Foss, City Manager SUBJECT: Authorization to Purchase Police Vehicles and Emergency Equipment Directly from Vendor Prepared by: Nate Schmidt, Captain Dublin Police Services EXECUTIVE SUMMARY: The City Council will consider approving the purchase of two new marked police vehicles and related equipment to accommodate the addition of two sworn staff members to Dublin Police Services in Fiscal Year 2018-19. Staff conducted an extensive study to determine which available police vehicles would best suit the upcoming needs of Dublin Police Services and is recommending the purchase of two 2018 Dodge Charger Police Sedans for patrol. STAFF RECOMMENDATION: Adopt the Resolution Authorizing the Purchase of Two Police Vehicles from My Jeep- Chrysler-Dodge-Ram and Emergency Equipment from Lehr Auto, and approve the budget change. FINANCIAL IMPACT: The purchase of two 2018 Dodge Charger Police Sedans and emergency equipment will have a combined cost of $82,712.80. A budget change appropriating funds from the General Fund Undesignated Reserve will be needed for this purchase. Emergency equipment will be purchased and installed separately. DESCRIPTION: Currently, the City has 20 marked police vehicles in the fleet. Over the past three years, Dublin Police Services Patrol staff has increased by three sworn members and is anticipating increasing of an additional two sworn staff members in Fiscal Year 2018-19. Since this increase in staffing has occurred, no additional marked police vehicles have been added to the fleet. In order to ensure efficiency, Staff is recommending the purchase of two additional marked police vehicles along with the purchase and installation of emergency equipment to outfit the vehicles. Staff conducted an extensive review to determine which available police vehicles would best suit the upcoming needs Page 2 of 3 of Dublin Police Services and is recommending the purchase of two 2018 Dodge Charger Police Sedans for patrol. With Ford Motor Company no longer producing the Crown Victoria, Staff determined the 2018 Dodge Charger Police Sedan would best suit Patrol staff. The vehicles were researched with functionality, durability, performance, and cost in mind. Staff obtained competitive pricing from multiple Dodge vendors for the purchase of two 2018 Dodge Charger Police Sedans. The City Municipal Code establishes the procedures for making purchases and requires that major purchases for items in excess of $45,000 be awarded by the City Council. The award is to be made based on formal sealed bids unless one of the allowed exceptions is utilized. The Municipal Code contains a specific exception to the formal bid process when the purchase is for vehicles. The exception is shown below: Section 2.36.100(B)(10) Dublin Municipal Code: When the City Council specifically waives the competitive bid process and authorizes staff to negotiate the purchase of vehicles by a four-fifths (4/5) vote. (Ord. 12-12 § 2 (part). Staff requests that the City Council authorize the purchase through competitive pricing for the addition of two marked vehicles. The lowest cost presented for the two 2018 Dodge Charger Police Sedans is My Jeep -Chrysler-Dodge-Ram. The competitive pricing obtained is shown in the Tables below: COMPARISON PRICING - 2018 DODGE CHARGER POLICE SEDAN (Includes Purchase Price, Sales Tax, Documentation Fee, and Tire Fee) DEALER COST PER VEHICLE My Jeep-Chrysler-Dodge-Ram $26,635.67 Stoneridge Chrysler-Jeep-Dodge-Ram $28,353.67 Stead Automotive Group No Bid Upon delivery of the additional vehicles, Staff will arrange for them to be equipped with emergency police equipment. On March 6, 2018, City Council adopted Resolution 20- 18 which identified Lehr Auto as the sole source to provide and install emergency equipment into Dublin Police vehicles. Lehr Auto provided a quote of $29,441.46 to purchase and install emergency equipment into the two new vehicles. The General Fund contains funding to purchase two 2018 Dodge Charger Police Sedans and outfit them with emergency equipment. Once in service, the vehicles will be placed on the ISF budgeting schedule for future replacement. The attached Resolution (Attachment 1) which will record the two actions being requested. The first is authorization to purchase the vehicles from My Jeep-Chrysler- Dodge-Ram through direct negotiation instead of using a formal bid. The City’s purchasing regulations require approval of this process by a four-fifths vote.
