General Fund Reserves FINANCIAL STATEMENT: The following is a breakdown of funds budgeted and low bid for the three Capital Improvements Projects incorporated in this Contract: Improvements Budget Low Bid Low Bid plus 10% Contingency Shannon Center Parking Lot Hansen DriVe Bedford Court $30,000 $70,058.60 $77,065.00 $94,050 $73,387.20 $80,726.00 $10,300 $14,823.00 $16,305.00 TOTAL: $134,350 $158,268.80 $174,094.00 All three CIP's are funded by the City's General Fund (001). A budget change in the amount of $39,746 will be necessary to fund this project with a 10% contingency. DESCRIPTION: On March 6, 2001, the City Council authorized Staff to solicit bids for Contract No. 01-04, Shannon Center Parking Lot, Hansen Drive & Bedford Court Improvements. The projects, with descriptions, are as follows: 1. Shannon Park & Community Center Parking Lot Paving: The asphalt parking lot at the Shannon Park and Community Center has failed in several areas and the surface is badly weathered. This project g:XmiscprojXshannon-hansen-bedfordXAS award COPIES TO: Bidders ITEM NO. will repair the failed areas and repave with 2-inch asphalt concrete. In addition, the parking stalls will be striped with thermoplastic. Bedford Court Subdrain: The roadway of Bedford Court has been damaged by underground springs. This project will install a 60Olineal foot subdrain system to eliminate some of the water causing the deterioration of the roadway bed. Hansen Drive Drainage Improvements: Underground springs have also caused damage to the Hansen Drive roadway. A new subdrain system will be installed to eliminate some of the water, and the street' will receive a 1-1/2 inch overlay from the west end of Hansen Drive to Silvergate Drive. The three projects were combined into one contract as a cost savings measure. A total of six bids were received for the project (Attachment 3). The low bidder was Bruce Carone Grading & Paving, Inc., with a bid of $158,268.80. The bids received were higher than budgeted due to expanded scope of work for the Shannon Community Center parking lot and Bedford Court improvements. The parking lot will be reconstructed with two inches of asphalt instead of a 1½" overlay and will also have a subdrain system installed to reduce pavement damage from underground springs. A portion of the subdrain at Bedford Court has been relocated undemeath the existing sidewalk to maximize the subdrain effectiveness. Staff has reviewed the bid results, checked the references, and recommends that the City Council adopt the resolution awarding Contract No. 01-04, Shannon Center Parking Lot, Hansen Drive &'Bedford Court Improvements, to Bruce Carone Grading & Paving, Inc., and approve a budget change in the amount of $39,746 from General Fund Reserves. -2- RESOLUTION NO. - 01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 01-04 SHANNON CENTER PARKING LOT, HANSEN DRIVE & BEDFORD COURT IMPROVEMENTS WHEREAS, the City of Dublin did, on April 24, 2001, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 01-04, Shannon Center Parking Lot, Hartsen Drive & Bedford Court Improvements, authorized by the City Council on March 6; 2001, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 01-04 to the lowest responsible bidder therefor, to wit, Bruce Carone Grading & Paving, Inc., at a bid of One Hundred Fifty-Eight Thousand Two Hundred Sixty-Eight Dollars and Eighty Cents ($158,268.80), the particulars of which bid are on file in the Office of the City Engineer.
