STAFF REPORT
HERITAGE & CULTURAL ARTS COMMISSION
DATE: May 10, 2018
TO: Honorable Chair and Commissioners
FROM:
Tegan McLane, Heritage & Cultural Arts Manager
SUBJECT:
Commission Representative to Serve on Dog Park Replacement Art
Selection Committee
Prepared by: Tegan McLane, Cultural Arts and Heritage Manager
EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will consider selection of a Commissioner to
serve on the Public Art Selection Committee for replacement public art piece for the
Dougherty Hills Dog Park.
STAFF RECOMMENDATION:
Select a Heritage and Cultural Arts Commission member and alternate to serve on the
Public Art Selection Committee for a replacement public art piece for the Dougherty
Hills Dog Park.
FINANCIAL IMPACT:
Funding for this public art project is being considered for adoption by City Council at the
May 15 meeting as part of the Five-Year Capital Improvement Program, as the Public
Art - Dog Park Art Replacement Project (PKNEW5). The project is valued at $26,680.
The funding source is the Public Art Fund.
DESCRIPTION:
At its October 17, 2017 meeting, the City Council deaccessioned public artwork at the
Dougherty Hills Dog Park, which had deteriorated beyond the point of repair, and
directed Staff to begin the selection process for a replacement artwork more suitable to
the environmental conditions of a dog park, to be installed in spring 2019.
As allowed by the City of Dublin’s Public Art Master Plan, the City will use an Open Call
selection method. Selected artists will be invited to create a site-specific proposal by an
ad-hoc Public Art Selection Committee. This committee will reconvene at a later date to
evaluate proposals and recommend a design to the Heritage and Cultural Arts
Commission.

Staff recommends that the Public Art Selection Committee include one representative
from the Heritage and Cultural Arts Commission. Other Committee members will
include:
• One representative from the Parks and Community Services Commission, to be
selected at the May 21 meeting;
Three Dublin residents, preferably dog owners, who have volunteered to serve
on public art selection committees, to be selected by Staff with an eye toward
broad representation on the Public Art Selection Committee.
Alternates will be identified for each selected Committee member.
Staff anticipates the time commitment for the members of this Committee to be limited
to two evening meetings - one in late summer and one in fall. Each meeting is expected
to last no more than three hours.
