The City likely will request that the artist involve the community in the design process. The art budget for Jordan Ranch Park public art is $41,000. 7.2 Packet Pg. 22 Page 2 of 2 Sean Diamond Park The City anticipates installing an artistic element as the focal point of this new classically designed park. City Council has expressed interest in functional art, such as a shade structure. The art budget for Sean Diamond Park public art is $42,000. Clover Park The City anticipates installing public art near the creek overlook, at the juncture of bike and walking trails. There also will be a restroom building in the vicinity, suitable for a mural. The art budget for Clover Park public art is $32,660. As allowed by City of Dublin’s Public Art Master Plan, the City will use a combination of artist selection methods (Invitational and Pre-Qualified), inviting site-specific design proposals from a select group of artists. Artists will be chosen for invitation by ad hoc Public Art Selection Committees. Art Selection Committees will reconvene at later date to evaluate proposals and recommend a design to the Heritage and Cultural Arts Commission. Staff recommended to the City Council at its September 5 meeting that the members of the Public Art Selection Committee consist of: One representative from the Heritage and Cultural Arts Commission, to be selected at the October 12 meeting; One representative from the Parks and Community Services Commission, to be selected at the October 16 meeting; One representative from City of Dublin Parks Staff or the developer, to be selected by the Director of Public Works; Two Dublin residents who have volunteered to serve on public art selection committees, to be selected by Staff with an eye toward diversity on the Public Art Selection Committee and representation from the immediate neighborhood . Alternates will be identified for each individual. Staff anticipates the time commitment for the members of this committee to be limited to two evening meetings. Every effort will be made to schedule the meetings at the mutual convenience of the committee members. Each meeting is expected to last no more than three hours.
