EXECUTIVE SUMMARY:
The Human Services Grants Program provides financial support to local non -profit
organizations serving the Dublin community. For the upcoming fiscal year, the City's
Community Development Block Grant (“CDBG”) program allocation is higher than
projected, so Staff has adjusted the funding amounts, in line with past practice, for many
of the Human Services Grant recipients.

DESCRIPTION:
The Human Services Grants Program provides financial support to local non-profit
organizations serving the Dublin community. Each year, the Human Services
Commission (“Commission”) provides a recommendation to the City Council regarding
the grant funding. The program is supported through three funding sources: the
Federally-funded Community Development Block Grant (“CDBG”) program, the City’s
General Fund and the City’s Affordable Housing Fund.
On March 22, 2018 the Commission heard presentations from the non -profit
organizations who had applied for a grant, deliberated, and recommended funding
levels for 18 programs for the upcoming funding cycle.
On April 17, 2018, Staff presented the Commission’s recommendations to the City
Council. The City Council accepted the recommendations and made one change to
fully fund Spectrum’s request ($13,000). At that time, the amount of CDBG funding was

estimated based on last year’s funding and the City Council authorized Staff to
appropriate additional General Fund dollars in the next Fiscal Y ear budget to cover that
change ($3,655).
However, on May 3, 2018, Staff received the projected CDBG allocation from Alameda
County. This year’s projected allocation was higher than expected - approximately
$11,700 more ($91,462). In line with past practice, Staff adjusted the grant amounts to
fully fund all the programs that are eligible for CDBG dollars, as well as increased the
City’s annual loan repayment obligation for the Axis Community Health Facility by a
one-time amount of $37.

Since Spectrum Community Services’ request can now be fully funded utilizing CDBG
dollars, the City Council’s requested addition from the General Fund is no longer
necessary. In addition, there was an additional $333 in available General Fund dollars.
Staff adjusted the grant amounts of programs receiving General Fund dollars by $25 to
$33 per program, except for programs that were already awarded the full amount
requested.
Attachment 1 is a table showing the final award amounts and sources of funding for all
grant recipients.
Staff is currently working with the County of Alameda on the CDBG funding allocat ion
process and will coordinate the execution of agreements with each grant recipient for
Fiscal Year 2018-19.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Recipients of increased funding will receive a formal notice from the City regarding the
changes.
