A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on Thursday, December 14, 2017, at the Dublin Civic Center Council Chamber. The meeting was called to order at 7:00 PM., by Chair Rita Szollos. 1. Call to Order and Pledge of Allegiance Chair Rita Szollos: Present, Commissioner Kathy Blackburn: Absent, Commissioner Georgean Vonheeder-Leopold: Present, Commissioner Robert Bennett: Present, Commissioner Kit Lau: Present, Commissioner S.Tejas Peesapati: Present, Commissioner Prarthana Rawal: Absent. Chair Szollos led the Pledge of Allegiance. 2. Oral Communications 2.1. Public Comment None. 3. Approve the minutes of the October 12, 2017 Regular Meetings of the Heritage & Cultural Arts Commission. ACTION: Approved the minutes of the October 14, 2017 minutes as presented. 4. Utility Box Art Selection Ms. McLane provided the specifics of the item as outlined in the Staff Report. Ms. McLane reiterated the requirements for art proposals submitted by students. Under the Public Art Master Plan rules, student artists have been asked to name an adult professional artist who will serve as their sponsor and who is capable of completing the work should the student artist be unable to do so. Ms. McLane suggested the Commission review each proposal and vote to recommend if the proposed art piece should move forward to the final recommendation process. After the Commissioners all agreed, Ms. McLane presented a slideshow showcasing the proposals. Upon reviewing each proposal, Ms. McLane presented all proposals with 5-0-0 and 4-1-0 recommendations. The Commissioners then discussed the possible locations for each artwork and proposed the following: • A-Amador Valley Blvd. at Brighton Dr. -"Evolution of Lawn Mower" by Rikki List • B-Amador Valley Blvd. at Iron Horse Trail- Iron Horse proposal by Anthony Michael Diaz • C - Amador Valley Blvd. at Stagecoach Rd. - "Around the Neighborhood" by Suzanne Gayle • D - Dublin Blvd. at Hacienda Dr. - "Dublin at Dusk" by Suzanne Gayle • E - Dublin Blvd. at Hibernia Dr. — "Popcorn Box" by Anthony Michael Diaz • F - Dublin Blvd. at Toyota Dr. — "House Finches" by Sarah Lee • G - Dublin Blvd. at John Monego Ct. - Quarry Lane School proposal by Bora Shin • H - Dublin Blvd. at Glyniss Rose Drive — "Kite Festival" by Jennifer Huber Chair Szollos opened the floor to public comment. Mr. Steve Minniear made a public comment stating his concerns about the artwork from Quarry Lane School not including an America flag. Cm. Bennett said this was a good point and would like to see the flag included in the finalized artwork. Vonheeder-Leopold, seconded by Cm. Lau, and by a vote of 5-0-0 with Cm. Blackburn and Cm. Rawal absent, the Commission voted to approve the recommended Utility Art Box proposals and location as presented. 7.2. Summer 2017 Quarterly Report Ms. McLane provided the specifics of the item as outlined in the Staff Report. Cm. Bennett asked who is responsible for maintaining the McCormick Rose Garden Arch at Emerald Glen Park. Ms. McLane answered the City is responsible for maintaining the Arch. ACTION: The Commission received the report. 7.3. Dublin Camp Parks Military History Center Update Ms. McLane provided the specifics of the item as outlined in the Staff Report. Mr. Steve Minniear, Dublin Historical Preservation Association (DHPA) President, shared his experience as a historian at the Dublin Camp Parks Military History Center. Cm. Lau said attendance at the Military History Center seems okay but asked how we can garner more interest. Cm. Vonheeder-Leopold said people who go to the Military History Center already have an interest in the military. Cm. Bennett suggested a cross-pollination of advertising at Heritage Park might work. Mr. Minniear stated the U.S. Navy Seabee exhibit at the Murray Schoolhouse a few years ago opened the door to new exhibits. Ms. McLane mentioned Heritage Park & Museums recently conducted a tour for 30 reservists. Chair Szollos suggested the City work with the Scouts to offer a badge for visiting museums. Cm. Vonheeder-Leopold asked about signage directing visitors to the Dublin Camp Parks Military History Center. Mr. James Rodems, Parks and Community Services Director, said there may be future improvements to way-finding signs on City streets. Chair Szollos thanked Mr. Minniear for his time and efforts. Other Business Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). Ms. McLane stated that a utility art box proposal with a "5-0-0" vote was missed and not included in final decision. Ms. McLane suggested the "Picket Fence" piece by Rob and Chii Corder could be presented to the City Council as an alternative in case they reject one of the other designs or one of the artists declines the City's offer. The Commissioners agreed to keep this as an alternative. Ms. McLane mentioned longtime Recreation Supervisor Frank Luna, who did a great job overseeing special events, retired this week. A Recreation Technician position is open to replace the F/T position. Ms. McLane said the City Council will discuss the utility box art proposals and recommendation during January 9, 2018 meeting. Chair Szollos asked for public comments. Mr. Minniear shared that Dublin United Soccer League is celebrating its 50th anniversary in 2018, and it will be a great opportunity to look at Dublin history through the league's perspective. 9.
